2 Police Officers Killed In Kwara Crash

Two police officers have been killed in a road crash after their speeding van ran into a stationary trailer on Ilorin-Ogbomoso expressway. The officers were returning to Ilorin from Ogbomoso where they had escorted a bullion van. “The police officers were coming back from Ogbomoso where they had escorted bullion van,” confirmed Kwara police public relations officer SP Ajayi Okasanmi. “One of the tyres of the escort vehicle burst and it rammed into a trailer parked along the road.” Both officers died on the spot, but others involved in the accident sustained injuries. Their bodies have been deposited at the University of Ilorin Teaching Hospital, Ilorin, while the injured ones were said to be receiving medical attention in the hospital. We Reformed NDDC For Greater Service Delivery, Says Buhari

President Muhammadu Buhari has said that his administration reformed the Niger Delta Development Commission (NDDC) for greater service delivery. He stated this on Thursday when he commissioned the headquarters building of the Niger Delta Development Commission (NDDC), 25 years after the groundbreaking ceremony. He commended the Minister of Niger Delta Affairs, Sen. Godswill Akpabio, for steadfastness in ending many years of renting by the commission, and the attendant profligacy. The President, who virtually commissioned the building from the Council Chamber of the State House, said the land was acquired by the Oil Mineral Producing Areas Development Commission (OMPADEC) in 1996, and was abandoned after series of design amendments. “In 2015, as part of our Administration’s cardinal objectives to kill corruption, some critical reforms were embarked upon, part of which was a holistic reform of the NDDC for greater service delivery for the people of the region. “To achieve this, I reassigned the supervision of the NDDC to the Hon. Minister of Niger Delta Affairs for administrative efficiency. Second, was the appointment of Forensic Auditors to review the operations of the Commission from inception to 2019 and to ensure that the appropriations made to the NDDC are commensurate with what is on the ground,’’ he said. While commending the minister for ensuring the historic completion of the building, President Buhari urged the management to commit the amounts used for renting to more rewarding benefits. “I, therefore, use this opportunity to commend the Honourable Minister of Niger Delta Affairs, Senator Godswill Akpabio, for providing the required leadership that saw to the completion of this edifice. “Today, we are handing over to the people of Niger Delta, a befitting Head Office Complex for present and future use. Consequently, huge yearly rentals would now be saved and deployed to other areas of needs in the region. “I commend the management and staff of the NDDC for staying the course and keying into the Reform Agenda of our Administration. I am particularly pleased to note the cordial relationship between the NDDC and the National Assembly and hope that this relationship will be strengthened further for the benefit of the people of the Niger Delta region,’’ the President added. The Governor of Imo State, Hope Uzodinma, thanked the President for the completion of the building, promising that the nine governors under the NDDC would continue to support his bold steps in development. In his remarks, the Minister of Niger Delta Affairs noted that the completion of the NDDC building signals the President’s commitment to the development of the oil-producing region, and ending of activities of corrupt public officials, who also negated the connection of the offices to the national grid over many years in order to seek rent on fueling of generators. “You will be remembered by this gesture, and generations will never forget you,’’ the minister said. Sen. Akpabio urged leaders, traditional rulers, and youths in the region to support President Buhari’s administration so that it would complete most of the abandoned projects by previous administrations, which include the Second Niger Bridge, warning that the persistent fights and petitions among leaders must be shelved for development.

EFCC remands Nigerian for defrauding American government $8,000

A Nigerian by name Collins Samuel, who allegedly scammed the American State of Virginia of the sum of $8000 under the guise that he was an American citizen, has been remanded in the custody of the Economic and Financial Crimes Commission on the orders of a Kaduna Federal High Court presided over by Justice P. Mallong. Samuel, who was eventually arrested in Jos, the Plateau State capital, had fraudulently presented himself as one Ashley Cooper in order to qualify and receive the $8000 offered to citizens of Virginia State under its Pandemic Unemployment Assistance when indeed he has no connection whatsoever with the United States of America. Samuel was remanded, after pleading ‘not guilty’ to a one-count charge that borders on impersonation and obtaining by false pretences, brought against him by the Kaduna Zonal Office of the Economic and Financial Crimes Commission. The anti-graft agency said in a statement by its spokesman, Wilson Uwujaren, that its investigation revealed that Collins redeemed the $8,000 benefit through bitcoin wallet addresses he got from various cryptocurrency traders. The charge reads, “That you Collins Samuel sometime in February, 2021 in Jos, Plateau State, within jurisdiction of this Honourable Court, did commit an offence to wit; impersonation when you fraudulently held yourself as one Ashley Cooper, a citizen of the United States of America and through that identity you applied and received a total sum of $8,000 from the State of Virginia as ” Pandemic Unemployment Assistance ) with the intent to gain advantage for yourself and you thereby committed an offence contrary to and punishable under Section 22 (2) (b) (1) & (ii) of the Cyber Crime ( Prohibition, Prevention, Etc) Act, 2015”. Justice Mallong adjourned the case till March 22 for determination of bail application and trial. In a related development, the Kaduna Zonal Office today March 11, 2021 arraigned one Precious Bala Musa on a three count charge of internet-related fraud before Justice Mallong. The defendant was arrested in Keffi Local Government Area of Nasarawa State following information which linked him to series of fraudulent activities that borders on false representation, identity theft and obtaining by deception. He was particularly alleged to have defrauded a victim the sum of $17 000 USD. One of the charges preferred against him reads: “that you Precious Bala Musa sometime in 2020 at Keffi, Nasarawa State within the jurisdiction of this Honourable Court together with one “Samuel Uche” and others currently at large fraudulently obtained the password of one Irene Hackett and hacked her bank account and dishonestly retrieved the sum of $3,500 USD, thereby committing an offence contrary to Section 22 (2) and punishable under Section 22 (1) of the Cybercrime ( Prohibition Prevention, Etc) Act, 2015”. The defendant pleaded ‘not guilty’ to the charges, prompting the EFCC counsel, P.C. Onyeneho to ask the court to fix a date for commencement of trial while the defendant is remanded in the Correctional Service’s custody pending trial. Counsel to the defendant, C.J. Nwogu however asked that the defendant be remanded in EFCC custody pending the determination of his bail application. Justice Mallong remanded the defendant in the custody of the EFCC and adjourned till March 18 2021 for hearing of bail application.

Military decrees laid foundation for national insecurity ― Sultan

The chairman, National Council of Traditional Rulers of Nigeria (NCTRN), and Sultan of Sokoto Muhammadu Sa’ad Abubakar has cited military decrees that undermined the role of the traditional institution in nation-building and development and subsequently laid the foundation for national insecurity. The Sultan of Sokoto said this on Thursday while presenting a memorandum for ‘the reinstatement of the status of the traditional institution in the Nigeria Constitution and establishing relevant bodies to give effect to national roles.’ He was represented by the Etsu Nupe, Dr Yahaya Abubakar. The chairman of the traditional Council traced the present state of insecurity to certain decrees passed during the military era. The Sultan in the memorandum submitted to the Senate Committee on the Review of 1999 Constitution said: “General Ironsi’s 1966 Unitary Government Decree, General Gowon’s and General Obasanjo’s 1967 and 1976 Local government Reforms Decrees respectively, stripped the traditional rulers of their powers and gave same to Local Government Councils, thereby giving birth to the insecurity and corruption. “Constitutionally and protocol wise, the traditional rulers are relegated to the background.” He said these laws crippled traditional institution from playing their critical role in national development. According to him, Nigeria, before the amalgamation of 1914 was a conglomeration of various Kingdoms, Caliphates, Chiefdoms and Empires with various traditional authorities as bases for governance. He said between the 1920s and 1960s, traditional rulers were influential and in charge of native authority administration. He pointed out that Nigeria’s First Republic Regional Government had a bi-camera legislative arrangement with the House of Assemblies. During this era, the Sultan said, “the society was progressive, peaceful, decent and full of beautiful traditions and cultures. Lives and Property were sacrosanct and accountability and honesty were the hallmarks of the traditional local administration.” He cited the successful taming of the Matatsine crisis under Emir Muhammadu Sanusi 1 and Ado Bayero, until the traditional institution was excluded in 1979 and the Matatsine crisis which claimed 6,000 lives occurred in the early 80s. On his part, the President of the Senate, Ahmed Lawan said Nigeria has missed the relevance of the traditional institution on issues of security especially now that the nation is in a very tight security situation. He said the Council of Traditional rulers played a crucial role in the building of the society in the time past and can still be relevant in bettering the society. He said the constitutional review process offers the traditional Council the opportunity to demand her role in modern Nigeria.

NIPOST reclaims stamp duty collection right from FIRS

The Federal Government on Thursday declared that the Nigerian Postal Service is the agency authorised to produce and collect stamp duties in Nigeria . By the latest declaration , NIPOST has reclaimed the right to collect stamp duties from the Federal Inland Revenue Service, bringing to an end the scuffle between both agencies on who had the right to collect stamp duties in Nigeria . The Minister of Communications and Digital Economy, Isa Pantami, made this public in Abuja during the inauguration of Nigeria ’ s 60th Independence Anniversary Commemorative Postage Stamps. He said , “ Our efforts regarding the issue of stamp duty collection with other government institutions have yielded positive results . “ NIPOST has been recognised as a government agency with statutory and historical authority to be the producer of stamps and recognised for the collection of stamp duties for validation of financial transactions in the country . ” More to follow….

Brain drain: UK restricts recruitment of Nigerian doctors, others

The United Kingdom has introduced a new policy in a bid to restrict the recruitment of doctors from Nigeria and other developing countries . The policy does not , however , bar Nigerian doctors from migrating to the UK. This is according to a statement by the UK government titled , ‘ UK to strengthen its ethical approach to the international recruitment of health and care workers’ on February 25, 2021. The updated code of practice , which will help to meet UK’ s target of delivering 50, 000 more nurses by 2024, is expected to affect 47 countries especially Nigeria , which has the third largest number of migrant doctors in the UK. The list also showed that almost all the countries affected are in Africa . They include : Afghanistan , Angola, Bangladesh, Benin , Burkina Faso, Burundi , Cameroon, Central African Republic , Chad, Congo , Côte d’ Ivoire , Djibouti, Equatorial Guinea, Eritrea , Ethiopia, Gabon The Gambia, Ghana, Guinea Guinea- Bissau and Haiti . Some others affected include : Lesotho, Liberia, Madagascar , Malawi, Mali , Mauritania , Mozambique, Nepal, Niger , Pakistan, Senegal , Sierra Leone , Solomon Islands, Somalia , South Sudan , Sudan , Tanzania , Togo Uganda, Vanuatu and Yemen. The UK said the new policy was in line with the World Health Organisation’ s recommendation . The statement read in part, “ To align with the WHO, the new code refers to the WHO Health Workforce Support and safeguard List, 2020 of 47 countries where active recruitment can’ t be undertaken. “ This replaces the previous UK-held list of 152 countries, and removes confusion which can arise from the UK holding a separate list of countries. UK recruiters are not permitted to actively recruit from these countries unless there is a government to government agreement in place for managed recruitment. ” The PUNCH reports that there are currently over 8, 000 Nigerian trained doctors in the UK, based on statistics obtained from the UK General Medical Council , the government body that maintains the country’ s official register of medical practitioners . The PUNCH also observed that at least one Nigerian doctor is recruited in the UK daily. The Deputy Director, Human Resources , at the Federal Ministry of Health , Shakuri Kadiri, had also revealed that the Nigerian health sector recorded an increase in the number of doctors seeking migration from 656 in 2014 to 1, 551 in 2018. The Medical and Dental Council of Nigeria also put the total number of registered doctors in Nigeria at 74, 543 for the country’ s population of about 200 million. This puts the doctor- patient ratio in the country at 1:3, 500. This falls far below the WHO’ s recommendation of 1:600.

INVESTIGATION: Herdsmen Burn N1.3m Pineapple Farm in Osun One Month Before Harvest

Suspected Fulani Herdsmen have burnt down a four acres pineapple farm in the Odo-Otin Local Government Area of Osun State. The incident, which happened in Iyeku on Thursday left about 13,000 pineapple stands in ruin. While speaking with FIJ, Adelowotan Tobiloba, the farm owner, said he was going to harvest the first batch of the pineapples in April. “The fire was still burning when I got to the farm on Sunday. Although the incident had happened on Thursday, the villagers couldn’t inform me earlier than Friday because there was no network in the vicinity,’’ he said. “When I complained to the king, he said such had never happened in his town and that only Fulani Herdsmen operated that way. The cows first ate the fruits, and then the herdsmen set the farm on fire.” The four acres on which the farm was established cost N800,000, while the 13,000 pineapple crowns planted amounted to N455, 000 at N35 each. Tobiloba had also spent a lot on chemicals and labour. “What can I do? I staked my own life and future on that farm. Now, it’s gone and no one is doing anything. People believe I’m lying,” he lamented. Tobiloba, who spoke in tears, said many other farms were affected in the destruction, including one belonging to the king of the village. “I’m not speaking out so that people can help me; I’m speaking out because these things happen and people don’t know,” he said. “Those herders destroyed many other farms, including that of the king. BREAKING: Bandits tricked us with fake repentance to get money for weapons, says gov Bello

Niger State Governor Abubakar Sani-Bello has said that criminals posing as repentant bandits tricked the state to believe they have repented to get more money to buy weapons for their heinous attacks. Mr. Sani-Bello revealed this while speaking on Thursday to a vigilante group at Mariga local government. The governor revealed that the state government had stopped all forms of dialogues with bandits owing to their trickery. ”From experience, it has been discovered that the repentant bandits, after collecting cash from the dialogue option, they will purchase more weapons and return to their old ways of banditry.” Mr. Sani-Bello said. The governor, however, noted that the government will continue to forgive any bandit that surrenders his weapons and repent from his heinous ways and would be provided a means of livelihood, though not necessarily with cash. ”Any bandit that surrenders his weapons and repents from his heinous way of living would be forgiven and provided with a means of livelihood which would not necessarily include any cash backing.” Mr. Sani-Bello added. The governor also commended the effort of the local vigilantes, assuring them that plans of compensation for those who lost their lives in the fight against banditry is underway and would remain a continuous exercise. Governor Sani-Bello also added that local vigilantes would be provided with automatic Pump Action Guns among other sophisticated weapons.

BREAKING: We are broke, House of Reps cries out

The House of Representatives says it is broke and cannot afford to carry out its constitutional mandate effectively. Rep. Benjamin Kalu (APC-Abia), the spokesman for the House, said this when he spoke with newsmen on Thursday in Abuja. The lawmaker said the budget of the National Assembly should be reviewed upward to enable it to cope with the situation. “Yes the house is broke, I have said it before and I am saying it again and I am not afraid of saying it. “This is the fact until Nigerians believe that the appropriation that was made for the running of the National Assembly which was done when the exchange rate of naira to the dollar was 180 is less now than what it used to be. “The dollar equivalent today has gone up to over N400, the purchasing power of the budget as it is now, is weaker than it was 10 years ago,” he said. Kalu said that he had fought with the leadership of the house and I have asked the question. “Why are you afraid to raise the budget of the National Assembly that will enable us to conduct our services efficiently and effectively. “We appropriate for agencies to run effectively and yet, we are in penury trying to run our own constitutional mandate, it is a disservice to Nigerians and the poor budget of the parliament is a disservice to Nigerians,” he said. The spokesman explained that the N128 billion appropriated for the National Assembly was divided among all the agencies in the parliament about 6,000 members of staff and lawmakers aides. Kalu said that legislators needed professional experts to work with them to produce laws and motion that would address the needs of the people. “If you go to U.S., you see professors who are consulting and working directly with members of parliament,” he said.

Alleged misappropriation: FG stops grants for youths

The Federal Government has stopped giving grants to youths, instead , they will be giving revolving loans. The Minister of Youth and Sports Development, Sunday Dare, stated this in Awka , the Anambra State capital at the end of a two – day workshop organised by the International Institute of Tropical Agriculture , Ibadan in conjunction with the National Root Crops Research Institute Umudike/International Fund for Agricultural Development . The workshop was titled “ Challenges and opportunities for rural youth employment in Sub -Saharan Africa : A mixed-method study to inform policy and development programmes . ” The Minister who alleged that most of the grants given to the youths were misappropriated and in some cases squandered , said “ With this we have decided that there would be no more grants to the youths , instead they shall be given loans that they will repay after an agreed period so that others will benefit from the same scheme . Dare said the Federal Government had created several windows to engage the youth in agriculture and other vocations through the establishment of two centres in the north and south. Represented by an Assistant Director of Vocational Skills in the ministry , Adamu Usman Kaina , the minister called on well- spirited individuals and corporate bodies to partner government for the empowerment of the young people across the federation. He said the youth should have a mindset of creating value for themselves. He said , “ Lessons learnt from the nationwide #EndSARS protests showed that every young person believes that those in government are their enemies . He said about 4600 youths had benefitted N 500, 000 each from the COVID – 19 gesture of the government . Speaking , the Gender and Social Scientist, IITA and IFAD-IDS Youth Research Project Lead/Representative ( Nigeria ) , Dr. Bela Teeken, observed that the study , which was carried out in collaboration with the Institute of Development Studies, United Kingdom , sampled four communities of Ida Amu/Igbokiti and Oba Oke in Osun State , as well as Umumbo and Igbariam in Anambra State . Teeken said selected male and female youth were engaged in focus group discussions to understand current rural employment dynamics. Some of the problems identified as confronting the youths included lack of access to agricultural loan, poor transportation facilities and multiple taxations .
