EXPOSED: Delta State College Of Education Provost Uses N36m To Build Two Toilets

Delta State College of Education Provost, Warri, Mary Edema, is currently enmeshed in an alleged fraud, SaharaReporters has reported. The provost, as reliably gathered, used N36m to build two toilets in the institution funded by the Tertiary Education Trust Fund. Speaking under the condition of anonymity, a senior staff of the institution told our correspondent that the two toilet projects was a fraudulent deal allegedly struck by the provost with the contractors, who handled it. The provost concluded everything with the contractors before going into the bidding process. Warri College of Education is allegedly synonymous with corruption and other fraudulent practices. “But even if you raise the alarm, nobody will do anything because the whole system is corrupt. Those who are supposed to take action will not cough because they have been taken care off too,” he said. In a memo with reference number TETF/ES/COE/AL.2017/VOL.XVII, each of the toilet block gulped N17, 135, 871 while N2,593,459 went for consultancy. Two companies, Awaguma Nigeria Limited and Henag Nigeria Limited, said to have been brought in by the college provost, handled the projects, which was titled, “Construction of modern lavatory for male and female students block ‘A and B”. A source in the institution told our correspondent that the funds were part of the N75m “intervention fund” made available by TETFUND for the college. “The arrangement to build the two toilets for N17, 135, 871 each and N2,593,459 consultancy was made between the provost and the two contractors she brought in. Corruption and fraudulent practices have become part of the school. The institution has corruption in its DNA. “We have done some research and I can tell you that N6m to N8m if not less can conveniently construct the projects and the contractors will still smile home with good profits at the end of the day. Even the provost herself kniws that she cannot pay a contractor N36m to build toilet in her personal building. But corruption has blindfolded everybody.” When contacted over the issue, Edema denied any form of fraudulent practices regarding the projects, adding that due process was followed in its execution. She said, “Personal project and public projects are not the same. I cannot say when I build a personal project it will be the same thing as this. Due process was followed as far as the project is concerned.”

Unical elects first female Vice Chancellor

Prof. Florence Banku-Obi has been announced as the first female Vice Chancellor of the University of Calabar (Unical), 45 years after, the News Agency of Nigeria (NAN) reports. Announcing the result on Friday in Calabar, Sen. Nkechi Nwaogu, Pro- Chancellor and Chairman of Unical Governing Council, said the process of the selection was transparent. Nwaogu said that the Council had assured the 13 contestants for the position of a transparent, fair and just selection process. She explained that they used the guidelines set up by the Federal Ministry of Education on the conduct of interview for the appointment of a Vice Chancellor. “At the end of the day, we had a brand new first female VC of the University in the last 45 years. The interview was transparent and some of the contestants are part of our council. “What I expect of her is to look at what the outgoing VC has done because governance is a continues process. She should invite all those who contested with her and build a team. “No one person can execute the programmes without the integration of other erudite administrators that presented their CVs yesterday. “She should be an integrative agent and I expect her to look inward on the areas of internally generated revenue and pluck the areas. “She needs to motivate staff and students of the school and as an erudite Professor and a mother, I know that she will bring all these to bear,” she said. She congratulated Banku-Obi and wished her the best in her tenure. Speaking, Banku-Obi, said she was elated and happy, adding that she returned all the glory to God. “I am very happy today, I just received my appointment letter from the 12th Council as the 11th VC elect effective from Dec. 1, 2020. “It was a free and fair contest and I am happy about it. The University of Calabar should expect an inclusive administration from me,” she said. NAN reports that Prof. Banku-Obi will be taking over from Prof. Zana Akpagu whose tenure end on Nov. 30. Banku-Obi hails from Boki local government area in Cross River and she has been a lecturer in the department of Education. She is the only two-times back to back elected Dean, faculty of Education, since the history of the University. She has also served as the Deputy Vice Chancellor (Academics) and also as a member of the University Governing Council. She has over 60 publications to her credit in both local and international journals. She has supervised over 30 postgraduates Diploma Projects, 12 Master Degrees Theses and 8 PhD Dissertations and has so far assessed 13 persons for professorial positions.

Again, DSS Invites Ex-CBN Deputy Governor Mailafia Again

The Department of State Security Services (DSS) has once again invited the former deputy governor of the Central Bank of Nigeria (CBN), Obadiah Mailafia, to its office in Jos, the Plateau State Capital. Mailafia, who was also the presidential candidate of the African Democratic Congress (ADC) has previously been interrogated by officials of the security agencies in connection with comments he reportedly made during a radio interview about the leadership of Boko Haram. His lawyer, Yakubu Bawa, confirmed to journalists on Friday that this is the third time Mailafia will be appearing at the DSS office in Jos. Mailafia’s recent invitation might not be unconnected with his comments during the radio interview and his claims that bandits terrorising Southern Kaduna moved weapons across the country even during the COVID-19- lockdown. Bawa claimed that Mailafia had spent over 20 years working abroad as a university teacher, banker, and civil servant with an unblemished record and no criminal record but he is still being subjected to criminal investigation and persecution. He explained that a recent invitation by the deputy inspector general of police, asking dr Mailafia to again appear at the force headquarters in Abuja, has forced him approached a Jos High Court to seek his fundamental rights not to appear before the police since the DSS is currently investigating the matter. The former CBN Deputy Governor has maintained that he does not support or promote violence and will never support evil. However Mailafia who was reacting to the third m invitation extended to him by the Department of State Services in a statement in Jos on Friday, described the latest DSS invitation as political persecution and urged well -meaning people to pray for his safety. He said , “ Dear Comrades , Beloved Brethren, I have once again ( for the 3rd time ) been ordered to appear before the DSS at their Jos HQ this coming Monday 14th September , at 11. 00 am . “ This is in addition to our battle in court , as my lawyer appears before a Jos High Court today Friday the 11th , seeking a restraining order against the DIG Criminal Investigations Department ( CID ) who are also pursuing me . “ I spent over 20 years of my working life abroad as a university teacher , banker and international civil servant with unblemished record. “ I have no criminal record — not even a parking ticket . Sadly, it is in my own fatherland that I ’ m being subjected to criminal investigation and such extreme political persecution. “ Please , pray for me. I have reasons to believe that my life is in danger and that some powerful political forces want to sole vs me forever . For speaking the truth . “ For speaking on behalf of the holy martyrs — of thousands of innocent children, women , elderly and youths that have been killed in our beloved country. Kaduna Assembly Approves Castration As Punishment For Rapists

The Kaduna State House of Assembly on Friday approved castration as punishment for anybody convicted for rape in the state. This follows the amendment of the State Penal Code (No.5), law of 2017 which stipulates stiffer penalties for rapists in the state as part of the effort to protect women and children against any form of gender violence. “Anyone convicted of rape will have his organ surgically removed so that even upon completion of his jail term, will not be able to commit the crime again,” the spokesman of the House, Musa Ahmed told Channels Television. Ahmed said in addition to the castration of the convicted rapist, the new law entails 21 years imprisonment for the rape of an adult and life imprisonment for the rape of a minor. During a public hearing on the Bill seeking the amendment of the penal code last month, the wife of the Kaduna state Governor, Ummi El-Rufai proposed either castration or death sentence for rapists, even as she described such act as a gross violation of the rights of women and children. While she expressed concern that an average of five rape cases especially minors are recorded in Kaduna State on daily basis, the governor’s wife noted that only severe penalties for rapists in the state penal code will serve as a deterrent to others.

Trump, Biden to commemorate 9/11 attacks in Pennsylvania

President Donald Trump and Democratic challenger Joe Biden will commemorate the 19th anniversary on Friday of the Sept. 11 attacks, with both candidates separately visiting the rural Pennsylvania field where one of the hijacked planes crashed. Biden and his wife, Jill, will first attend a morning ceremony in lower Manhattan in New York, where al Qaeda hijackers flew two airplanes into the World Trade Center’s twin towers. Republican Vice President Mike Pence will also be on hand for the ceremony. Trump will speak at a morning ceremony at the Flight 93 National Memorial in Shanksville, Pennsylvania, a White House official said. The event, in remembrance of the 40 passengers and crew who died when the plane plunged into a field after they struggled with the hijackers, will be closed to the public because of coronavirus concerns, the National Park Service said. Later in the day, the Bidens will visit the Shanksville site to pay their respects to the victims. The two candidates were not expected to cross paths in Pennsylvania, a battleground state that is vital to the Nov. 3 election between Trump and Biden. Flight 93, bound for San Francisco from Newark, New Jersey, never hit its intended target — the four hijackers were believed to be planning to crash it into either the U.S. Capitol or the White House — after passengers stormed the cockpit and attempted to regain control of the aircraft. In all, nearly 3,000 people died in the Sept. 11, 2001, attacks, which also included a fourth hijacked plane that slammed into the Pentagon outside Washington. The ceremonies marking the attacks are a regular stop for presidential candidates and officials. Trump visited Shanksville for the 9/11 anniversary in 2018, and has attended memorial ceremonies at the Pentagon. Biden went to memorials in Shanksville during his years as vice president under Barack Obama. During the 2016 presidential campaign, Trump and Democratic presidential candidate Hillary Clinton both visited the Ground Zero memorial in New York on the anniversary of 9/11. Biden’s campaign said it was pulling its television ads off the air on Friday to commemorate the anniversary of the attacks. The nonprofit 9/11 Day had asked both campaigns to pull its ads. Bauchi floods kill 16, destroy 2,000 houses – Official

No fewer than 16 persons have been killed and over 2, 000 houses destroyed by floods in Bauchi State since the beginning of 2020. Checks by our correspondent revealed that the flooding occurred in several local government areas of the state. The State Emergency Management Agency confirmed this in an interview with The PUNCH on Friday. The Permanent Secretary of SEMA, Habu Ningi, said the incidents affected at least 11 communities in different LGAs. He said , “ We ’ ve visited all the areas involved in the flooding this year . So far , we received 11 reports in 11 local government areas in the state. “ So far , 16 persons lost their lives, 11 in Bauchi Local Government Area, one case in Warji LGA , two in Shira LGA , and two in Dambam LGA. “ Over 2, 000 houses were destroyed during the floods . Over 1, 117 farmlands were also washed away by the floods . “ The state government has assisted the victims with relief materials to cushion the effects of the floods . ” Ningi advised residents to desist from building houses along waterways and avoid indiscriminate dumping of refuse in drainages.

Spain sentences 76-year-old soldier to 133 years for murdering five priest.

A Spanish court on Friday sentenced a former Salvadoran colonel to 133 years in prison for murdering five Spanish Jesuit priests in 1989 during the Central American nation’s civil war. Inocente Orlando Montano Morales, 76, was found guilty of the killings which took place in November 1989 when the Jesuits were acting as a mediator to try to end the civil war between the government and FMLN guerrillas. Spain’s top criminal court said he was responsible for eight murders — six Jesuits, one of whom was Salvadoran, their cook and her 16-year-old daughter — but could only sentence him on the basis of five as it was on those grounds that he was extradited from the United States. The murders took place outside the priests’ residence on the campus of the Central American University (UCA) as El Salvador was gripped by deadly fighting between government forces and the FMLN which lasted more than 10 years. Among the victims was Spanish priest Father Ignacio Ellacuría, UCA’s rector and one of the country’s most important political analysts, the court said. Three of the priests were shot dead as they lay on the ground, court documents showed. Montano, who served as El Salvador’s deputy minister for public security between 1989 to 1992, is the first to be tried over the bloodshed after Spain opened an investigation in 2009 on the principle of universal justice. El Salvador has refused to hand over other military officers to Spain. Montano was extradited from the United States in 2017, where he had served nearly two years in jail for immigration fraud. Since arriving in Spain, he has been held in pre-trial detention. Prosecutors said Morales gave the order for the killings, carried out in the early hours of November 16, 1989. Montano had been due to be tried with Rene Yusshy Mendoza, who served as a lieutenant in the Atlacatl battalion that carried out the killings. But Mendoza was acquitted in June after the defence argued successfully that by the time he was charged the alleged crimes were past the statute of limitations. The trial opened in early June. The civil war in El Salvador ended in 1992 with a peace accord after 12 years of fighting between the government and rebels in which more than 75,000 people died and 7,000 disappeared. [AFP]

President Muhammadu Buhari on Thursday, inaugurated the Special Purpose Vehicle for Presidential Power Initiate to assist the government in improving the delivery of power in the country . Members of the committee inaugurated by Buhari include the Attorney- General of the Federation and Minister of Justice, Mr Abubakar Malami ( SAN) , the Minister of Finance , Budget , and National Planning, Mrs Zainab Ahmed; Minister of Power , Saleh Mamman; and Minister of Works and Housing , Babatunde Fashola . Malami ’ s spokesperson , Dr Umar Gwandu, stated that other members of the committee are the Director-General of Nigeria ’ s Bureau of Public Enterprise , Mr . Alex Okoh , and the President Nigerian Society of Engineers , Babagana Mohammed. The statement added , “ Inaugurating the Committee on Thursday, President Muhamamdu Buhari who described power sector as one of the most critical components of sustainable development , expressed commitment to improve the delivery of power in the country as his enduring and defining legacy . “ He said following the Federal Executive Council Approval , the coast is now clear and the SPV has the responsibility of executing the Presidential Power Initiative ( PPI ) , providing project management for the implementation of PPI and serve as the key manager to ensure cohesion and seamless execution. ”

Food prices are coming down —Presidency

The Presidency on Friday says the prices of food items in the country are dropping as a result of the agricultural reforms of the administration of President Muhammadu Buhari. The President ’ s Senior Special Assistant on Media and Publicity , Mr Garba Shehu , made this known while featuring on Channels Television’s Sunrise Daily programme . Shehu was reacting to the President ’ s directive Thursday that the Central Bank of Nigeria should not release money for food and fertiliser importation henceforth. Speaking also on the TV programme on Friday, a senior lecturer in the Department of Economics , University of Abuja , Dr Ahmed Adamu , faulted the timing of the policy because of the inflation already in the economy. Adamu said , “ It is also a wrong time because we have not built the right infrastructure and not supplied the right agriculture facilities and we have not built the entire agriculture value chain. We are also facing insecurity and a lot of farmers have been displaced from their farms and they cannot produce much. And now the government is discouraging cheap importation from other countries. It is going to create a lot of food scarcity in the country. “ Now we are seeing a high rise in the prices of food items in the country and this measure is going to increase the prices of food items further at a time when we just came out of COVID -19 lockdown . ” The scholar stressed that Nigerians should not be punished for the failure and inability of government and policy- makers to protect the naira, adding that the government ’ s decision is “ a recipe for hyperinflation ” . According to him , consumers are rational and so the government needs to ask itself why the people prefer foreign food items over locally produced ones. “ They ( consumers ) know why they go for foreign food items – maybe because of quality , quantity or price . Instead of you ( the government ) to force Nigerians to buy things that they are not ready to buy, why don’ t you make the local products become attractive to Nigerians by enhancing its quality , quantity and competitive price . These are things that we need to set in place before we force people because this actually is an aggressive measure, ” Adamu added . Reacting, Shehu said Nigeria ’ s land borders were closed not only to curb the importation of rice and other food products but to also curb the proliferation of small arms smuggled into the country to feed inter- communal crisis and banditry, amongst others . The President ’ s spokesperson said , “ To say the cost of food items is connected to the closure of the borders is absolutely wrong. And to say that the prices of food ain’ t coming down, I think the scholar has detached himself from the market because we sat through the meeting of the National Food Security Council and we heard presentations by experts – people who had surveyed the markets . “ As of yesterday ( Thursday) , in the morning of the meeting, go and check the index in markets . For instance in Kano , millets that had gone up to N 24, 000 has now gone down to N 12, 000, N 13, 000. Rice that had been N 25, 000 is now N 20, 000. Corn, maize is now N 18, 000 for the old stock and N 14, 000, N 15, 000 for the new stock . “ So , to say that there is no change in the prices is to show one is completely detached from what is happening in the country. ” When told by the moderators of the programme that his position was contrary to the reality being faced daily by Nigerians on the streets , Shehu insisted, “ As the Germans say , if you want to get the best of the weather , open the windows. My suggestions to the journalists who sit and write all of these numbers is, send your correspondents to the streets, go to the markets and find out . “ I didn ’ t say that all of the prices, the changes had crashed completely. They are coming down because the harvested items are coming into the market. Prices are coming down, they will continue to go down as more and more food items are harvested . It’ s a seasonal thing and we are going to see through this as well . ”
