29 generals retire from army

Twenty-nine generals of the infantry corps of the Nigerian army have retired from service. The generals retired from the army during an event at the Jaji military cantonment in Kaduna, on Friday. Ten of them were brigadier generals, while 19 of them were major generals. Speaking on behalf of the retirees, Victor Ezugwu, a major general, said the war against terrorism would end if the proposed establishment of army aviation succeeds.   Ezugwu said the night fighting capabilities of the army infantry corps also needs improvement. The general said the infantry corps must not relent, while he urged serving officers and soldiers to be proactive and be ahead of the enemy. “The frontline is expanding and the Nigerian army is becoming increasingly committed with the eyes of the nation and the world on it,” Ezugwu said. “Our infantry corps must therefore not relent or rest on her oars as the entire Nigerian army depends largely on the infantry corps to achieve its core mandate and mission. “I admonish the infantry that as the threats to Nigeria’s sovereignty are becoming asymmetric in time and space, you must be proactively way ahead of our adversaries in all aspects of the unfolding combat scenarios.” He asked their successors to surpass their achievements in tactics and operations.

Mbah lashes killers of 2 policemen, places N10m bounty on culprits

Governor of Enugu State, Dr. Peter Mbah, has placed a N10 million bounty on the heads of the killers of two policemen in Enugu State, Friday night, saying the state would go after the culprits with every resource at its disposal to bring the killers to book. Mbah pledged the reward while briefing newsmen after a State Security Council meeting at the Government House, Enugu, which also had in attendance, the state’s Commissioner of Police, Mr. Kanayo Uzuegbu; State Director, State Security Services, Theresa Egbunu; Garrison Commander, 82 Division, Nigerian Army, Enugu, Brigadier General Murtala Abu; and the State Commander, National Drug Law Enforcement Agency, NDLEA, Peter Ogar, among others.   On the possible culprits, Mbah said available security information pointed to men of the Eastern Security Network, ESN, who came in several SUVs, among them a black Lexus SUV. He, therefore, called on members of the public to be on the lookout for the criminals and the exhibits and report same to security agencies.   “We just rounded off our Security Council meeting where we discussed, among other things, about the gruesome killing of our policemen – men of the Enugu State Police Command – by criminals suspected to be members of the ESN. “Let me say this, this bestial and cold-blooded action cannot be condoned in Enugu State. I have given my directives to the security agencies that there must be no hiding place for these criminals in Enugu State. We must use everything necessary to hunt down, arrest, and bring to justice the perpetrators of this heinous crime. “We have also placed a bounty of N10 million as a reward to anyone, who would have any useful information that will lead to the arrest of these criminals. So, I enjoin members of the public to, please, come forward, or call the police and other security agencies with any useful information that could lead to the arrest of these criminals. “We do not have room to accommodate these people, these vagabonds, and these miscreants in our state. “We are going to do everything necessary to ensure that the ultimate sacrifice made by our valiant policemen does not go in vain. “Our condolences go to the bereaved families. I will also ensure that as government, we are going to provide the necessary support to the bereaved families. “Let me just also add that those who murder our policemen or indeed any member of our security agencies may assume that they have triumphed in their evil acts. Let me inform them that we are going to come after them with everything we have. “We are going to deploy all the necessary technology, all the necessary forces within our powers to track them, capture them and defeat them. Enugu State and indeed with the support of the security agencies, we are going to make life uncomfortable for those who do not want to live in a decent society,” he stated.

FG to receive $2.25bn World Bank loan June 13

The Federal Government is poised to receive fresh loan funding from the World Bank, with approval expected for loans totalling $2.25bn on June 13, 2024. The funding will be received via two major development projects. The first project is the Nigeria Reforms for Economic Stabilization to Enable Transformation Development Policy Financing, which is set to receive $1.5bn. The second project, NG Accelerating Resource Mobilization Reforms Programme-for-Results, has proposed funding of $750m. Recall that The PUNCH had indicated that the government might reintroduce previously suspended telecom tax and other fiscal measures in pursuit of securing the $750m loan. A copy of the plan’s document posted on the World Bank website indicated that the government might reintroduce the excises on telecom services, and EMT levy on electronic money transfers through the Nigerian Banking System among other taxes. However, the latest information suggests that the administration may have nearly guaranteed the loan. The Minister of Finance, Wale Edun, at the spring meetings of the International Monetary Fund and the World Bank last month, had announced that the nation had qualified for processing a loan, described as ‘virtually a grant’ of $2.25bn from the World Bank at one per cent interest rate. The package, approved by the Board of Directors of the World Bank, offers a 40-year term with a 10-year moratorium and a nominal one per cent interest rate. He stated, “We have qualified for the processing just this week to the Board of Directors of the World Bank of a total package of $2.25bn of what you can call ‘the closest you can get to a free lunch’- virtually a grant. It’s for about 10- 20 years moratorium and about one per cent interest.” According to programme information documents posted on the international lender website, the two projects aim to enhance Nigeria’s economic stability and resource mobilisation capabilities. It is expected that the funds will bolster Nigeria’s efforts in reforming economic policies and enhancing government resource mobilisation, essential for the country’s long-term financial sustainability and economic resilience. The document stated that the primary aim of the PforR programme is to boost non-oil revenues and safeguard oil and gas revenues from 2024 to 2028 at the federal level, emphasising substantial tax, excise, and administrative reforms. The programme includes three main result areas: implementing tax and excise reforms to increase VAT collections and excise rates on health and environmentally friendly products, strengthening tax and customs administrations to enhance VAT compliance and effectiveness of audits, and safeguarding oil and gas revenues by increasing transparency and net revenue contributions. The PforR programme includes technical assistance, supporting the Federal Inland Revenue Service and the Nigeria Customs Service to enhance taxpayer and trader compliance. “The principal programme development objective is to raise non-oil revenues and safeguard oil and gas revenues. This result area aims to increase the transparency of NNPCL’s financial and operational performance through audits and regular production of enhanced reports submitted to FAAC, including all relevant information; and increase net oil and gas revenues transferred to the Federation,” the report read. Also, the proposed DPF for Nigeria consists of a standalone operation with two tranches designed to support significant reforms in alignment with the government’s economic stabilization and recovery priorities. This operation is structured around four key results distributed across two pillars: increasing fiscal oil revenues from 1.8 per cent of Gross Domestic Product in 2022 to 2.7 per cent by 2025, boosting non-oil fiscal revenues from 5.3 per cent to 7.3 per cent over the same period, expanding social safety nets to assist 67 million vulnerable Nigerians, and raising the import value of previously banned products from $11.3m to $54.6mby 2025.

Two herders, 150 cows killed in Plateau reprisal

Two herders and over one hundred cows have been reportedly killed in what appeared to be a reprisal attack in Bassa Local Government Area of Plateau state A community leader in Kwal district where the attack occurred, Ezekiel Bini, told The PUNCH in Jos on Saturday that before the incident happened on Wednesday, a young man who went to his farm was killed by suspected herders the previous day. Bini said, ” What happened was that a man whose wife and children were earlier killed by suspected herdsmen in 2021 had gone to the farm on Tuesday. He was attacked and killed by the same suspected herders. “During his burial the next day on Wednesday, some people who were angered by the development might have suddenly went on a rampage and attacked the herders on sight in retaliation leading to the death of the victims and the cows ” The state chairmen of Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) and Gan Allah Fulani Development Association (GAFDAN), Nura Abdullahi and Garba Abdullahi, lamented the incident while confirming that over 100 cattle were also rustled during the attack. Narrating the incident, the GAFDAN chairman said, “The herders were tending to their cattle around 9 am on Wednesday when some gunmen appeared and started shooting. “They shot two herders dead. They also shot over 200 cattle. We are yet to ascertain the full extent of the damage because the incident occurred in a remote area that is difficult to access without security operatives. We have suffered a significant loss. “It is high time for security agencies to take action against the atrocities being committed against our people. Whenever we are attacked, security agencies always ask us to remain calm. This is an attempt to annihilate us, as it was an unprovoked attack. We are calling on security agencies to come to our aid,” Garba said. When contacted, the spokesperson for Operation Safe Haven, which is maintaining peace in the state, Major Samson Zhakom, did not respond to the inquiry on the incident at the time of filing this report. Our correspondent reports that gory pictures of the cattle and the young man killed by the suspected herders have been circulating on social media. Many residents who reacted to the killings condemned the attacks and urged perpetrators to allow peace reign in the area and other parts of the state.

I made a mistake with Fubara—Wike

The Minister of the Capital Territory (FCT), Nyesom Wike, has said backing Governor Siminalayi Fubara was a mistake he would correct at the appropriate time. The FCT Minister insisted he made mistakes in his judgement of Fubara and asked the people of the LGA and political family to forgive him. He said at the appropriate time they would correct the mistake insisting that he would continue to make his detractors angry so they would keep making mistakes. Wike said: ” I want to say this clearly, in life we have made a mistake. I have made a mistake. I own it up and I say God forgive me. I have said all of you forgive me. But we will correct it at the appropriate time. I am a human, I am bound to make a mistake. So forgive me for making a wrong judgement. So nobody should kill”. He also responded to some developments and actions from the camp of Rivers Governor Siminalayi Fubara, on the ongoing political crisis in the State. Wike spoke on Saturday at the grand Civic reception held at Ogu-Bolo in honour of Chief George Thompson Sekibo to celebrate his 20 years of service at the National and 36 years of his life in public service. The former Rivers Governor told Fubara’s camp that no injunctions obtained at 2am or 4am would stop the law and due process from taking its course in the state. If they like they can go to anybody by 2am or 4am to get injunction. The law will take its course. We must follow due process,” Wike said. Reacting to Fubara’s remarks that he would not worship anybody, Wike said he had never asked anybody to worship him. He said: “It is not easy to be a public officer and the people decide to honour you. Let me thank the Ogu council of chiefs and the entire community who insisted that their son should be honoured. “You have refused politics to divide you. It shows that you have the interest of your community in mind. I came because I respect people, who appreciate what God has used people to do for them. “God uses people to help others. So when you have been helped, you appreciate them. God will know you have appreciated him. Nobody can worship man. All of us believe that it is only God we will worship. “As politicians we appreciate people who have helped us. When I came to ask you to support me, you supported me. Did I worship you? Did I ask you to worship me. If you had not supported me, I would not have been where I am. Did you tell me to worship you? So where does the issue of worship come from?” Most political associates of Wike such as Senator Magnus Abe; Managing Director, Niger Delta Development Commission (NDDC) Dr. Samuel Ogbuku; NDDC Director, Finance and Administration, Boma Iyayi, House of Assembly members, local government chairmen, senators amonf others attended the event Wike told the lawmakers not to be afraid saying nobody would remove them as assembly members. *Don’t be afraid nobody will remove you as a lawmaker. Most of you don’t understand. This is our work. Our business is to make them to fear. That is what I am doing. We will make them to be angry everyday and they will continue to make mistakes”. The former Governor said he would continue to maintain peace in the state and called on his supporters to pursue peace. He said: “So don’t worry yourselves. We won’t give money to anybody to go and buy arms to kill anybody. I have maintained peace and I want to beg all you to continue to maintain peace. Nobody will tell me that I can’t live in my house or go to my house. But all of you should maintain the peace. Follow law and sue process..we will get to the end “As you see me I stand straight. I think well. I came with senator Magnus Abe. I work with people that have brains. On politics, when people with brains agree they disagree. Those, who don’t know what to do but said they would bring me down, who born them? They are nowhere. When you are in charge, you are in charge. “Everything will calm down. All these people running around, they would come down. Boma worked for his appointment, he showed loyalty and commitment and that is why God placed him there. Don’t worry. Let me also advised you, forget about how they abuse us. You must be alive for people to abuse you. If you are dead, will they abuse you? At the appropriate time when the results will be announced, we will know who is who. We have defeated them severally. “Some.of them ran to Abuja but when I went to Abuja, they ran back here. Have you not seen the way Abuja is moving? No amount of propaganda can help you. Ogu people have shown loyalty and I want to thank you”.

According to TheNation, the development came barely one week after two policemen and three vigilante operatives otherwise known as Neighbourhood Watch Group were killed in another attack by a gang of rampaging hoodlums in Igga community in Uzo-Uwani local government area of Enugu State. The latest incident, our correspondent gathered, occured around 9:30 pm on Friday when the officers serving in Ogui Division were conducting stop-and-search along Presidential Road, Enugu. According to the spokesman of the Enugu Police command, Daniel Ndukwe, the attackers were suspected to be the armed members of the IPOB/ESN who operated in three SUV jeeps. Ndukwe stated the operatives returned fire, forcing the hoodlums to escape with varying degrees of gunshot wounds and abandoning a recovered Lexus RX 300 jeep with Reg. No. KTU 991 FD. Army Vows Sanction As Detained Soldiers Protest ‘Poor Feeding’ In Sokoto

The Nigerian Army has vowed to sanction some detained soldiers who protested “overcrowded cells and poor feeding” at the Sokoto barracks detention facility. In a viral video, a soldier was reportedly shot while some detained colleagues broke out of “overcrowded cells” to protest poor feeding at the Sokoto detention of the Nigerian Army on Thursday. In a statement on Saturday, a spokesman for the Army, Major General Onyema Nwachukwu said the authorities have taken note of the viral video produced by some of its personnel held in custody at the 8 Division Garrison detention facility. “Undoubtedly, the Sokoto barracks detention facility incident is quite unfortunate and an embarrassment to the sound administration efforts of the Chief of Army Staff (COAS), to say the least, and in line with his leadership style, the COAS has instituted an appropriate investigation into the incident to determine whether it is an isolated or widespread situation in similar detention facilities.   “While the service regrets and has gleaned some lessons from the incident, it will however not condone the manner the inmates expressed their purported grievance,” the statement partly read. The Army described as “mutiny and conduct prejudicial to service order”, the actions of the detained soldiers. The Army said such “grievous misconducts” won’t be tolerated. The military authorities said the directives of the Army chief Lt. Gen. Taoreed Lagbaja to look into the state of all military detention facilities in the country will be implemented “as detainees’ lives also matter”. “The Service shall not shy away from appropriately sanctioning the soldiers involved in the unruly behaviour in its Sokoto detention facility for failing to exhaust all available options to channel their complaints to the appropriate authorities and if it was discovered they did and nothing was done, necessary administrative actions will be taken against anyone found to have failed to discharge his/her duties effectively. While the Service is mindful of its subjective oversight engagements by statutory bodies, it remains primarily a responsible, self-regulating professional body. “As such, the Service remains committed to ensuring that everyone, even those found guilty of aiding terrorists, kidnappers, and bandits, and are awaiting confirmation of their sentencing, as it has been discovered in the Sokoto case is accorded a relatively decent life until their judgment is confirmed and executed,” the statement added.

Over 200 Dead In Afghanistan Flash Floods

More than 200 people were killed in flash floods that ripped through multiple Afghan provinces, the United Nations said on Saturday, as authorities declared a state of emergency and rushed to rescue the injured. Heavy rains on Friday sent roaring rivers of water and mud crashing through villages and across agricultural land in several provinces, with northern Baghlan one of the hardest hit. More than 200 people were killed and thousands of houses were destroyed or damaged in Baghlan alone, the UN’s International Organization for Migration told AFP. In one district, Baghlani Jadid, up to 1,500 homes were damaged or destroyed and “more than 100 people died”, Mohammad Fahim Safie, the National Programme Officer leading IOM’s emergency response said, citing government figures.     Officials from the Taliban government had said 62 people had died as of Friday night. “Hundreds of our fellow citizens have succumbed to these calamitous floods,” government spokesman Zabihullah Mujahid said in a statement posted to X on Saturday. He did not differentiate between the numbers of dead and injured, but told AFP dozens had been killed.   Rains on Friday also caused heavy damage in northeastern Badakhshan province, central Ghor province and western Herat, officials said. Emergency personnel were rushing to rescue injured and stranded people, according to the defence ministry. “In addition to human casualties, these floods have also caused huge financial losses to the people,” said Ahmad Seyar Sajid, head of the natural disasters management department in northern Takhar province, where he estimated 20 people have died in the flooding. State of emergency The defence ministry ordered multiple branches “to provide any kind of assistance to the victims of this incident with all available resources”. The air force said it had started evacuation operations as the weather cleared on Saturday, adding that more than a hundred injured people had been transferred to hospital, without specifying from which provinces. “By announcing the state of emergency in (affected) areas, the Ministry of National Defense has started distributing food, medicine and first aid to the impacted people,” it said. Video footage seen on social media from Friday showed huge torrents of muddy water swamping roads and bodies shrouded in white and black cloth. In one video clip, children are heard crying and a group of men are looking at floodwaters, in which bits of broken wood and debris from homes can be seen. Since mid-April, flash flooding and other floods had left about 100 people dead in 10 of Afghanistan’s provinces, with no region entirely spared, according to authorities. Farmland has been swamped in a country where 80 percent of the more than 40 million people depend on agriculture to survive. Afghanistan — which had a relatively dry winter, making it more difficult for the soil to absorb rainfall — is highly vulnerable to climate change. The nation, ravaged by four decades of war, is one of the poorest in the world and, according to scientists, one of the worst prepared to face the consequences of global warming. AFP

Stop Supporting Suspected Fraudsters, EFCC Cautions Bank Officials

The Economic and Financial Crimes Commission (EFCC) has cautioned compliance officers of banks in Nigeria to stop disclosing the anti-graft agency’s investigative activities to their customers. EFCC Chairman, Ola Olukoyede, made the call on Tuesday, May 7, 2024, through the Acting Zonal Director of the Ibadan Zonal Command of the EFCC, ACE I Hauwa Garba Ringim, during a stakeholders’ meeting with Compliance Officers of Banks in Oyo State. In a statement released by the agency on Saturday, the EFCC said it is aware of the fact that Compliance Officers give information to their clients regarding ‘letters of investigation activities’ written to the banks from the EFCC. The anti-graft agency boss said the act usually jeopardises the investigation exercise of financial crimes and delay corruption cases from being filed before the law court. ADVERTISEMENT He decried the unhealthy support fraudsters receive from the banking sector in Nigeria, stressing that it is posing considerable challenges and concerns to the Commission. The EFCC’s boss also urged them to always respond to letters received from the Commission with certified true copies including instruments of transactions of beneficiaries or sources, as this will expedite processes of investigation to a logical conclusion. Furthermore, he stated that illegal dealings and trading in naira with the Point-of-Sale (PoS) operators must stop. “What we notice and see around lately is that Nigerians can only withdraw a small amount of their money with the banks in Automated Teller Machine (ATMs) but PoS operators evidently go around with huge amounts of money gotten from the banks. This is not fair to Nigerians and we must fight it head-on,” he said. He assured the Compliance Officers of the Commission’s support at all times, as “they remain relevant stakeholders in the fight against economic and financial crimes”. Reacting to the fundamental issues raised at the meeting, compliance officers assured the EFCC of their unwavering support, stressing that they are committed to new dynamics on how the collaborative efforts between the Commission and the banks would be effective.

63-year-old Kwara land agent dies in detention

Tragedy struck the Oke Kura Correctional Facility in Ilorin, Kwara State, as a 63-year-old land agent, Alhaji Taye Hussein Abubakar, passed away on Friday morning. According to the Daily Post, he was said to have been detained for over four months. Abubakar’s detention stemmed from legal disputes arising from his involvement in land deals, leaving a community in mourning and raising questions about the circumstances surrounding his demise. Contrary to widespread rumours suggesting otherwise, Phillip Adegbulugbe, the Public Relations Officer for the correctional facility, clarified that the deceased passed away in a hospital, not within the confines of the prison. Meanwhile, PUNCH Online on Saturday morning contacted the Head of Corporate Affairs at the University of Ilorin Teaching Hospital (UITH), Mrs Elizabeth Ajiboye who denied having any knowledge about the incident. A relative of the deceased, speaking to journalists, levied accusations of neglect against both the judiciary and the authorities of the correctional facility. “He was involved in land deals that resulted in court matters. The court released him on bail but he could not appear in court on the day when he was to attend court because he was sick. “So he was picked up and detained since then, about four or five months ago. He has not been brought to court since then but has been abandoned. “At least he should have been given a second chance. How could he have gotten money to repay those involved in the land deals if he was kept in prison? The judge was approached and begged to release him on bail with some sureties to stand for him, but all to no avail.   “So, on Friday, we learnt he was rushed to the hospital. Some said he died on the way to the hospital, while others said that he died while receiving treatment. “His health condition was not fine before his death, and the judge knew about it,” the relative whose name was not revealed said. Responding to the incident, Adegbulugbe confirmed the demise of the land agent. Adegbulugbe attributed his passing to complications from a kidney-related illness while receiving treatment at a hospital. “He was taken to the General Hospital in Ilorin, where he died. I saw his hospital file stating the illness. “The deceased was taken to the hospital on Thursday evening and reportedly died at about 8 am today, Friday. “He didn’t die in the facility, as some people were saying. I was just coming back from the hospital,” he stated. When asked via a phone call, the hospital PRO stated that she did not know any inmate from the Correctional Facility being admitted to the hospital, let alone of any death occurring. Ajiboye said, “I am not aware that the Federal Correctional facility brought any patient to our hospital talk less of being dead. So, I don’t know anything about it
