Nwamkpa said that the governor was implementing the recommendations of various White Papers by committees set up by the state government. When asked, the governor’s aide told The PUNCH that the seal off “is true”, adding that “Governor Hope Uzodinma is committed to recovering all the properties of the state stolen. This is not a personal war it is just the implementation of the recommendations of the whitepapers of the various committees set up the government.” But Okorocha’s spokesperson, Sam Onwuemeodo, when contacted said that Uzodinma was jolted by Okorocha’s enormous political capacity. Okorocha’s aide said, “This is the fourth time Imo State Government has announced that they are sealing that place. EFCC had also announced that they had sealed it but the truth is that Uzodinma should wake up. There is hunger in the state. “This is just the renewal of his war against Okorocha after Okorocha and other strong APC chieftains in Imo State visited APC National Secretariat. He should be humble enough to consult Okorocha on how to govern the state.”

Mr Felix Mbayu, a Special Envoy from President Paul Biya of Cameroon, congratulated Nigeria when he was received by President Muhammadu Buhari in Abuja on Tuesday. The Cameroonian authorities have congratulated Nigeria over the arrest of Nnamdi Kanu, leader of the Indigenous People of Biafra (IPOB). Mr Felix Mbayu, a Special Envoy from President Paul Biya of Cameroon, congratulated Nigeria when he was received by President Muhammadu Buhari in Abuja on Tuesday. Why APC lost many states in 2019 polls – Buhari Student found dead with bullet, stab wounds in own apartment He said Biya looked forward to a situation in which Nigerian territory would not be available for the Ambazonian movement to destabilize Cameroon, “as some people are taking advantage of crises in the two English speaking parts of Cameroon to break the country apart.” Like IPOB, Ambazonia is seeking to break out of Cameroon. Mr Mbayu, who is also Minister Delegate in Charge of Cooperation with the Commonwealth, said President Biya was happy with the role Nigeria was playing in Africa. He said the two neighbours shared not just borders and historical ties, “but also common challenges.” “These challenges border on security specially, and it is incumbent on us both to find common solutions,” he added. Buhari, while speaking, said Nigeria would offer the best support possible to ensure that the Republic of Cameroon remained an indivisible country. The President, while saying Nigeria was acutely aware of the separatist agitation by the Ambazonian movement, stressed that it was in the interest of Nigeria “to ensure that Cameroon is stable, and we will be steadfast in our support for you.” Buhari, in a statement issued by his spokesman, Femi Adesina, said Nigeria and Cameroon shared historical ties and common borders, which make it imperative for the two countries to look out for each other’s well-being. “That was why when I first came to office in 2015, I immediately visited all our neighbours, because we are very clear about the value of good neighbourliness. “You will have problems if your neighbours are not cultivated. And our relationship with Cameroon had been very clear since when I was serving in the military. The country offered us needed support during our Civil War,” the President said.

Senate passes landmark bill establishing Electoral Offences Commission

The senate on Tuesday passed the bill establishing the Electoral Offences Commission. The approval of the commission followed the consideration of the report of the senate committee on Independent National Electoral Commission (INEC). Abubakar Kyari, senator representing Borno north, sponsored the bill in 2019. Presenting the report, Kabiru Gaya, chairman of the committee, said the bill sought for the establishment of the commission and to make adequate deterrence and sanctions for undemocratic forces in Nigeria’s electoral environment. “It is also a decisive deterrence through efficient criminal prosecutions in the strategy for defecting electoral offenders,” he said. “To this end, section 149 and 150 (2) of the Electoral Act 2010 (as amended) respectively vests INEC with the discretion and powers to prosecute alleged electoral offenders.” He said since the advent of democracy in Nigeria’s Fourth Republic in 1999, there was hardly any election that electoral offenses had not occurred. “Successive elections at the national, states and local government levels have been marred by irregularities, with political players resorting to violence to outsmart each other to achieve victory,” he said. “No doubt, electoral offences remain a significant threat to credible, free and fair elections in Nigeria, where elections heighten political tension and trigger violence.” He explained that the challenges facing INEC in the electoral process did not permit it to face another battle of prosecution of electoral offenders. “This accounts for just a few convictions for electoral offences in the realm of criminal litigation in Nigeria,” Gaya said. “The above underscores the necessity of an active justice system for the prosecution of electoral offenders, which remains critical in ensuring a decrease in the level of electoral impunity and a reversal in the persistent trend of electoral offences” Gaya explained that the commission will be charged with investigating electoral offences and prosecution of electoral offenders in Nigeria. He said that the commission would help strengthen Nigeria’s electoral process and ensure credible elections. Commenting on the bill, Ahmad Lawan, senate president, said: “This is yet another landmark legislation that this Senate has been able to pass, break the jinx, and the demons are defeated too here. “This is one sure way of keeping offenders responsible and accountable for their actions. “We believe that this will sanitise our electoral system and process and we believe that INEC and States Independent Electoral Commission (SIEC) will be able to conduct their elections free of violence.”

NBC, NPC bills have been suspended, says lawmaker behind the legislation

Olusegun Odebunmi, a federal lawmaker from Oyo state, who sponsored the bills for the amendment to the laws establishing the NBC and the NPC, says legislative process on the bills has been suspended. Many Nigerians and media stakeholders have described the steps taken by the lower legislative chamber to amend the Nigerian Press Council (NPC) and the Nigeria Broadcasting Commission (NBC) Acts as “draconian” and an attempt to stifle free speech in the country. But speaking on Sunrise Daily, a Channels Television programme, on Tuesday, Odebunmi said he initiated the suspension of the bills to allow for consultation with stakeholders in the industry. “Personally, I’m suspending the process for more consultation,” he said. “What I’m saying is that the NUJ cannot gag the activities of the national assembly by saying ‘No you must drop it’, because obviously that is not the way. “We have suspended the process for more consultation to happen on it. They demanded for a lot of time and I said ‘no problem, we have given you; even if you spend three, four to five weeks’. So far, more consultations from critical stakeholders, and many people have been submitting their memoranda to the national assembly even within the industry.” The federal lawmaker also said his intention is not to gag the press, saying he recognises the lapses in the practice of journalism in Nigeria and that the amendments are aimed at fixing those problems. “My intention is not to gag the press, and unless all the practitioners can say all is well with the industry, to the best of my knowledge I know all is not well. And I know the national assembly has the power to look into the existing act,” he said. “All is not well with the NPC agency. It is an agency of government, and you’re expecting something to be given back to the society, but until now nothing has been coming from the agency.”
