Buhari, 18 APC Govs In ‘Make Or Mar’ Meeting Over Convention

  President Muhammadu Buhari is currently holding a closed door meeting with governors of the ruling All Progressives Congress (APC). The meeting is taking place at the Council Chambers of the Presidential Villa in Abuja. In attendance are Vice President Yemi Osinbajo and 18 governors, including those of Yobe, Kano, Kogi, Ekiti, Nasarawa, Kwara, Ebonyi, Jigawa, Lagos, Imo, Ogun, Borno, Niger, Gombe, Osun, Kebbi, Plateau, as well as Deputy Governor of Anambra State who left the All Progressives Grand Alliance (APGA) for the APC last year. The meeting holds as the delay in the conduct of the APC national convention by the Yobe State Governor Mai Mala Buni led caretaker committee has created tension and uncertainty over the future of the party. Around noon on Monday, the caretaker committee via a letter, dated February 21 to the Chairman Independent National Electoral Commission (INEC) fixed the zonal congresses of the party for March 26, this year, with no information about the convention date. But in a dramatic turn of events after what pundits described as “pressure” from a section of the presidency, some governors, aspirants for the national chairmanship position and other tendencies, the APC caretaker committee backtracked on its earlier decision and fixed the convention for March 26, this year after a marathon meeting. Daily Trust reports that some party stakeholders are not happy with the postponement of the February 26 date earlier fixed for the convention. The crucial meeting with the President is expected to ratify all arrangements made so far over the postponed convention and discuss the controversy over the zoning of National Working Committee (NWC) offices. Stakeholders of the party are expecting the president to act to save the party from a looming implosion. Ahead of today’s meeting with the president, the party governors under the aegis of the Progressive Governors’ Forum (PGF) had a meeting last night at the Kebbi Government Lodge. The caretaker committee was constituted to resolve the crisis in the party and conduct convention.

UK imposes sanctions on five Russian banks, three billionaires over Ukraine invasion

  The United Kingdom (UK) says it is sanctioning five Russian banks and three wealthy individuals. The development is coming after Moscow ordered troops into two breakaway regions in eastern Ukraine. Addressing parliament on Tuesday, Boris Johnson, UK prime minister, said the sanction was the “first tranche” and “first barrage” of measures in response to Russian troops moving into two separatist regions of Ukraine. “Today, the UK is sanctioning the following five Russian banks: Rossiya, IS Bank, General Bank, Promsvyazbank and the Black Sea Bank, and we’re sanctioning three very high net worth individuals,” Johnson told parliament. The “high net worth” individuals are Gennady Timchenko, Boris Rotenberg and Igor Rotenberg. He said their assets in the UK will be frozen, and the individuals will be banned from coming to the UK. Johnson said the move to sanction Russia had arisen despite himself and several other world leaders allowing Putin to pursue his aims via diplomacy. “We will continue to seek a diplomatic solution until the last possible moment, but we have to face the possibility that none of our messages has been heeded and that Putin is implacably determined to go further in subjugating and tormenting Ukraine,” Johnson added. “This the first tranche, the first barrage of what we are prepared to do, and we hold further sanctions at readiness to be deployed alongside the United States and the European Union if the situation escalates still further.” Johnson said Russia and Putin had now “plainly” violated Ukrainian sovereignty and “completely torn up international law”. The European Union and the United States have also vowed to impose significant sanctions against those involved in the invasion.

Lai: Why We Won’t Dialogue With Bandits

  The Minister of Information and Culture, Lai Mohammed, has said that the Federal Government will not be involved in any dialogue with bandits. The Minister disclosed this in an interview with Daily Trust on Monday. The minister said due to the complexity of the issue, state governments should be allowed to decide on whether they would go into agreement with bandits or not. “Dealing with bandits is a very complex issue. Remember that many of the governors agreed at the beginning to interact with the bandits but they went back and became more vicious. Sometimes, they will agree that if they are given an amount of money, they will stop, but when they are given, they will use it to buy arms and ammunition.” “I think we should leave it to individual state governments to decide on whether they are going to enter into any agreement with bandits or not. The federal government cannot decree by fiat. Unknown to many people, there are lots of things going on behind the scenes where bandits are surrendering. “If you look at Boko Haram, I think about 3,000 adherents have surrendered in Borno State. Some we make public, but especially their leaders, we don’t make public, because if you make that public it will lead to mutiny within the leadership of the terrorists or bandits. We are doing everything to bring these things under control.” He said the designation of bandits as terrorists has aided the fight against insecurity, adding that it had made possible, the use of excessive force, which hitherto was not an option. “When I was drawn in this controversy, I said whether it is a terrorist or bandit, you do not spare any of them. But I think when you now term them terrorists, it gives the military and the security authorities more latitude on how to deal with them. It’s just like when students are protesting, you have to handle it with a kind of care and not use live ammunition and things like that.” “If they remain bandits, there’ll be a lot of restraint on the part of the police and the military, but when they become terrorists, then, there’ll be less restraint. I think that has helped a lot. Even some of the platforms the Air Force has acquired before cannot be used against ordinary bandits, but now that they’ve been declared terrorists, they can use it against them. That is why you can see improvements in the fight against bandits.”

Okorocha’s absence stalls arraignment in ‘N5.7bn fraud’ case

  A federal high court in Abuja has fixed March 28 for the arraignment of Rochas Okorocha, senator representing Imo west, over allegations of fraud. The Economic and Financial Crimes Commission (EFCC) on January 31, filed a 17-count charge against the former Imo governor before a federal high court in Abuja. The charge against Okorocha came hours after he formally declared his intention to run for president. According to the EFCC, the former Imo governor allegedly conspired with others, including a member of the All Progressives Congress (APC) and five companies, to steal N2.9 billion public funds. Aside from Okorocha, other defendants are Anyim Nyerere Chinenye, Naphtali International Limited, Perfect Finish Multi Projects Limited, Consolid Projects Consulting Limited, Pramif International Limited, and Legend World Concepts Limited. When the case was called on Tuesday, the former governor was not in court and he did not have any legal representation. Cosmos Ugwu, EFCC counsel, told the court that he has been unable to serve court processes on Okorocha. “We have made several efforts to serve him with the charge but we have been unable to effect service,” he said. Ugwu asked the court for an adjournment to enable him to effect service on the former governor. All other defendants were present and had legal representation in court. Inyang Ekwo, the judge, adjourned the matter to March 28 for arraignment. After the fresh charge was filed in court, Okorocha said he had visited President Muhammadu Buhari to seek his intervention over the action of the EFCC. Stephen Pam, judge of a federal high court in Rivers state, had on February 8, reinstated his earlier order made on December 6, 2021, which asked the EFCC to stop the prosecution of Okorocha. The court had also prohibited the EFCC from investigating or carrying out any other action against the former governor while asking the anti-graft agency to release his passport and any other travel documents.

  The Ebonyi State House of Assembly has elected and sworn in a new Deputy Speaker, Hon Kingsley Ikoro, who is representing Afikpo North West. But the dismissed deputy speaker, Hon Obasi Odefe, representing Onicha East, described the action as madness. The election of Ikoro followed a motion by Hon Onu Nwonye representing Ohaozara West and seconded by Hon Anthony Nwegede of Izzi East with 15 out of the 24 members in attendance. The motion came barely 24 hours after Hon Odefe raised alarm over plans to impeach him on Saturday. Odefe, who spoke to journalists a few minutes after the sitting, said he neither resigned his position as deputy speaker and member of the house nor joined the All Progressives Congress (APC). He said, “What happened at the house today is madness for power. So, I remain the deputy speaker.”

Bags Packed, Ukrainians At Frontline Brace For Russian Invasion

  Only a fraction of the apartments in Anna Velichko’s shell-scarred high-rise are fit for habitation after years of a war in Ukraine that could turn yet more brutal should Russia invade. The 39-year-old lives in one of them up on the ninth floor. From her rickety perch overlooking the frontline of eastern Europe’s festering conflict, Velichko has a clear view of Donetsk and the Russian-backed rebels who take regular shots at the residents of her town of Avdiivka. “Right now, they are shooting as hard as they did back in 2015,” Velichko says, referring to the second year of Ukraine’s eastern separatist conflict, when dozens were dying every day. The official toll now, while disputed, is still small, with one civilian and two Ukrainian soldiers confirmed by Kyiv to have been killed in the past week. But Velichko’s fury at both Russian President Vladimir Putin and Ukraine’s Western-backed leader Volodymyr Zelensky is huge. “I want to slap Putin and Zelensky,” she says as fears of an all-out war between Russia and Ukraine rise by the day, if not the hour. “I want them to finally sit down and agree to end this war,” she says.   – Ready to run – Defying the threat of Western sanctions, Putin on Monday recognised the independence of Ukraine’s two separatist regions of Donetsk and Lugansk. What remains unclear is what this recognition will entail. The big fear in the government-held territory along Ukraine’s front is that it will lead to the arrival of Russian troops, who would be formally asked to protect the pro-Moscow leadership and their territory. The key unanswered question is whether Putin’s recognition extends only to rebel-held areas, or the broader pre-war administrative regions of Donetsk and Lugansk, which include Kyiv-controlled lands. The separatists control only the eastern parts of Donetsk and Lugansk, where they created their own “people’s republics” in 2014. Initial indications from Moscow officials was that this is the area that Putin was referring to in his recognition. But a Kremlin recognition of the entire region could set the stage for a direct clash between Russian and Ukrainian troops along the current frontline, which includes towns such as Avdiivka. Local residents are bracing for the worst.     – Emergency bags – Pensioner Tetyana Polishchuk has held on to her flat through some of the fiercest months of war. But now she is packing her emergency evacuation bag, ready to run. “They’ve started firing a lot more,” the 67-year-old says. “Because of the possible Russian invasion, I even packed my bags. I put them by there by the door, to be ready.” Still, others said Putin’s formal recognition on Monday simply confirmed the realities on the ground. Russia has already tried unilaterally to redraw Ukraine’s border, annexing the Crimea peninsula in 2014 in a step that was never recognised by the West. Yevgen Vasylenko, 30, said he was more worried about the fighting than who was informal control of areas that had slipped out from under the government’s control eight years ago. “I would rather not relive what happened in 2014, 2015, and 2016,” said Vasylenko. “Those were not pleasant times.” Yevgen Tsyganok also was more worried about his personal safety. “Sometimes, a very large shell or something like that shoots by and you feel it with your whole body,” says the 27-year-old. “But we can’t run from here because my parents are there on the other side, in Donetsk,” he said. “They can’t go anywhere and I feel like I can’t either. Bauchi govt moves to empower 575 sex workers

  Bauchi State government, through the Hisbah Department of the Bauchi State Shariah Commission, has rolled out a skill empowerment training to rehabilitate 575 commercial sex workers operating in the state in a bid to discourage them from prostitution and make them self-reliant. According to findings by Vanguard, 48 of the commercial sex workers in Bauchi are from Abia, Enugu, and Delta states; 49 from Gombe; 56 from Borno, Kano, and Kaduna; 26 from Jigawa; 41 from Plateau and Adamawa; 36 are from Taraba; 25 from Imo; 85 from Benue, Cross Rivers, Ebonyi, Akwa Ibom and 212 from Bauchi. Those who immigrated into the country from other African nations are eleven in number: five from the Republic of Cameroon while six are from Chad. According to the Permanent Commissioner in charge of Hisbah and Shariah Matters, Barrister Aminu Isa, who spoke at the notorious Bayan-gari on Monday, the repentant sex workers will be trained in tailoring, hairdressing, make-up, catering, cosmetology, poultry and fishery, computer literacy and micro-enterprise enhancement. He further said that the training which will commence immediately will last for three months, and noted that 100 of them will be trained in tailoring and hairdressing and 75 will be trained in make-up, catering, and cosmetology. The Commissioner added that 60 of them will receive training in poultry and fishery, 50 will be trained in computer literacy while the remaining 40 will be exposed to micro-enterprise enhancement. “This training is part of the state government’s effort to provide the prerequisite vocational skills to these trainees and empower them to achieve self-sustainability and independence. “You would recall that sometime last year we were here to take your proper headcount with a view to advising the government on the next line of action as regards to your current social status of joblessness and indolence. “I am glad to tell you that the government has approved a programme to provide you with working tools or seed capital to enable you to establish some micro-businesses to achieve self-reliance. “You are expected to undergo a three-month training in eight specialised skills as follows: Tailoring, hairdressing, make-up, catering, cosmetology, poultry and fishery, computer literacy and micro-enterprise enhancement. I call on you to make the best use of this opportunity by concentrating your attention during the training as we would issue you with certificates of attendance. “Let me stress the fact that whoever fails to measure up to expectation during the training will not be considered when we come to distribute the empowerment tools. You will definitely be examined after the training to determined your ability and capabilities in your areas of vocation,” he said.

BREAKING: Senate lays Constitution Review report Wednesday

  THE Senate will lay the report of the Committee on the review of the 1999 Constitution Wednesday and begin to vote on the recommendations on Tuesday next week. Disclosing this Tuesday, Deputy President of the Senate and Chairman, Senate Committee on the Alteration to the provisions of the Constitution of the Federal Republic of Nigeria, Senator Ovie Omo-Agege, All Progressives Congress, APC, Delta Central said that the report which would be laid on Wednesday would be shared to all the Senators to enable them to have a copy each, peruse the document and bring the report to the Chamber March 1st for voting on the amendments. Omo-Agege made the announcement while presiding over the plenary due to the absence of the President of the Senate, Senator Ahmad Lawan. Omo- Agege explained that Lawan would give further details on the matter on Wednesday. Recall that they had in February 2020? constituted a 56 – member Constitution review committee to handle all bills seeking for one alteration or the other in the provisions of the 1999 Constitution. The 56 – member committee as announced by Senator Lawan, is made up of eight principal officers who all serve as steering committee within the larger committee, a senator from each of the 36 States of the Federation and two senators from each of the six Geo-political zones. BREAKING: Court grants NDLEA’s request to detain Abba Kyari’s alleged accomplices for 14 days

  A Federal High Court in Abuja has granted the request by the National Drug Law Enforcement Agency (NDLEA) for permission to further detain for 14 days the two alleged drug couriers named in the case involving suspended DCP Abba Kyari. Justice Zainab Abubakar gave the order for the detention of Chibunna Patrick Umeibe and Emeka Alphonsus for 14 days in the NDLEA facility in Abuja pending investigation. Justice Abubakar gave the order after listening to the Director, Prosecution and Legal Services (NDLEA), Joseph. Sunday who moved an ex-parte application to that effect. The Deputy Force Public Relations Officer (DFPRO), Olumuyiwa Adejob, in a recent statement, said: “Interim investigations report revealed that two international drug couriers identified as Chibunna Patrick Umeibe and Emeka Alphonsus, both males, were arrested at Akanu Ibiam International Airport, Enugu, on Jan. 19. “The suspects were arrested upon their arrival from Addis Ababa aboard an Ethiopian Airlines flight ET917. “The arrest led to the recovery of substantial quantity of powdery substance suspected to be cocaine from the two narcotic couriers. “The operation which was intelligence-driven, was undertaken by a Unit of the Police Intelligence Response Team (IRT),” he said.
