Ex-service chiefs ambassadorial nomination plot to avert investigation ― PDP

The Peoples Democratic Party (PDP) has firmly rejected what it sees as plots by the President Muhammadu Buhari and the All Progressives Congress (APC) to use the decoy of ambassadorial appointments to shield the immediate past service chiefs from the investigation over alleged killing of innocent Nigerians and crimes against humanity under their inglorious watch. Reacting to the nomination announced by the Presidency on Thursday, a statement issued by Kola Ologbondiyan, National Publicity Secretary, charged the Senate to eschew all partisan considerations and “stand on the side of the people, particularly the victims of the atrocious regime of the ex-service chiefs by outrightly rejecting the demand by President Muhammadu Buhari to confirm them as ambassadors.” The statement added: “It is indeed sacrilegious and a horrible assault on the sensibility of Nigerians that the APC government is seeking to use ambassadorial appointments as a desperate measure to secure diplomatic immunity for the former commanders and protect them from investigation, arrest and possible prosecution by the International Criminal Court (ICC) for the atrocities committed against innocent Nigerians under their command.” The PDP asserted that appointing the former service chiefs as ambassadors would confer diplomatic immunity on them and provide them with a route for escape. The party further stated that taking such actions at a time the ICC has declared its readiness to commence full investigation on their alleged involvement in the crime against humanity in the country, appears to further validate the allegations against them. The main opposition party added: “Moreover, the frenzy by officials of the Buhari Presidency is mounting pressure on the Senate to confirm such abominable ambassadorial nominations has further raised public apprehensions of a desperate attempt to cover the culpability of some other individuals connected to the APC administration. “It is shocking that instead of allowing the former service chiefs to answer for the alleged crime against humanity under their command including reported cases of extra-judicial execution, killing of unarmed protesters at Lekki Toll Gate, Lagos, rape, illegal arrest as well as detention and torture of innocent Nigerians, the APC administration is rather plotting their escape. “The accused service chiefs must not be allowed to use diplomatic immunity to escape investigation and possible prosecution for the killing of unarmed EndSARS protester at Lekki Toll gate and other parts of the country as well as the hundreds of civilians reportedly killed by soldiers in the Zaria massacre. “This is in addition to series of reported military invasions and the mass shooting in communities in Borno, Yobe, Rivers, Abia, Anambra among other states across the six geo-political zones of our country, where soldiers reportedly razed communities and massacred unarmed civilians under the command of the ex-service chiefs. “Our party, therefore, calls on Nigerians, across the board, to unite in rejecting these ambassadorial nominations for the accused former commanders and demand that President Buhari should immediately withdraw their nominations from the Senate. “The least that is expected of President Buhari is to direct the former service chiefs to answer for the alleged crimes.”

Go beyond sermons in fight for justice, peace, Kukah tells clerics

Catholic Bishop of Sokoto, Most Revd. Matthew Kukah has asked church leaders to go beyond delivering sermons and issuing multiple statements in their fight for justice, peace, and reconciliation in the nation. Kukah explained that no nation has ever progressed in its quest for justice and peace without good leaders representing the people in every arm of government. Nigeria, he said, could not be an exception, hence the need for church leaders at all levels to guide their followers in active politics. The Bishop said this while delivering the keynote address during a virtual conference organised by the Justice and Peace Commission of the Southern African Catholic Bishops’ Conference (SACBC), yesterday. He said, “The Church cannot simply assume that reconciliation, justice and peace are going to be largely the result of our endless episcopal statements, calling on people to be of good behaviour, moral exhortation on our politicians and so on. It requires more than that. “I think the Catholic Church must go beyond the point of making a case of being prophetic. “Prophecy is not necessarily what we think about saying what is likely to happen in future. Prophecy is about advising the present coherently and projecting what the future might be.” “The Church must identify institutions that deal with reconciliation, justice and peace, and deploy quality manpower to them. “We have to identify those institutions that are necessary if we are going to be able to fight for justice and if we are going to deal with issues of reconciliation. These issues relate to the quality of manpower that is manning our Legislatures. It is important for the Church to have the manpower as it helps in making good decisions. “As Catholics, the mistake we make is that because of lack of interest in politics and because of our backseat position we wait until a law, for example on abortion, has been made then we start running up and down. Bishop Kukah further cautions against the backseat position in national politics, saying the Church will continue to suffer the consequences of political apathy. He added, “If the Church does not identify the legislature as a major platform for the guarantee of justice and law, and if we are not present when the laws are being made, we will continue to suffer the consequences. “Who is in our Judiciary? These are the platforms for advocacy in terms of the quality of justice that citizens have to live with. “So, we must work with greater speed to reposition the Church so that we can provide our moral compass, and let our people understand how politics ought to be played. “In fighting for justice, Church leaders need to be much bolder when the stakes are high. “Beyond the comforts of our own Cathedrals and our own pastoral responsibilities around us, there is an urgent need for us to become a bit more ambitious. “Every Church leader must measure what they are doing, not by the presence of those in power and how they feel comfortable with you, but let them know that it is your obligation to tell them what is best for you and the people.”

President Muhammadu Buhari has hailed the “online warriors” of the All Progressives Congress (APC) who are defending his government. Nigeria is known to have one of the most active audiences on social media as the youth engage in a wide range of issues on a daily basis. This usually leads to heated exchanges between government supporters and its critics. Speaking when he hosted some youths of the ruling party at the Presidential Villa in Abuja on Thursday, the president expressed gratitude to the youths of the party for standing by his government. According to Minister of Youths And Sports, Sunday Dare, who tweeted about the encounter of the president and the youths, Buhari also promised to keep supporting them. Gunmen abduct PUNCH journalist, two others in Abuja

Gunmen have abducted a PUNCH journalist , Okechukwu Nnodim, at his house in the Arab road area of Kubwa , Abuja , on Wednesday night. The kidnappers also attacked his neighbours and went away with the two sons of a widow , Mrs Faith Gbeyide . Narrating the incident on Thursday, Nnodim ’ s wife , Oluchi explained that her husband was working on his laptop when five strange men scaled the fence and entered their compound while ordering them to open the door. She said the gunmen fired several shots at the windows and subsequently pulled down the burglary proof after which they forced open the front door. “ My husband asked me to stay with the children in their room . I heard the men asking him to bring out money but he told them he didn ’ t have money in the house. “ They took our phones and marched him out of the house. They went to our neighbour’ s house and also abducted her two sons . ” Madam Gbeyide explained that her son opened the door when the men threatened to kill them if they refused . She stated , “ They took the N 9, 000 in my purse , upturned the television set in the room , and went away with my first son . My second son started following them and they also took him away. ” The FCT police spokesperson , ASP Miriam Yusuf , confirmed the incident.

IGP Tenure Extension: Buhari Goofed Constitutionally-Activist

A human rights activist and author, Comrade Paul Ikechukwu Njoku, has stated that President Muhammadu Buhari constitutionally goofed on the extant laws of the 2020 Police Act which was signed into law by him in 2020. Mr. Njoku, was reacting to the announcement of the tenure extension of the retired Inspector-General of Police, Mohammed Abubakar Ademu. Recall that the Minister of Police Affairs, Maigari Dingyadi, disclosed the news on Thursday while briefing State House correspondents at the Presidential Vila, Abuja, where he noted that the decision to extend the IGP’s tenure for another three months was taken by President Buhari. According to him, this will give enough time for prosper selection of the new Police helmsman. Reacting further, the rights activist, stated that Mr. President posseses no such powers to extend the tenure of a supposed retired Inspector-General of Police. He decried that both the Public Service Rule and the 2020 Police Act emphasize that Mr. Adamu must go. He said: “This is unconstitutional, reckless, illegal and unacceptable. President Buhari goofed by violating section 18 of the 2020 Police Act which he signed into law in 2020. “Obviously, an Act of the National Assembly has been utterly denigrated and violated by this singular reckless impunity of Mr. President. “In this case, Nigerians presently have an imposed retired Police Officer serving as an IGP which is illegal and unconditional. “IGP Adamu attained 35 years in Service on February 1, 2021 and was supposed to leave the Police Service same day according to section 18 of the 2020 Police Act without deliberation, nepotism and defense mechanism of any unconstitutional technicality”.

Senate raises alarm over fresh NDDC’s N6.25bn palliative expenditure

Federal government intervention agency for the oil-producing states, the Niger Delta Development Commission (NDDC) is embroiled in a fresh scandal over huge fund purportedly spent as COVID-19 palliatives. The Senate Committee on Ethics, Privileges and Public Petitions was on Thursday informed about how N6.25billion was squandered by the axed Interim Management Committee ( IMC) led by Professor Daniel Pondei. In a petition addressed to the Chairman of the Senate Committee on Ethics, Privileges and Public Petitions Committee, Senator Ayo Akinyelure, Chairman of the agency’s COVID-19 Palliative Distribution Committee, Ambassador Sobomabo Jackrich, said no amount was spent as palliatives. In his petition, Ambassador Jackrich alleged that the money was embezzled as his committee “was totally sidelined and the IMC hijacked the process because of their secret plots just because I, as the chairman, demanded for transparency in the entire process.” His petition read in part: “As Chairman of the COVID-19 Palliatives Distribution Committee of the NDDC, I testify that N6.25billion approved by Mr President for Palliatives for the entire Niger Delta Region through the NDDC, cannot be accounted for and is allegedly embezzled by the then Prof Daniel Pondei-led IMC. “My committee was totally sidelined and the IMC hijacked the process because of their secret plots just because I, as the Chairman, demanded for transparency in the entire process. The then IMC conspired among themselves and distributed strange substance in the name of Palliatives in form of spoilt food items to a few communities in the region. “To cover up for the fraud, they tried without success to bribe me with few bags of rice and beans just to induce me to play along with them.” Senator Akinyelure who asked the NDDC to appear before his Committee on February 22 to defend itself vowed that the Senate would get to the root of the alleged financial sleaze. “This is the third time the leadership of the commission failed to honour invitation on the alleged N6.25billion COVID-19 Palliatives scam. “But unfortunately for them, as a committee of the Senate, we shall thoroughly investigate it whether they like it or not, since petition on the fraud even came from a ranking officer from the commission. “Even as a Senator from one of the affected states, I, along with 26 others, did not see any palliatives distributed by NDDC last year. “Since government is a continuum, the new management of the commission, must appear before the committee unfailingly on the 22nd of this month.” He added that submission of the new management of the NDDC on the alleged would determine the fate of the disbanded Pondei-led IMC alleged to have squandered the money.

Buhari nominates Olonisakin, Buratai, other former service chiefs as ambassadors

President Muhammadu Buhari has nominated all the service chiefs who were changed last week as non -career ambassadors. The Special Adviser to the President on Media and Publicity , Femi Adesina , disclosed this in a statement on Thursday titled “ President Buhari nominates Olonisakin , Buratai, Ibas, Abubakar , Usman as non -career ambassadors. ” Adesina said their names have been sent to the Senate for confirmation . The statement read , “ President Muhammadu Buhari has forwarded the names of the immediate past Service Chiefs to the Senate as non -career Ambassadors- Designate. “ In a letter to Senator Ahmad Ibrahim Lawan , President of the Senate, the President said : ‘ In accordance with Section 171 ( 1) , ( 2) ( c) & sub- section ( 4) of 1999 Constitution of the Federal Republic of Nigeria as amended, I have the honour to forward for confirmation by the Senate, the under- listed five ( 5) names of nominees as Non -Career Ambassadors -Designate. ’ “ The nominees are : Gen Abayomi G . Olonisakin ( Rtd ) , Lt Gen Tukur Y . Buratai ( Rtd ) , Vice Admiral Ibok-Ete Ibas ( Rtd ) , Air Marshal Sadique Abubakar ( Rtd ) , and Air Vice Marshal Mohammed S . Usman ( Rtd ) . “ The President urged the Senate to give expeditious consideration to the nominations. ”

Buhari extends IGP Adamu’s tenure by three months

President Muhammadu Buhari has extended the tenure of Mohammed Adamu as the Inspector General of Police (IGP) BY three months. This was announced to correspondents on Thursday by Minister of Police Affairs, Mohammad Dingyadi, at the presidential villa, Abuja. He said the extension was necessary to give room for the proper selection of a successor.

Herdsmen crisis: You are President of Nigeria, not Fulani, Ortom slams Buhari

Benue State Governor , Samuel Ortom, has criticised the President Muhammadu Buhari for his lethargy and failure to call Fulani herdsmen terrorising Nigerians to order . He said Buhari is the President of Nigeria not the President of the Fulani tribe where he hails from. Ortom also noted that Buhari pledged to be the President of everybody and nobody in 2015 and therefore should serve the interest of all Nigerians. The governor , who spoke at a press conference in Makurdi on Wednesday after his recovery from COVID – 19, urged the President to act fast, adding that no Nigerian is a second class citizen or slave to the Fulani people. At the conference monitored by The PUNCH , Ortom lambasted the Presidency for calling for the arrest of popular Yoruba rights activist, Sunday Adeyemo , well known as Sunday Igboho , who issued a quit notice to herdsmen accused of abductions , rape , destruction of farms, and others in the Ibarapa area of Oyo and enforced same. The governor said the Presidency kept mum when herdsmen kill and maim Nigerians but was swift to order the arrest of persons who resisted the criminal activities of the killer herdsmen . He said , “ When I talk, I was being castigated , I was being vilified, nothing bad that was not said against me , I am this and that but the reality is here and it is not just happening in Benue State today , it is happening in the entire country. “ Why is the Federal Government being silent about these Fulani herdsmen ? When will Federal Government come out and criticise and arrest herdsmen carrying AK-47? When are they going to do that? Are we second ( – class) citizens in this country ? Why ( is) the Fulani men superior to a Tiv man ? I am not their slave , a Benue man is not slave to any Fulani man in this country. “ We stand for justice , equity and fairness. Whatever is happening to a Fulani man should also happen to a Tiv man. That was why I called the Federal Government to licence me and many others to have guns, to have AK- 47 too . Because if I have my AK- 47 and a Fulani man is coming there , he knows that I have and he has , then we can fight each other. “ But you can’ t disarm me and arm a Fulani man . This is not right, the Federal Government is biased , it is unfair . The failure in security is caused by Federal Government . ” Ortom said perhaps the lieutenants of the President were not feeding him with accurate information on happenings in the country. He said , “ Mr President , in case you are listening to me , I want you to know that your people , Nigerians, you promised Nigerians that you will be fair to all . You said that you will be for everybody and for nobody , and now it will appear that you are for Fulani people because nothing is coming from you to give the people confidence that you are their President . “ You are the President of the Federal Republic of Nigeria , you are not the President of Fulani . You are the President of everybody and I owe you a duty as a stakeholder in this nation to let you know that what is going on is wrong and this has the potential of dividing this country which will not be in the interest of anyone –some of us believe in the unity of this country . ” Continuing the governor said , “ Mr President , if some people are deceiving you that all is well, it is not well with us in Benue State and what I can hear from other states , it is not well with Nigeria today , you must act fast before it is late . ”

Crude oil worth $20bn not accounted for between 2005-2012 —Reps

The House of Representatives on Wednesday affirmed that crude oil worth over $20 billion could not be accounted for between 2005 and 2012, according to the forensic audit conducted by the Ad-hoc Committee investigating Crude Oil Theft. Chairman, Ad-hoc Committee on Crude Oil Theft, Hon. Peter Akpatason who disclosed this during the resumed hearing in Abuja, also noted that the same trend of infractions was observed between 2016 and 2019. “I want to state clearly that the Ad-Hoc Committee was not set up witch-hunt any person or persons, organisation or organisations, rather identify and proffer a lasting solution to this lingering cancer bedevilling us as a nation. Nevertheless, anyone found culpable shall be brought to face the law by the appropriate law enforcement agency. “The effects of crude oil theft cannot be overemphasized, and this has lasted for too long. As patriots, it is our collective responsibility to see to the end of this stealing. The Ad-hoc Committee has identified the key role DPR as the agency of government in the sector hence your re-invitation today to enable us to work together and come up with a common front on ways to tackle this matter if not completely put an end to it, reduce it to its barest minimum. “DPR is the agency of government saddled with the responsibility of monitoring crude oil production and lifting. The Committee requested and obtained schedules of crude oil produced and lifting between 2005 to 2019. “Forensic analysis of the data revealed a very wide margin between what was reported produced and what was lifted. Between 2005 and 2012, DPR reported production of 1,746,621,167 barrels from four sampled oil terminals of Egeravos, Bonny, Forcados and Bonga. “Out of these production volumes, only 1,417,200,848 barrels were accounted for, as having been lifted officially. A whopping volume of 329,420,319 barrels, valued at over $20 billion, could not be accounted for. The same trend of infractions was observed in the years 2016-2019. “The Committee through the analysis of submissions to the Committee have raised issues requiring clarifications from DPR these issues range from unprocessed crude oil, suspected stolen/diverted crude oil, discrepancies in records, use of inappropriate devices and technologies for measurement and gauging despite huge budgetary provisions,” he stressed. According to him, the Ad-hoc Committee resolved to resume the “investigation on crude oil theft in Nigeria, having gone through submissions from the various stakeholders in the sector. “During the analysis, the Committee made discoveries that require clarifications from major stakeholders,” Hon. Akpatason noted. While noting that the Committee had earlier scheduled to meet with the military, due to the recent changes of Service Chiefs, and that the meeting was postponed, he assured that “a new date will be communicated soon.” He explained that the committee was scheduled to meet with management of Department of Petroleum Resources on Wednesday, adding that similar meeting would be held on Thursday and Friday with the management team of Nigerian National Petroleum Corporation (NNPC) and Central Bank of Nigeria (CBN) on Friday. In his presentation, DPR’s Director/CEO, Mr Sarki Auwalu, who gave a vivid account of hydrocarbon operations, alleged that blamed the crude theft on third party interference, especially at the land terminals. “I will like to use this opportunity to give a brief on how we will account for hydrocarbon in this nation. I think that will provide a better view of this committee as well as Nigerians. The process starts with well, because every crude oil comes from well, and you cannot drill a well without knowing the capacity of that well to produce. “So, the hydrocarbon accounting in DPR starts from well. Once you drill a well, you will need to have what we call a maximum efficiency rate to know the capacity that well will produce. The volume accounting starts from that point. In hydrocarbon accounting, we have static measurement and we have a dynamic measurement. The static is the volume that went into a tank that you can dip and know the volume, while the dynamic is the volume that goes across the meter. “We have two kinds of meters: we have production meter that you measure the volume of oil produced and we have custody transfer meter where you measure the volume of oil that exchanged hands. What we do is to take inventory of all wells producing in every field based on the volume we give, within which that well cannot produce more than that. “If you under produce, you can kill the reservoir. If you overproduce, you can kill the reservoir. All these volume measurements, whether static or dynamic, we make a record of them. So, where is the problem? The problem is that we have 30 terminals in Nigeria and these terminals, five are land terminals. “Most of the thefts, they are coming from land terminals because the land producers, they have to use pipelines to transport the crude into the terminals for export. In the process, you have a lot of third party interference in which those points of theft were there; small volumes that account for the larger volume are being taken and they are being stolen. “So, most of the discrepancies in production and export, you can easily calculate the theft volume. And the theft volume, if not all, come from the land terminals. But the offshore terminals, it is actually practically impossible to steal crude from offshore terminals, since it is from the bottom of the sea,” Mr Auwalu noted.
