Buhari backs open grazing, asks AGF to recover land for herdsmen

President Muhammadu Buhari has given approval to the return of the open grazing practised during the 1st Republic where herdsmen used designated grazing routes to move their cattle to several parts of the country. To this end, the President said he had asked the Attorney-General of the Federation, Abubakar Malami, to begin the process of recovering land from persons who have converted cattle grazing routes for their personal use. Buhari said this during an interview with Arise Television which was aired on Thursday. The President said the grazing routes were designated in the 1st Republic when “Nigerians use to obey laws” but those routes had been converted. Buhari was reacting to a question on the decision by 17 southern governors to ban open grazing. The AGF had kicked against the declaration by the governors, adding that it was like northern governors banning spare part trading, a job that is synonymous with southerners. When asked if he agreed with the AGF’s position, Buhari laughingly responded, “You want me to contradict my attorney-general?” Explaining further, he said, “What I did was ask him to go and dig the gazette of the 1st Republic when people were obeying laws. There were cattle routes and grazing areas. Cattle routes were for when they (herdsmen) are moving up country, north to south or east to west, they had to go through there. “If you allow your cattle to stray into any farm, you are arrested. The farmer is invited to submit his claims. The khadi or the judge will say pay this amount and if you can’t the cattle is sold. And if there is any benefit, you are given and people were behaving themselves and in the grazing areas, they built dams, put windmills in some places there were even veterinary departments so that the herders are limited. Their route is known, their grazing area is known. “But I am telling you, this rushing to the centre (sic) so I asked for the gazette to make sure that those who encroached on these cattle routes and grazing areas will be dispossessed in law and try to bring some order back into the cattle grazing.” He also lamented the style and utterances of Benue State Governor, Samuel Ortom, who had not only implemented an aggressive anti-open grazing law but had accused Buhari of failing to take actions against herdsmen because he is also a member of the Fulani herders. Buhari said indeed, he is a Fulani man but Ortom was being unfair to him. He said he had told Ortom that the herdsmen perpetrating the attacks are not the Nigerian ones. The President further explained that the Tivs, which form the majority in Benue, and the Fulanis had been engaged in cultural conflicts for a long time. He added, “The problem is trying to understand the culture of the cattle rearers. There is a cultural difference between the Tivs and the Fulanis. So, the governor of Benue said I am not disciplining the cattle rearers because I am one of them. “I cannot say I am not one of them but he is being very unfair to me and I told him that the Nigerian cattle rearer was not carrying anything more than a stick sometime with a machete to cut some trees and feed his cattle but those sophisticated ones move with AK 47. “So, from other areas, people rush to Nigeria you know and Fulanis from Mauritania and Central Africa look the same so they feel they are the Nigerian ones and I assure you that we are trying to resuscitate these cattle routes, grazing areas and make them accountable.”

FG Declares Monday Public Holiday

The Federal Government has declared Monday, 14 June, 2021, as a public holiday to mark this year’s Democracy Day celebration. The Minister of Interior, Ogbeni Rauf Aregbesola, who made the declaration on behalf of the Federal Government, congratulated Nigerians on this occasion and urged all citizens to support the present administration in its efforts at ensuring a United and prosperous Nation. Aregbesola said any form of agitation that threatens the unity of the country should be shunned for the good of all. He said Nigeria would be a haven of peace, unity and progress if all citizens love his or her neighbour and embrace the spirit of brotherliness. “As we mark another Democracy Day in the history of our dear country, let us reflect on the efforts of our founding fathers and ensure that Nigeria remains one United and Indivisible Entity. No development can take place in an acrimonious environment,” he said. “With the challenges we face in Nigeria today, I see an opportunity for us not to break up or break down but to break open; open up to ourselves in truth so that we may appreciate each other, understand each other, honour each other and live together in peace and prosperity.” He assured that with the concerted efforts being put in place by the President Muhammadu Buhari-led Administration to secure the lives and property of Nigerians and stabilise the economy, the nation will continue to get better.

We didn’t kill any security personnel in Imo – IPOB

Indigenous People of Biafra (IPOB) has denied involvement in alleged killing of 128 security personnel in Imo State. The group said neither IPOB nor its security outfit, Eastern Security Network, (ESN) had been involved in any attack against security personnel in Imo or any part of the country. In a statement issued by its Media and Publicity Secretary, Emma Powerful said the Nigerian Army and other security agencies were only desperately looking for how to incriminate IPOB and ESN to justify their continued extra-judicial killings of our members. The pro-Biafran group called on international community to prevail on security agencies to stop the ongoing house to house abductions of innocent youths in the Southeast. The statement partly read, “The attention of the Indigenous People of Biafra (IPOB) ably led by our great leader Mazi Nnamdi Kanu, has been drawn to the fallacious and fabricated statements credited to the Commander, 34 Field Artillery Brigade Obinze, Gen. Raymond Utasaha, and Police Commissioner Imo State, Alhaji Abudu Yaro, that IPOB killed 128 security personnel in Imo State. “The above statement is not only fabricated but ridiculous and untenable. How could IPOB that is not armed be able to kill as many as 128 security personnel in one state? What an illogical and ridiculous claim! “This is nothing but one of the antics of our oppressors to tarnish our global reputation and whip up public sympathy. They also want to use it as a smoke screen to justify their further crackdown on IPOB and its members. “We therefore wish to declare for the records that IPOB did not kill any security personnel in Imo or any state for that matter. IPOB since inception has remained a peaceful movement with the sole mandate of restoring Biafra. “We have not changed our non-violent philosophy for the restoration of Biafra. If for any reason we need to change our peaceful approach, we shall make same public but for now we have not gone into arms struggle, and don’t intend to. “It will be necessary again to clarify that IPOB is not, and should not be taken for ‘Unknown gunmen’ that have been reportedly having issues with security agencies in parts of the country especially the defunct Eastern Nigeria. IPOB should not be held responsible for the activities of a group not commissioned by us. “Importantly, the Eastern Security Network ESN set up in December 2020 has no relationship whatsoever with the unknown gunmen. ESN was a child of circumstance established to resist the Killer herdsmen rampaging our communities. ESN operatives are in the forests where they are keeping their appointments with those invading our ancestral land. “We therefore wish to tell the world that neither IPOB nor ESN is involved in any attack against security personnel in Imo or any part of the country. The Nigerian Army and other security agencies are only desperately looking for how to incriminate IPOB and ESN to justify their continued extra-judicial killings of our members. “The world should prevail on the Nigeria security agencies to stop the ongoing house to house abductions of innocent youths in Biafra land who they label unknown gunmen and later kill without trial. This atrocity must stop!”

Hoodlums Raze Abia Vigilante Services Office

The building that serves as the office of Abia Vigilante services in Ahiaeke Timber market, Abia State, has been razed by hoodlums. Properties in the building including vehicles and motorbikes were destroyed by the fire. According to witnesses, the hoodlums razed the building of the vigilante services attached to the Ahiaeke Timber market as a result of the exchange of words between members of the vigilante service and some traders over revenue collection. The protest by the traders was reportedly hijacked by the hoodlums, leading to the destruction of properties belonging to Abia vigilante services. The Unit Commander of Abia Vigilante Services, Darlynton Onuoha said despite the attack, they will continue the maintenance of peace and safety of traders. He claimed that the attack on their office was hijacked by hoodlums who think that their continuous stay in the market is preventing them from perpetrating their criminal activities.

FG opens Koo account — days after suspending Twitter

The Nigerian government has opened an official account on Koo, an Indian microblogging platform. The move comes less than a week after the federal government suspended Twitter operations in Nigeria. The government had alleged that the microblogging site was being used to undermine “Nigeria’s corporate existence”. The Koo account, with the handle, “@nigeriagov” and username, “Government of Nigeria”, had over 10,000 followers as of press time. Aprameya Radhakrishna, Koo founder and CEO, officially confirmed on Saturday that the platform is now available in Nigeria. Radhakrishna said his team was working on adding Nigeria’s local languages for Koo users in the country. “Koo is now available in Nigeria. We are thinking of enabling the local language there as well. He further added that they are considering introducing a local Nigerian language into the Koo app,” Radhakrishna said. “Nigeria is similar to India in terms of language diversity. It has hundreds of regional languages. Koo has a global outlook and will enable micro-blogging in countries that need it the most. We have built a scalable platform, and while we are still enhancing the product, it’s already available for use in multiple countries today.” Lai Mohammed, minister of information, said on Wednesday the ban on Twitter in Nigeria does not stifle the citizens’ freedom of expression as they still have the options of Facebook, Instagram, WhatsApp and other social media platforms.

President Muhammadu Buhari has claimed that last year’s #EndSARS protest against police brutality was aimed at removing him from office. Buhari said this when he appeared on Arise TV on Thursday morning. The president stated that those who participated in the protest have made Nigeria unattractive to investors. He also blamed the protest on the dwindling inflow of foreign direct investment to the country. He was asked how he could improve foreign direct investment in Nigeria. In response, he said, “This question was answered last year when there was the #EndSARS protest. You remember the young people that wanted to march here and remove me?” He added, “Tell the young people to behave themselves and make the country safe, then we can attract real investors to the country”.

President Muhammadu Buhari Thursday in Lagos reiterated that his directive to security agencies, to shoot any person or persons found illegally wielding AK-47s and other assault weapons, remains in place. The President also vowed that his administration will act firmly and decisively ‘‘against any and all persons fomenting or carrying out attacks on our Police Force and other security personnel.’’ The President spoke at the handing over of security equipment by the Governor of Lagos State, Babajide Sanwo-Olu to the Lagos State Police Command during his one-day official visit to the State. President Buhari warned that ‘‘a nation that turns its Police personnel and infrastructure into targets of violence and destruction is a nation on the path of self-destruction.’’ ‘‘As Commander-in-chief, my primary responsibility remains the security of the country and the safety of all citizens. Despite the many challenges we are facing, I want Nigerians to rest assured that we will secure this country. ‘‘We will secure our infrastructure, our highways, our communities, and our forests, and we will secure the lives of our people,’’ he said. The President told members of the Nigeria Police that as the government strives to improve their welfare and capacity, the citizens equally had expectations from them. ‘‘First let me commend the Inspector-General of Police and the entire Force for the recent efforts to restore peace to troubled parts of the country. ‘‘I have charged the Inspector-General to leave no stone unturned in rebuilding the morale of his officers and men, especially in the aftermath of the mindless violence associated with the EndSARS protests, as well as the recent spate of attacks on Police Stations in some parts of the country,” he said. Commending the Lagos Governor on the newly acquired security equipment and assets, the President noted that it would go a long way in boosting the morale of the Police, and further enhance their capacity to fight crime and combat criminality. ‘‘This is even more touching in the light of the unwarranted violence that ensued in the wake of the ENDSARS protests last October, which saw the security architecture in Lagos State being severely damaged,’’ he said. The President added that it was commendable that Lagos State, the Centre of Excellence, has shown a truly resilient spirit, in the face of the massive destruction it suffered last October. ‘‘You did not allow yourselves to be deterred by the severe setback; instead you have bounced back and are now boldly rebuilding the confidence of residents and investors in the State. ‘‘I acknowledge the initiative taken to kick-start the rebuilding process, through the establishment of the Lagos State Rebuild Trust Fund, and through this very laudable effort by the Lagos State Security Trust Fund. I enjoin other State Governments to emulate your bold, proactive and resourceful initiative,’’ he said. The President also used the occasion to reiterate that the ‘‘Federal Government takes very seriously our constitutional oath to secure the lives and properties of the Nigerian people, adding that his administration was conscious of the fact that lasting security is a necessary foundation for business, investment, and true prosperity. President Buhari declared that no Federal government since 1999 has been as committed as his administration in reforming and repositioning the Nigeria Police Force and national policing architecture. ‘‘In 2019, I signed into law the Act establishing the Nigeria Police Trust Fund, the first in the history of the Force, to provide guaranteed funding to support Police welfare, logistics, and equipment. ‘‘In September 2020, I assented to the Bill amending the Nigeria Police Act, which was originally enacted in 1943. ‘‘This new Act, a vast improvement over the old one, among other things spells out the modalities for the implementation of a National Community Policing Scheme in Nigeria. ‘‘This new scheme will build confidence within our local communities and make them active stakeholders in the safety and security of their environs. ‘‘We are currently recruiting 10,000 new Police officers to reinforce our personnel capacity across the country. In addition to this, I have directed the National Salaries, Incomes and Wages Commission to carry out an upward review of Police salaries and benefits,’’ he said.

The police in Imo State have arrested a 40-year-old man, Uzoamaka Ugoanyanwu said to be a notorious native doctor, who allegedly prepares charms for members of the Indigenous People of Biafra, IPOB, and members of the Eastern Security Network (ESN). Mr Abutu Yaro, the State Commissioner of Police, who confirmed the arrest, said the police also arrested nine suspects who took part in the attack on the country home of Gov. Hope Uzodimma. Yaro said the breakthrough followed a painstaking investigation carried out by the command’s tactical units and urged criminal elements who are still in possession of police arms to willingly return them. Recall that the police, with the support of the military, foiled a deadly attack on Police headquarters on Sunday and killed five members of the ESN. Uzodinma. “He further led operatives of the command to the IPOB/ESN camp, a bush close to Njaba River, 9 persons were arrested at the criminal hideout while planning another attack, assorted charms were recovered from them. “However, two out of the 9 arrested in the hideout, Chinedu Nwakaire and Uzoamaka Ugoanyawu the native doctor, were identified to be part of the hoodlums that attacked the private residence of the governor recently,” he said.

Police Imprison Community Leaders in Enugu, Label Them ‘Unknown Gunmen’

Officers of the Nigeria Police have arrested men from Igga Community and accused them of being the unknown gunmen who killed five police men of Adani police station in Uzo-Uwani Local Government Area and set the station ablaze. Igga Community was raided by the Nigeria Police, and Ralph Iyambo, Titus Okeke, and other young men were arrested and accused of being unknown gunmen. They were arrested by men of the Intelligence Response Team (IRT) in Enugu State. FIJ learnt that the arrest of Iyambo was not without cause. Iyambo had been involved in a battle with Herbert Ukuta, the king of the community, over a communal land issue. FIJ had reported on the land issue, which also involved Ifeanyi Ugwuanyi, the Enugu State Governor, who was behind the imprisonment of Okonkwo Vincent Nwachukwu, a lawyer in the community, and Ikechukwu Ennanya, a lung cancer patient who died during the prolonged episode. Iyambo has been in custody at the state CID for the past three weeks. A resident of Igga community who is familiar with the case told FIJ names were penciled and young boys were also picked up by the Police. The Police had claimed to act on a petition sent to them, but when asked for a copy, they said it wasn’t a petition but rather an intelligence report. The names of those penciled was however the same as those who had once signed a petition against Ukuta. FIJ learnt that Mohammed Ndatsu Aliyu, the Enugu State Commissioner of Police, was directed by Usman Alkali Baba, the Inspector General of Police, to conduct a thorough investigation on the case and report back. Despite receiving court proceedings on the land case and being updated on the illegal incarceration of Okonkwo for the past nine months, Iyambo and the others still remain in custody. “As I am talking to you, nobody sleeps at home. The Police raid the village at will,” FIJ was informed by a community member. FIJ called CP Aliyu, but he denied knowledge of the arrests and said he was in Abuja. He refused to further comment on the case and said he doesn’t pre-empt investigations.
