Truck crushes motorcyclist in Anambra

A motorcyclist lost his life on Saturday during an accident involving a truck at Akwaeze in Anaocha Local Government Area of Anambra. Andrew Kumapayi, Anambra Sector Commander of the Federal Road Safety Corps (FRSC), confirmed the incident to the News Agency of Nigeria (NAN) on Saturday in Awka. Mr Kumapayi said the accident, which occurred at about noon, was caused by speeding and wrongful overtaking. “The crash involved an unidentified driver of a Mercedes Benz 911 Truck with registration number KPP273XD, and an unidentified rider of a Kymco motorcycle with registration number AKL172QN. “Eyewitness report indicates that the crash occurred while the speeding motocyclist tried to overtake the truck and was crushed by the truck driver. “The motorcycle rider was taken to St. Joseph Hospital, Akwaeze by FRSC rescue team from Igboukwu Command and was confirmed dead by the doctor on duty, and his body deposited at the mortuary,” he said. Mr Kumapayi said that the driver of the truck had been handed over to the police for further investigations. While condoling with the family of the dead, he urged motorcyclists to avoid unnecessary speeding and to always put on their safety helmet to avoid head injury during traffic crash. An interim forfeiture order obtained through an “exparte order” is usually for 14 days to preserve such property (subject matter) so that it will not be dissipated or sold. Within the 14 days, the owner, if any, is expected to come forward to explain why such property should not be forfeited to the federal government. However, there is serious uncertainty over the powers of the EFCC to manage property and assets forfeited to the federal government. Initially, EFCC engaged agents to manage property and assets on its behalf while the interim forfeiture order was in force to maintain the value of the property and to prevent waste. In early 2012, a Federal High Court nullified the appointment of agents employed by the EFCC to manage forfeited property and assets and held that the EFCC was only empowered to seal seized houses. According to the court, if the EFCC wished to deal with the houses other than to put them under seal, then it must obtain a court order to that effect. However, there are concerns over the legality of the conversion of confiscated property under interim forfeiture and investigation, to serve as accommodation or transit camps for EFCC personnel and other security operatives. Investigations by Daily Trust revealed that a number of buildings marked, “Under EFCC Investigation, Keep Off” as well as property under interim forfeiture are currently being used as accommodation by some EFCC operatives and those of other security formations such the police, DSS and NSCDC. Sambo Dasuki, has emblazoned in red paint the inscription: ‘EFCC Keep off, under EFCC investigation’. Our correspondents gathered that though the hotel has been under investigation in connection with the $2.1bn arms scandal involving the former NSA, the once sprawling hotel with an elegant design has become a temporary home for some EFCC cadets and officials. Following a petition written to Daily Trust newspapers by the Badarawa Concerned Youths, our correspondents visited the hotel and confirmed that despite being on temporary forfeiture, EFCC officials have been using the facility ‘illegally’. The petitioners had alleged that: “The facilities in the premises, including television sets in the rooms have disappeared into thin air.” However, during a visit by Daily Trust on Sunday, it was observed that the premises was empty but for a staff sighted in the hallway. The staff confirmed that the EFCC had been using the facility as a transit camp for its cadets and other staff on transfer. Our correspondents could not independently verify if items were missing as they were denied access to the hotel rooms. However, since the gate was open, our correspondents sighted a vehicle and a motorcycle while a man who did not identify himself told Daily Trust that the hotel was under investigation and therefore, not open to the public. He also confirmed that EFCC cadets were lodging at the time of the visit, saying it was a temporary arrangement before they sorted out their accommodations. “Cadets who have passed out from the EFCC camp use this place; the people you see coming into this place are EFCC staff. They stay here temporarily before they get accommodation and move to their permanent abodes,” he said. When contacted, the EFCC Zonal Head in Kaduna, Sanusi Abdullahi, confirmed to Daily Trust on Sunday that the facility was presently being used as a transit camp but that it was not true that some items including television sets were missing from the hotel. Abdullahi said staff on transfer to Kaduna, including himself, have benefited from the use of the facility and said the EFCC had done a lot of maintenance work to ensure the hotel did not fall apart. The zonal head said the commission had taken inventory of all items in the hotel with pictures to show the state of the facility when it was temporarily forfeited to it. In the Federal Capital Territory (FCT), findings by one of our correspondents revealed that some of the properties seized under the administration of erstwhile acting EFCC chairman, Ibrahim Magu, are occupied by security agents including police, DSS and NSCDC officials under the guise of securing them. Some sections of the properties that are not occupied by the security agents, according to findings, are already rotting away while bushes and reptiles have taken over some of such landed properties. Resident doctors suspend strike

The Nigerian Association of Resident Doctors (NARD) has suspended its strike which commenced on April 1. Uyilawa Okhuaihesuyi, president of the association, confirmed the development to TheCable on Saturday. The decision to suspend the strike comes after the signing of a new agreement with the federal government, concerning issues raised in NARD’s 13-point demand. At a meeting which lasted hours and stretched into the late hours of Friday, the federal government had promised to address the issues raised by the doctors, including salary arrears and owed allowances. Chris Ngige, minister of labour and employment, had said on Saturday in Abuja that a Memorandum of Agreement (MoA) was signed after a conciliatory meeting between representatives of the federal government and those of NARD. Speaking with journalists after the meeting, Ngige said the federal government has set up a committee to look into the issue of irregular payment, adding that the panel will revert within the next 72 hours. “A five-man committee has been set up, comprising of the government agencies concerned — federal ministry of health chairing — representatives of the Medical and Dental Council of Nigeria, accountant-general’s office, NMA, Nigerian Association of Resident Doctors, and the chairman of the committee of CMDs,” the minister said. “They’re to work and smoothen rough edges as those affected in the irregularities we mentioned, which is the issue of double payments in some cases. So, they have to manage the situation and regularise. There are issues of some still omitted. “We gave them 72 hours to meet from tomorrow and give us a clean, authenticated list, so that even in the subsequent months, we won’t have all these hiccups anymore.” The doctors’ strike has paralysed activities across public hospitals in the country, leading relatives to relocate patients from affected facilities.

Sheik Ahmad Gumi, respected Islamic Cleric, says it is easier to meet with bandits that President Muhammadu Buhari. According to Dr. Hakeem Baba-Ahmed, spokesman of Northern Elders’ Forum, Gumi told stakeholders in the region that he had made fruitless efforts to meet with the president over the rising insecurity. All I know is that Gumi was a Colonel in the Army, and may have have stumbled on info and ideas that will only be useful if given directly to the President. What do I know?” Mustapha Hadi, another Twitter user, said, “Can Dr. Ahmad Gumi Submit his proposal to the defense minister then?” But Baba-Ahmed responded, “Minister of Defence has no autonomy or independence from President ,C-In-C who takes final decisions on security policy, Sir.” Tweeting with the account, @achamaja_irene, one Irene asked: “Sir, my own question is, how did “Sheikh Dr” Gumi move from preaching to Fulani herders to negotiating with bandits? Tension in Ekiti as bandits shoot monarch

There was a palpable tension in Ewu-Ekiti, Ilejemeje Local Government of Ekiti state on Friday evening as traditional ruler of the community, the Elewu of Ewu Ekiti, Oba Adetutu Ajayi narrowly escaped death as suspected gunmen rained bullets on his car. The monarch was said to have sustained gunshot injuries and now being hospitalised in an undisclosed medical facilities in Ekiti State. A source told Journalists in Ado Ekiti on Saturday that the monarch was traveling in his official car to the neighbouring Ayetoro Ekiti, in Ido/Osi local government when the gunmen struck. “The monarch was traveling in his car to Ayetoro when the bandits waylaid him and in an attempt to escape, they pursued him and rained bullets on his car. “The bullets hit him on the legs, arms and stomach. The traditional ruler is now receiving treatment in a tertiary hospital in Ekiti”, the source said. Confirming the incident, the Police Public Relations Officer, Ekiti Command, ASP Sunday Abutu, regretted that the incident happened in spite of the rigorous joint patrol, raiding of blackspots and combing of forests by his men to dislodge criminals. Abutu said the Commissioner of Police, Mr Babatunde Mobayo’s directive that the combined forces of police, Amotekun Corps, Vigilance Groups, Local Hunters, Chiefs, drivers Union, motorcycle riders, farmers and other stakeholders should carry out a joint operation was being diligently observed simultaneously across the 16 local government areas when the gunmen struck. “The operation was aimed at dislodging and apprehending the miscreants in their hideouts as directed by the Commissioner of Police. “But some unknown gunmen mischievously defied the operation, came out and attacked the Elewu of Ewu, Oba Adetutu Ajayi while he was on transit between Ewu-Ekiti and Ayetoro-Ekiti at about 1900hrs”. Abutu added that the CP assured the public that the perpetrators will be brought to book, pledging that the command shall continue to work with relevant security outfits, ministries, stakeholders and organizations to ensure that criminality is wiped out of Ekiti . The Police spokesman stated that the spirit of officers of the command and other supporting agencies and groups still remain high as the operation still continues indefinitely to stamp out bandits in Ekiti.

Abducted Imo Monarch Regains Freedom After Three Days

Shouts of joy erupted on Saturday morning in Umueze Nguru autonomous community in the Aboh Mbaise Local Government Area of Imo state following the release of their traditional ruler, Eze Charles Iroegbu and his cabinet chiefs who were kidnapped on Wednesday. Eze Iroegbu and five of his cabinet chiefs and palace guards were kidnapped while returning from a traditional wedding ceremony in the Ehime Mbano LGA of the state. The monarch, who is the Chief Executive Officer of All States Mass Transit, his five cabinet chiefs and two palace guards were in three vehicles heading back to the kingdom when the gun-wielding men waylaid them and diverted their movement. However the people became apprehensive after 48 hours as their abductors refused to establish contact with the family of the kidnapped persons or members of the community The residents of the community were however relieved when the abducted persons joined them on Saturday morning. A source in the palace told our correspondent on Saturday said that “the entire community received the news of their release.” Police Public Relations Officer, SP Orlando Ikeokwu, could not be reached for comment.

Saudi Executes Three Soldiers For ‘High Treason’

Saudi Arabia on Saturday executed three soldiers for “high treason”, the defence ministry said. The soldiers were found guilty of “the crime of high treason in cooperation with the enemy” in a way that threatens the kingdom and its military interests, the ministry said in a statement published by the official Saudi Press Agency. The statement named the three soldiers — Mohammed bin Ahmed, Shaher bin Issa and Hamoud bin Ibrahim — without identifying who they were accused of colluding with. The announcement comes as Crown Prince Mohammed bin Salman, the 35-year-old heir to the throne, consolidates his grip on power and as a Saudi-led military campaign intensifies in neighbouring Yemen. Prince Mohammed is already viewed as the country’s de facto ruler, controlling all the major levers of government, from defence to the economy. He holds the title of defence minister, while his younger brother Prince Khalid bin Salman is the deputy. Over the past three years, the crown prince has mounted a sweeping crackdown on critics and rivals, with the imprisonment of prominent royal family members, business tycoons, clerics and activists. In March last year, Prince Ahmed bin Abdulaziz al-Saud, a brother of King Salman, and the monarch’s nephew Prince Mohammed bin Nayef were detained, multiple sources said, as the crown prince sought to stamp out traces of internal dissent. Saudi authorities have not publicly commented on their ongoing detention. Riyadh led a military coalition into Yemen in March 2015 to prop up the internationally recognised government, but it has struggled to oust the Iran-backed Huthi rebels. It has also faced a surge in missile and drone attacks against the kingdom. Fighting has also intensified for the key Yemeni region of Marib, with 53 pro-government and Huthi rebel fighters dead in the past 24 hours, loyalist military officials said Saturday. Inside Nigeria’s Passport Offices Of ‘Extortion’

Getting the Nigerian International Passport is now shrouded in corruption, racketeering and irregularities that see Nigerians paying 100 per cent more than the official fee, investigations by Daily Trust have shown. Some immigration officers use the shortage of passport booklets to extort applicants as checks at the Nigeria Immigration Service (NIS) passport offices in some states and the Federal Capital Territory (FCT) showed. It was also gathered that there are administrative bottlenecks allegedly created by the officers to exploit Nigerians, while those willing to go through the official channels are frustrated. Some immigration officers involved in the extortion were unapologetic and rude about it. Our correspondents report that there are syndicates in the state offices that ensure that the passports of those willing to pay the extra charges, which go into their pockets, are fast-tracked and delivered promptly. NIS spokesmen in the states declined to comment saying it was a federal issue, while the Public Relations Officer of the Nigeria Immigration Service (NIS), Sunday James, said he would not respond to the allegations until the investigation is published. “You have done your investigations; if your reports are true, we will read them in the newspapers and respond appropriately. You will not get any reaction from me for something I don’t know because I didn’t commission anybody. It’s you who commissioned people to go out. When we see it, if it is true, fine; if not, we will see the kind of reaction we will give to you,” he said. In Abuja, two locations are available for International Passport applicants to apply for the document – the passport office of the (NIS) headquarters in Sauka and the Federal Capital Territory (FCT) Command of the NIS in Gwagwalada. Most applicants prefer to use the office in Gwagwalada to process their passports with one applicant, who only gave his name as John, saying it was “easier to runs things there.” According to them, getting things done through the backdoor is easier at the FCT Command of the NIS. Without the documents required for the application, which include local government letter of identification, birth certificate/age declaration, and guarantor’s form sworn to before a Commissioner of Oaths/Magistrate/High Court Judge, one could easily pay extra N10, 000 and within 48 hours, he will have his international passport, Daily Trust gathered. Checks also showed that some applicants are willing to cut corners to avoid going through the official channels. For the enhanced electronic passport, applicants are to apply online at https://portal.immigration.gov.ng by clicking on the type of passport application they want before completing the online application form. They are to select a passport office in the state they wish to obtain the passport, proceed to make payment online and obtain reference and application ID numbers. After that, they are to proceed to the Passport Office selected during the online application with relevant requirements including evidence of payment made. However, most applicants are not ready to go through such process. They would rather pay extra money to corrupt personnel to fast-track the process. At the NIS Headquarters, only the enhanced e-passport is available which sometimes takes up to three weeks to process because the National Identity Number (NIN) is required. For the enhanced E-Passport, 32-Page 5-year standard passport costs N25, 000 but applicants pay as much as N40, 000 to corrupt personnel to help fast-track the process. Our reporter, who monitored the process at the NIS Headquarters Passport Office, discovered that there are well-structured syndicates within the system who perpetuate the corrupt act. When the applicant pays the extra money, his file is quickly moved and approved by the superior officers as everyone involved in the passport process have their share of the extra money paid by the applicants. The only aspect the syndicate cannot control is the NIN verification stage where the National Identity Management Commission (NIMC) is required to verify the applicant’s NIN. This could take up to a week. All the applicants that spoke to Daily Trust said they prefer to pay extra cost charged by the officers to get the application process fast-tracked. “If you don’t bribe them, your application could take up to a month. They only treat your file when they are done with those who bribed. So, my brother, I will rather bribe and get out of here as soon as possible,” an applicant who pleaded anonymity told one of our correspondents. In Kano, many officers and men of the NIS have been transferred to other places with credible sources saying the reason was to “disband a cartel.” A source at the NIS at Amana House, Zaria Road, said, “The office was recently reorganised based on the order of the CG. Nearly all staff except 5 were transferred to different places after the leadership of the branch was found to be ‘involved in passport racketeering.’” He said they were accused of delaying applications by ordinary Nigerians and prioritizing those of VIPs or those ready to pay extra money. Daily Trust learnt that while it took weeks to process an application of the ordinary Nigerian, VIPs get theirs within 24hrs. “The branch had about 80 staff, but they have all been transferred out of Kano, including the Passport Control Officer (PCO). Only six staff run the branch now and nothing is said to be happening because all passport operations have been postponed,” the source said. However, some junior staff alleged that they were unjustly punished because only senior officers were responsible for passport racketeering. Even though the Amana House branch is notorious for passport racketeering, the problem is not limited to them as similar activities also take place at another Kano branch located at Farm Centre. A visit to the office revealed a nearly empty facility because there were no booklets to produce passports for applicants. Assault: Security Guard Wants CCT Boss Jailed For Cybercrime

Clement Sagwak, the security guard allegedly assaulted by the chairman of the Code of Conduct Tribunal (CCT), Danladi Umar, has petitioned the National Human Rights Commission (NHRC) seeking his indictment for cybercrime, racism and distribution of xenophobic material. In the petition dated April 9, 2021, and signed by his counsel, Samuel Ihensekhien Esq., Sagwak pleaded with the commission to provide him justice promptly. He wants the commission to make a finding that the assault against him by Umar and his driver, and the subsequent press statement which stated that the tenants of the plaza who came to plead on his behalf were “Biafran boys” was contrary to Section 26 of the Cybercrime Probation and other Offences Act, 2015. The counsel recalled that on March 29, Sagwak directed Umar’s driver to park properly at the plaza, when he began shouting from the back seat that he is the chairman of the CCT. “That upon hearing this from Umar Danladi, our client quickly told him again, in a polite manner that in Banex Plaza, everyone is equal before the law. He did not know that this infuriated the said Umar Danladi, who came out swiftly from his jeep and violently, aggressively slapped our client in the face and gave him a jab in the chest and our client fell,” the petition reads.

Nigeria Can’t Stop Borrowing – CBN

The Central Bank of Nigeria (CBN) has said that Nigeria cannot stop burrowing, especially when it is necessary as it is part of fiscal responsibility. The CBN Governor, Mr. Godwin Emefiele, said this on Friday in Abuja at the National Dialogue on the Nigeria’s rising debt profile, titled: “The Rising Public Debt in Nigeria and the Challenges of National Development” organised by the ActionAid Nigeria (AAN). This is as AAN and stakeholders, expressed worry over unstable levels of borrowings and rising national debt profile under the President Muhammadu Buhari-led administration and rising poverty level. According to Emefiele, represented by the Assistant Director, Monetary Policy Department, CBN, Dr. Tawose Joseph, there is no crime in borrowing, but that there should be monitoring and evaluation of the money borrowed and the purpose meant for. “Debt is part of fiscal responsibility. Debt is never a crime or a sin. Private entity also burrows to survive. But what matter most is the quantum of the debt and the usage of the debt as well. If a money is burrowed as a result of shortage of income generation. “When you compare the income and expenditure and is efficiently used is part of government responsibility. But where the fear is when it is above the threshold. “CBN understand that when there is crisis in an economy, then the burden of debt would be something. That is why the conventional and non-conventional instruments is there to ensure price stability in the economy,” he said. He added that the CBN formulates policies that positively affect the grassroots people, and added that the Apex Bank considers facts and figures before making policies. He said that the CBN has rolled out 37 initiatives to positively affect the economy, but noted that there are challenges despite that intervention. Speaking earlier, the AAN Country Director, Ene Obi, expressed worry over upward trend in the nation’s debt profile, which she said keeps piling up and closing the fiscal space for effective delivery of public goods. According to her, as at 31 December 2020, data from the Debt Management Office (DMO) showed that the nation’s total debt stock stood at N32, 915,514.85trn ($86,392.54 billion). Obi said that continued borrowing is clearly not sustainable both in the short and the long-term but rather enslaving the citizens and future generations. She said that the Nigerian government needs to proactively garner the political will to reduce the size and cost of governance, fight corruption, close leakages in the revenue generation and utilization as it makes no sense at all giving away large chunk of “our resources on tax incentives but continue to seek funding abroad and locally. “It is in view of these that ActionAid is convening of a National Dialogue on the Rising Public Debt, as an antipoverty agency, ActionAid is worried that if the unchecked borrowing continues, Nigeria’s efforts at dealing with its challenges of unemployment, failing social services and infrastructure deficit and rising incidences of poverty will be a mirage. “It is also concerned that the country is not exploring other avenues such as blocking leakages from corruption, illicit financial flows, reducing cost of governance amongst others as alternatives to unsustainable and conditional laden debt. “Recall that in 2006 the Nigerian government secured a debt relief from the international consortium of creditors otherwise known as the ‘Paris Club’. The key argument of the government then was the inability of the country to meet its development obligations due to its debt servicing obligations. “At the time the country was indebted to the Paris Club to the tune of $36bn. Giving the debt servicing obligation, that affected the annual expenditure of education and health care as was argued by the President at that time, thus making it an unsustainable venture in the journey to National development,” she said. In her keynote, the Minister of Finance, Budget and Planning, Mrs. Zainab Ahmed, represented by the Head, Marketing Development Department (MDD), Debt Management Office (DMO), Mr. Monday Usiade, said the borrowings by the Federal Government followed due process as the National Assembly approved and passed budgets including monies to be borrowed. She also commended AAN for conveying the dialogue as it will provide an avenue to broaden the discourse about public debts in Nigeria. She, however, acknowledged that debt profile is really increasing, saying, “The government acknowledges that the nation’s public debt is growing, and it is also important to add that all borrowings both domestic and external are approved by the National Assembly before they are incurred, that is the representatives of the people. “The borrowings are approved in the budget that is used to finance the budget offices and other projects presented by the various ministries, departments and agencies of the government. As you may be aware the federal government conducts and publishes debt sustainability analysis on the public debt portfolio on annually basis. “The DMO exercise helps to determine among others. The results of the DSO are used to prepare the national budget, then the budget is now presented to the National Assembly who has the responsibility of appropriation including the amount that will be borrowed. “The federal government also develops its medium-term budget management strategies on regular basis. The NTDS helps to set public debt management objectives to ensure that borrowing operations are conducted in a responsible manner, and the cost of enlist profile of the debt portfolio are within reasons,” Ahmed said. She also explained that some of the reasons the government publishes relevant information on public debts include debt transparency and accountability and engender public discourse of this nature.
