IPOB/MASSOB asylum: Offer to protect those who need it, UK replies Federal Govt

The United Kingdom has said that all asylum and human rights claims from Nigerian nationals are considered on their individual merits in accordance with its international obligations. The British government states that it has a proud history of providing protection to those who need it, in accordance with its international obligations under the Refugee Convention and European Convention on Human Rights. The British High Commission stated this on Wednesday, in response to inquiries by The PUNCH on the Federal Government’s allegations that the UK’s asylum offer for persecuted members of the Indigenous People of Biafra and the Movement for the Actualisation of the Sovereign State of Biafra undermined Nigeria’s security. The UK Visas and Immigration had released new guidelines to its decision makers on how to consider and grant asylum applications to IPOB members whose founder, Nnamdi Kanu, is operating from London. Kanu, who holds both Nigerian and British passports, fled Nigeria in 2018 after troops invaded his country home while he was facing trial on treasonable felony charges for criminal conspiracy, intimidation and membership of an illegal organisation. In the guidelines titled, ‘Country Policy and Information Note Nigeria: Biafran secessionist groups,’ released in March, the UKVI, a division of the Home Office, directed its decision makers to consider if a person “who actively and openly supports IPOB is likely to be at risk of arrest and detention, and ill-treatment which is likely to amount to persecution.’’ It further said the UK must also consider if the arrest and prosecution of IPOB members for clamouring for the break-up of the country were acts of prosecution, not persecution. “Those fleeing prosecution or punishment for a criminal offence are not normally refugees. Prosecution may, however, amount to persecution if it involves victimisation in its application by the authorities,’’ the 56-page document noted. But the Federal Government frowned on the UK immigration guidelines, describing them as support for terrorism. The Minister of Information and Culture, Alhaji Lai Mohammed, who said that the decision was disrespectful, noted that it amounted to sabotaging the fight against terrorism and generally undermining Nigeria’s security. The enquiry The PUNCH sent to the high commission stated, “Following the release of the Country Policy and Information Note Nigeria: Biafran secessionist groups, in March by the UKVI, the Nigerian Government has declared this as an act of sabotage. It also accused the UK of supporting terrorism. What’s the reaction of the high commission to these weighty allegations?” Responding to the allegations by the Federal Government, the British High Commission in an apparent rebuff, said the UK had a proud history of providing protection to those who needed it. The emailed statement read,” The UK has a proud history of providing protection to those who need it, in accordance with our international obligations under the Refugee Convention and European Convention on Human Rights. “Our country policy and information notes are published on the gov.uk website. They are kept under constant review and updated periodically – an update to the Biafra separatist note is expected shortly. We publish them since our decisions can be appealed in the immigration courts, which are public, so it is clearer and fairer for all involved (applicants, their lawyers, judges, stakeholders such as the UNHCR) to know what our position and evidence base it. “All asylum and human rights claims from Nigerian nationals are carefully considered on their individual merits in accordance with our international obligations.” Source: The Punch

Abia marks drug lord’s house for demolition, NDLEA arrests baron with 100kg cocaine

A suspected notorious major supplier of illicit drugs in Abia State, Chibuike Apollos, was on Wednesday arrested during an early morning raid on his hideout at Mbausi in the Isialangwa North Local Government Area of the state. The spokesman for the National Drug Law Enforcement Agency, Femi Babafemi, said in a statement that Apollos had been on the wanted list of the Abia State Command of the agency since February following the arrest of one Chima Ukeleonu, the suspect behind the viral video in January showing a young man hawking illicit drugs on the street. “As a result, 38-year-old Apolos was put on the wanted list. Following his arrest in the early hours of Wednesday, the Abia State Government has already marked his house that serves as his hideout for demolition,” Babafemi stated. The Commander, NDLEA, Abia State Command, Bamidele Akingbade, said, “The command had been on his trail since February this year. Fortunately, we got a tip-off that he just received some quantities of cannabis from Edo State. Notwithstanding the tense security situation in the South-East, especially Abia state, the command still embarked on the operation, which culminated in the arrest of one Chibuike Apolos with 10 bags of cannabis weighing 100kg, 1.6 grams of cocaine, one gram of heroin and five grams of methamphetamine. “The suspect is one of the major suppliers of illicit drugs in Abia State, especially in the Isialangwa communities. The state governor has been notified and the suspect’s building has been marked for demolition.” Meanwhile, the Taraba State Command of the agency has arrested 61-year-old Lawan Gambo Umar for trafficking 58.50kg of cannabis sativa. The state Commander of the NDLEA, Suleiman Ajadi, said, “The suspect was taking the skunk concealed inside sacks of beans chaff used to feed animals to Fune in Yobe State when our men intercepted him.” The Chairman/Chief Executive of the NDLEA, Brig. Gen. Buba Marwa (retd.), commended the Abia and Taraba commands of the agency for the seizures and arrests, and urged them to sustain the current tempo of offensive action to rid the country of illicit substances. “No doubt, the volume that has been seized in these two operations is less the quantum meant for our towns and communities. I, therefore, urge our officers and men across all the commands all over the country to continue to smoke out all the elements involved in this criminal trade of their hiding places,” Marwa was quoted as saying.

Bandits Attack Four Zamfara Villages, Kill 30 Locals

No fewer than 30 people have been killed in renewed bandit attacks on four villages in Zamfara State, authorities and locals have said. The attacks, which were carried out simultaneously, occurred on Tuesday in two Local Government Areas (LGAs) of the state. Villages attacked by bandits were Gobirawa, Rini, Gora, and Madoti Dankule in Bakura and Maradun LGAs in the state located in the north-western region of the country. Witnesses said the assailants, who came on motorcycles in a large number, stormed the villages and began to fire sporadic gunshots. This led to the loss of lives and several others were injured, while houses and other valuables of the villagers were razed. “More security personnel are needed in this area if farming is to be successful this season,” said Aminu Suleiman who is the Sole Administrator of Bakura LGA. Suleiman spoke on Wednesday when the Speaker of the Zamfara State House of Assembly, Nasiru Magarya, led a delegation of the state government to the affected villages. He told the delegation who had come to sympathise with the victims that more than 30 people were confirmed killed after the villages were attacked. “Yesterday (Tuesday), we prayed for 17 (dead) people in Rini and about 10 people in Gora; there were two incidents actually. “The first attack that led to the killings of about more than 20 people and the reprisal (by the Yan-Sakai – local vigilante) that led to the killing of about 10 people as well,” the sole administrator recounted. Sani Lawal, one of the victims and a resident of Gobirawa, who spoke in Hausa, narrated how the bandits invaded the communities. “The gunmen came in a large number on motorcycles which could not be counted. They rounded off the villages and were shooting sporadically. “This led to the killing of 28 persons in the affected villages, aside from those who were rushed to hospitals; they (the bandits) also burned down houses and other valuables,” the witness said. In his reaction, the speaker of the Assembly explained that they were directed by the state governor, Bello Matawalle, to visit the victims and sympathise with them. He wished the injured victims a quick recovery and prayed for the repose of the souls of those who lost their lives to the attacks. Magarya assured the victims that the state government would provide succour to them and ensure the deployment of more security personnel in the area. He condemned the attacks and described them as barbaric and callous, saying the government would not relent in its efforts to crush bandits who fail to repent and tow the path of peace. “The government is highly concerned, and it will deploy adequate security to ensure that the farming season is not disrupted,” said the Secretary to the State Government, Bala Maru. Other members of the delegation were the Commissioners of Security and Home Affairs, Information, as well as the Commissioner of Police in charge of the Zamfara State Police Command.

Don’t trust UK’s asylum offer, Don cautions IPOB, Biafra agitators

Professor of Political Science, Abia State University, Professor Hatz Ofoeze, has cautioned members of the Indigenous Peoples of Biafra, IPOB, and other Biafra agitators not to be carried away by the promise by the United Kingdom to grant asylum to ‘persecuted’ members of the movement. Ofoeze in an interview with our Correspondent said ” Britain can never be trusted”, hence, he holds the promise with a pinch of salt. He said that Britain was the cause of Nigeria’s woes, and doubted the sincerity of the promise. Professor Ofoeze said the promise could be a ploy to expose IPOB members and other pro-Biafra groups for persecution if they go for the offer. His words: ” Britain can’t be trusted. They are the cause of Nigeria’s problem. ” I won’t even want any IPOB member to trust them. This could be a plan to expose them. ” Right from Independence, they seem to be giving undue advantage to a section of the country. ” So, what they are doing now is an afterthought. Biafra agitators need to be wary of that offer. Somebody granting asylum to another doesn’t need to announce it ahead of time. ” They don’t even want to see people from the Southern part of Nigeria because they know they are wise and intelligent. They want people they can easily manipulate”. Reacting, former Directing Staff, National Institute for Policy and Strategic Planning, Kuru, Professor Aja Akpuru Aja, said UK’s action amounted to unlawful interference with Nigeria’s internal affairs. The Professor of International Relations & Strategic Studies said he least expected Britain as Nigeria’s former colonial Master to make such an offer. According to him such action by the UK was capable of straining Nigeria’s relationship with her former colonial Masters. Professor Aja said other foreign nations stronger or weaker than the UK could also begin to interfere in Nigerian’s domestic affairs. He, however, argued that time had come for various agitating groups in the country to be engaged for national dialogue with a view to resolving their grievances. ” All the agitators should be engaged and not allowed until they take up arms. Right now, almost every region is agitating, and that’s why there is an urgent need for national dialogue”.

How I Lured My Victims With N200, Bread – Rape Suspect Gives Account

A 40-year-old man and father of four who was arrested for raping minors in Niger has revealed his mode of operation–he enticed his victims with N200 and bread before raping them. Festus Okeke was arrested by police operatives attached to Kafin-koro in Paikoro local government area for “raping two minors and engaging in gross indecency with two other minors”. Okeke, who was paraded at the State Police Command in Minna said he lured the four girls into his shop at Ishau village during and after Easter celebration. He was alleged to have had carnal knowledge of two of the girls while he fiddled with the private parts of two other girls with his fingers. The victims are ages between 10 to 13 years. Okeke who was said to be a serial rapist had been prosecuted at the Chief Magistrate Court 1 in Minna for similar incidents. Speaking to journalists during his parade, the suspect confessed that he gave the girls loaves of bread and N200 for the celebration of Easter. Okeke who is also a father of four said that it was a mistake and that he regretted engaging in the act. The state Police Public Relations Officer (PPRO), DSP Wasiu Abiodun said that the community reported the suspect to the police in Paikoro after the girls reported the incident to their parents. He said that the case is under investigation and the suspect would be charged to court soon.

We have arrested 9 attackers of Soludo in Anambra ― Obiano

Governor Willie Obiano of Anambra State, on Wednesday, revealed that the nine (9) persons who attacked the former governor of the Central Bank of Nigeria, Professor Charles Chukwuma Soludo have been arrested in Anambra state. Nigerian Tribune had earlier reported that Prof. Soludo was last month attacked by gunmen in his country home, Isuofia, in Aguata Local Government Area, during an interactive session with youths of the community that lead to the killings of three policemen in the process. The governor said that there will be no Correctional facility for the attackers. Obiano disclosed this during the launching of the book, “Seven Years Of Governor Willie Obiano Administration,” held at the Prof Dora Akunyili Women’s Development Centre in Awka. He said what happened last month is unfortunate, but let me tell you, we have restrategized and we are coming out like smoking guns. “The nine people that attacked Prof Soludo are in our net now. We are going to eliminate them. We will go after the” others. “As I speak now, riot police officers have been station across the state to arrest those terrorising the state,” the governor added. In his address during the launch, the co-author of the book and the Managing Director of the Anambra Broadcasting Service (ABS), Dr Uche Nworah, commended the governor for the prompt arrest. He appeals to politicians in the state to play the game with love, noting that whoever emerges as the next governor of the state come November 6, 2021 election is a governor for all Ndi-Anambra.

We need more funds to tackle insecurity, army chief tells senate

Ibrahim Attahiru, chief of army staff, has asked the senate to improve funding for the military to purchase equipment and weapons. Attahiru, who stated this on Wednesday while receiving the senate committee on army in his office, said the support of the lawmakers is needed assist the military to defeat all security threats. The army chief said Nigeria is faced with a lot of security challenges that include insurgency in the north-east, banditry in the north-west and parts of north-central, as well as secessionist agitations in the south-east. “To curb and finally defeat these threats, the Nigerian army requires equipment, weapons, armour fighting vehicles, platforms, and various combat enablers,” he said. “I urge you to, as a matter of urgency, consider these critical needs as you legislate and appropriate funds. “I will be counting on your support, so that we can efficiently perform our constitutional roles and defeat all our threats.” Attahiru said the committee’s visit was timely as it afforded them the opportunity to interact and discuss issues that would impact on the funding of army operations. He also assured the lawmakers that the army, under his leadership, will remain apolitical and committed to the protection of democracy and good governance in Nigeria. On his part, Ali Ndume, chairman of the committee, said the purpose of the visit was to have a close understanding of the issues and needs of the Nigerian army and find a way to address them. He said the army has the daunting task of mitigating the various security challenges confronting the country, and that the national assembly was ready to give the necessary legislative support. “That is why we are calling on the government to give the Nigerian army the necessary support and tools to execute the mandate that is highly expected,” he said. “Fortunately, we understand that the supplementary budget will be laid before the national assembly to take care of some of the loopholes and lapses that we saw in the 2021 budget. “Knowing the new security challenges that we are facing in various regions, we are pledging that the national assembly will give all the necessary support to the Nigerian army; especially, when it comes to the issue of budget or supplementary budget that is coming before us.” The development comes after soldiers at the frontline had lamented lack of adequate weapons. Meanwhile, in March, Babagana Monguno, national security adviser (NSA), had said funds for arms purchase were missing under former service chiefs.

Shake-Up In EFCC As IGP Withdraws Senior Police Officers

The acting Inspector-General of Police, Usman Baba, has ordered immediate withdrawal of senior police officers attached to the headquarters and zonal offices of Economic and Financial Crimes Commission. The officers withdrawn are from the rank of Chief Superintendent of Police (CSP) and above. The police boss also directed withdrawal of the officers attached to some private individuals in the country. This is just as the anti-graft agency has started the implementation of the report of Salami-led panel which proposed that police officers should stay away from heading the commission whether at the headquarters or at the zonal level. It was learnt that zonal heads of the EFCC, who are police officers are now returning back to the police force. A source informed Daily Trust that all police officers holding key positions in the commission would return to the force. ”There is no doubt again that all the police officers holding key positions in EFCC would go back to the Nigerian Police Force. Most of them are senior officers and I think an order has come from the Presidency to that effect,” the source said. The spokesman of the commission, Wilson Uwujaren, could not be reached for comments as of when filing this report as calls pull across to his phone were not answered. The acting IGP, Baba, who premised his decision to withdraw the officers from EFCC on the operational requirements of the force in a letter dated April 15, 2021, addressed to the EFCC Chairman and signed by his Principal Staff Officer, Idowu Omohunwa, directed the affected officers to report not later than Wednesday. The letter partly read, “I write to extend earnest regards of the Inspector-General of Police and to inform the chairman that the Inspector-General of Police has directed the withdrawal of all senior police officers from the rank of Chief Superintendent of Police and above attached to your agency. “The decision is informed by the current operational requirements of the force. You are accordingly requested to kindly direct the immediate release of the concerned officers who are to collectively report to the undersigned on Wednesday, April 21, 2021, at 10 am for further instructions. “I am to also request that you avail this office the comprehensive nominal roll of all police personnel attached to the EFCC to include their date of transfer and designations in the agency for the purpose of updating our records.” Last Thursday, Baba while speaking at the opening of a conference of Police Strategic Commanders, consisting of officers with the rank of Commissioner of Police (CP) and above, also ordered the immediate disbandment of the IGP Monitoring Units in Lagos and Port Harcourt States with immediate effect. The police chief also ordered the streamlining of the personnel profile of the IGP Monitoring Unit at the Force Headquarters to not more than 50 operatives. Daily Trust recalls that the erstwhile IGP, Mohammed Adamu, had in July 2020 withdrew riot policemen from the EFCC and replaced them with new ones. Adamu, in a signal then, directed the police personnel from Police Mobile Force 21, 44, 45, 46 and 50 to report to the Force Headquarters, Abuja.

Gunmen Attack Private University In Kaduna, Kidnap Students

Gunmen have attacked a private university in Kaduna State on Tuesday night, abducting an unspecified number of students. The academic institution, Greenfield University, is located along the Kaduna–Abuja Highway in Chikun Local Government Area, and also the first private university in the state established three years ago. The latest incident is the first major attack that bandits will launch on communities around the Kaduna-Abuja Highway since 300 female soldiers were deployed to the general area in January this year. The Kaduna State Commissioner for Internal Security and Home Affairs, Samuel Aruwan, confirmed the incident to Channels Television. However, eyewitnesses, said the gunmen stormed the university last night and started shooting sporadically, before taking some of the students away. The locals said that the university with about forty students population does not have enough security on the ground, despite being located in one of the epicentres of kidnapping, a situation which they believe made it easier for the bandits to gain easy access into the institution. In recent time, Kaduna has been facing series of attacks by bandits including assaults on schools. On March 11th, they attacked the Federal College of Forestry Mechanization Afaka in the Igabi Local Government Area of the state and kidnapped 39 students. While ten out of the number have been released, the fate of the remaining ones still hangs in the balance. Governor Nasir El-Rufai of Kaduna State has repeatedly insisted his government will not pay ransom to the kidnappers despite pleas by the parents of the abducted students. The former minister of the Federal Capital Territory (FCT) believes the renewed attacks on the northwestern state is due to his government’s stance that it would not negotiate with bandits. “We will not give them any money and they will not make any profit from Kaduna; anyone that comes to Kaduna will not get a penny from the state government, except he will get a bullet instead,” the governor added when he spoke in an interview on Channels Television’s Sunday Politics on April 4th.
