Port Harcourt Refinery To Kick Off Early August — NNPCL

  The Nigerian National Petroleum Company Limited (NNPCL), has reaffirmed its preparedness to commence crude oil refining at the Port Harcourt refinery in early August. This was revealed by the NNPCL Group Chief Executive Officer, Mele Kyari, on Monday while addressing an emergency session at the National Assembly joint committee on finance. Kyari explained that the Port Harcourt refinery will kick off production by early August this year, while that of Kaduna will commence by December 2024. Kyari who had earlier announced two weeks from March 2024 as the kick-off date for production from the Port Harcourt refinery, maintained that ‘he is not lying’, as he reaffirmed the new August date. According to him, with the Dangote refinery, the target for Nigeria to attain two million barrels per day, and become a net exporter of petroleum products by December is feasible. The PH refinery complex comprises two refineries at Alesa-Eleme near Port Harcourt in Rivers State. Port Harcourt II (New Refinery) is a complex, conversion refinery with a nameplate distillation capacity of 7,500,000 MTA (150,000 bpd). It came on stream in 1988 and was originally intended to serve as an export refinery. It has been subsequently dedicated to domestic market service given frequent interruptions in supply from the other three refineries in Nigeria. Port Harcourt II has considerable clean fuel capability, including lead-free gasoline. On Saturday, senior officials at the Federal Ministry of Petroleum Resources and the NNPCL disclosed that the facility is currently undergoing various licencing processes, following the supply of crude to the plant after it was mechanically completed in December 2023. Similarly, the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, also insisted that the plant was at its final rehabilitation stage. “The mechanical work at the Port Harcourt refinery has been completed. Also, crude oil has been sent to the plant. What is being awaited now has to do with licensing and the like. Now, these licenses are given based on some set of time-frames. Some officials involved in issuing these licenses are still observing the plant. Some of them came in last month and they are still there checking everything. They will also have to test-run the plant and all this will be at their pace. Most of them are foreigners and you can’t rush them. “They have their integrity to protect, for if anything contrary happens at the refinery, the officials might be held accountable and their insurance firms would have to pay for any damage. So it is not entirely on our part when it comes to the takeoff of the refinery,” a petroleum ministry official, who spoke in confidence due to lack of authorisation to talk about the matter, stated. In March this year, the Group Chief Executive Officer of NNPC, Mele Kyari, said the Port Harcourt refinery had received 450,000 barrels of crude oil and would begin operations in April. This, however, did not happen. Kyari had disclosed this at a press briefing after he appeared before the Senate Ad-hoc Committee investigating the various Turn Around Maintenance projects of the country’s refineries. “We did a mechanical completion of the refinery, which was what we said in December. We now have crude oil already stocked in the refinery. We are doing the regulatory compliance tests that must happen in every refinery before you start it, and I assure you that this Port Harcourt refinery will start in the next two weeks. “Completing the mechanical work means that you are done with the rehabilitation work, now you have to test to see how it works. Of course, we have also completed the mechanical work on the Warri refinery. It is also undergoing regulatory compliance; processes that we are doing with our regulator, and this will soon be completed and it will be ready. “Kaduna refinery will be ready by December. We have not reached that stage in Kaduna, but we promise Kaduna will be delivered by December,” the NNPC helmsman had stated.

FG repatriates 190 Nigerians from UAE

  The Federal Government has repatriated a total of 190 Nigerians from the United Arab Emirates. According to a statement released by the National Emergency Management Agency signed by its Director General, Director, North Central Zone, Bashir Garga, on Tuesday, the returnees arrived at the Nnamdi Azikiwe International Airport in Abuja at 5:57 AM on Tuesday and were received by combined team of government officials led by NEMA. NEMA reports that the returnees have undergone profiling and documentation by relevant agencies and have been sensitised on the importance of conducting themselves with decorum and responsibility upon their return to Nigeria. The statement reads, “The Federal Government has repatriated One Hundred and Ninety (190) Nigerians from the United Arab Emirates. The returnees were received at the Nnamdi Azikiwe International Airport, Abuja at 05:57 by a combined team of government officials led by the National Emergency Management Agency.   “The returnees were profiled and documented by the relevant agencies and sensitized to behave with decorum and responsibility on their return to Nigeria. “The federal government urges all Nigerians, wherever they may be, to act as exemplary ambassadors of their country, upholding the fundamental values of patriotism, rule of law, decency and integrity.” It would be recalled that last October, Federal government repatriated a total of 542 from UAE.

  The Osun State Government has issued an urgent alert to the public regarding a security breach involving one of the telephone numbers of Governor Ademola Adeleke. Members of the public are urged to ignore communications from the compromised number, +234 803 365 7555, which has been hacked, prompting an urgent public alert. In an official statement, Mallam Olawale Rasheed, spokesperson to the Governor, advised the public to ignore any calls or messages originating from the compromised number. “Please disregard any solicitation from +234 803 365 7555,”   Rasheed stated. “Appropriate action is ongoing to remedy the situation.” Authorities are currently investigating the breach and are working diligently to secure the Governor’s communication lines. FG seeks $50m W’Bank loan for solar projects, prepaid metres, others

  The Federal Government has sought the assistance of the World Bank to provide funding worth $50 million to support state governments for the installation of solar plant pilots and infrastructure upgrades. The Minister of Finance and Coordinating Minister of the Economy, Wale Edun spoke on the initiative when he met with a World Bank delegate on Monday in Abuja. The team was led by the Country Director for Nigeria, Dr. Ndiamé Diop while the Special Adviser to the President on Energy, Ms. Olu Verheijen was in attendance. A statement signed by the Director of Information and Public Relations, Finance Ministry, Mohammed Manga, said the meeting was held to discuss innovative ways to drive Nigeria’s power sector forward. Edun said the programme would ensure the rollout of 3.5m prepaid metres to enhance power distribution and support tariff frameworks, market reforms and co-financing the Transmission Company of Nigeria’s Performance Improvement Plan. The statement read, “In its renewed determination to drive economic growth and development in the country, the Federal Government has continued to engage with relevant stakeholders to boost power sector investments as a major priority area for achieving the desired objective. “The initiative will strengthen plans to roll out 3.5 million prepaid metres to enhance power distribution. “$50 million funding for state solar plant pilots and infrastructure upgrades, with measures to support tariff frameworks, market reforms, and co-financing the Transmission Company of Nigeria’s Performance Improvement Plan. “This collaboration aims at strengthening Nigeria’s power sector, enhancing energy access, promoting economic growth and development, improving job creation as well as poverty alleviation in line with the Renewed Hope Agenda of the present administration,” the statement added. Edun further reaffirmed the commitment of President Bola Tinubu’s administration to reposition the nation’s economy. The statement added that delegates from both sides expressed their commitment to working together towards achieving these goals for the benefit of all Nigerians. The World Bank, a prominent international financial institution dedicated to reducing global poverty, provides loans and grants to developing countries for a wide range of projects, including infrastructure development, education, healthcare and environmental sustainability. Nigeria has been a top recipient of fresh loans from multilateral lenders, borrowing $2.7 billion in 2023 from about $2.9bn in 2022.

NiMet forecasts three days of thunderstorms, rainfall, across Nigeria

  The Nigerian Meteorological Agency (NiMet) has predicted thunderstorms and rainfall across the country from Monday to Wednesday. In its weather outlook released on Sunday, NiMet predicted thunderstorms during the morning hours over parts of Taraba, Adamawa, Zamfara, Kebbi, Katsina, Kano and Kaduna. The agency said thunderstorms are expected later in the day over parts of Taraba, Kaduna, Yobe, Katsina, Kano, Borno, Bauchi and Jigawa states. “In the North Central region, rains are expected over parts of the Federal Capital Territory (FCT), Niger and Nasarawa states during the morning hours,” the forecast reads. “Later in the day, thunderstorms and rains are anticipated over parts of the Federal Capital Territory, Niger, Kwara, Plateau and Kogi states. “Morning drizzle and rains are anticipated over parts of Lagos, Abia, Ebonyi, Ondo, Ogun, Rivers, Akwa Ibom and Cross River; while in the afternoon and evening hours, intermittent rains are anticipated over the entire southern region.” NiMet envisaged thunderstorms in the morning over Adamawa, Taraba, Kaduna, Gombe, Katsina, Kano, Bauchi, Yobe, Borno and Jigawa on Tuesday.   The agency also predicted thunderstorms in the morning over parts of Sokoto, Kebbi, and Zamfara states on Wednesday. “In the North central region, rains are expected over parts of the Federal Capital Territory, Benue and Kogi states during the morning hours,” NiMet said. “Later in the day, thunderstorms and rains are anticipated over parts of the Federal Capital Territory, Plateau, Nasarawa, Niger, Kogi, Kwara and Benue states. “Morning rains are anticipated over parts of Ogun, Ondo, Delta, Cross River and Akwa Ibom states; while in the afternoon and evening hours, thunderstorms and intermittent rains are anticipated over the entire southern region.” Airline operators were also advised to avail themselves of weather reports from NiMet for effective planning.

Kenyan police arrest man who ‘confessed to killing 42 women’

  The police in Kenya have arrested a man over the serial killing of women. The suspect reportedly confessed to killing 42 women, including his wife, since 2022. The dismembered bodies of the victims, said to be aged between 18 and 30, were found on Friday at the Mukuru quarry in Nairobi. The police cordoned off the dump site where the bodies were found in various stages of decomposition. According to the BBC, the suspect, identified as 33-year-old Jomaisi Khalisia, was arrested at a bar on Monday morning while watching the Euro final. Mohamed Amin, the police head of the directorate of criminal investigations (DCI), said Khalisia’s arrest followed a “forensic analysis” of a mobile phone that belonged to Josephine Mulongo Owino, one of the victims. Amin said the suspect led police officers to his house, which was about 100 metres from the crime scene, where they found a machete they “believed was being used to dismember the victims”, and nine sacks like the ones used to dispose of the bodies. The police also recovered 10 phones, a laptop, identity cards and personal female clothing. Police said they were still interrogating the suspect to establish the motive behind the killings, adding that he would be arraigned on Tuesday. The police asked families “who believe that their beloved ones may have fallen prey to these macabre murders” to report to the police. “It is crystallising that we are dealing with a serial killer, a psychopathic serial killer who has no respect for human life, who has no respect and dignity,” Amin said. He said a second person with a phone belonging to one of the victims has also been arrested and would be treated as an accomplice or suspect.

President Tinubu Reinstates Zabbey As HYPREP Coordinator

  President Bola Tinubu has approved the reinstatement of Professor Nenibarini Zabbey, as the Project Coordinator of the Hydrocarbon Pollution Remediation Project (HYPREP). A statement by the Special Adviser to the President (Media & Publicity), Chief Ajuri Ngelale, on Monday, said the president reached the decision following a performance review of the HYPREP Project Coordinator and concluded that he is fit to discharge his functions following the regulations guiding the execution of the Hydrocarbon Pollution Remediation Project (HYPREP). It said, “By the directive of the president, the reinstatement of the HYPREP Project Coordinator takes immediate effect.” The development comes after the Movement for The Survival of Ogoni People (MOSOP), and some youth leaders in Ogoni, Rivers State, gave the Federal Government 24 hours, to reinstate Zabbey. In a statement, MOSOP argued that Prof. Zabbey, a non-partisan Ogoni, is highly qualified and dedicated to the role, which focuses on the environmental remediation of Ogoni land based on the United Nations Environmental Programme (UNEP) Report. In the statement signed by MOSOP President, Prof. Olu Wai-Oguso, the group demanded the immediate reinstatement of Prof. Zabbey to complete his tenure, ensure that HYPREP is not used to settle political scores and allow appointed HYPREP Coordinators to serve their full terms for stability and growth in Ogoni. MOSOP threatened to block the new appointee from entering Ogoni and seal the HYPREP office in Port-Harcourt if a non-Ogoni is appointed as HYPREP Coordinator. It said, “MOSOP insists that HYPREP must serve the Ogoni people and not political interests.” The leadership change in HYPREP has continued to attract reactions since its announcement. On Saturday, July 13 a press release signed by Ngelale, announced the approval of the appointment of Dr. Olufemi Adekambi as the new HYPREP coordinator. On its part, representatives from the National Youth Council of Ogoni People (NYCOP), Ogoni Youths Federation, Ogoni Students Association Worldwide, and the Association of Ogoni Martyrs, among others, expressed their dissatisfaction. They argue that Ogoni has qualified individuals to run the project, which was initiated through the efforts and sacrifices of the Ogoni people without federal assistance. The youth leaders insisted that if the presidency did not reinstate Prof. Zabbey, whom they believed was performing well, they would have no choice but to shut down all project sites. Brinuazor Emmanuel, NYCOP President, and Daniel Karakpon, National President of Ogoni Students Worldwide, emphasise their commitment to resist the resumption of Dr Olufemi Adekambi, the newly appointed HYPREP Project Coordinator, who is set to start officially on Monday after his appointment began on Saturday, July 13.

13 killed in Benue communities

  Gunmen suspected to be armed herders have killed 13 people in separate attacks on Benue communities on Sunday. According to locals, 12 people were reportedly killed in Egwuma in Agatu, and one displaced person returning from a farm in Gwer West LGAs of the state. Some locals who spoke to journalists on Monday in a telephone chat said that one displaced person was injured and five others still missing. At Egwumoa, in Agatu LGA, suspected armed herders were said to have attacked the community in a killing spree. Confirming the report, a lawmaker representing the Agatu state constituency at the House of Assembly, Godwin Edoh said that 12 people were killed. He said, “We are tired of this daily killing at Ogbumogbo, Ejima and all those areas down to Ikpele, those villages have been deserted for close to one year. So, those places are like the Fulani colony. “This one happened yesterday (Sunday) 12 people were killed.” When told that the governor said relative peace had returned and that IDPs are going back to their ancestral homes, the lawmaker said, “It’s a lie, they are talking nonsense. There is no peace anywhere.” “Even the IDPs they said have returned, if you go there you will see them there, so I don’t know why they use propaganda, it’s not correct. In Gwer West LGA, suspected armed herders were reported to have attacked some displaced persons who were returning from their farms on Sunday killing one, one injured and five others still missing. A former camp manager in Agagbe IDP camp, Jacob Terna said, “Armed Fulani herders attacked and killed Mr Ikyumbu Aondowase, 30, while Mr Achin Terzungwe, 45, was badly injured and five others missing.” He said that the suspected armed herders ambushed the displaced people while returning from their farms. When contacted, the Police Public Relations Officer for the state command, Catherine Anene, confirmed the killing of five people in the Agatu community but said she was not aware of the incident in Agagbe, Gwer West LGA. She said, “There was an attack in Agatu, about five persons were killed but in Gwer West am not aware of that.”
