How Nigeria Will Become A Net Exporter Of Petrol, Others – Buhari

President Muhammadu Buhari has explained how Nigeria will become a net exporter of Premium Motor Spirit (PMS), also known as petrol, and other petroleum products. He believes this is achievable by the implementation of the Refinery Roadmap rolled out in 2018, saying the deployment of modular refineries is one of the four key elements of his administration. President Buhari made the remarks on Tuesday at the virtual inauguration of the 5,000 barrels per day Waltersmith Modular Refinery in Ibigwe, Imo State. “There is increased momentum in the other three focus areas under the roadmap covering the rehabilitation of existing refineries, co-location of new refineries, and construction of greenfield refineries,” he was quoted as saying in a statement by his media adviser, Femi Adesina. The President added, “The realisation of the refinery roadmap will ultimately lead us to become a net exporter of petroleum products not only to our neighbouring countries but to the worldwide market. “This modular refinery is the largest commissioned modular refinery in the country today.” The event also featured the ground-breaking ceremony for the Phase-II works to expand the capacity of the refinery to 50,000 barrels/day. Against the backdrop of the recent increase in the pump price of petrol in Nigeria, President Buhari believes the establishment of modular refineries in the country will make petroleum products available and eliminate importation. He was delighted that the modular refinery came on stream within two years of the commencement of the roadmap, after many years of granting licences for the establishment of modular refineries with nothing to show for it. Bigger Opportunities The President also described plans to commence the expansion of the capacity of the refinery to 50,000 barrels per day to refine crude oil and condensates as an important part of economic reforms the country was undergoing. “The role played by the Federal Government through the Nigerian Content Development and Monitoring Board (NCDMB) in going into collaboration with Waltersmith Refining and Petrochemical Company is novel in concept and superb in delivery. “I look forward to seeing this new phase completed within the target timeframe,” he said. President Buhari, therefore, directed the Ministry of Petroleum Resources, Department of Petroleum Resources (DPR), NNPC, as well as all relevant government agencies to provide the company all the necessary support to access crude oil and condensate feedstock for the timely delivery of the additional capacity. In line with his administration’s agenda on job creation, he said he was pleased that hundreds of direct and indirect jobs were created during the construction of the first phase of the project in addition to the various business opportunities. The President stated that the construction of the second phase of the project would create bigger additional employment opportunities. He thanked the local community and the people of Imo State for hosting the refinery, which, he stressed, would bring prosperity and economic development to the area. President Buhari also commended the Ministry of Petroleum Resources, the Minister of State for Petroleum Resources, Timipre Sylva, as well as the chairman and members of the governing council, management, and staff of the NCDMB for making the public-private partnership a success. He lauded the chairman, board, management, and staff of Waltersmith Refining and Petrochemical Limited for their professionalism and focus in getting the project completed. Imo State Governor, Hope Uzodinma, and Mr Sylva cut the tape on behalf of the President at the event. Others in attendance included the Group Managing Director of NNPC, Mele Kyari, NCDMB Executive Secretary, Simbi Wabote, and Chairman of WalterSmith, Abdulrazaq Isa, among others.

New policy on $15,000 visa bond won’t affect Nigerian travellers, says US mission

The United States Mission in Nigeria says Nigeria is not currently part of the pilot visa bond programme. The Trump administration had introduced a new temporary policy issued to discourage nationals of some countries with higher visa overstay rate. Under the new policy, visitors to the US from such countries may have to pay up to $15,000 in bonds. The visa bond pilot programme is said to target mostly African countries with high visa overstay — the visitors are believed to have entered the country legally on student, tourist, work visas and then stay past their visa expiration date. According to data from the DHS, almost 30,000 Nigerians overstayed their B1/B2 visas in 2018, ranking as the 5th country with the most visa overstays in the US. This makes Nigeria the African country with the most visa overstays. In 2019, The Wall Street Journal (WSJ) had reported that Nigeria might be affected by the move of the Trump administration to check the tide of countries whose immigrants overstay their visas at relatively high rates. On Monday, the US government announced that it had introduced the visa bond pilot programme for B-1 visas (for business travellers) and B-2 visas (for tourists). It said the pilot program mewill run for six months. There have been concerns that Nigeria may be affected by the policy. But in a statement on Tuesday, the US mission in Nigeria said the most populous black nation on earth will not be affected by the policy. “In response to the April 2019 Presidential Memorandum on Combating High Nonimmigrant Overstay Rates, the Department and our embassies and consulates overseas conducted an in-depth analysis to identify and address root causes of overstays,” the statement read. “Among other efforts to address this challenge, the State Department is considering additional steps to address overstays, including piloting a limited visa bonds program to test, in coordination with the Department of Homeland Security (DHS), the operational feasibility of posting, processing, and discharging visa bonds as means to ensure the timely departure from the United States of certain travelers. Accordingly, the State Department will begin a limited six-month visa bond pilot program beginning on December 24, 2020. “We are committed to combating visa overstays and making sure travelers to the United States respect our laws. The implementation of this pilot builds on our engagement with foreign governments in recent years and will ensure continued progress to reduce overstay rates. Nigeria is not included in this six months pilot program.”

Mrs Christiana Ngozi Nnatuanya, the widow of late Linus Nnatuanya, who died in disbanded Special Anti-Robbery Squad (SARS) Awkuzu cell in 2007, has demanded for the corpse of her husband for proper burial. She said her Uwani Ebenebe community believed that a man who died in SARS cell and was not buried died a wrongful death. She also demanded for N50 million compensation to enable her cater for the seven children her husband left behind before his death. Mrs. Nnatuanya who was led in evidence by her counsel Ekene Okonkwo before the Anambra State Judicial Panel of Inquiry on Police Brutality, extra-judicial killings and other related matters sitting in Awka narrated how her husband Linus went to market in January 31,2007 but never returned. She told the panel that her husband was arrested on his way home from the market and dubbed member of Movement for the Actualization of the Sovereign State Of Biafra (MASSOB) and was arrested by SARS, taken to their Awkuzu station where he died. She said: “On 31 January 2007, my husband went to market but did not return. I waited all night and when I called his phone it was switched off. “On the 6th of January, some one visited me to tell me that SARS officers arrested some people and asked if I had visited SARS office at Awkuzu. “When I went to SARS Awkuzu station, I saw my husband in cell 4 sweating profusely. “SARS officers asked me to bring N400, 000.00 which I didn’t have. The next day, I went back to their office with N40 000.00 which I could find but was told that my husband has been transferred to Abuja”. Mrs. Nnatuanya said it was after some days that a young man Ugochukwu Eze who was released from the same cell informed her that the night before her second visit her husband shouted several times on top of his voice, collapsed and died. Asked by counsel to the police Obi Innocent, a Superintendent of Police, whether she would blame her husband’s death on police, Mrs. Nnatuanya responded: “if police did not arrest my husband, he couldn’t have died”. Earlier, Mr. Joseph Ezeonu’s petition against the killing of master Kelechi Ezeonu was heard by the panel.

2023: It is important to honour agreement on zoning, says Fashola

The Minister of Works and Housing , Babatunde Fashola , has said although the issue of zoning was more of gentlemen ’ s agreements , it behooves on parties who entered into such agreements to honour them . Fashola, a former Governor of Lagos State and chieftain of the All Progressives Congress, said this while speaking to reporters covering the activities of the APC, in Abuja , on Tuesday. The minister said , “ First let ’ s talk about law, let ’ s talk about agreement , the law is the Constitution. The Constitution decides the age at which you can contest certain offices and there is nothing in the Constitution that says zoning . All are political parties , political parties are clubs where you write agreements just like a social club and we can decide that it is the youngest person who will be the Chairman of the Club or we can decide that it is the oldest person or the next female or the next male , that is the matter of agreement between people. “ But the Constitution that sets up the climate of political parties ’ formation does not prescribe zoning . The truth is that what makes an agreement specification is the honour in which it is made , not whether it is written. If it was written there would be no Court cases of breach of contract because it’ s a document that is written and signed that goes to court . “ But the private agreement you make with your brother and sister can be breached , ( it) is honour. ” He explained that the best politics was one that would enhance good governance and impact positively on the lives of most, especially the vulnerable in society . The APC chieftain said , “ I belong to a party, APC and it is committed to good governance because I think the best politics is good governance. The beauty of it for me , is the opportunity it gives to impact people’ s lives . We have elections only once in four years but we have the responsibility to provide good governance every day and that’ s the culture. ” While speaking on the chances of the APC to retain power in 2023, he said , “ To retain power in 2023, certainly if we keep our promises , is that simple . That ’ s politics . If you do what you said you will do even if you don’ t do 100 per cent and they see that you are making progress, they will even want you to finish something you started. ” He maintained that opposition political parties in Nigeria currently have not shown the capacity to upstage the APC. Fashola said , “ Our opposition has to think better than us in order to defeat us , right now they are not doing that. When it’ s election time they should come and meet us . ”

UN Security Council to meet on Ethiopia’s Tigray as 600 dead in unrest

The UN Security Council was due to hold its first meeting on the conflict in Ethiopia’ s dissident Tigray region Tuesday, amid division between European and African members over whether the closed- door discussion should take place . France , Britain , Belgium , Germany and Estonia, backed by the United States , announced the virtual meeting would go ahead after African countries pulled out of organizing it. “ They say ‘ Africans solutions to African problems . ’ It is something that we have to respect only to a certain degree , ” a European diplomat told AFP on condition of anonymity. “ At a certain moment , we have to put it on the agenda , even if the Africans don ’ t like it , ” he added , highlighting the Europeans ’ impatience over the lack of Security Council action on the weeks- long fighting. Earlier, South Africa , Niger , Tunisia and Saint Vincent and the Grenadines withdrew their request because envoys have yet to travel to Ethiopia, said one African diplomat. “ It is necessary to allow more time for the regional efforts that are being undertaken in this regard, ” he had told AFP . The African Union announced on Friday that three former presidents had been appointed as special envoys to Ethiopia to help mediation efforts between the conflicting parties . Forces loyal to Tigray ’ s ruling party have been battling Ethiopian soldiers for nearly three weeks. Ethiopia’ s Prime Minister Abiy Ahmed has ordered the leaders of the northern region of Tigray to surrender ahead of a threatened all – out assault on its capital, Mekele. Abiy launched the military campaign against the Tigray People’ s Liberation Front on November 4, accusing it of attacking two federal military camps in the region , and of seeking to destabilize his government . Hundreds of people are reported to have been killed , but a communications blackout has made claims from both sides difficult to verify . UN chief Antonio Guterres last week called for the opening of humanitarian corridors to assist civilians caught in the fighting, noting that authorities had so far rejected attempts at mediation. “ We are very worried about the situation in Ethiopia, ” the secretary – general told reporters in New York , warning of a “ dramatic humanitarian impact” including in neighbouring Sudan . “ We have been asking for the full respect of international humanitarian law and also for the opening of humanitarian corridors and the truces that might be necessary for humanitarian aid to be delivered, ” he said . Senate approves Buhari’s request to refund N148.14bn to five states

…confirms Code of Conduct Bureau nominees The Senate on Tuesday approved President Muhammadu Buhari’s request for a refund of N148,141,969,161.24 to Rivers, Bayelsa, Cross River, Osun and Ondo State Governments for projects executed on behalf of the Federal Government. The approval was sequel to the consideration of a report by the Committee on Local and Foreign Debts Chaired by Senator Clifford Ordia (PDP – Edo Central). Ordia in his presentation stated that most of the Federal highways in the beneficiary states where said projects were executed “were at a deplorable state before the intervention of the state governments.” According to him, “series of visits were carried out by the Federal Ministry it Works and Housing on all Federal Roads completed by the States and ascertained that the quality off work done met the required standard.” The lawmaker, however, noted that states like Cross River, Rivers, Bayelsa and Ondo States embarked on the highway projects execution as far back as 2005 to date. He added that while the State Governments have completed all projects, as well as paid all contractors, the Federal Bureau of Procurement on its part certified that due process was followed accordingly. Meanwhile, the Senate on Tuesday confirmed the nomination of Barr. Benedict Umeano (Anambra – South East); Hon. Ehiozuwa Johnson Agbonayinma (Edo-South South); and CP. Olayinka Babatunde Balogun Rtd (Ogun – South West) as Members of the Code of Conduct Bureau (CCB). The confirmation of the nominees followed the consideration of the report of the Senate on Ethics, Privileges and Public Petitions. In a related development, the upper chamber on Tuesday referred President Buhari’s request seeking the confirmation of nominees to the Federal Competition and Consumer Protection Commission Tribunal to its Committee on Trade and Investment. We Need Over N.5tr Annually To Fix Road Infrastructure — FG

The federal government has said a minimum of N500 billion is needed annually for the next three years to complete 711 projects on road infrastructure in the country. The Minister of Works and Housing, Babatunde Raji Fashola made this known during an interactive session with newsmen on Tuesday, in Abuja. Fashion said of the 35, 000 kilometres network of roads expected to be constructed, work was already on-going on over 13, 000 kilometres. He said the federal government was working assiduously to complete projects abandoned by successive governments spanning over 12 years. “I think that a minimum of half a trillion every year over the next two, three years would be a strong support to really advance and complete as many as the 711 contracts we have,” the minister said. “In terms of the percentage of roads done in the current budget, it depends on how you want to report. If you want to report cash side of government it will be about 75 percent because we have received only third quarter release and that is 75 percent. “But if you want to measure actual work done, we have done more than 100 percent. That may look strange to you so let me explain. You see, construction companies often times do more work than we actually budgeted for them. So we end up owing them. “Sometimes if you budget N1 the construction company will do N5 work. That is why we are owing more than what is in the budget. “We have done a national survey of all the bridges and the maintenance and rehabilitation schedule is now from the worst to the best. “So we’re starting from those that are really in critical condition like, Tambuwal bridge, Eko bridge, the third mainland bridge, Marine bridge, Chanchangi bridge and even the old Niger bridge is constantly maintained. “On Benin-Lokoja, we have one road but five contractors. So, the totality of these are 711 and the total road network now under construction or rehabilitation is a little over 13, 000km in different stages of repairs out of the total federal road network of 35, 000km,” he added.

Strike: SUG presidents give FG, ASUU one-week to resolve crises

The Coalition of 19 Northern States presidents of the Students Union Government has issued a one-week ultimatum to both the Nigerian government and ASUU to resolve its problem with the Academic Staff Union of Universities (ASUU) or else it takes to the streets and make them their classes. They stated this at a press conference in Kano on Tuesday where they read the outcome of an earlier meeting of the coalition they had in Jigawa state. Addressing the conference on behalf of the coalition, Sadi Garba Sa’id of the Bayero University Kano said “The coalition has unanimously agreed on the review of the ASUU demands. The coalition is giving both parties ultimatum of one week to resolve themselves or else we the Nigerian students will move to the roads and make them our classes” They further stated that they will not accept any hike in the registration fees while calling on the government to waive the fees because of the pandemic which has caused economic devastations. “The coalition will not tolerate any form of hike in registration fees or the induction of tuition fees. “The government should waive registration because of the pandemic which has seriously affected the economic status of students, parents and guardians,” they declared. The coalition also called for a review of the National Youth Service Corps (NYSC) age limit as the lingering ASUU strike might have affected the chances of some of the students to participate in the scheme. “NYSC age limitation should be revised owing to the fact that the ASUU lingering strike and COVID-19 pandemic may have crippled some students’ chances of participating in the scheme,” they demanded. The coalition further condemned the alarming rate of rape and kidnapping cases across the country and therefore called for prompt action by the government. They also demand that education should be given priority in the country for which they called on the government to also provide quality education in primary and secondary schools as well not only the tertiary. The coalition further called for the introduction of skills acquisition and internship programs to the students of tertiary institutions across Nigeria while they also called for transparency in respect of federal and state scholarship schemes. Gunmen kidnap secondary school teacher in Delta

A female teacher teaching at Erho Secondary School, Abraka in Ethiope East local government area of Delta State, was on Monday evening abducted by a gang of armed gunmen. The victim simply identified as Mrs Ojoboh, is the wife of a lecturer with the Department of Mathematics and Computer Science at the Delta State University, DELSU, Abraka, Dr Sunny Ojoboh. Though details on how she was abducted were still sketchy, some sources disclosed that she was waylaid and abducted close to her shop located along Old Eku-Abraka road close to FSP junction in the university town. According to an eye witness at the scene of the incident, the hoodlums shot sporadically into the air before whisking away the victim in their car and also went away with her Lexus Jeep. The source who spoke on condition anonymity, hinted further that the hoodlums zoomed off towards Eku with their victim. Contacted, the State Police Public Relations Officer, Onome Onowakpoyeya confirmed the incident but failed to give details on how the incident happened.
