Imo CP failed to request MOPOL, military reinforcement – Source

THE Imo State Commissioner of Police, Nasiru Mohammed, and his top officers have been booted out following Monday’s attack on the state Police Command headquarters and the Nigerian Custodial Centre which led to the release of 600 suspects and 1,884 inmates from the correctional facility. The PUNCH gathered on Thursday that Mohammed was removed alongside the Deputy Commissioner, Operations, Ilyasu Yahaya; and Assistant Commissioner, Operations, James Aikai, by the Inspector-General of Police, Mohammed Adamu. Adamu, who was also relieved of his appointment by the Presidency while at the scene of the attack, announced the removal of the three officers while addressing the men of the command. A senior police officer said the CP was found to have neglected to ask for reinforcement from Mobile Police Squadrons 18 and 64 and the military during the attack carried out by suspected Indigenous People of Biafra members. The security source stated, “Apart from failing to act on the intelligence provided to him about two weeks ago, the CP also failed to draft the Mobile Police Force on standby during the attack. There were PMF Squadrons 18 and 64 in the state, but the commissioner did not signal any of them to assist in repelling the attack. This is gross negligence. “The CP, DCP and ACP Operations were all redeployed while the Assistant Commissioner of Police, Administration, is the acting CP now. They were redeployed to Abuja because you can’t send incompetent officers to any state.” The source said investigations had confirmed that IPOB carried out the attack in a move to rescue some of their top commanders and chief priest arrested by the police last month. “They were not aware that the 16 suspects had been moved to Abuja. So, they attacked the CID with the intention of rescuing the men. Why the Force Headquarters is disappointed is that the CP got the intelligence report about two weeks ago that IPOB may attack the command, but he did not act on it,” the senior officer explained. Our correspondent further gathered that the Joint Security Task Force in the state codenamed, Operation Search and Flush, had not been active following the failure of the state government to pay the men allowances and provide the necessary logistics. Had it been active, the task force, it was learnt, would have greatly assisted in repelling the attack by the gunmen on the security facilities. It was learnt that the task force members drawn from the Police, Civil Defence, Navy, Army, Mobile Police and others, were being owed eight months’ allowances by the state government. A source said, “The joint security team used to assist the command in gathering intelligence and operations, but the state government abandoned the structure and allowed it to collapse. They have not been paid for over eight months and the state also did not fuel their vehicles. So, they stopped working; the intelligence gathering of the state is down.” Our correspondent was informed that the premises of the Imo State Police Command headquarters had been taken over by pubs and restaurants and shops with the female police officers selling all manners of wares inside their vehicles parked within the grounds. A senior police officer on special duty in the state observed, “The Imo State Command headquarters is just like Wuse market; every woman police working there sells boxers, T-shirts and other stuffs in their vehicles parked around the command. “Do you know those who are coming to patronise them are coming to gather intelligence on the command? You also have restaurants there; people selling Okpa (bean delicacy) are there. So, how do you guarantee security there? That’s the problem.” The Force Public Relations Officer, Frank Mba, a commissioner of police, could not be reached for comment on the investigation into the attack as calls to his number indicated that it was unreachable. He had yet to respond to a text message as of the time of filing this report.

Bandits must be wiped out because they’ve lost rights to live, El-Rufai insists

Governor Nasir El-Rufai of Kaduna State has said bandits terrorising Nigeria have lost their rights to life under the constitution and must be wiped out. He also said a situation where security agencies only responded to incidents of banditry was unacceptable. The governor stated this at a town hall meeting on national security organised by the Ministry of Information and Culture held in Kaduna, with theme, “Setting Benchmark for Enhanced and National Unity in Nigeria”. He said: “The bandits are at war with Nigeria and there is no other way to approach the current insurgency but for security forces to take the war to the bandits and recover forests where they are occupying. “The security agencies mostly react to cases of banditry and abduction, we are in a war with these terrorist challenging the sovereignty of the Nigerian state. “Our security forces must collaborate to take the war to the bandits and terrorist, recover and restore the forest to enable our law abiding citizens to engage in legitimate farming and livestock production,’’ El-Rufai stated that no one in a position of responsibility could deny the need for sustained action against criminals, adding that security operations that were more proactive would cripple the outlaws and reassure ordinary citizens. He said government must identify and deal with non state-actors and others challenging the existence of the country. The governor advised that security forces should be increased and be well equipped to deal with insurgency, adding that judiciary must also be decentralised to serve justice. “To address the banditry problem, we must implement the National Livestock Transformation Plan, NLTP, already produced four years ago to enable accelerated investment in modern animal husbandry on operating rapid decentralization of herders in known locations,” he said. Governor El-Rufai also stressed the need for security agencies to be proactive in the fight against banditry and other violent crime, saying a situation where they only responded to incidents of banditry was unacceptable. He said security agencies must collaborate and take the fight to bandits and kidnappers because the country was at war with them. “The situation in which the security agencies mostly only react to cases of banditry and abduction is unacceptable. “We are in a war with these terrorists who are challenging the sovereignty and monopoly of the instruments of coercion of the Nigerian state and its territory. “Our security forces must collaborate to take the war to them, recover and restore the un-governed forests these terrorists occupy, and enable our law-abiding citizens to engage in their legitimate pursuits,’’ the governor said. He reiterated his position that bandits must be “wiped out” because they had lost their right to life, by virtue of the constitution. He said: “These bandits have lost their right to life under our constitution and must be wiped out in their entirety. There is no other way to approach the current insurgency situation today as far as governmental action is concerned.’’ According to him, the country has found itself in near-anarchy because there are too many carrots without sticks. “Notions of a common humanity, not to talk of a common citizenship are not as widely or deeply shared as it would appear. Identity politics holds sway. This reflects the absence of an elite consensus about who we are and how we should live together,” he said. The governor said more responsibilities should be given to states so that the federal government would not blamed for everything that goes wrong. “Centralised policing in a federation is not only a contradiction in terms. The state governments today bear most of the burden of the running costs of the federal police anyway, so why not the sub-nationals of the state police now. So I repeat my persistent call for state police as soon as possible. “To address the banditry prevalent in the north-west and north-central, we must implement the national livestock transformation plan already produced four years ago,’’ Governor El-Rufai said.

400 grazing reserves in North sufficient to accommodate herders in Nigeria, Miyetti Allah tells FG

THE Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has said the 400 grazing reserves in the North is sufficient to accommodate all herders in the country. The association was speaking against the backdrop of the crisis facing the herders in the country. National Secretary of the association, Baba Usman Ngelzerma, while briefing the leadership of the Arewa Consultative Forum (ACF) at their headquarters in Kaduna State, on Thursday, asked the forum to put pressure on the federal and state governments to put into use, the abandoned grazing reserves in the country, especially in the North. According to him, there are presently 400 grazing reserves in the North and there are others in the South, including Oyo, Ogun and Lagos states. He said the time has come for the herders to stop moving from one place to the other, saying: “They should be stationed in these reserves.” He added: “We are sitting on a time bomb and the government is not taking the issue seriously. Unless we address this now, I’m afraid in the next 10 to 20 years, people may not even be able travel anywhere in the country. “This issue of herders is not a northern problem but a national one that needs to be tackled holistically. “The government should see to settling of herders in the grazing reserves and avoid the present situation where they are scattered all over the country. This is the cause of the problem we have today. “These herders should be provided the necessary educational, health and other facilities in the grazing reserves. When their status improves, this will boost their productive capacity and the productivity of the country. The operation of the grazing reserves should be carried out as urgent as possible.” Citing statistics of the supplies of cows and other animals to the southern part of the country alone, the MACBAN scribe said: “Lagos State alone consumes 6,000 cows daily, while 250 lorries of cows enter the southern part of the country on a daily basis. “But, we are where we are today because of the poor management of the herders’ crisis. If we want an end to the problem, the 400 grazing reserves in the northern states should be put to use and developed better. We have three in Oyo, Ogun and Lagos states. If the grazing reserves are utilised, half the problems will be solved.” The MACBAN secretary-general argued that the poor education of the pastoralists is being exploited as he warned that unless the herders and pastoralists are put together in the grazing reserves, the peace the nation is craving for may be elusive. He lamented that the Fulani pastoralists have lost over four million cows since the crisis started in the country. Receiving the report, chairman of ACF, Chief Audu Ogbe, said members of the forum will look into the presentation, with a view to taking a position. At the end of the meeting on Thursday, ACF, in a communique, said dialogue and consultation with other parts of the country remain the solution to bring back peace into the country. In a communiqué issued and read by the national publicity secretary of the forum, Emmanuel Yawe, the forum condemned the activities of insurgents, kidnappers and bandits in the North, saying that their activities are killing the peace and progress for which the North was noted when the founders of the region were in power. The forum also decried the utterances of some actors and leaders who have sought to inflame regional, ethnic and religious passions out of the current situation in the country. To this end, it called on Nigerian leaders to exercise restraint in their utterances in the current circumstances. It also regretted that students of Federal College of Forestry Mechanisation who were kidnapped are still in captivity and the Kaduna State government has not done much to get them released. “We, the ACF, stand against all lawless acts of self help and call on all northern youths to stop such evil plans. They do not enjoy our support. The ACF believes in dialogue and consultation as a way of bringing peace and normalcy back to our troubled region and nation,” the communique read.

50-Year-Old Prophet Arrested For Raping Teenage Church Member

One Tayo Shobowale has been arrested by men of Ogun State Police Command for raping a 17-year-old girl in the state. The victim is a member of the Cherubim and Seraphim Church, Oke-Igbala where Shobowale is said to be a prophet in the Ifo area of the state, the police said on Thursday. Abimbola Oyeyemi, the Police Public Relations Officer in Ogun, confirmed the arrest of the 50-year-old suspect in a statement. He noted that the suspect was apprehended following a report lodged at the Family Support Unit of the Police Area Command in Otta by the victim. Accompanied by her mother to the station, the victim reported that the prophet invited her to the church for prayer sometime in March 2021. He was alleged to have taken advantage of the victim being alone with him in the church and forcefully had carnal knowledge of her. After the illicit affair, according to the victim, the prophet ordered her to take a spiritual bath in the church with a spiritually prepared candle, which he used to rub her body. “Since then, the victim complained that she has been having spiritual attacks which always make her fall down and remain unconscious for hours. “Upon the report, the Area Commander Ota, ACP Muhideen Obe, detailed his Family Support Unit to the scene where the randy prophet was promptly arrested,” the statement read. On interrogation, the suspect was said to have initially denied the allegations but could not absolve himself of the allegations when he was confronted by the victim. Condemning the incident, the Commissioner of Police in Ogun, Edward Ajogun, ordered a thorough investigation of the case. He also directed that the suspect be charged to court as soon as the investigation was concluded.

UNIPORT student slumps, dies at home after exams

There is panic at the University of Port Harcourt following the death of a student identified as Gloria Adeleye, who reportedly slumped and passed away a few days after taking her first semester exams before travelling to join her family in the Rivers State capital. It was gathered that Gloria, who was of the Department of Animal Science, finished her exams on Thursday, April 1, 2021, and left the school for her family residence, but a few days later, news of her demise filtered into the campus, sending cold shivers down the spine of her friends and the entire department. The 500-level student was said to have slumped at home on Tuesday, April 6, and was rushed to hospital, where she died. The cause of death has, however, not yet been ascertained. When contacted, the Public Relations Officer of the university, Sammy Kpenu, expressed regrets at the development, but said it was wrong for anyone to say Gloria died on the school campus. He stated, “It is fake. The lady, who put up the post that she died in school, has already apologised to the department, because it caused a lot of problems. “The lady (deceased) had left the school almost a week ago and was in her family house. She finished her exams on April 1 and had been with her family. “So, from what we heard, she just slumped and by the time she was rushed to hospital, she was pronounced dead. So, it wasn’t anything that had to do with Uniport community.” Meanwhile, the Head of Department, Animal Science and the department’s students association in a statement obtained by our correspondent said they had tried to reach the deceased’s father, but that he was unwilling to speak. “The department tried reaching the father yesterday, but he was not willing to communicate with anyone. However, the department is planning a condolence visit once a date is agreed with the father,” the statement read in part.

Pregnant mother of 7 stabs husband to death in Delta

A 30-year old pregnant mother of seven children, Blessing Emmanuel, has reportedly stabbed her husband to death at Ohoror community, Ughelli North Local Government Area, Delta State. Police Public Relations Officer of the state command, Mr Bright Edafe, confirmed the incident yesterday in a statement. He said: “On 5 April 2021 at about 1313 hrs, one Chief Macpherson Igbedi of No. 4 Akanaweh Street Off Ekredjebor road Ughelli reported that on the 4 April 2021 at about 2345hrs, at Ohoro town one Blessing Emmanuel stabbed her husband, one Jonathan Otomi Umamode aged 43 years with a knife to death. “Suspect who is a mother of seven and pregnant with her 8th child confessed to the act and said she angrily stabbed her husband who she claimed does not take care of her and the children and that she has been taking care of herself and her kids. “She sells fried chicken, on that faithful day according to the suspect, she said her husband came and demanded she go home with him which she refused. “She said the deceased gathered her fried chickens, poured kerosene and set them ablaze, she angrily uses the knife in her hand to stab the husband in his heart and she ran away.” Saying that the corpse of the deceased had been removed and deposited at Central Hospital for autopsy, he said the case is still under investigation. The statement added: “On the 7 April 2021, at about 2250hrs, Police patrol team while on patrol along Giwamu Street Warri sighted a tricycle with three occupants and immediately they sighted the police, they abandon the tricycle and ran into a nearby bush. “They were given a hot chase but because of a crowding nature of the area made it difficult to arrest them. On searching the abandoned tricycle with Reg. No GUE 477 VC, two locally cut-to-size single barrel guns. “Effort is ongoing in view of arresting the fleeing suspects.”

We still believe in dialogue ― Arewa youths

The National Executive Council meeting of Arewa Consultative Forum (ACF) held in Kaduna on Thursday said dialogue and consultations with the other parts of the country is the only solution to bring back the peace which has eluded Nigeria in recent time. In a communique issued and read by the National Publicity Secretary of the forum, Emmanuel Yawe, the meeting chaired by the national chairman of the Forum, Chief Audu Ogbe, expressed displeasure over the state of affairs in the North and the country. He said the Forum condemned the activities of insurgents, kidnappers and bandits in the North, saying that their activities are killing the peace and progress for which the north was noted for when the founders of the region were in power. The Forum also decried the utterances of some actors and leaders who have sought to inflame regional, ethnic and religious passions out of the current situation in the country. To this end, the Forum called on Nigerian leaders to exercise restraint in their utterances in the current circumstances. It also regretted that the kidnapped students of Federal College of Forestry Mechanisation had remained in captivity and the Kaduna state government has not done much to get them released. “The Forum agreed to take up their plight with the state government and the federal government too.” On the reports of the unfortunate killings of some northerners in the South East, the forum noted that seemed suspicious. It, however, called on security agencies to investigate these killings and fish out the culprits. “We also warn our youths who have suddenly started distributing messages on the social media calling on reprisal attacks on Ibos and their business interests in the north. “We the Arewa Consultative Forum stand against all lawless acts of self-help and call on all northern youths to stop such evil plans. “They do not enjoy our support. The Arewa Consultative Forum believes in dialogue and consultation as a way of bringing peace and normalcy back to our troubled region and Nation. “We however condemn the payment of ransom and call on the bandits and insurgents who are holding other citizens as hostages to desist from such ungodly acts. “No religion that is practised in Northern Nigeria permits such sinful acts like holding other human beings as hostages for financial reward.”

Matawalle: Protests against Buhari’s medical vacation in London an attack on the north

Bello Matawalle, governor of Zamfara state, has described the protests against the medical vacation of President Muhammadu Buhari in London, UK, as an attack on the north. In March, the president left Nigeria for London for a medical check-up. Buhari’s trip to the UK for medical reasons has been an annual ritual since he became president in 2015. Some Nigerians had protested against the president’s stay in London while doctors are on strike in Nigeria. In a statement issued on Thursday, Matawalle described the protests as ”sponsored” and their organisers ”uncivilised”. This is not the time to play politics or to play to the gallery, but a time to tell ourselves the real truth, for the benefit of peace and progress of our country, and to prevent the looming anarchy that some disgruntled, unpatriotic Nigerians want to drag the nation into. Considering the manner we play politics in Nigeria–politics without conscience–the public may expect a statement like this to come from a governor or a leader of the APC, but I choose to make the following statement even as I remain a proud member of the opposition PDP, for the sake of our nation; for peace to reign and in the overall interest of the North. So much is happening to the North and to Northerners as individuals. Today, their lives, dignity and possessions are being threatened by the increasingly unfriendly South even as we try, as Northern leaders, to always calm the situation and to protect the interest, businesses and dignity of all Southerners living in the North. Despite what Northerners are experiencing today in many parts of the South-West and South-East in particular, all we hear is the conspiracy of silence from Northern leaders and elites who are supposed to stand firm, in the manner in which other leaders of the South are doing even when they know that their people are at fault. This must not continue. As Northern leaders, our dignified silence in the face of constant provocation and assault, because of our desire for peace, MUST not be taken as a sign of weakness. Indeed no community, or region has the monopoly of violence. If Northerners and their means of livelihood will not be protected, accommodated and be dignified anywhere they choose to stay in any part of the South, Southerners should NOT expect protection from the North as the North has more than what it takes to respond to any kind of aggression and hatred. We have seen the destruction, the killings and the devastation recently at Sasha Market against Northerners and their economic interests. Properties worth billions of Naira were lost in addition to human lives yet some leaders in the South-West are downplaying the atrocities committed or, worst still, justifying it. Some of them have shamefully gone to the extent of apportioning blames on the victims and casualties of their aggression. Last Sunday’s killings of innocent Northerners in Imo is one too many and no matter how we love peace, leaders with conscience and fear of God MUST speak out against this continued barbarism and hatred. We will not take that any longer as NO human life is worthier than another. No business interest is better than another. In fact, in crisis situation, the South has more to lose in terms of its business interests in the North and the strategic nature they established themselves in the North than Northerners living in the South. The North is very much aware of such weaknesses and disadvantages the South is exposed to whenever there is such crisis but we always choose the path of peace and cherish peace beyond any act of lawlessness and hatred. Simple statistics on instances of unprovoked attacks against Northerners and their economic interests in the South in recent times can tell who is more tolerant, accommodating and peaceful between criminal elements and their backers that are well known in sponsoring such hatred and attacks against Northerners in the South, and our own people. Sadly, we all can identify the thugs, the instigators of such xenophobic attacks. They are very much known and audacious in spreading their messages of hatred, incitement and provocation but unfortunately they and their leaders have continued to blackmail the federal government while government seems to be succumbing to such acts of blackmail, allowing them to live like kings and even bluntly refusing legitimate invitation by the Police. Nigeria is ONE. Whoever doesn’t want to believe in the current constitution, which is so far the legal and legitimate instrument behind our existence, should wait to challenge it through established legal and legitimate means, or pack and leave the country. We will not tolerate any form of intimidation any longer. Even though I am a PDP Governor serving my first term in office, I don’t believe seeking for position of authority or seeking to retain it is a do or die affair or something that will silence us to ignore reality and not to stand by our people in the face of constant provocation and attacks. As a Northerner, I condemn in strongest term how in the same manner of hatred, President Muhammadu Buhari was treated by so-called protesters that could not hide their disdain and hatred for the North. Their action, no matter their grievances, is uncivilized, highly irresponsible, unpatriotic and disrespectful to the person and office of the President and has demonstrated the growing hatred against anything North. Politicians, religious leaders behind Nigeria’s insecurity — Sheikh Khalid

Renowned Islamic scholar, Sheikh Muhammad Nuru Khalid, on Thursday, alleged that some influential people, including religious leaders and politicians, were the real sponsors of insecurity in some parts of the country. He stated this in Abuja during the public presentation of a book titled, ‘The Infinite Light, The Pride of Humanity,’ authored by Sheikh Fathullah Gulen a spiritual leader of Hizmet. Khalid claimed that bandits, who were predominantly youths of northern extraction, had been terrorising innocent citizens because they were getting engaged by some prominent politicians and religious leaders working towards the Balkanisation of the nation. So, he urged the government to address the issues of education and unemployment as a solution to the security challenge. The Muslim scholar said, “What the terrorists and bandits are doing is inhuman. They fuel the insecurity in the country because some politicians are working to destroy Nigeria engage them. There is a political agenda behind our insecurity. “The politics in this country has been hijacked by unscrupulous elements, who loot our resources and misuse the potentials of our youths. “Family institutions and the education system are not working in Nigeria because, upon graduation, many youths cannot find employment. “Even the professions are no longer fashionable to the youths. Look at doctors going on strike every now and then. These issues must be addressed by the authorities if Nigeria must be at peace. “More importantly, religion has been hijacked too by bad fellows who preach hatred and disunity. We cannot have peace when religion is under siege by wicked leaders.” Khalid, who is the founder of Islamic Research and Da’awah Foundation, called on the Federal Government to offer amnesty to bandits and terrorists only as a last resort. “If there is no other way to tackle the challenge of insecurity except through amnesty, we should not jettison that last option,” he stressed. Reviewing the book, Sheikh Khalid said it discussed the life of Prophet Muhammad, SAW, as a role model for humanity and a symbol of tolerance, self-sacrifice and peace. Also speaking, Sheikh Emrah Ilgen, the Vice President of Ufuk Dialogue, organizers of the event, said the book has been translated into more than 25 global languages, including Hausa; adding that it would be featured in about 129 episodes of a special Ramadan broadcast on Sunnah TV.

First Lady Aisha Buhari has explained her decision to receive treatment at a private clinic when she rejected the idea of going to London after falling ill. In the book: ‘Aisha Buhari: Being Different’, the first lady narrated the state of Aso Rock Clinic at the time. Daji Sani, Senior Special Assistant to the President on Administration and Women Affairs, authored the book, which is a biography of the First Lady. “Another issue that stirred controversy was her statement on 9 October 2017, at a stakeholders’ meeting on Reproductive Maternal, Nutrition, Child Advocacy and Health, and Nutrition (RMNCAHN) at the State House, Abuja, in which she spoke about issues of national importance concerning healthcare services. She found it appalling that when she fell ill, she was advised to travel to London for treatment, though she refused. “Unfortunately, the State House clinic at Aso Rock, had not been functioning efficiently to provide needed medical services to the first family and other government functionaries. “It was on this note that she condemned the management of the clinic, adding that the health centre did not have the facilities to treat patients. According to her, she had to visit a private clinic after she discovered that the x-ray machine of the State House clinic was not working. She has been consistent in warning politicians against politicizing the issues of health and women empowerment.” Aisha’s husband is currently receiving medical treatment in London.
