Nigeria records highest oil production since April 2022 —Report

  In December 2022, Nigeria recorded her highest oil production since April 2022, the latest Platts survey by S&P Global Commodity Insights has revealed. The country’s oil production has been faced with oil theft that has hampered exports and resulted in significant oil spills and loss of millions of naira. However, the survey released on Wednesday showed that Nigeria’s volumes rebounded to the highest since April of 2022, producing 1.33 million b/d in December, contributing significantly to OPEC’s increased oil production in the period. OPEC and its allies increased crude oil production by 140,000 b/d as OPEC’s 13 countries pumped 28.98 million b/d in December, an increase of 110,000 b/d from November, led by Nigeria, while 10 non-OPEC partners including Russia added 13.73 million b/d, a rise of 30,000 b/d. When combined, the alliance produced 42.71 million b/d in December alone. The survey further highlighted that Nigeria saw major recoveries in its loadings of major grades Forcados and Brass River, while maintenance at the Bonga Field was completed in mid-November. However, the report added that despite the overall increase, the alliance’s output still massively lags in its production targets, with the gap at 1.80 million b/d in December, adding that most members face technical or financial difficulties in sustaining output. Meanwhile, recent data from the Nigerian Upstream Petroleum Regulatory Commission showed that Forcados had a crude oil production rate of 6,579,692, a condensate rate of 593,980, and a blended total of 7,173,672 barrels for December 2022, as opposed to a blended total of 6,856,88 recorded for November 2022. Brass, on the other hand, had a crude oil production rate of 581,198, a condensate rate of 45,010 and a blended total of 626,208 for December 2022, as opposed to a blended total of 431,672 recorded for November 2022. During a forum on January 11, 2023, however, the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited, Mele Kyari, said that the country could achieve a 2.2 million barrels per day crude oil production output in 2023. He said, “For us, we see a trajectory of restoring production including condensates within the year. We believe we can hit a target of 2.2 mb/d but our budget target is 1.8 mb/d, but we know that it is practical to do 2.2 mb/d within 2023.”

Resident Doctors Threaten Nationwide Strike Over Unresolved Grievances

  Another industrial action looms in Nigeria’s health sector as members of the National Association of Resident Doctors (NARD) have threatened to embark on a nationwide industrial action if the Federal Government fails to address their demands   NARD President, Emeka Orji told Channels Television that the association does not desire to down its tools, knowing its implication for the health sector, but could be forced to do so if the government refused to address their demands before January 28 when the association will end its National Executive Council meeting.   “We have been restraining ourselves as their leaders and that is exactly what we stipulated in the letter,” he said. The association is appealing to well-meaning Nigerians including the Senate President, Ahmad Lawan; the Speaker of the House of Representatives, Femi Gbajabiamila; Chairman of Nigeria Governors’ Forum, Aminu Tambuwal and the Director General of the Budget Office, Ben Akabueze to intervene and save the looming industrial action   According to the association, some of the unresolved issues include the irregularities in the new circular on an upward review of the medical residency training fund, non-payment of outstanding arrears of the new hazard allowance, as well as the non-payment of the consequential adjustment of the minimum wage to some of its members. Others are salary arrears of our members in State Tertiary Health Institutions running into several months, including Abia, Imo, Ondo, Ekiti and Gombe States, and non-domestication of the Medical Residency Training Act (MRTA) in most states across the Federation. Earlier, the resident doctors issued a statement warning of imminent nationwide strike action. The aggrieved doctors recalled issuing an ultimatum to the Federal Government six months ago on account of lingering unresolved issues affecting our members, including the irregularities in the new circular on the upward review of the Medical Residency Training Fund (MRTF), outstanding payment of the arrears of the new hazard allowance, non-payment of the skipping arrears for 2014, 2015 and 2016, non-payment of the consequential adjustment of the minimum wage to some of our members, and delay in the upward review of the Consolidated Medical Salary Structure(CONMESS). “We sincerely appreciate the efforts of the government through its ministries, departments and agencies in resolving some of the issues raised,” the statement read. “However, many of them remain largely unresolved and have now become sources of serious nationwide agitation threatening industrial peace and harmony in the health sector.”

  A chieftain of the Labour Party, Prof. Pat Utomi, has responded to the notion that the party’s presidential candidate Peter Obi is stingy, saying that the country is currently in dire need of such a man to stop the economy from bleeding itself out.   He said the former Anambra State governor has the qualities to stop what he referred to as “transactional government” that has become the order of the day in governments of the Peoples Democratic Party and All Progressives Congress. “If you look at his Anambra experience, let’s not forget that Peter Obi among the things he has done is rebuild democracy. In Anambra they used to lock up their governors in the toilet and stuffs like godfathers, schools were closed, everything was shut, and no pension benefits were being paid. When he comes to that process, Anambra becomes a new kind of place, pension was paid, and others. “So from what I know of him, he has a transformation mindset. I think there’s this thing they say that he is stingy, my goodness the only thing you need now is a stingy man to run the country. The guys are bleeding the place, you need a guy to stop this nonsense, stop the bleeding,” Prof. Utomi said on Channels Television’s Sunrise Daily on Monday. On why he thinks Nigerians should choose Obi ahead of other candidates for the February 25 presidential election, Prof. Utomi said he is convinced that the candidates of the PDP and APC will not take the country forward. He maintained that they will continue with the “transactional government” and their friends will get rich while Nigeria will get stuck. “These parties the way they are structured are so transactions driven that to emerge in the process you have already sold up. I will give the oil wells to this guy, you have committed that ministry to this guy and he is asking that a certain percentage of the budget of that ministry will come to him. “I’m not talking about stuff in the air, it’s stuff I have dealt with; I have spoken out personally to all of them aloud,” the professor of political economy said.

I could’ve got third term if… Obasanjo

  Former President Olusegun Obasanjo has said he could have got a third term in office if he wanted, saying he is “audacious enough” to get it. This is as he says he won’t join the campaign train of the presidential candidate of the Labour Party, Peter Obi, saying he has done his best by writing his endorsement. The former president said these while speaking on Thursday at a virtual engagement organised by Africa Leadership Group. The PUNCH reports that Obasanjo had in his New Year message to Nigerians, titled “My appeal to all Nigerians particularly young Nigerians,” thrown his weight behind Obi. The ex-president said he had no regret leading Nigeria. Obasanjo said, “I am not in campaign train. I’ve used benefit of my experience and I’ve put plainly. “I do not belong to any political party. I will not join any campaign train. I’ve said what is best for the country.” Speaking on what to look out for in the next president, Obasanjo said, “Nigeria is where we are because of leadership. “We must decisively look for men and women who have the character, attributes, skill and attitude that we need for leadership, that will deliver in this country.” The former president however refuted claims that he wanted a third term as President of the country. Obasanjo said he would have had it if he had wanted. Obasanjo said, “I never asked for a third term. If I wanted a third term, I would have got it. I am audacious enough to know how to get it.” Speaking on the Nigerian constitution, Obasanjo called for an amendment, noting that no constitution was perfect. He said, “Some people blame the constitution for everything in Nigeria. Of course, our constitution is not perfect, and there is no constitution that is sacrosanct and it can be amended.” He said part of what should be included in the amended constitution is the devolution of power.

Police rescue Edo customary court president, lose officer

  The abducted Edo Area Customary Court President, Mrs. Prescious Aigbonoga, has regained her freedom. The Edo State Police Command Public Relations Officer, Mr Chidi Nwabuzor, who confirmed her rescue on Thursday, said that a police officer was killed during the operation. Nwabuzor also said Aigbonoga was rescued by the military and police team at a place called Scorpion Hill inside the forest where she was held. Aigbonoga was kidnapped on Monday around Ugoneki area on her way to Igueben Local Government Area, Edo, where she serves as President, Igueben Area Customary Court. The Executive Committee of the Nigerian Bar Association, Benin Branch, led by Chief Nosa Edo-Osagie, thanked God and those who stood by the family, including the NBA as well as the security agencies who made the release possible. Also, a statement signed by the Publicity Secretary, Festus Usiobaifo, stated, ”A source told the chairman and his team (Dream Team) that his honour was rescued unhurt in the early hours of today, 12th day of January, 2023. ”It was gathered that in the process of rescuing the victim, there was an exchange of heavy gunfire between the police and the bandits which led to one of the gallant police officers paying the ultimate price.” Usiobaifo said the chairman appreciated the police and also commended them for their prompt intervention in the rescue. The chairman also commiserated with the state Commissioner of Police, Mohammed Dankwara, on the loss of the officer. He said that the chairman and his team appreciated Nigerians, especially members of the Benin Bar, for standing by Aigbonoga’s family during her time in captivity. NAN

FAKE NEWS ALERT: Obasanjo didn’t author letter accusing Britain of rigging 2003 elections, says aide

  Former President Olusegun Obasanjo has disowned a viral letter, alleged to have been authored by him, asking Britain not to interfere in the forthcoming general election. In a report published by some media outlets, Obasanjo was said to have asked Britain to “back down on the 2023 election and allow Nigerians to decide their candidate for once.” The letter claimed Britain attempted to rig the 2003 elections. The letter also stated that Obasanjo reportedly said he would “rather release the information I have with me which will end Nigeria and put Britain in a bad light forever than for Obi to lose.” However, in a statement on Thursday, Kehinde Akinyemi, Obasanjo’s spokesperson, said the former president had no links with the viral letter. He added that the alleged plan by the former president to collude with the electoral body in the presidential election of February 25 is false. “The former president, Olusegun Obasanjo, is not responsible for the viral stories on some discredited platforms on the forthcoming general elections in Nigeria,” Akinyemi said. “Also, apart from the letters dated January 1, 2023, respectively, one, that which was addressed to the Nigerian youth and the other to Prof. Toyin Falola on his 70th birthday, there has been no other public or private letter written to anybody by the former president. “The reading public is for the umpteenth time, reminded that only a statement duly signed by His Excellency, Chief Olusegun Obasanjo, or by his media assistant, Kehinde Akinyemi is to be allowed into the media space. “If need be, necessary checks can be made to confirm the authenticity of such documents before publication to avoid any embarrassment.” Earlier in the month, Obasanjo had endorsed Peter Obi of the Labour Party (LP) for the presidency ahead of the 2023 elections.

Ballot paper: Local printers set to sue INEC

  Nigerian printers under the Chartered Institute of Professional Printers of Nigeria have threatened to drag the Independent National Electoral Commission to court for allegedly printing a large chunk of its electoral materials overseas. The agency said this was illegal and a violation of the CIPPON Act 24 of 2007 of the Federal Republic of Nigeria. The council is charged with the duty of regulating, controlling, managing and administration of printers, the business of printing and other printing related-matters in Nigeria. Speaking in an interview with The PUNCH on Thursday, the President of CIPPON, Mr Olugbemi Malomo, admitted that the electoral body had been awarding printing jobs to local printers, but he insisted that outsourcing contracting printing contracts to foreign firms was a violation of the law. Malomo explained that by law, INEC was obligated to award the printing of all electoral materials, including ballot papers to local printers through CIPPON. He cited Section 23b of the CIPPON Act, which states, “In regulating the registration of printing practitioners, the council ensures that no firm or partnership shall practise as printers in Nigeria unless it is registered by the council.’’ Malomo stated that there was an improvement in the awards of contracts to Nigerian printers after the CIPPON council visited the INEC Chairman, Mahmood Yakubu, in Abuja last year. The CIPPON President said, “There was an increase in patronage of our members. To that extent, that advocacy was meaningful. The second point is what percentage were we able to get? We have not been able to collate that. Printing jobs “Was there any percentage (in INEC printing jobs) that was taken out? Certainly, but we don’t know what percentage that was taken out. The next level of advocacy, we are thinking of doing and I want you to quote me on this; is that we need to approach a court to interpret the law because the Act that established us says, ‘If you are not our member, you can’t get a printing job in Nigeria.’ “But we are aware that they patronise people who are not our members, so, we will eventually seek an interpretation of that (in court). But by and large, more people are patronised but we can’t say at what level or how many people were patronised. “But with the help of the fourth estate of the realm (the media) and for the benefit of all Nigerians, we all need to work together. People are taking the jobs out of the country and I can tell you it is not because of lack of capacity, it is because of other interests.’’ Responding to insinuations that Nigerian firms may not possess the capacity to deliver the job on time at the required time, Malomo argued that ballot papers had been demystified by the transition to electronic voting. Stressing that no single company could deliver the quantum of ballot papers and other material needed for the election, he said the excuse of lack of capacity usually levelled against Nigerian printers had also been eliminated by the amended Electoral Act, which had given INEC adequate time to prepare for elections. He noted, “About four, five elections we have had. I’m not talking about presidential elections; election has moved away from ballot papers to card readers and electronic voting. The election is now one man, one vote. “In other words, people who were compromising ballot papers, even if you give them a million ballot papers now, it doesn’t count anymore. So, when you talk about capacity, there is no single printing company in the world that can take up this (INEC) job at the required time. “Capacity is also a function of time. The Electoral Act was also amended to give more time for printing. So, the excuse of lack of capacity has also been reduced or eliminated. “INEC is one of the biggest users of paper, in particular, this election. We held a paper conference so that the issues of paper can be addressed so that we can use locally produced paper. How can we talk about capacity when the biggest spender is not even interested in an Olympic solution to the challenges it is having? Rather, it is taking the easy way out by going abroad because somebody is going to make more dollars.’’ The council president said money should be spent to develop local capacity as is the practice in developed countries. “The American government will give you some grants and ask you to spend them on your company because they know what they are doing. That is why we have this post-election session a few years ago to talk about the future and learn a lot of lessons,’’ he submitted. When contacted, the Chief Press Secretary to the INEC Chairman, Rotimi Oyekanmi, declined comment. Abuja printers Meanwhile, the Secretary General of the Abuja Printers’ Forum, Bissala Bello, said six local printers had been engaged by INEC to print ballot papers for the coming polls. According to him, four are in Abuja and two are in Lagos. Commenting on CIPPON’s threat, the Spokesman for the Labour Party Presidential Campaign Council, Tanko Yunusa said there was nothing wrong with the INEC’s decision to print ballot papers for use in the 2023 election outside the shores of the country, provided the law does not forbid the commission from doing so. Yunusa said, “Except they point out the exact provision of the law that forbids INEC from printing electoral materials abroad, we can’t react formally. But I think the commission is at liberty to do whatever will assist it in bringing about free, fair and credible elections. “But again, will the materials be secured if they are printed here? If INEC can guarantee the security of these materials, there is nothing wrong if they are printed here too.’’

We’ll punish banks hoarding new naira notes – CBN vows

  The Central Bank of Nigeria, CBN has vowed to sanction any commercial bank hoarding the new naira notes from the public. According to CBN, from Thursday (today), monitoring of commercial banks will commence, in order to know those who are not giving the new naira notes to customers. The branch Controller of Awka CBN, Anambra State, Mr. Benedict Maduagwu, disclose this during a sensitization programme to traders at the main market, Onitsha, Anambra State on Thursday. He said, “As from today, the CBN will be sanctioning any commercial bank that is not dispensing new notes to the public. “We will be visiting commercial banks to ensure that they give out the new naira notes to the public to do their business. “We will make sure that the new notes made available to banks are not diverted to politicians only.” He also stated that the new redesign was targeted at safeguarding the nation’s currency from hoarding by individuals who stock naira in their houses. He said, “The hoarding of banknotes by members of the public, with statistics, shows that 84.71 per cent of the currency in circulation are outside the vaults of commercial banks, with only 15.29 per cent in the Central Bank and commercial banks,” He said the CBN also redesigned the currency because of worsening shortage of clean and fit banknotes and the increasing case of counterfeiting notes by criminals. He, however, urged the traders to embrace the new notes, adding that it would help to control inflation and bring the hoarded currency into the banking system. According to him, the policy would help to get more accurate data on money supply and monetary aggregates. He also stated that the currency redesign would assist in the fight against corruption as the exercise would rein in the higher denomination used for corruption, noting that the movement of such funds from the banking system could be tracked easily.

IPoB disowns alleged female executioner

  THE Indigenous People of Biafra, IPoB, yesterday disowned the alleged female executioner trending on social media, saying she is not IPoB or Eastern Security Network, ESN, member. The group berated the Federal Government, the Nigerian Army and other security agencies for what it called the latest ‘Nollywood’ movie released to discredit it and ESN. A statement by IPoB’s Media and Publicity Secretary, Emma Powerful, IPoB among others, said “From the so-called confessional statement of the purported female executioner, she claimed to have joined ESN four months ago, shows that she was handed a very poor script because IPoB stopped the recruitment of ESN operatives since 2020 before our leader formally inaugurated ESN in December 2020. After the inauguration, there has not been any recruitment of new ESN operatives. The people of Igboeze North and South know very well that IPoB has no base in their locality. “The caricature of the so-called female executioner, if it is real, shows clearly that the girl is working with the Nigerian government collaborators to impersonate ESN in Enugu Ezike. A cursory observation of the female executioner in question with her hairstyle tells discerning minds all they need to know. IPoB repudiates every attempt by the Nigerian government through its sponsored collaborators. “Nigerian government should know by now that IPoB can neither be blackmailed nor be intimidated by the ‘Nollywood’ movies they are acting because they are very predictable and we know their game plans even before they execute them. “We have always maintained that ESN created by the IPoB leader does not get involved in any form of crime. They are disciplined and dedicated men and women who volunteered to safeguard our land against marauding, invading terrorists in our forests and farmlands pretending to be herdsmen. They protect our people and do not harm them. “IPoB and ESN abhor any form of criminality generally but more especially in our territory. Crime is not on our agenda. Our agenda remains unchangeable, and we must achieve it by the grace of God Almighty Chukwu Okike Abiama, who controls the universe. Our sole aim is to ensure that Biafra’s freedom is achieved in a peaceful and universally recognized democratic process called a referendum. “We, therefore, state that anybody linking IPoB and ESN to any form of criminality must be under the influence of drugs or just doing the dirty blackmail job for the Nigerian government. IPoB will not succumb to their sponsored blackmail and propaganda. We have come a long way and cannot be distracted by cheap blackmail on this clarion call to restore the Biafran sovereign nation.”
