FG seeks law to regulate social, online media

The federal government has asked the house of representatives to enact a law to regulate social and online media in Nigeria. At a public hearing organised by the house on Wednesday, Lai Mohammed, minister of information, asked the lawmakers to amend the National Broadcasting Commission (NBC) act to empower the agency to regulate social and online media. The public hearing was organised by the house committee on information, national orientation, ethics and values on a bill to amend the NBC act. Section two (b) of the NBC act states: “(1) The Commission shall have [the] responsibility of: Receiving, processing and considering applications for the establishment, ownership or operation of radio and television stations including (i) cable television services, direct satellite broadcast and any other medium of broadcasting.” Mohammed, however, wants the commission to also be able to regulate the online media in addition to other channels of broadcasting. The minister said: “I want to add here specifically that internet broadcasting and all online media should be included in this because we have a responsibility to monitor contents, including Twitter.” Mohammed’s proposal comes about six days after the NBC asked all social media platforms and online broadcasting service providers operating in Nigeria to apply for a broadcast licence. The government’s action re-echoes concerns that the Buhari administration is clamping down on free speech and internet freedom — the government denies this. At the public hearing, media stakeholders kicked against the move and asked the house panel to make the NBC more independent of the minister of information. Akin Akingbulu, executive director of the Institute for Media and Society, said the commission should not receive directives from the minister. “The power to give directives to the commission, vested in the minister of information in section six should be removed and replaced with powers which include policy formulation for the broadcasting sector,” he said. He added that the minister should be involved in the “negotiation of international agreements, notifying the commission of the policy direction of government and ensuring that the independence of the commission is protected at all times.” In their joint submission, the International Press Centre (IPC) and the Centre for Media Law and Advocacy said the appointment of the NBC board should be subject to the confirmation of the national assembly. “The conduct of the NBC has over time presented it as an extension of the minister of information and culture which rarely acts independently,” they said. Although no connection has been drawn, the government began moves to license social media companies after Twitter took down a tweet by President Muhammadu Buhari, after stating that the message violates its policy. Two days after the incident, the federal government suspended Twitter in Nigeria and directed NBC to “immediately commence the process of licensing all OTT and social media operations in Nigeria”.

Hoodlums behead APC chieftain, raze ex-AG’s home in Imo

Tragedy struck in Imo State on Wednesday after rampaging hoodlums beheaded two persons in the Orsu Local Government Area of the state. The hoodlums also set the country home of the lawmaker representing the area at the state House of Assembly, Ekene Nnodimele, after beheading his gate man. The gunmen also beheaded an All Progressives Congress chieftain in the area, Jonathan Ugochukwu. The multiple attacks took place between 1am and 2am, the villagers told The PUNCH. Our correspondent, who visited the area on Wednesday morning, observed that the country home of the immediate past state attorney general of the state and commissioner for justice, Cyprian Akaolisa, was also burnt. Our correspondent saw a team of policemen inspecting the building when he visited Awo Idemili, Akaolisa’s country home. Also, the house and vehicle of the councilor representing Amaebu Ebenatu ward, Clifford Mazi, were burnt by the hoodlums after they met his absence when they got to his house. The rampaging hoodlums also burnt the house of the President General of Amaebu Ebenatu, Oliver Ejelonu, who also escaped. The PUNCHman, who visited the houses where the mayhem took place, saw that household equipment were destroyed. The wife of one of the victims, Nkechi Ugochukwu, told our correspondent that the attackers invaded their house, carried her husband out, beheaded him and set the house ablaze. When contacted, the immediate-past attorney general and commissioner for justice, said that he had reported the arson to the police. The state commissioner of police, Abutu Yaro, told The PUNCH that the police were investigating the multiple attacks. He, however, disclosed that his command was closing in on the attackers.

Bakassi Boys Return In South East

Years after their disbandment, the Bakassi Boys, a vigilante group in the South East, have returned to some parts of Awka, Anambra State capital. They were seen in two vans, singing and warning criminals. However, it could not be confirmed who invited the dreaded vigilante group. When contacted, the Police Public Relations Officer in the state, Ikenga Tochukwu, said he was not aware of the development. He said, “I received this as information from you. I don’t have any such details before me. “Meanwhile, I will make enquires please.” Asked whether the police would be ready with such arrangement, the PPRO said, “We are ready to work with any stakeholder in security.” But a source said, “The boys came mainly for alleged cult groups which have taken over Awka town in recent time without any response from the Police. I think they were invited by traders.” A Senior Police Officer, who spoke on condition of anonymity, said some security men arrived at the state, but failed to confirm if they were sent by the government. The source said, “That is the only thing I can tell you, for now. Let’s see how things work out in the days and weeks to come.” The Bakassi Boys are usually armed with machetes and guns and an array of black magic artefacts worn around their body. They have been accused of extrajudicial killings. Their targets are suspected petty thieves, armed robbers, ritual killers, murderers, corrupt persons, and generally, anyone considered evil.

Fear grips Imo residents as SARS allegedly resurfaces in Owerri

There is palpable fear in Owerri, the Imo State capital, as the disbanded Special Anti-Response Squad (SARS), had gradually taken over the streets of Owerri. DAILY POST reports that the dreaded SARS officers are seen at various junctions and checkpoints in Owerri, causing terror and fear to Imo residents. At Spibat junction, near former Governor, Rochas Okorocha’s house, they mounted a road block and used their firearms to intimidate unsuspecting motorists. However, cab drivers and pedestrians alike in Owerri, have taken alternative routes to their destination for fear of being confronted. A minibus driver who operates along Orji flyover to Amakohia, on sighting the uniformed men, immediately took a u-turn and followed an alternative route. He said, “these wicked policemen have come back again. I thought they were disbanded. What are they doing on the roads. “There is nothing Imo people will not face in this period. Which one are we running for? Is it unknown gunmen or the army, or even Fulani herdsmen? Truly, Imo State is in trouble.” It would be recalled that youths of Imo State and Nigeria at large, recently took to streets protest the brutalization and intimidation of the SARS officers, calling for their disbandment. To that effect, President, Muhammadu Buhari saw reason with the youths and disbanded the squad. The nationwide protest did not stop without leaving property worth millions of Naira destroyed in the country.

Nigeria on suicide slide, citizens have right to get off it, says Wole Soyinka

Nobel laureate, Professor Wole Soyinka, on Monday, said that the citizens of Nigeria have the right to exit the country if they feel that it is going on a suicide slide. Professor Soyinka said this during an interview session he had with Arise Television where he described the country as a plane that is on a suicide slide, and that the citizens have the right to exit the plane before it nosedives. Speaking on various issues affecting the country, Soyinka also insisted that the only way Nigeria can continue as one is to decentralise as the continued situation in the country cannot make Nigeria to stay together. According to him: “If a plane is on a suicide slide, the people who feel that they do not deserve that kind of suicide slide have the right to say sorry, we are getting off this plane before it nosedives.” Soyinka also said the country cannot continue as a country if it fails to decentralise, urging the government to take the issue seriously. “Do I think Nigeria can continue as one? Not if it continues this way, not if it fails to decentralise; some people call it restructuring, others use whatever word. But if Nigeria fails to decentralise, as fast as possible, manifestly and not rethorics, then Nigeria cannot stay together. “Ex-heads of state have said it, politicians, Generals, analysts, economists, others have all said it. When sectional leaders cannot answer the people’s existential yearnings, don’t be surprised if the people start saying we want Tiv nation, we want Kanuri nation, we want Biafra nation, we want Yoruba nation, don’t be surprised to hear it. It’s because you are not being taken seriously. “That is why people are demonstrating in the streets, that’s why they are defying threats from the police and the government.”

Asari Dokubo: What Fani-Kayode Said When Nnamdi Kanu Sent Him To Me

Former Militant Commander, Mujahid Asari Dokubo, has opened up on how Femi Fani-Kayode, former Minister of Aviation, linked him up with Nnamdi Kanu, leader of the outlawed Indigenous People of Biafra (IPOB). In a video circulating on social media, Asari Dokubo described Kanu as a “thief”, vowing to deal with him. He accused Kanu of profiting from the Biafra “struggle” since he has no gainful employment. He said he received Fani-Kayode at Bayelsa Government House, Yenagoa, and they spoke on IPOB collaborating with the ex-militants. “Fellow Biafrans, you can hear the voices of criminals talking about countries. We asked of people who contributed money to them, they are now telling us India, Russia, is this what audited account is? This is what Biafra will be under the criminal Nnamdi Kanu.” “The criminal called Nnamdi Kanu claimed that they sent money to me through one Omiomio. He said they brought money to me in Cotonou and they gave N20 million naira to me. “We are waiting for them to bring the evidence. They came to Cotonou to meet with me; I hosted them, I fed and accommodated them. They did not bring a dime to me. There are other people from all other parts of the Niger Delta there; not just Ijaw people as the picture shows. They ate my food, slept in the accommodation I paid for and left, they did not bring one Kobo. “I had paid several medical bills for IPOB members in different places they have been injured, I have risked my life, sent lawyers, to detention centres to try to bring them out and there are living witnesses who can testify to this but Nnamdi Kanu thinks because he is a thief, he can talk anyhow. “Igbos allowed themselves to be conned… When these characters speak for you, when others what to talk, they come out and abuse them… you’re not courageous enough to confront them. When others want to talk, you say no. These people do not represent Igbo. If they don’t represent Igbo, then tell us who represents Igbos. Then speak up against them. “First of all, I want to ask Nnamdi Kanu, did I contact you, did I look for you? It was you who looked for me. The first person you sent to me was Fani-Kayode. He came to me and asked me that there was a need for us to collaborate, a need for us to come together. I don’t know who else he went to in Ijaw land but he came to meet me at the Government House, Bayelsa, and we were communicating and since this issue started, he has been so sad with the turn of events. “One Ijaw fellow in the prison was the who was talking to me, calling that you wanted him to give you my number. How many months did it take you to get to me? I’ve never picked my phone to call you before.” As of the time of filing this report, neither Fani-Kayode nor Kanu has reacted to Asari Dokubo’s allegations. Before Kanu fled the country, Fani-Kayode was among the persons who identified with him at the court where he was standing trial in Abuja.

Gunmen kill 14 persons, injure five in Plateau

Gunmen on Sunday night in two separate attacks killed 14 persons in Kuru village of Jos South Local Council and Zogu village in Bassa Local Council of Plateau State. The first attack took place at about 10:30pm, leaving five others severely injured. While the second attack took place at Zogu village in Bassa Local council around 8:00 p.m. when some suspected herdsmen stormed the area and started shooting sporadically resulting in the Killing of two persons, while a woman was injured and now admitted at Jos University Teaching Hospital, (JUTH). Chairman of Jos South Local Government, Hon Gideon Dandereng confirmed the attack while briefing reporters in Jos. Dandereng who visited the scene of the incident condemned the unwarranted attack on peace-loving and hardworking citizens.” He also called for calm and appealed to security operatives to go after the perpetrators. Mr. Danjuma Dickson Auta the Secretary of Irigwe Development Association (IDA), who confirmed the second attack at his domain Zogu village to this reporter, said,”It was the same midnight attack on my Community that left two-person dead in Zogu village, Irigwe land in Bassa LGA. “People were sleeping and the attackers stormed the village and started shooting sporadically leaving two killed and two injured. One of the women was critically injured and was first taken to Bingham University Teaching Hospital but was later transferred to JUTH.” The Plateau State Police Command, through it’s Spokesman, ASP Gabriel Ubah said, “we received a report that ten persons were shot dead in a drinking joint at Sabon Layi, Kuru in Jos South LGA by yet to be identified gunmen who drove in with a Hilux, shot sporadically and zoomed off. “Personnel of the Command and the Military have been deployed to the affected area. “The Commissioner of Police, Edward Egbuka has ordered an immediate investigation to unravel the circumstances surrounding the killing and to bring the perpetrators of that dastardly act to book.” Responding, Plateau state Governor, Simon Bako Lalong expressed sadness over the killing of innocent citizens in Sabon Layi, Kuru in Jos South Local Government Area, Lalong, however, appealed to citizens to increase surveillance and intelligence gathering as well as collaborate with security agencies to foil such attacks which are carried out in a hit and run fashion.

Insecurity: Don’t lift curfew yet, Rivers police begs Wike

The Rivers State Police Command has appealed to Governor Nyesom Wike not to lift the night time curfew imposed in the wake of attacks on security formations and operatives in the state. Spokesman of the State Police Command, Nnamdi Omoni made the appeal during a chat with newsmen in Port Harcourt, the state capital. Omoni said the curfew has helped the police and other security agencies respond timely to distress calls, adding that security threats have reduced in the state since the curfew was imposed over a fortnight ago. “The curfew was imposed essentially to arrest the trend of attacks on police. Since it was imposed, that attack has seized abruptly and we are leveraging on it. I think the governor should still delay it(curfew) for some time because it has been assisting us. “We are driving the criminals away from Rivers State. So, when their remnants have been rounded off, then the curfew can be lifted. “We appeal to the governor to allow the curfew to continue because it is assisting us,” he stated, noting that the police have recorded some milestone in the past three weeks. “The curfew imposed by the state government is still on. It has not been relaxed. The governor who made that order is the same person that will rescind or relax it. “So, to that extent, it is still subsisting. It has not been relaxed. And so far, it has helped tremendously in containing criminal activities in the state,” the police spokesman disclosed. Omoni, a superintendent of police called on members of the public to continue to observe the 8.30pm to 6am curfew given by the state government and urged them to report suspicious movements within their neighbourhood to the police for prompt action.

Herdsmen Kill 11 In Benue Communities

At least, 11 people have been killed in two separate incidents in Agatu Local Government Area of Benue State. This is barely one week after gunmen attacked and killed 27 people in Odugbeho community of Agatu LGA. Our correspondent reports that the latest killings occurred again in Odugbeho and two other rural villages of Aila and Adagbo. Daily Trust gathered while two people were killed in Odugbeho, the remaining nine people were killed in Aila and Adagbo villages on Sunday night. Council Chairman of Agatu, Adoyi Sule, told our correspondent on the telephone that the attack on Odugbeho community, which led to the death of two people, was carried out by suspected armed herders. Sule said that armed herders invaded the community on Sunday night, killed the two people and burnt 21 houses. He also disclosed that the other nine deaths were recorded as a result of a communal crisis between Aila and Adagbo communities, adding that eight people who were wounded during the clash were now receiving treatment in the hospital. When contacted, the Police Public Relations Officer (PPRO) in the state, DSP Catherine Anene, said she was yet to receive any of the reports about the incident. World Albinism Day: Osinbajo Calls For Aggressive Reversal Of Negative Mindsets Towards Albinos

Vice President Yemi Osinbajo has called for an aggressive reversal of negative mindsets towards albinos. The Vice-President said it is paramount to have conversations around the safety and enablement of our citizens who live with Albinism. He said this on Sunday during a virtual event, attended by personalities including diplomats such as the American Ambassador to Nigeria, Mary Beth Leonard, marking the World Albinism Day. “Interventions made must be designed to improve the lives of people living with Albinism. The time is now to do more to reverse negative mindsets and socio-cultural stereotypes about albinism in our society. “We must also go further to take deliberate steps as private individuals and public servants by giving them equal opportunity in the workplace and in social settings as well”, according to Prof Osinbajo. He added that there is a need to see albinism for what it is, a genetic difference not a contagious disease or a public health problem. In dealing with the various challenges faced by the albinism community, Osinbajo stated the need to “have frank and robust conversations around the protection and empowerment of our compatriots that live with albinism.” “These conversations will drive change on two levels – in the public domain, where sociocultural perceptions of Albinism that are rooted in ignorance and superstition can finally be laid to rest.” The Vice President admitted that “this is not going to be an easy task because superstition and sociocultural issues take a while to deal with, but we must aggressively begin to present counter-narratives to the socio-cultural misconceptions about albinism.”
