[COVID-19] Second wave: FG orders civil servants to ‘stay at home for five weeks’, restricts wedding guests to 50, shuts schools

FG still assessing situation, says PTF boss FG issues fresh measures for churches, mosques President Muhammadu Buhari has approved fresh measures to curtail the further spread of COVID -19 across the country. Part of the measures is the restriction of guests at weddings, conferences , and sporting activities among others to 50. The government also ordered the closure of all bars , nightclubs , and restaurants. The chairman of the Presidential Task Force on COVID -19, Boss Mustapha , disclosed this at a press briefing of the task force in Abuja . He said , “ The PTF has surveyed developments and actions taken by governments around the world , assessed our domestic environment and has accordingly submitted its recommendations to Mr President on immediate measures to be taken . “ Accordingly , His Excellency , Muhammadu Buhari, President of the Federal Republic of Nigeria has authorised the PTF to engage with the states and the FCT to assume full ownership of this stage of the response by deploying legal structures and resources , including enforcement to manage the pandemic within their jurisdictions . “ In line with the authorisation , the PTF wishes to issue the following advisories to sub-national entities for implementation over the next five weeks because these activities are considered super spreader events : a. Close All bars , night clubs , pubs and event centres , and recreational venues ; b. Close all restaurants except those providing services to hotel residents ; takeaways , home deliveries and drive- ins shall remain closed ; c. Restrict all informal and formal festivity events including weddings, conferences, congresses , office parties , concerts , seminars , sporting activities , end of year events shall be restricted to not more than 50 persons ; d . Limit All gatherings linked to religious events to less than 50% capacity of the facility of use during which physical distancing; mandatory use of face masks shall be strictly enforced e . Where more than 50 persons are attending, any such events , the gathering should be held outdoors only; f . Public transportation systems are to carry passengers not more than 50% of their capacity in compliance with social distancing rules . g . Enforce compliance with NPI protocols especially the advisory on wearing of face masks in public spaces. ” Mustapha added that to reduce overcrowding in public spaces, markets , shopping centres , offices and schools, states are advised to implement the following: a. Encourage virtual meetings in government offices . The leadership of such offices are to ensure that all offices are well- ventilated offices , and encourage staff to work from home where possible ; b. All government staff on GL . 12 and below are to stay at home for the next 5 weeks ; Permanent Secretaries and Chief Executives are to be held accountable for enforcing NPI rules in their domains with frequent spot checks ; c. The PTF on the advice of the Federal Ministry of Education expects that schools would have vacated from the 18th December 2020 and remain closed till at least the 18th of January, 2021 to enable the measures introduced to take effect ; d. All persons above the age of 60yrs and/or with comorbidities are to be encouraged to stay at home and avoid crowds ; e . All non -essential travels – both domestic and international during the holiday season are seriously discouraged;

EndSARS; How notorious robber, rapist escaped from Lagos police custody

A notorious robber and rapist , Adeniyi Ajayi , escaped from the custody of the Lagos State Police Command during the #EndSARS protest. A source at the command headquarters said Ajayi , aka Ogologo, shortly after his arrest by operatives of the defunct Special Anti- Robbery Squad , was arraigned and remanded by the court . He was , however , later returned to the SARS office at Ikeja. The source noted that this was due to the COVID – 19 restrictions which prevented the prison service from taking in fresh inmates at the time . Our correspondent gathered that after the disbandment of SARS due to the nationwide protest against police brutality , some of the suspects in the SARS cell escaped , among whom was Ajayi . The 27- year -old ex -convict was paraded on July 1, 2020, by the state Commissioner of Police, Hakeem Odumosu, at the command headquarters for allegedly raping no fewer than eight women during robberies in different parts of the state. Among the victims were civil servants and lawyers , who were said to have stormed the SARS office to testify against him . The suspect , who was arrested in the Ijora Badia area , confessed to the rape of three women while speaking to our correspondent. He had said , “ I prefer to be killed than go to prison. I have been imprisoned before, but when I came out, I had no job and that was why I went back to robbing people . I have only raped three victims , and it was when their husbands and bosses refused to cooperate with me that I raped their wives and maids in their presence. ” Our source said the suspect , shortly after the parade, was taken into SARS custody and arraigned for robbery . “ He was not arraigned for rape , but robbery. Because of COVID -19, he was remanded in police custody and that was where he escaped along with other suspects during a jailbreak . They almost killed one of the officers while escaping , ” the source added . Another officer , who also confirmed the incident, gave further details . “ He was among those who escaped from SARS custody that time; they were well over 100 robbery suspects . Some officers aided their escape because SARS was disbanded. Two of the policemen were arrested. We were able to arrest about 16 of the suspects , who could not jump the fence. Those ones were still on the premises, but others scaled the fence and fled. They almost killed the station officer in the process , ” he added . An online news platform , Sahara Reporters , said Ajayi had already robbed two families and raped a woman after his escape from custody. The state Police Public Relations Officer , Muyiwa Adejobi, said he was making enquiries about the purported escape of Ajayi . He explained that he was not the spokesman for the command at the time the suspect was paraded and did not have information about the matter . Adejobi promised to react as soon as he got feedback from those he sent messages to for information. He had yet to do so as of the time of filing this report .

Rivers APC crisis deepens as faction suspends Amaechi

A faction of the All Progressives Congress (APC) in Rivers state has suspended Rotimi Amaechi, minister of transportation. The development comes a day after the Isaac Ogbubula-led caretaker committee of the party in the state suspended Magnus Abe, a former senator who has been at loggerheads with Amaechi. The Igo Aguma-led led faction faction said the decision to suspend Amaechi from the party was taken at an extraordinary executive meeting presided over by Aguma in Port Harcourt, Rivers state capital. Aguma, in a statement through Livingstone Wechie, his media adviser, said the APC had written to the Rivers State Electoral Commission (RISIEC) to declare its readiness to partake in the forthcoming local government election in the state. He said the meeting was well attended by the statutory executive members, who participated physically and virtually to take major decisions affecting the party. “The state executive committee also accepted and ratified the decision of the state disciplinary committee to uphold the indefinite suspension of Isaac Ogbobula by the Ward 10 and LGA executive of Ahoada-East local government area of Rivers state. Isaac Ogbobula is hereby suspended indefinitely from APC Rivers,” he said. “The state chairman briefed the executive committee meeting that he received communication from the APC executive of Gokana LGA to the effect that both Ward 16, Bera and the Gokana LGA chapters of the party have expelled Chief Victor Giadom from the APC as well as a report from Emohua LGA chapter that both Ward 4 and Emohua local government chapter of the party in Rivers state has suspended Senator Chief Andrew Uchendu from the APC. “The executive committee referred both reports from Emohua and Gokana local government Areas on Chief Victor Giadom and Senator Andrew Uchendu to the state disciplinary committee for further action in line with Article 21 of APC constitution.” He said the state caretaker committee also expressed commitment to work and bring the party to reckoning in Rivers state. The APC national executive council had earlier dissolved all the party’s structures at the national, zonal and state levels.

Blasphemy: Court Frees Mubarak Bala

A Federal High Court sitting in Abuja has ordered the release of Mubarak Bala, a Facebook user who allegedly used his account to post a message considered to be blasphemous to the Prophet Mohammed (S.A.W). Bala, who is also the President of the Nigerian Humanist Association, was arrested in February at his home by police in Kaduna State following a complaint by some lawyers who accused him of publicly insulting the Prophet Muhammad on his Facebook page. The police also transferred him to Kano State on May 2, 2020. While ruling on the fundamental rights enforcement suit filed by Bala through his lawyer, Justice Inyang Ekwo ruled that Bala’s arrest and detention by the police was as an infraction of his rights to personal liberty, fair hearing, freedom of thought, expression, and movement. “The denial of the applicant access to his lawyers constitutes a gross infringement of his right to a legal representative of his choice under section 34 and 35(2) of the 1999 Constitution.” The judge also ordered the police to pay the sum of N250,000 as general and exemplary damages to the applicant. Bala has been an outspoken religious critic after he reportedly renounced Islam in 2014. It was gathered that he was forcibly committed to a psychiatric facility by his family in Kano but was discharged and has continued to receive death threats for alleged blasphemy.

Kidnapped Edo HoS regains freedom

It was cheering news among top civil servants in Edo State, on Monday evening, as news filtered in that kidnapped Head of Service( HoS), Mr Anthony Okungbowa, has been released. A source from the Edo State Service Commission disclosed the Okungbowa was released by his abductors unhurt. A terse WhatsApp Application message circulated among the civil servants around 9.13 pm on Monday read: “Breaking… kidnapped HOS regained freedom unhurt. To God be the glory.” A family source, who spoke on condition of anonymity also confirmed the development, saying that Okungbowa was released after the ransom demanded by his abductors was paid. While the family source withheld the actual sum of money paid to buy the HoS’ freedom, he, however, volunteered that the money was sourced between the family and the state government. “The most important thing is that he (Okungbowa) has been released and he is hale and hearty. We just want to thank God that our brother has been set free and in good health condition,” said the source enthused. The source equally revealed that the Police orderly to the HoS, who was shot during the process of his abduction, died on Monday evening following complications from the gunshot injury he sustained. Okungbowa, it would be recalled, was on Saturday evening abducted by suspected kidnappers, who killed his official driver, along Oza Road, in Orhionmwon Local Government Area of the state. He was returning to Benin after attending a church thanksgiving service organised in honour of Governor Godwin Obaseki, by the Director-General of the Edo House of Assembly, Mr Festus Osaigbovo, when the incident happened.

Nigerian stocks gain N334b on back of Dangote Cement

The Nigerian Stock Exchange (NSE) gained N334 billion on Monday due to buying interest in Dangote Cement and 22 other stocks. Specifically, the market capitalisation rose by N334 billion or 1.74 per cent to close at N19.570 trillion compared with N19.236 trillion achieved on Friday. Also, the All-Share Index which opened at 36,804.75 appreciated by 638.65 points or 1.74 per cent to close at 37,443.40. Accordingly, month-to-date and year-to-date gain increased to 6.9 per cent and 9.5 per cent, respectively. The Chief Operating Officer, InvestData Ltd., Mr Ambrose Omordion, attributed the bullish run to buying interest in Dangote Cement, due to planned repurchase of 10 per cent announced by the company. The repurchase is scheduled for Dec. 30 and 31. Omordion also said the rally impacted positively on the shares of Lafarge Africa and and Oando. The uptrend was driven by price appreciation in medium and large capitalised stocks amongst which are; Dangote Cement, BOC Gases, Flour Mills, Lafarge Africa and PZ Cussons. Market sentiment breadth closed at par with 23 gainers and losers. BOC Gases dominated the gainers’ chart in percentage term, gaining 10 per cent to close at N7.92, per share. Dangote Cement followed with 9.98 per cent to close at N230.40, while Oando rose by 9.87 per cent to close at N3.45 per share. AXA Mansard improved up by 9.78 per cent to close at N1.01, while NEM Insurance and FTN Cocoa Processors appreciated by 9.68 per cent each to close at N1.36 and 68k per share, respectively. Conversely, Eterna led the losers’ chart in percentage terms with 9.89 per cent to close at N4.10 per share. Trans-Nationwide followed with 9.20 per cent to close at 79k, while Chams declined by 8.70 per cent to close at 21k per share. Ardova lost 5.24 per cent to close at N13.55, while Unity Bank shed 4.48 per cent to close at 64k per share. Also, the total volume of shares traded increased slightly by 0.2 per cent as investors bought and sold 427.06 million shares worth N3.31 billion exchanged in 5,258 deals. This was in contrast with a total of 426.33 million shares valued N4.36 billion achieved in 4,298 deals on Friday. Transactions in the shares of AXA Mansard Insurance topped the activity chart with 90.18 million shares worth N91.08 million. Japaul Gold and Ventures followed with 45.46 million shares valued at N16.82 million, while Transcorp traded 36.58 million shares valued at N34.21 million. Skyway Aviation Handling Company traded 24 million shares worth N63.74 million, while AIICO Insurance transacted 22.94 million shares worth N29.59 million.

We may impose ban on international fights over new COVID-19 strain, says Lai

The federal government may impose a travel ban to and from certain parts of the world over the new strain of COVID-19 manifesting itself in the United Kingdom. Speaking at a special forum of NAN in Abuja on Monday, Lai Mohammed, minister of information, said while the government knows the negative economic impact of another lockdown, it would not rule out restriction on movement to and from certain parts of the world. Mohammed is a member of the presidential task force on COVID-19. “We are more concerned about the new strain of COVID-19 which is manifesting itself in the UK; that is the mutated strain,” he said. “It is difficult to detect, it spreads faster and people have been known to die of it within a very short period of its detection. “This is a major concern to us as a country. While I do not want to pre-empt the PTF because we are meeting this afternoon, it is going to be top on the agenda of our discussions. I will not be surprised if that will be the recommendation of the committee which is meeting later today. “This season, many students are coming from the UK in particular, to come and join their families in Nigeria. Besides, many of our people, because of the traditional link we have with UK, may want to go there for business or family re-union. “It is a very testy time and it might be another dangerous period to transmit this new variant of COVID-19.” The minister noted that many European countries had banned flights to and from the UK.” Mohammed said the federal government is worried about the spike in infections in the last couple of days. He enjoined Nigerians to comply with the advisory being regularly issued by the PTF, including the use of face mask, compliance with social distancing protocols and regular washing of hands with soap and water. The minister also urged Nigerians to refrain from local or international travels except if absolutely necessary. Former Vice-President Atiku Abubakar has asked the federal government to immediately restrict flights from the United Kingdom.

Fresh Abductions: Gov Zulum Berates Military

Babagana Zulum, governor of Borno, says he is disappointed that security operatives cannot secure a distance of 20 kilometers along the Maiduguri-Damaturu expressway in the state. On Friday, Boko Haram insurgents abducted 35 commuters near Garin Kuturu in Jakana along Damaturu-Maiduguri road. Speaking on Monday when he visited the location of the attack, Zulum said majority of the attacks within the last two years happened between Auno and Jakana, a distance of about 20 kilometers. “I have had occasions to defend the Nigerian military in order to boost the morale of commanders and their troops at the front lines because I know the true picture of things,” he said. “However, I am really disappointed that despite all support from both the federal government and from us in Borno state, our military is failing to secure an area of 20 kilometers, which is the distance between Auno and Jakana. “And incidentally, majority of Boko Haram attacks along this Maiduguri-Damaturu-Kano road, keeps happening between Auno and Jakana. So, if the military cannot secure 20 kilometers, how can they keep us with the hope they will defeat the Boko Haram? “With all you (journalists), we drove from Maiduguri to here, Jakana. We did not see soldiers on the road. We did not see even our own Rapid Response Squad on this road and they were trained, employed, kitted and paid to protect all Nigerians within their areas of operation and these Nigerians include travelers plying this busy and important road.” Zulum, however, assured residents along the road that he would hold a security meeting and come up with more measures to secure the highway. The governor urged the residents to continually support the military by sharing information that would generate credible intelligence on the activities of insurgents.

3 die, three others injured in Oyo auto crash

Tragedy struck along old Oyo -Ibadan road on Monday when three persons died in an auto crash while three others sustained critical injuries, Nigerian Tribune authoritatively gathered. A credible source informed our correspondent that the accident which occurred around 12:45 pm at Funduk area of Moniya, Ibadan involved an articulated vehicle and a Nissan Micra taxi. An eyewitness told the Nigerian Tribune that the articulated vehicle lost its brake and in an attempt not crush some pedestrians rammed into the taxi. According to the eyewitness who pleaded anonymity, “some people lost their lives in the tragic incident. The accident involved a trailer and a Micra taxi cab at Funduk area Moniya, after Akingbile Estate, along Old Oyo-Ibadan Road. When contacted, the Sector Commander, Federal Road Safety Corps (FRSC) in Oyo State, Mrs Uche Chukwurah confirmed the incident, saying “the total number of persons involved were eight. Six people were injured out of which three people lost their lives.” She said: “Yes, there was an accident and our men were drafted to the scene. The total number of persons involved were eight. Three females sustained injuries; while two males and one female died.” “My candid advice to members of the public, especially at this season, is that road users should be more careful. Drivers should drive carefully. They should be patient and drive carefully and avoid overspeeding,” Chukwurah added.

Insecurity: Release N3bn for local production of guns, Reps tell Buhari

House of Representatives, Monday urged President Muhammadu Buhari to earmark and release the sum of N3 billion as a special fund for the local production of firearms and ammunition to fight the rising wave of terrorism and insecurity in the country. This, according to the House was to be achieved through the the partnership of Defence Industries Corporation of Nigeria (DICON) and Kaduna National Metallurgical Development Centre (NMDC). The House also requested that a special team of professionals from the two agencies of government involved in the proposed partnership be set up for the the immediate take-off of the pilot project with the mandate to start the production within one year. This was as the parliament also mandated the committee on defence to coordinate the agencies of government involved. The resolution was sequel to the consideration of a motion of urgent national importance, sponsored by Hon. Abdullahi Ibrahim Halims at the plenary. Moving the motion, Halims noted the ugly trend of terrorism and insecurity was becoming unbearable. He said that the ugly development will impact negatively on the socio-economic trajectories of the nation. He said: ”That efforts by the government of the Federal Republic of Nigeria to import arms and ammunitions from some western countries have met brick walls. To me, this is a clarion call for us to look inwards with the view to harness our abundant human and material resources to commence full local production of arms and ammunition to meet our immediate needs and further drive our local content initiative. ”Dicon Kaduna through the local content initiative produced a military vehicle called Ezeugwu MRAP (mine resistance ambush-protected) which was commissioned by Mr. President some time ago. And today it is been deployed in the battlefield in Borno state with confirmed efficacy and preference is been given to it by our soldiers compared to the imported version due to its efficiency. (the cost far less than the imported version). ”There is already an existing memorandum of understanding (MOU) between these two important agencies of government with the view to achieving this objective. Therefore, the need for this legislative input. The benefits accruable to our country through this initiative will be enormous and indeed unquantifiable. “Among which are – boost research and promote self-reliance in the local production of armory, weapons and other military equipment, conservation of foreign exchange, wealth creation and employment Opportunities for our teeming youths, aid our security agencies to effectively combat crimes and criminality and many other benefits too numerous to mention”. The motion when put to voice vote received the overwhelming support of the House and was therefore adopted.
