Tribunal Of Inquiry Submits Report On Ikoyi Building Collapse

The Lagos State Tribunal of Inquiry into the collapse of the 21-storey building on Gerrard Road in Ikoyi has submitted its report to the state government. Presenting the report on Wednesday at the Governor’s Office in Alausa, the Tribunal Chairman, Toyin Ayinde, stated that the team was able to execute the assignment successfully. He explained that they visited the project site for a general assessment, coordinated the activities of the consultants who conducted tests on the site, as well as received and reviewed documents from relevant Ministries, Departments, and Agencies. Ayinde revealed that the Tribunal also conducted 35 interview sessions, interrogated 91 people, requested and received 21 memoranda; as well as accessed the home of the late Chief Executive Officer of Fourscore Heights Limited, Mr Olufemi Osibona. According to him, the visit was to gather relevant information to support the Tribunal’s fact-finding mission. The Tribunal chairman added that Osinona’s house was accessed in the presence of members of his family, where some documents that were scanned helped in gaining further insights into the case, particularly the processes that led to the construction and eventual collapse. Read the full text of his address at the presentation of the report below: PROTOCOLS When the unfortunate incident of the collapse of the 21-storey structure happened in Ikoyi, Lagos State on 1st November, 2021, many of us were at our different areas of endeavour. Little did we know the gravity of the calamity that had befallen us as a nation, as Lagos State and particularly the victims of the collapse, as well as their family members. Once again, we commiserate with the bereaved families and pray for the repose of the souls of the victims. We pray also that this would be the last of such sad events. But prayer will not always be our resort when issues of serious concerns like this happen, which was probably why the Governor, Mr. Babajide Sanwoolu, constituted the 6-man Tribunal of Inquiry to look into the immediate and remote causes, as well as circumstances surrounding the incident, with the hope that we can find a solution to this lingering menace. As with many other cases like this, various groups, professionals, organisations and individuals have voiced their concerns and opinions with everyone assuming the role of experts. When the Tribunal was therefore constituted, members took up the responsibility with the greatest sense of humility, knowing that our choice was a privilege, given the preponderance of more eminently qualified professionals and individuals around us, some of whom had made submissions in the past on building collapse cases. The distrust that has pervaded our polity generally has even made professionals not to trust that members of the Tribunal, who themselves are registered and experienced professionals in their own right, would do justice to professionalism, and consider all issues and documents fairly. While members of the Tribunal recognise that we may not have been here because we are the best, we understand that we have only been presented an opportunity to make a difference. Although people always want things to turn out right in Nigeria, the reality is that many can’t pay the price because, often, those who seek to do the right things end up being labeled as the villains. We therefore seek protection as members of this Tribunal to be seen as having discharged this assignment to the best of our ability, without sentiments, and that we have acted based on the documents that were made available to us, as well as the information gathered from all the witnesses who appeared before the Tribunal. The Tribunal further received submissions from professional associations, groups and individuals that helped in formulating the recommendations proposed. The Tribunal had the opportunity to access the home of the late CEO of Fourscore Heights Limited, in the presence of members of his family, where some documents that were scanned helped in gaining further insights into the case, particularly the processes that led to the construction and eventual collapse. The Tribunal also hosted a representation of the developer’s company comprising two legal firms. It is on record that in their first and second appearances, the lawyers had expressed the fact that they were external lawyers to the company and had little knowledge about the case in hand. We were, however, later to receive a request from the same lawyers (5 weeks after the collapse) requesting to make an independent investigation in view of a suggestion, to them only, of possible sabotage. The Tribunal was of the opinion that pursuing such a course was equal to mocking all of those who lost their lives in the collapsed building and for which there had been no closure yet. The lawyers were advised to seek permission from the State authorities. Having spent approximately 6 weeks on this assignment, we now wish to make our submission to the Governor of Lagos State who constituted the Tribunal. We need to note, however, that building collapse is rooted in the collapse of values, morals and ethics which we need to work on as a nation. We cannot sow the wind and not expect to reap the whirlwind. Therefore, ethics and due diligence need to be restored. To execute this assignment successfully, the Tribunal: Visited the Project Site for a general assessment; Coordinated the activities of the consultants who conducted tests on the site; Received and reviewed documents from relevant MDAs; Conducted 35 interview sessions; Interrogated a total of 91 persons; Requested and received a total of 21 memoranda; and Accessed the home of the late C.E.O. of Fourscore Heights Limited, Mr. Olufemi Osibona, with a view to gathering any other useful/relevant information to support the Tribunal’s fact-finding mission. We are, therefore, pleased to present to Mr. Governor the report of the inquiry carried out by The Tribunal containing the various findings, and the recommendations which we hope the Government would be able to implement in order to bring a lasting solution to incidence of building collapse, not only in Lagos State,

No possibility of political solution in Nnamdi Kanu’s case, says Buhari

President Muhammadu Buhari has ruled out the possibility of a political solution in the case of Nnamdi Kanu, leader of the Indigenous Peoples of Biafra (IPOB). The president made the comment on Wednesday in an interview aired on Channels Television. Kanu is facing charges bordering on treasonable felony instituted against him in response to years of the campaign for the Republic of Biafra through IPOB. In November 2021, south-east traditional and religious leaders had asked the president to grant amnesty to Kanu to deescalate tension in the zone. BREAKING: Fed Govt declares bandits as terrorists, issues gazette

The Federal Government on Wednesday officially declared bandits as terrorists. The gazette proscribing bandit groups in the North as terrorists was made on November 25, 2021 but was unfolded on Wednesday. Signed by the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami (SAN), the gazette said henceforth, bandits will face trial under the Terrorism (Prevention) Act 2011. It reads in part: “Notice is hereby given that by the order of the Federal High Court, Abuja in Suit No. FHC/ABJ/CS/1370/2021 dated 25th November, 2021 as per the schedule to this Notice and Activities of Yan Bindiga Group, Yan Ta`addan Group and other similar groups in Nigeria are declared to be terrorists and illegal in any part of Nigeria, especially in the North-West and North-Central regions of Nigeria and are proscribed pursuant to sections 1 and 2 of the same Terrorism( Prevention) Act 2011. “Consequently, the general public is hereby warned that any person or group of persons participating in any manner whatsoever in any form of activities involving or concerning the prosecution of the collective intentions or otherwise of the groups referred to in paragraph 1 of this notice will be violating the provisions of the Terrorism (Prevention) Act 2011 and liable to prosecution.”

Fear, anxiety as IPOB warns south-east schools against disobeying ban on Nigerian anthem

The Indigenous People of Biafra (IPOB) has warned south-east schools against disobeying the order banning the recitation of the Nigerian anthem. In a statement issued on Wednesday, Emma Powerful, IPOB spokesperson, said the ban is necessary if the south-east must achieve its freedom. TheCable had reported how the proscribed separatist group banned the recitation of the national anthem in the south-east and asked school authorities to only teach “the Biafran national anthem”. The group had also created a department christened ‘IPOB education department’ to teach its “history, language, tradition and culture to our children”. “Our achievement in the struggle for Biafra restoration will marvel many traitors because IPOB will soon showcase our achievements so far. We have accomplished so much since this fight for our freedom started, and we give the credit to the Almighty God in heaven who has ordained the restoration of Biafra,” the statement reads. “Again, concerning reading Nigeria national anthem in our schools, we want every school to start reading Biafra national anthem and soon every school is going to receive a copy of Biafra national anthem because Biafra is coming and nothing will stop it and 30th of May every year will be celebrating independence anniversary and nothing will stop that, Biafrans must oblige to this order for our freedom. Any school found wanting or disobeying this order will regret their actions.” “Our leader Mazi Nnamdi Kanu must be released. Uzodimma plotting to stop my 2023 presidental ambition – Okorocha alleges

Senator Rochas Okorocha has alleged that Governor Hope Uzodinma is plotting to stop him from running for the presidency in 2023. Speaking to newsmen at his Spilbat mansion on Wednesday, Okorocha, who now represents Imo West Senatorial zone, alleged that Uzodimma’s government is filled with “deceit and lies.” He said one example of this deceit is Uzodimma’s failure to fulfil his promise of naming those sponsoring insecurity in the state. He alleged that Uzodimma has a strike force called ‘Hopism Strike Force’. Okorocha debunked allegations by Uzodimma that he (Okorocha) is usurping his powers as governor. He said, “I have been a governor for eight years and I am now the Senator. I will not be contesting for governor again neither am I contesting for senate or House of Representatives. I am only going federal. My only problem with him may be is because I want to contest for presidency, which he’s trying to stop me or my son-in-law who may probably contest with him in 2023. But let tell you, Uzodinma cannot stop me from running for presidency and if he wants to try, I am waiting for him.” Okorocha also debunked allegations that he wants to defect from the ruling All Progressives Congress (APC), saying that as a founding member of APC, he is still in the ruling party.

Ihedioha can’t join APGA ― Imo PDP

Peoples Democratic Party (PDP), Imo State chapter, has dispelled rumour of the former governor of the state, Rt. Hon. Emeka Ihedioha quit the party. There were speculations that Ihedioha was making plans to defect to the All Progressives Grand Alliance (APGA) to execute his 2023 governorship ambition. Those behind the rumour had insinuated that Ihedioha was not in good terms with the National Secretary of PDP, Senator Samuel Anyanwu, who also hails from the state, hence the decision of the erstwhile governor to leave PDP. But the state chapter of the PDP, Wednesday, dismissed the rumour as the handiwork of drowning politicians and desperate agents of darkness who are afraid of PDP reclaiming its mandate in 2023. A statement from the state Publicity Secretary of the party, Mazi Emenike Nmeregini, submitted that Ihedioha is the party’s brand and that his sterling performances within his short stay in office will be the party’s message for 2023 elections. “This party initially did not consider a disclaimer necessary, for the simple reason that Rt. Hon. Ihedioha is not known to prostitute between political parties. “He is known and has indeed remained a consequential leader, consistent major financier, loyal and dedicated member and leader of our party since helping to found it in 1998. “For emphasis, there is no other truly democratic party in Nigeria and in Imo State in particular, aside from the PDP. “We are not unaware of the increasing desperation of agents of darkness, who are afraid of the imminent reclaiming of our stolen mandate come 2023. “It is incontrovertible that His Excellency Rt. Hon. Emeka Ihedioha CON, is our brand. And our message ahead of the 2023 general elections is the celebrated achievements of the Rebuild Imo administration within the seven months. “The PDP led Rebuild Imo administration laid a solid foundation for the rebuilding process of our state. It is on record that all the sectors of the state were receiving attention before the usurpers broke into the government house. “We restored salaries and pensions from 70% to 100% and paid as and when due; adequate security of lives and property began construction on over 33 critical roads across the state; flagged off an audacious agro revolution and youth empowerment; aggressive automated revenue system; autonomous local government administration; implemented the Treasury Single Account; Qualitative free education, aggressive investment drive; transparency, accountability, rule of law etc. “Our party takes pride in the achievements of the Rebuild Imo administration for which we are being pressured by the people of Imo State across party lines to endeavour to seek their mandate to continue the rebuilding process. “Lastly, we wish to warn mischief makers, agents of darkness, blackmailers, enemies of Imo State, to look elsewhere and stop any such fake news. Taliban Order Afghan Shop Owners To Behead Mannequins

The Taliban have ordered shop owners in western Afghanistan to cut the heads off mannequins, insisting figures representing the human form violate Islamic law. A video clip showing men sawing the heads off shop dummies in Herat has gone viral on social media, drawing scorn both inside and outside the country. Since returning to power in August, the Taliban have increasingly imposed a harsh interpretation of Islamic law and severely curtailed freedoms — particularly those of women and girls. While the hardline Islamists have not issued any formal national policy on mannequins — or other creeping restrictions — various local authorities are clamping down on what they say are immoral practices. Aziz Rahman, head of the Ministry for the Promotion of Virtue and Prevention of Vice in Herat, confirmed the order to AFP on Wednesday. Some shopkeepers had tried to get around the decapitation order by covering mannequin heads with scarves or bags, but Rahman said that did not go far enough. “If they just cover the head or hide the entire mannequin, the angel of Allah will not enter their shop or house and bless them,” he said. Several shopkeepers in the city of around 600,000 were angered by the order. “As you can see, we have cut the heads off,” Basheer Ahmed, a garment seller, told AFP, adding each dummy had cost 5,000 afghanis (around $50). “When there is no mannequin how do you expect us to sell our products? The customer likes it when the garment is draped properly over a mannequin.” After returning to power on August 15 the Taliban promised a softer version of the harsh rule that characterised their first stint in power, from 1996 until 2001, when any artificial representation of the human form was outlawed. But restrictions have been creeping back including local reports of orders for people to attend prayers five times a day, for men to grow beards, and for Western clothing to be discouraged. Women, in particular, are feeling the brunt of the new orders, and are slowly being squeezed out of public life. Most secondary schools for girls are shut, women are barred from government employment apart from select specialised areas, and last week new guidelines stated they cannot undertake long journeys unless accompanied by a male relative. The Taliban have also stepped up raids on liquor sellers, rounded up drug addicts and banned music. Their takeover has devastated aid-dependent Afghanistan’s economy, with billions of dollars of assets frozen by the United States and international aid largely paused. However, the UN Security Council last week adopted a US resolution to help humanitarian aid reach desperate Afghans while keeping funds out of the hands of the Taliban government, which has yet to be recognised by any country. Man allegedly stabs neighbour to death during argument in Delta

The incident took place at Old Eku road in Sapele, Sapele Local Government Area of the state on Tuesday evening. Though the police spokesman, Edafe Bright can not be reached to confirm the story, a security source told Vanguard that the suspect fled after he learnt that Onos had died on his way to the hospital after he (Nana) stabbed him The source said the suspect killed the victim over an unresolved dispute, using a broken bottle. He also said the suspect fled the scene after stabbing the deceased on the chest causing him (the suspect) to lose so much blood in the process. However, a source close to both families told Vanguard that the two young men were living with their parents in the same compound “though they were neighbours their families were not in talking terms”. “Their younger siblings were the ones who began fighting each other until the late Onos and Nana now started fighting, Nana then picked up a bottle, broke it and proceeded to stab Onos” the source who craved anonymity said. Sympathisers were said to have made efforts to save Onos life by rushing him to hospital, but he died before he could be treated. The security officer who begged not to be mentioned said efforts were on to arrest the fleeing suspect. “I am sure that the suspect would not escape because our men are out there to arrest him,” the source added.

We’ll soon showcase our achievements, says IPOB

The Indigenous People of Biafra has said that it would soon showcase the achievements it has recorded so far in the freedom struggle. In a statement on Wednesday, the Media and Publicity Secretary of the group, Mr Emma Powerful, said the struggle would continue unless its leader, Nnamdi Kanu, is released unconditionally by the Federal Government. The group assured its followers that the struggle this year would record more tremendous successes more than the previous years. The statement read in part, “The leadership of IPOB had given the order for all IPOB members across the world to activate the protest to show our anger towards the illegal abduction and extraordinary rendition of our leader, MNK from Kenya to Nigeria. “To this end, we want to inform all Biafrans to get ready to solidarize with our leader as usual, in his next court appearance scheduled for January 18, 19 and 20. “It is on record that the Kenya Government has openly confessed that kidnapping and extra-rendition of our leader were unlawful and we must leverage on that confession and protest his abduction and rendition by the Nigerian government in collaboration with her allies. “Fulani cows are banned in Biafraland starting from April 2022. Those in the animal husbandry business must switch over to our native cow without delay.” The statement also warned traitors of the “freedom movement” to stay off its territory, saying it won’t be easy for them because 2022 will be hunt down year for them. “Again, concerning stopping the Nigeria national anthem in our schools, we want every school to start reading Biafra national anthem. Soon every school is going to receive a copy of the Biafra national anthem. “We want to declare that the Nigerian government and its security agencies will have no peace of mind unless they release our leader Mazi Nnamdi KANU unconditionally because our God will torment them. Kanu is on a divine project and nobody will hold him and have peace of mind. “We are the global movement and family ably led by our prophet and indefatigable liberator MNK. We wish to commend Biafrans, friends of Biafra and lovers of Biafra freedom for their resilience and efforts towards the actualisation of Biafra independence,” it added.

Coke, Fanta prices to increase as FG imposes N10/litre excise duty on carbonated drinks

The federal government has introduced an excise duty of N10/litre on all non-alcoholic, carbonated and sweetened beverages. Excise duty is a form of tax imposed on the production, licensing and sale of goods. Zainab Ahmed, minister of finance, budget and national planning, said this during the public presentation of the 2022 Appropriation Act on Wednesday in Abuja. According to her, the new policy introduced is in the Finance Act signed into law by President Muhammadu Buhari on December 31, 2021. In 2019, Zainab Ahmed, the minister of finance, had announced that the government may introduce excise duty on carbonated drinks. In 2020, Hameed Ali, comptroller-general of the Nigeria Customs Service (NCS), had proposed the collection of excise duty on soft drinks. He had also put forward the same proposal in 2021 at an interactive session on the 2022-2024 medium-term expenditure framework (MTEF), organised by the house of representatives committee on finance. Apart from the new ‘Sugar Tax’ in section 17, Ahmed said the 2021 finance Act also raised excise duties and revenues for the health sector. The minister said the excise duty on soft drinks would discourage excessive consumption of sugar beverages which contributes to diabetes, obesity among others. However, checks by TheCable showed that there are other sources of sugar intake, including alcoholic drinks, biscuits, buns, cakes, dairy products, and savoury food. “There’s now an excise duty of N10/ per litre imposed on all non-alcoholic and sweetened beverages,” she said. “And this is to discourage excessive consumption of sugar in beverages which contributes to a number of health conditions including diabetes and obesity. “But also used to raise excise duties and revenues for health-related and other critical expenditures. “This is in line also with the 2022 budget priorities.”
