Electricity Tariff: Senate Halts Adoption Of Report Demanding Suspension Of Implementation

  The Senate has temporarily stepped down adoption of a report asking the National electricity regulatory commission (NERC) to suspend the ongoing implementation of the multi-year tariff order (MYTO), 2024, which approved over 200% upward review of the previous tariffs from N68/kWh to N225/kWh. The decision by Senate is to allow for robust consultation with customers on the various bands on the cost of service. The suspension came minutes after the submission of an investigative report of the Committee on Power on the planned hike in electricity tariff and the need to halt the proposed increase by Distribution Companies amidst the economic situation in Nigeria by Senator Enyinnaya Abaribe. In the 46 page report, the committee had also recommended that NERC should ensure full compliance with the mandatory requirement of stakeholder consultation under Section 48 of the Electricity Act, 2023 regarding future regulatory decisions, to avoid a repeat of the confusion and public outcry that trailed the recent tariff increase. The report also recommends that NERC to adopt measures to address the problem of power scarcity holistically, rather than its preoccupation with price manipulation which has proven to be counterproductive. In the robust debate, most lawmakers expressed the urgent need to adopt the recommendations. However, Chairman Senate committee on rules and business, Senator Titus Zam, as well as Senator Jimoh Ibrahim, raised objections over the adoption. They asserted that the matter be stepped down, citing pending case in court, necessitating the need to temporarily suspend further debate on the report. A Federal High court had on May 3, issued an order restraining the National Electricity Regulatory Commission and the Kano Electricity Distribution Company from implementing the new electricity tariff for Band A consumers.

Mind your actions, Fubara warns Rivers LG chairmen

  A major showdown is imminent between the State Governor, Siminalayi Fubara, and the 23 Local Government Chairmen of the state as he warned the council bosses to be mindful of their actions as their tenure elapses in a few days. Fubara handed down the warning at the flag-off of the Elele-Omoku Road in the state on Thursday. The governor advised against hurting anyone in the guise of supporting any politician in the state. He stated, “So I’m advising those people who call themselves local government chairmen. You have a few days in the office, conduct yourself. Politics will come politics will go, and we will still live our lives. “Don’t let anybody not deceive you, if you deliberately hurt anybody in the course of maybe expressing your support nobody will forgive you. You will pay for it.   “So I’m begging everyone please conduct yourselves.” While noting that his government is ready to account for all the funds expended so far said 50 per cent of money budgeted for the 3.3km Road has already been paid. Recall that last week, council chairmen in the state under the auspices of the Association of Local Governments of Nigeria had accused the governor of withholding their funds. The State ALGON Chairman and Chairman of Port Harcourt City Local Government Area, Allwell Ihunda, who said this at a news briefing in Port Harcourt, also vowed that he and his colleagues would remain in office for another six months following the Local Government Law recently amended by the state House of Assembly. Osodeke: After Two Weeks, ASUU Will Begin “No Pay No Work“ If FG Failed To Clear Lecturers Withheld Salaries

The Academic Staff Union of Universities (ASUU) has threatened to down tools after two weeks if the President Bola Tinubu administration fails to pay public university lecturers their withheld salaries. ASUU President Emmanuel Osodeke said it is unfair for the Federal Government to pay lecturers four months of their 2022 withheld salaries and hold on to that of three-and-half months. “It’s not about paying four months out of the seven-and-half months’ withheld salaries,” a displeased Osodeke said on Channels Television’s Sunrise Daily programme on Thursday. He argued that public universities in the country have so far covered the work for the period that they were on strike in 2022 and should be duly paid. “Every university in Nigeria today are in the 2023/2024 academic year which means that by September/October, they will be in the 2024/2025 academic year. The implication of this is that all the work for which we were not paid when we were on strike, we have covered them by making sacrifices. “None of our members have gone on leave in the past three to four years, we have not gone on vacation so that we can cover the work that we didn’t do while we were on strike which we have covered. You can check, ask the students. But when you said you are paying four out of seven-and-half, I don’t think you are being fair to us,” the ASUU president stated, adding that the two-week ultimatum to the government began on May 13, 2024. In 2022, academic and non-academic unions in Nigeria embarked on an eight-month strike to press home some of their demands including a better welfare package. The administration of then President Muhammadu Buhari subsequently invoked a ‘no work, no pay policy’ against the unions but President Bola Tinubu, in October 2023, approved the release of four of the about eight months withheld salaries. ASUU members were paid four months of the withheld salaries while members of the Senior Staff Association of Nigerian Universities (SSANU) and the Non-Academic Staff Union (NASU) were not paid at all. The two non-academic unions were on strike earlier in March while Education Minister Tahir Mamman said the government would consider half pay for them. Osodeke said ASUU members must be fully paid for the entire period of the industrial action in 2022. He submitted that the Tinubu administration has not done lecturers any favours by clearing four of their about eight months’ withheld salaries. Osodeke said if the Federal Government can award road contracts worth trillions, billions for university workers should not be a problem “We don’t want to hear that ‘we don’t have money’ because if a government can award contract of ₦15 or ₦13 trillion naira to construct a road and we are asking for just ₦200bn for Nigerian universities, all of them. If they (the government) have that money (for road construction), they should have money for us. “Pay the three-and-half months’ salaries that are still being withheld having completed the work. It’s ‘no work, no pay’, we have done the work, they should pay us if not we will also bring the theory of ‘no pay, no work’,” he said. The ASUU president lamented that many lecturers are leaving the country because they are not well remunerated. “A lecturer still earns about $300. it was $1500 when we negotiated the agreement in 2009,” he said. ‘Illegal Contracts, Recruitments’ The ASUU president said no one can imagine a university without a functional Governing Council. He said many illegal contracts and recruitments have been carried out by universities in the last 11 months since the National Universities Commission (NUC) dissolved the Governing Councils of all federal universities sequel to a directive by President Tinubu. “Nobody anticipated that we will have a university that will run for two weeks without a Governing Council but Nigerian universities, all of them, have been running for the past 11 months without Governing Councils, which means that all the actions taken in terms of employment, contract awards and what have you have passed through illegal process,” Osodeke stated. He said it doesn’t take 11 months to constitute a Governing Council, adding that no university in the world operates without a functional Governing Council. The professor said the tenure of the council for each university is four years, with six members from the government, and about 10 or 11 elected members from the university. He argued that the number of members by any university is far more than that of government representatives hence the government cannot dissolve the councils arbitrarily. “People were recruited and we have evidence, contracts were awarded illegally, we have evidence. We should not be part of illegality and that is why we have given this two-week (ultimatum). After the two weeks, if this illegality does not stop, and all other issues…if these are not done, our union will meet, consider all the issues and think of what to do.” Osodeke said there has been no formal meeting between ASUU and any of the organs of the current government so far. “That is why we have to take this action having used all the other avenues,” he said. “The negotiation of the agreement that started in 2017 should be concluded, reinstate the dissolve Governing Councils, owed earned academic allowances should be paid,” he concluded.

  The Rivers State Governor, Sir Siminalayi Fubara, has stated that his administration has defeated those who came all out to bring them down, adding that his detractors are now victims of their plots. This was as the governor expressed happiness with assurances of brotherly support from the Ijaw Youth Council, IYC, urging Ijaw Nation to key into the on-going celebration of the liberation the State is enjoying now. Fubara spoke when he received the national and state leadership of IYC, who were on solidarity walk to Government House in Port Harcourt on Thursday, to mark 2024 Issac Adaka Boro Day. The Governor noted that Major Isaac Adaka Boro genuinely stood for equity, justice, and fair play, and pursued his course to ensure liberation for the Ijaw people and their clans. Fubara stressed that every genuine Rivers man is a liberator, adding that he was delighted to receive them on such auspicious day to re-enact the common purpose of liberation that they shared. He said, “Because he stood for that unique thing, even after his death, we still celebrate him because he was a liberator. “Every Rivers man, it doesn’t matter whether you are Ijaw or upland, the most important thing is that every genuine Rivers man must be a liberator. “And I’m happy that you have come here today. I have also received you because we have one common purpose: to liberate our dear State. We are not going back on that.” The Governor stated that the target of the renewed crisis in the state was to distract his one year in office celebration, but that those behind it are sleeping with their eyes opened. He said: “I am happy that you’ve told me this morning that when I call on you, you will respond. But there is nothing to call on you for. Because we have already defeated them. “By the special grace of God, what they thought that they would have done to us while we were celebrating our one year in office, they are the ones sleeping with their two eyes open. It shows that we have the Ijaw blood. And what is that blood: it is the blood of action; less talk, more action.” He, however, urged Ijaw youths to conduct themselves peacefully as they celebrate the Major Isaac Adaka Boro Day, and also be good ambassadors of the entire Ijaw Nation.

₦14m Debt: Portable Granted Bail After Passing Night In Police Cell

  The Lagos State Police Command has released popular street singer Habeeb Okikiola, best known as Portable, after the artiste passed a night in police cell. Portable was arrested on Tuesday in the Abule Egba area of Lagos for allegedly refusing to pay the balance of a G-Wagon vehicle he purchased from a car dealer. The ‘Zazoo Zeh’ crooner was reported to have bought the vehicle worth ₦27 million but paid only ₦13 million, with ₦14 million balance. In a viral video, Portable was seen to have scaled a gate after policemen approached him with an arrest warrant to follow them. Another viral video, however, showed him being dragged, handcuffed and wheelbarrowed by about four policemen into a waiting vehicle. In the ensuing melee, the voice of a lady, who identified herself as the car dealer, was heard in the background, spewing expletives and telling how Portable threatened her when she demanded that he discharge the debt. Police spokesman in the state, Benjamin Hundeyin, told Channels Television, that the singer was granted bail on Wednesday after passing Tuesday night in police custody. He said the singer and the car dealer are expected to return on a later date. “He (Portable) has been released; he was granted bail on Wednesday to come back with the complainant later,” Hundeyin said, adding that “the outcome of that meeting will determine our next line of action.”   This is not the singer’s first ordeal with the police. In April 2023, the ‘Zazoo Zeh’ crooner was arrested by the police in Ogun State and arraigned on five counts bordering on alleged assault and stealing at the Ifo Magistrate Court, in the Ifo Local Government Area of Ogun State. He was remanded at the Ilaro Correctional Centre thereafter but released after meeting his bail conditions.

Scientists discover blood proteins that could warn of cancer years before diagnosis

  Scientists in the UK say they have found proteins in the blood that could warn people of cancer more than seven years before it is diagnosed. In two studies funded by Cancer Research UK, scientists identified 618 proteins linked to 19 types of cancer, including colon, lung, non-Hodgkin lymphoma and liver. The proteins included 107 associated with cancers diagnosed more than seven years after the patient’s blood sample was collected, and 182 that were associated with a cancer diagnosis within three years. In the first study, scientists studied blood samples from more than 44,000 people in the UK Biobank, including over 4,900 people who subsequently had a cancer diagnosis. They found the proteins by comparing those present in people who did go on to be diagnosed with cancer and those who did not. In the second study, the scientists looked at genetic data from over 300,000 cancer cases to find which blood proteins were involved in cancer development and could be targeted by new treatments. The scientists found 40 proteins in the blood that influenced someone’s risk of getting nine different types of cancer. The scientists concluded that some of these proteins could be used to detect cancer much earlier and potentially provide new treatment options. ‘FURTHER RESEARCH REQUIRED’ They however cautioned that further research is needed. Ruth Travis, senior author of both studies, said to be able to prevent cancer, there needs to be an understanding of the factors driving the earliest stages of its development. “These studies are important because they provide many new clues about the causes and biology of multiple cancers, including insights into what’s happening years before a cancer is diagnosed,” she said. “We now have technology that can look at thousands of proteins across thousands of cancer cases, identifying which proteins have a role in the development of specific cancers, and which might have effects that are common to multiple cancer types.”

Army declares Halilu Buzu wanted for alleged killing of 19 villagers

  The Military High Command has declared a Nigerien Terrorist sponsor and financier, Halilu Buzu, who owns a gold mine in Zamfara State, wanted in connection with several kidnappings and killing of many villages in both Zamfara and Katsina States. Director of Defence Media Operations, Major General Edward Buba who disclosed this said, “Troops are in hunt of one, HALILU BUZU, a terrorist leader that hails from Buzu in Republic of Niger. He settled in Subbubu Forest and lives in Shinkafi LGA of Zamfara State. “His camp and illegal gold mine are located at Kawayi in Anka LGA of Zamfara State, where he has a lot of boys working for him”. “Halilu is also a prominent cattle rustler and illegal gold miner. Last week, his boys killed 19 villagers at Farar Kasa. He is a High Value Target and therefore declared wanted. “Meanwhile, he is one of several others that we would be declaring wanted. “Additionally, Halilu is a major arms supplier, trusted by arms dealers from supplying arms from Libya. “When, troops close in on him, he moves across the border into Republic of Niger for refuge. “At this time, we are through appropriate channels calling on the Nigerian authorities to apprehend and hold him accountable for his atrocities. Buba disclosed that the military authorities got to know about Halilu when the locals provided intelligence about his active gold mine where he mines the solid minerals and sells to foreign buyers. He said this justifies the call on Nigerians to always provide information when they see or know something which helps the military in its operations “These categories of terrorist are relentlessly targeted by troops, such that we will be able to strike them out and take them off the battlefield as soon as possible. “It is clear that the fate of the terrorists perpetrating insecurity in our nation will be violent and short. Troops will stop at nothing to take them out of the battlefield. “Accordingly, troops are hunting senior terrorist leadership that are of operational importance in terms of coordination of the terrorist attacks against troops and citizens. “Troops are also hunting those that are of symbolic value including all those declared wanted.”

Tinubu directs settlement of gas, GenCos debts

  President Bola Ahmed Tinubu has directed the Ministry of Finance to settle the debt owed in respect of gas supplied to the power sector. He has also given directive for the payment of the debt owed the electricity Generation Companies (GenCos) with a payment guarantee. The Minister of Power, Chief Adebayo Adelabu, stated these in Abuja during the ongoing 8th African Energy Market Place with the theme: “Towards Nigeria ‘s Sustainable Energy Future: Policy, Regulation and Investment – A Policy Dialogue for the National Integrated Electricity Policy and Strategic Implementation Plan (NIEP-SIP).” According to him, the band A electricity tariff that came to force on April 3, 2024 has reduced the cost of production by 40%. The Minister also revealed that with the generation of 700MW from Zungeru hydroelectric power plant, the Nigerian Electricity Supply Industry (NESI) has recorded a new feat of 5,000MW. Adelabu, who said the supply of electricity has increased due to the implementation of the Electricity Act 2023 and the band A tariff, added that the electricity Distribution Companies (DisCos) are requesting for more load for onward distribution to the customers.
