Niger Assembly Committee on Education says only 7 per cent of 2019 education allocation released to the ministry Niger State House Assembly Committee on Education, Science and Technology says only 7 per cent of N840.516 million education allocation of the 2019 budget was released to the state Ministry of Education. Malam Suleiman Gambo, Chairman of the Committee and Member Representing Paiko Constituency, disclosed this during the presentation of a report at a plenary in Minna on Wednesday. The News Agency of Nigeria (NAN) reports that the house had in August mandated the committee to perform oversight function by interfacing with stakeholders. They were also mandated to visit affected schools to ascertain the level of development and areas needing improvement. Gambo explained that the committee discovered that many primary, junior and secondary schools across the state were dilapidated. He added that the dilapidation was caused by natural disasters, while others were as a result of neglect. The chairman also said that N1.3 billion spent by the state government to renovate nine schools under the Whole School Development Approach, three out of those schools were yet to be completed. He listed the schools not renovated to include; Government Day Science College, Baro, Government Girls Secondary School, Tegina and Mu’azu Ibrahim Commercial Secondary School, Kontagora. Gambo added that there was inadequate furniture for teachers and pupils as about 70 per cent of pupils in primary schools were sitting on bare floors. Reading the recommendations of the committee, Mr Abdullahi Wuse, Speaker of the House, said the ministry and the state SUBEB should engage to see to the development of the education sector in the state. Wuse also urged proper monitoring while carrying out rehabilitation of schools especially in rural areas to reduce cost.

Soldiers dragged Benue warlord, Gana, out of govt convoy before he was killed – Community leader

More facts on Wednesday emerged about how a notorious militia leader in Benue State , Terwase Akwaza , aka Gana , was killed by the military on Tuesday despite embracing amnesty . A community leader , who confided in one of our correspondents in Makurdi, the state capital, said Gana was in a government convoy when he was dragged out of a car by soldiers at a checkpoint in Gbitse, near Yandev roundabout in the Gboko Local Government Area of the state. The community leader said the militia leader was thrown into a military vehicle and driven away. The Commander of Operation Ayem A Kpatuma, Major General Ali Gadzama , had on Tuesday told Channels Television that Gana was killed in a gun battle with soldiers . But it was gathered that the militia leader had between 11am and 2pm on Tuesday at the Katsina- Ala Stadium in the presence of prominent indigenes of the Sankera District of the state, including the First Class Chief of the area , His Royal Highness, Abu Shuluwa, embraced amnesty . The Sankera zone consisting of Logo, Katsina -Ala and Ukum local government areas has been the worst hit by the activities of Gana and his gang since 2009. The militia leader and others had in the state Government House in 2015 surrendered no fewer than 200 guns including AK-47 rifles . But the peace move was thwarted after the killing of the Senior Special Assistant to the state Governor on Security , Denen Igbane, in 2016. After the incident, the militia leader went back to the bush . The community leader , who confided in The PUNCH , said the latest peace move efforts were initiated by some prominent indigenes, who urged Gana to drop arms and embrace peace . The source said , “ He ( Gana) actually came out because of the assurance given by the prominent indigenes and traditional rulers and he was not armed when he was dragged out of the car and taken away to be killed. “ The militia leader sat in-between the Chairman of the Katsina- Ala Local Government Area, Alfred Atera , and a priest in one of the cars in the government convoy. ” According to the source , the convoy was stopped by soldiers at a checkpoint in Gbitse on its way to Makurdi. He stated, “ As soon as we got to the military checkpoint , some soldiers who spotted Gana had to pull down the priest , drag Gana into their waiting vehicle and zoom off . ” Tension as fears of reprisal grip Benue communities Meanwhile, there were fears in the Sankera zone on Wednesday as residents thought that members of Gana’ s gang could carry out attacks on the area . A trader in Katsina- Ala , who spoke on condition of anonymity, said , “ We heard that many of the repentant militias who saw what happened along the road turned back and they might likely return to the trenches . “ These people may see it as betrayal and want to unleash terror on the people in this area. ” On his part, the state Governor , Samuel Ortom, expressed shock over the arrest and killing of Gana by soldiers. The governor , in an interview with journalists at the Government House , Makurdi on Wednesday, explained the second amnesty programme of his administration which covered the Sankera geopolitical zone . The governor said that he was still awaiting briefing from the commander of Operation Ayem A Kpatuma . He said the commander promised to come and brief him on the operation. When asked if the amnesty programme had not been thwarted by the killing of Gana, Ortom said that the programme was not truncated as those who could not get to Makurdi due to the confusion created by the military operation would be given another chance . He urged the people of Sankera to remain calm as he was still investigating circumstances surrounding the arrest and killing of Gana . He said , “ Shortly after we left yesterday night, there was a press statement issued by the special force , that is Operation Ayem A Kpatuma, in Doma , Nasarawa State . “ I reached out to the commander of the force and told him that I was surprised and needed an explanation. “ He assured me that he would come and brief me , but I must say that I am surprised by what happened . I do not want to take issue with the military but I have a duty to protect the lives of the people . Suswam urges FG to set up judicial panel Also , a former governor of the state and senator representing the Benue North East Senatorial District , Gabriel Suswan, urged the Federal Government to set up a judicial panel to unravel the alleged killing of Gana by soldiers. Reacting to the incident in a statement in Abuja titled, ‘ A time to heal , ’ Suswam said the soldiers’ action could frustrate the peace already being achieved in the state following Gana’ s decision to embrace dialogue and to surrender his arms. Suswam said , “ Even war criminals captured alive are entitled to certain rights. “ The claim that Gana was killed in a gunfight needs further explanations because those who accompanied him and who watched him being taken away, including his local government chairman , do not believe he was in possession of any arms . “ An independent judicial commission of inquiry will unravel facts of the matter to serve as lessons for the future “. Nigeria borrowed N18.89tn under Buhari – Report

• Nigeria ’ s debt rises by N2 . 38 tn , hits N 31 tn – DMO • FG – N 25 . 28 tn , states – N5 . 73 tn • Lagos, Rivers , Akwa Ibom post highest debts Nigeria ’ s debt public debt hit a total of N 31. 01tn at the end of June , the Debt Management Office announced on Wednesday. This means that in the last five years under the President , Major General Muhammadu Buhari ( retd . ) , the country’ s debt rose by N 18. 89tn . As of the end of June 2015, one month after the present regime came into power , the country’ s debt profile stood at N 12. 12tn . This means that within a period of five years , the nation ’ s debt profile rose by N 18. 89tn . It also means that the country’ s debt profile has risen by 155. 86 per cent within the five – year period . Nigeria ’ s total public debt stock includes the debt stock of the Federal Government , the 36 states and the Federal Capital Territory . However, most of the debts were contracted by the Federal Government . The Central Bank of Nigeria had on Tuesday released some data showing that the Federal Government ’ s component of the country ’ s debt stood at N 24. 52tn as of March 31. A statement issued by the DMO on Wednesday indicated that the debt increased by N 2. 38tn within a space of three months . For the country ’ s public debt stock as of June 30, 2020, the DMO said , “ The data show that in naira terms , the total public debt stock which comprises the debt stock of the Federal Government , the 36 state governments and the FCT stood at N 31. 009tn or $85. 897bn . “ The corresponding figures for March 31, 2020 were N 28. 628tn or $79. 303bn. ” The debt office explained that the increase in the debt stock by N 2. 381tn or $6. 59bn was accounted for by the $3. 36bn budget support loan from the International Monetary Fund and new domestic borrowing to finance the revised 2020 Appropriation Act. It said this includes the issuance of the N 162. 56bn Sukuk and promissory notes issued to settle claims of exporters. The debt office said , “ The DMO expects the public debt stock to grow as the balance of the new domestic borrowing is raised and expected disbursements are made by the World Bank , African Development Bank and the Islamic Development Bank which were arranged to finance the 2020 Budget . “ Recall that the 2020 Appropriation Act had to be revised in the face of the adverse and severe impact of COVID -19 on government ’ s revenues and increased expenditure needs on health and economic stimulus , among others . ” It stated that additional promissory notes were expected to be issued in the course of the year. This and new borrowings by state governments were also expected to increase the public debt stock , the DMO explained. A breakdown of the country’ s total debt showed that the external component amounted to N 11. 36tn or 36. 65 per cent of the total debt. This leaves N 19. 65tn or 63. 35 per cent of the country ’ s debt portfolio as the domestic component. The external debt commitment of the Federal Government alone stood at N 9. 82tn or 31. 68 per cent of the total debt profile. On the other hand , the external debt commitment of the states and the FCT stood at N 1. 54tn or 4. 96 per cent of the total debt commitment . The domestic debt of the Federal Government only stood at N 15. 46tn or 49. 84 per cent of the national total debt. The states and the FCT, on the other hand , owe domestic debt of N 4. 19tn . This is equivalent of the 13. 51 per cent of the nation ’ s total debt commitment . On the whole , the Federal Government owe N 25. 28tn while the subnational governments owe N 5. 73tn . In proportional terms , the Federal Government holds 81. 52 per cent of the nation ’ s total public debt while the subnational governments hold 18. 48 per cent of the country’ s total debt. The growing size of the nation ’ s debt profile can be seen in the growing size of the debt servicing commitment . In the first six months of the year, the country spent N 921. 93bn on domestic debt servicing . An analysis of the commitment shows that N 251. 35bn was paid on domestic debt servicing in January; N 158. 12bn in February ; N 199. 66bn in March ; N 228. 32bn in April; N 37. 87bn in May and N 46. 61bn in June . The government had earlier indicated that a total of N 1. 57tn was spent on servicing both external and domestic debts in the first six months of the year . Experts have recently been raising alarm on the high cost of debt servicing , especially when compared to expenses on capital projects and dwindling revenues. Recently, the Minister of State for Budget and National Planning, Mr Clem Agba , highlighted the scenario when he said the nation spent a total of N 1. 57tn on debt servicing in the first six months . He added that within the same timeframe, the Federal Government ’ s retained revenue was N 1. 81tn, or 68 per cent of prorated target . The Director -General , Lagos Chamber of Commerce and Industry, Dr . Muda Yusuf , said the debt situation was not surprising having regard to the devastating impact of oil price plunge on revenue and foreign exchange earnings

Meanwhile when contracted the Imo State Police public relations officer, Orlando Ikeokwu, he said that he hasn’t seen the videos .

Flood kills 65, displaces 330,000 in Niger

Three months of pounding rain in Niger have left 65 people dead and affected nearly 330, 000, while several areas of the capital Niamey remain under water , the government said. The ministry of humanitarian action and disaster management told AFP on Tuesday that as of September 7, 51 people had died when their home collapsed in the floods , and 14 had drowned. The worst – affected regions are Maradi in the central south of the country, Tahoua and Tillaberi in the west , and Dosso in the southwest At least 10 of the deaths were in the capital Niamey , where the rain caused the Niger River to breach its banks, municipal authorities said . Niger is one of the world ’ s driest countries and frequently suffers from spells of drought. But it also experiences months -long rainy seasons that have in recent years become more severe , consistent with forecasts about climate change. Flooding last year claimed 57 lives and affected 226, 000 people nationwide. ( AFP)

AGENDA 2050: Buhari inaugurates National Steering Committee

……..Says new development plan will lift 100 Million Nigerians out of poverty by 2030 President Muhammadu Buhari Wednesday in Abuja inaugurated the National Steering Committee to oversee the development of the Nigeria Agenda 2050 and Medium-Term National Development Plan (MTNDP) to succeed Vision 20:2020 and the Economic Recovery and Growth Plan (ERGP) 2017 – 2020. The National Steering Committee for the development of Successor Plans to Vision 20:2020 and ERGP will be jointly chaired by Mr Atedo Peterside and Dr (Mrs) Zainab Ahmed, the Minister of Finance, Budget and National Planning. Speaking at the inauguration, President Buhari said: ”The main objectives of these Successor Plans are to lift 100 million Nigerians out of poverty within the next 10 years, particularly given the World Bank’s projection that Nigeria will become the world’s third most populous country by 2050 with over 400 million people.” The President noted that it had become necessary to develop Successor Plans to the Nigeria Vision 20:2020 and the ERGP, which both lapse in December this year, in order to ensure continuity and efficiency in the country’s development planning. On the mandate of the National Steering Committee, President Buhari said it would oversee governance structure comprising the Central Working Group and 26 Technical Working Groups for the important national assignment. ”It is my expectation that the Steering Committee will oversee the execution of key deliverables, including recommending measures to ensure the continuous implementation of the Plans even after the expiration of the tenure of successive Administrations – including legislation, if required. ”Such legislation may introduce much-needed rigour and discipline to the nation’s development planning as well as institutionalise planned outcomes for the future. I trust that our partners in the National Assembly will support us in exploring these reforms, ” he said. President Buhari urged the National Steering Committee not to lose sight of the important role Nigeria plays on the continent as well as in the global community. He said the Successor Plans must, therefore, be designed to sustain national development, as well as support regional and global strategic interests, as outlined in the African Union Agenda 2063, the ECOWAS Integration Agenda 2050 and the Sustainable Development Goals 2030. Underscoring the importance of national development planning, the President said if carefully conceived and diligently implemented, it can transform the economic fortunes of a nation. ”The Chinese experience is an example. It has resulted in lifting over 700 million people out of poverty over the last four decades. ”Indeed, China’s track record of positive economic growth, since 1992, was only halted in the first quarter of 2020, due to onset of the COVID-19 Pandemic. ”COVID-19 presents the world – and Nigeria – with a crisis as well as an opportunity. The current global health and economic crises give us an opportunity to think afresh and chart an optimal path forward, ” he said. The President recalled that in February 2017 when he launched the Economic Recovery and Growth Plan, its objectives included, restoring and sustaining growth, investing in people and building a globally competitive economy. On the other hand, he said Nigeria’s Vision 20:2020 was an articulation of the long-term intent to launch Nigeria onto a path of sustained socio-economic development. ”The ERGP shared this vision, which ensured that the country exited recession in 2017 and sustained growth in Gross Domestic Product until the recent global economic challenges occasioned by COVID-19. ”Over the decades, successive planning and visioning exercises have guided investment in human capital development, the implementation of our infrastructural roadmap, and supported social investment in our people’s lives and livelihoods, ” he said. The President wished the committee success in its assignment, adding that he looked forward to receiving regular reports of deliberations On the composition of the committee, the President said in order to ensure a truly consultative, participatory and inclusive planning process, the membership will comprise representatives of one State governor from each of the six geopolitical zones, the Senate and House of Representatives, ministers and representatives of key agencies. Other members of the National Steering Committee are major political parties, ALGON, captains of industries, Labour Organizations, youth organizations and women’s societies, farmers’ associations, traditional and religious leaders, people with special needs and members of the press. ”At the heart of the Successor Plans is the partnership between the public and private sectors, with Government as the enabler of private sector investment and industry,” the President said. In her remarks, the Minister of Finance, Budget and National Planning, Dr Ahmed noted that lately, various zones of the country have been pursuing different economic cooperation within their areas. She, therefore, urged that the new Plans consider the comparative advantages available in these regional blocs to build a virile Nigeria. ”Although the two National Plans are on their way out, the question that will remain on the lips of Nigerians and which we must be ready to provide an answer with little or no prompting as we progress with the preparation of the successor Plans, is how much the Plans have transformed Nigerian economy. ”As the National Steering Committee for the preparation of the new Plans, we must therefore strive to give hope to the great citizens of this country with the quality of Plans that we are coming up with, ” she said. ”For a development plan to be successful, it has to be inclusive, people should be consulted, own it and believe it is working for them,” he said.

Kano Hisbah arrests 648 beggars for violating street begging laws

The Kano State Hisbah Board has arrested 648 suspected beggars in Kano metropolis for allegedly violating the law on ban of street begging from February till date. The Public Relations’ Officer (PRO) of the board, Malam Lawan Ibrahim, disclosed this in an interview with the News Agency of Nigeria (NAN) in Kano on Wednesday. Ibrahim said that the suspects were arrested at the Bata Area Murtala Muhmamed way, Nasarawa Hospital, Railway Station and Yahuza Suya junction in the city. He said those arrested are 416 female and 232 Male. Ibrahim said the board will continue to arrest beggars who refuse to abide by the law . “We will make Kano streets beggar-free. ”Those arrested have been screened and those who were are first time offenders, will be handed over to their relatives. “Those who are not first time offenders would be charged to court,” he said.

The pontiff — known for a fondness for close personal contact — however quickly removed the mask as he emerged from the car carrying him to the audience, which was suspended in February over the coronavirus pandemic. But he shunned his usual practice of shaking hands and kissing babies as some 500 faithful filled a courtyard at the Apostolic Palace inside the Vatican. At his second meeting since suspending general audiences on February 26, the crowd thronged behind a barrier and some even lowered their masks to greet the leader of the Roman Catholic Church. The pope shook hands with prelates attending the audience and, smiling, then turned to the crowd, urging them not to shake hands and to return to their seats in order to “avoid contagion”. Francis focused on the socio-economic impact of the pandemic which he said was “without barriers”. He advocated a society in which people should have more solidarity with their neighbours. Pope Francis, whose birth name is Jorge Bergoglio, has shown little fear for his health since the outbreak of the coronavirus pandemic early this year. Before Wednesday he had never appeared with a mask and had continued to receive visitors within the Apostolic Palace — albeit fewer groups than before. Last Thursday he shook hands with a group of French actors committed to defending the environment. The group was exempted from wearing face masks and included the actress Juliette Binoche. The 83-year-old pontiff found it difficult to wear a mask that restricted his breathing, a member of his entourage said Wednesday. When he was 21 Jorge Bergoglio suffered from acute pleurisy and surgeons removed part of his right lung, according to his biographer Austen Ivereigh. Replace striking doctors with corps members, FG tells hospitals

The Federal Government has directed the Chief Medical Directors and Managing Directors of federal tertiary hospitals to “ immediately” commence the use of consultants and doctors on the National Youth Service Corps to provide routine services . The government also directed that locum staff should “ be brought in when and where necessary to forestall services ’ disruption when applicable and affordable” . The Minister of Health , Dr . Osagie Ehanire , gave the directive in a statement issued in Abuja on Wednesday He was reacting to the nationwide strike by the National Association of Resident Doctors over the non -payment of their COVID – 19 hazard allowance and other demands . He said , “ lt is with deep concern that l view the ongoing strike by the Nigerian Association of Resident Doctors which commenced yesterday ( Tuesday) September 7, 2020. “ We must remember that the primary duty of doctors and all health workers is to save lives . Embarking on a strike in this time that the country is battling with the COVlD- 19 pandemic is ill-timed and ill- advised . “ lt is a critical time in which all well- meaning medical professionals should close ranks and confront the common enemy , which is the COVlD- I 9 pandemic threatening mankind. “ This is therefore one strike too many. Besides , most of the demands have been met and others , though , difficult , are at an advanced stage of implementation. A little patience would have made a big difference. “ The Federal Ministry of Health finds it necessary to ensure measures are put in place to mitigate the effect of this strike on the generality of our populace by directing the CMDs/MDs of our federal tertiary hospitals to immediately do the following : COVlD- 19 treatment outlets should continue to function as before. “ Emergency services should continue to run as before . Routine services should be maintained with Consultants , NYSC Doctors. Locum staffers to be brought in when and where necessary to forestall services disruption when applicable and affordable. “ I call on the NARD to return to work and engage the Federal Government in completing the ongoing due process of implementing the MoU between NARD and government . “ I wish to assure the general public that measures have been put in place to ensure that they continue to access services at all our federal tertiary hospitals across the country. ”

EFCC arrests 22 suspected internet fraudsters in Owerri

Operatives of the Uyo zonal office of the Economic and Financial Crimes Commission, (EFCC), have arrested 22 suspected internet fraudsters at different locations in Imo state. The all-male suspects, whose ages range between 20 and 41, were nabbed recently at “Sight and Services” within “World Bank”, in Ugwuma Town and “Road Safety” by Toronto road, Egbu, Owerri, Imo state. They are: Chinonso Anozie Frank; Ogadibo Victor Chikeluba; Clinton Njoku Onyekachi; Okoro Edwin Chigozie; Anozie Chibuzor Harold; Anyaeriuba Canice; Ogbuehi Anderson; Okere Nonye; Njoku Paul Chibuike; Ndalaka Felix Chukwuebuka and Anele Chibuike Timothy. Others are; Chidi Kalu; Uparai Daniel; Ubochi Christian Ikechukwu; Udoka Obi; Chiagozie Morris Obiano; Moses Akaedite; Henry Princewill Chisom; Prince Ibe; Ugwuegbu Fredrick Ekenna, William Peter Obinna and Udoka Ihiekwe Kelechi. At the point of arrest, several cars and gadgets were recovered from them and they include: A black Lexus E5 330; a silver-coloured Toyota Corolla LE, a silver-coloured Toyota Camry and a blue Toyota Corolla LE. Others include a silver -coloured Lexus E5; a black Toyota Venza, a grey -coloured Mercedes ML350 SUV and a silver- coloured Toyota Highlander SUV. Also recovered from them are 15 laptops and 20 sophisticated mobile phones. The suspects will be charged to court as soon as investigations are concluded.
