ASUU grumbles over inconsistency in salaries, faults IPPIS again

The Academic Staff Union of Universities has alleged that its members’ salaries are being paid by contractors to the Federal Government. It also faulted the selective payment of salaries to its members with professors in some institutions receiving N80,000, while senior lecturers got N25,000 in June. The President of ASUU, Prof Emmanuel Osodeke, in an interview with The PUNCH faulted what he described as “amputated salary” as the lecturers did not know how much they would be paid next. According to him, in some universities, lecturers are still owed between 14 and 16 months’ salaries. He said, “You are also aware of the Earned Academic Allowance, which we have been owed since 2009. These are the issues that are still outstanding; some of our members are still owed up to 16 months’ salaries; some 14 months; some being paid what is referred to as amputated salary, which means you don’t know what you will be paid the next month. “We talked about the issue of the Integrated Payroll and Personnel Information System and today, we are very happy as a union that we are right. In June, a number of lecturers in Nigerian universities received different salaries. “Some were paid double salaries; some were alleged to have been paid double salaries when only one month was paid. The government wrote to the universities that they had paid A, B, C and D double salaries. But we found out that only a few of those people were paid double salaries and I can be sure that by this July, my salary will not be paid. “In some universities, a professor was paid N80,000 as salary, while some senior lecturers were paid N25,000. They did a lot of deductions. How will that person be able to go to work and teach?” Osodeke added, “All they did was to deduct all sorts of things from their salaries without consulting them; those were the issues we raised. That cuts across academic, non-academic and every staff in the universities. Their salaries were distorted. “We have challenged the government that there is no country in the world where the salaries of academics in a university is being paid from the ministry and they cannot name any and these salaries are being paid by contractors, people who come from anywhere; people who are looking for money and what they do is to ensure that our members come to Abuja to see how they can get some money from them.”

Bandit kill many in Zamfara village

Bandits invaded Jaya settlements in Boko district of Zurmi Local Government Area of Zamfara State on Monday, killing residents. Jaya is a cluster of villages located few kilometers east of Boko community. Witnesses told Daily Trust that the armed men invaded the village on over 100 motorbikes. “They also made away with cows and other animals. I saw three injured persons being ferried to a hospital in Boko community. They were shot on arms, legs and thighs. They were however referred to a bigger medical facility” “Few days ago, the armed men had attempted to attack one community there, but were ambushed by vigilantes who had got the wind of attack by the armed criminals. The armed bandits beat a retreat after several of them were killed. “This apparently angered the bandits, they therefore reinforced and invaded the communities. Reports say they came on more than 100 motorcycles and when they laid siege, it was drizzling and people were taking shelter inside their houses. “Several women and children had fled the communities and some of them arrived at Boko community this evening, despite the incessant rainfall,” a resident, Ali Aminu, told our correspondent. The spokesman of the state police command, SP Muhammad Shehu, could not be reached for comment at the time of filing this report.

The Monarch revealed that Senator Okorocha has pledged to establish a school in the border town for the less privileged and orphans; a gesture he said will help improve the standard of education within and around the border town. IPOB to DSS: If Nnamdi Kanu is alive, allow his lawyers, family see him

The Indigenous Peoples of Biafra (IPOB) has called on the Department of State Security (DSS) to allow their leader Mazi Nnamdi Kanu to have access to his lawyers and family members if he is still alive. The group made the call in a statement made available to newsmen in Abakaliki through its spokesperson, Comrade Emma Powerful, on Monday. He also condemned the ‘hide and seek’ attitude of the Department of State Services and its systematic delay and failure to produce their leader in court on Monday in Abuja. ‌ “We are no longer comfortable with this development. We have enough grounds to suspect foul play. With the failure of DSS to produce our leader in court today without any cogent reason and coupled with the torture meted out to him since his abduction in Kenya, we are worried about the safety of our leader. The failure of DSS to produce our leader in court today is confirming our fear over the uncertainty concerning his health.” The IPOB spokesperson added that “Considering his deteriorating health condition since he was kidnapped and the refusal of DSS to grant him access to his personal physicians, it is possible that our leader may have been killed. “This was a deliberate and wicked plot to inflict further torture on our leader who they have kept incommunicado for some days now. In the past seven days DSS has refused our lawyers and our leader’s family members access to him. This is wickedness! “DSS should prove us wrong by producing our leader in court or granting his lawyers and family members access to him. We are running out of patience. Nigeria should not take IPOB for granted. Our leader must not die in detention. “We also wish to heartily commend all markets, banks and government agencies, motor parks, and transport companies that showed solidarity to our leader Mazi Nnamdi Kanu without formal announcements from IPOB leadership. We thank all Biafrans and friends of Biafra who in one way or the other showed solidarity with our leader today. “We also demand the unconditional release of all those arrested today in Abuja and other parts of the country for their solidarity to our leader. Nigeria must release them.”

Redeem yourselves, leave us out of your misfortunes, APC tells PDP Govs

The ruling All Progressives Congress APC has asked governors of the opposition Peoples Democratic Party PDP to concentrate their energies on redeeming their failed party rather than blaming her or anyone for all the self-inflicted misfortunes of the PDP. National Secretary of the APC Caretaker Extraordinary Convention Planning Committee CECPC, Sen. John James Akpanudoedehe gave the charge in a statement issued Monday night in Abuja. The statement reads; “Our attention has been drawn to yet another communiqué by the Peoples Democratic Party PDP Governors’ Forum which is laced with lies, idle conspiracy theories on the state of the nation and the PDP’s pitiable attempt to explain its failed state as the supposed main opposition party in the country. “It is indeed remarkable that the PDP has finally opened up to its fast depleting fortunes. However, it is advisable that the PDP concentrates on redemption instead of blaming the APC or anyone else for its rudderless state. “We reiterate that it is foolhardy for the PDP to expect its members to sink with the party in the face of its failed state. The PDP should quickly address itself to the fact that its members and leaders who are joining the APC in droves are attracted and inspired by the progressive leadership of the President Muhammadu Buhari government and the internal democracy being entrenched by the leadership of the Governor Mai Mala Buni-led APC Caretaker/Extraordinary Convention Planning Committee CECPC. READ ALSO: Electoral Act Amendment Bill: PDP govs condemn direct primary “Under President Buhari, every election conducted in the country has been an improvement on the last. The APC will continue to support constitutionally backed innovations by our election management bodies to make our elections more credible. “At party level, the APC’s is resolved to entrench internal democracy in all decision making processes, particularly party nomination – direct and indirect primaries or consensus. “The Permanent Voters’ Card remains the only legal instrument voters can use to elect progressive leaders who can sustain the ongoing efforts of APC governments at the Federal, State and Local Government Areas to sustain its successes in renewing national infrastructure, transforming agriculture and diversifying the economy. We urge well-meaning Nigerians to take advantage of the ongoing Independent National Electoral Commission’s INEC Continuous Voter Registration exercise to register”.

Court orders DSS to release five worshippers arrested inside Dunamis Church

The Federal High Court, Abuja, has ordered the Department of State Services (DSS) to release five worshippers who were arrested at Dunamis International Gospel Centre on July 4 for allegedly wearing t-shirts with inciting inscriptions. The applicants, Ben Manasseh, Anene Udoka, Henry Nwodo, Samuel Larry and Samuel Gabriel, filed their separate suits at the Federal High Court, Abuja. Justice Anwuli Chikere gave the order following separate ex-parte applications filed on their behalf by their lawyer, Mr Tope Temokun. ‌ Justice Chikere ordered that the DSS should release the applicants with immediate effect. They had sued the DSS, President Muhammadu Buhari, the church’s pastor-in-charge, Pastor Paul Enenche and others for alleged unlawful arrest and detention. The plaintiffs, who urged the court to declare their arrest and detention unlawful, also asked the court to award N10 million each, in damages, for the violation of their fundamental rights. Temokun had argued in separate suits that his clients were entitled to the fundamental rights to freedom of thought, conscience and religion, right to freedom of expression and the press, right to freedom from discrimination and right to personal liberty. According to him, the government took the decision because of the ongoing aggressive military operations in most parts of the state. ‌ He noted that the ongoing operation was aimed at flushing out the bandits in their different hideouts, saying, we are concerned about the safety of our children who might be attacked by the angry bandits. To this, the governor urged communities to be vigilant as the fleeing bandits might infiltrate their communities. Speaking during the visit, the NMA state chairman, Dr Aliyu Sokomba asked the Federal Government to licence the use of firearms to its citizens. He noted this was necessary in order to allow the people to protect themselves from being attack by the bandits. Buhari Signs N982.72bn Supplementary Budget For Security, COVID-19

President Muhammadu Buhari has assented to the 2021 Supplementary Appropriation Bill submitted to the National Assembly in June. Mr Umar El-Yakub, the Senior Special Assistant to the President on National Assembly Matters, disclosed this to State House correspondents after a meeting with the President on Monday in Abuja, the nation’s capital. The 2021 Supplementary Appropriation Act, which is targeted at the provision of military hardware and COVID-19 vaccines, comes into effect from July 26. The budget is expected to be funded largely through new borrowing. President Buhari’s assent to the law facilitates the critical procurement of not just security equipment but the establishment of molecular laboratories, oxygen plants, and procurement of vaccines, particularly the J&J COVID-19 vaccines. The Supplementary Appropriation Bill passed by the lawmakers amounted to a total of N982.72 billion. In June, President Buhari asked lawmakers in both Senate and House of Representatives to approve a 2021 Supplementary Budget estimate of N895,842,465,917 in separate letters to the leadership of both chambers. He had explained that the budget was to fund the procurement of equipment for the military, procurement and administration of COVID-19 vaccines, and provision of additional funds for the Public Service Wage Adjustment in health and other sectors. Thereafter, the lawmakers directed the Senate and House of Representatives Committees on Appropriation to work on the President’s request. At a joint session of the lawmakers on July 7, the chairman of the Senate Committee on Appropriation, Senator Jibrin Barau, as well as his counterpart in the House, Muktar Betara, submitted their reports. The lawmakers went on to pass an increased sum of N982,729,695,343 as the approved 2021 Supplementary Budget estimate. Of the figure, N123,332,174,164 was for recurrent (non-debt) expenditure, and N859,397,521,179 was earmarked for contribution to the development fund for capital expenditure for the year ending on December 31, 2021
