CBN asks banks to block accounts of 18 companies

The Central Bank of Nigeria (CBN) has directed banks to place a post-no-debit on the bank accounts of 18 companies. A post-no-debit means that all debit transactions, including ATMs and cheques, on the accounts, have been blocked but can receive inflows. The circular, signed by Haruna B. Mustapha, director of banking supervision, on Thursday, also instructed banks to send details of the accounts. Last year, CBN also instructed banks to freeze accounts of 38 companies, including premier Lotto, owned by Adebutu Kessington, a Nigerian businessman popularly known as “Baba Ijebu”. “You are hereby directed to place all accounts of the under-listed customers on Post-No-Debit (PND) restriction,” the circular reads. The affected companies include Bakori Mega Services, Ashambrakh General Enterprise, Namuduka Ventures Limited, Crosslinks Capital and Investment Limited, IGP Global Synergy Limited, Davedan Mille Investment Limited and Urban Laundry. Others are Advanced Multi-Links Services Limited, Spray Resources, Al-Ishaq Global Resources Limited, Himark Intertrades, Charblecom Concept Limited, Wudatage Global Resources. Also included are Treynor Soft Ventures, Fyrstrym Global Concepts Limited, Samarize Global Nigeria Limited, and Zahraddeen Haruna Shahru. The apex bank did not state any reason for the action. The affected accounts belong to bureaux de change (BDCs), construction firms, investment companies, laundering services, and property companies. TheCable understands that it may be connected to the ongoing clampdown on illegal foreign exchange trading since the ban on forex sales to BDCs. Few days ago, TheCable reported how the bank got a court injunction to freeze the accounts of four technology trading platforms over alleged illegal forex transactions and cryptocurrency trading. The platforms have denied wrongdoings. On Friday, the apex also threatened to revoke licences of microfinance banks dealing in foreign exchange (FX) transactions.

Anambra 2021: INEC lists Soludo as APGA candidate

THE Independent National Electoral Commission (INEC) on Thursday unveiled names of substituted candidates ahead of November 6 governorship election in Anambra State. In the new list which revealed seven substituted governorship candidates and 11 deputy candidates, former Governor of Central Bank, Professor Charles Soludo, replaced Honorable Chukwuma Umeoji of the House of Representatives as the candidate of the All Progressives Grand Alliance (APGA). Nigerian Tribune gathered that the commission had, last month, placed Honourable Umeoji as APGA candidate, following the judgment of the Jigawa High Court of June 28 which accorded recognition to Umeoji who emerged at the parallel primaries conducted by the Jude Okeke faction of the party, as against the Victor Oye led leadership where Professor Soludo emerged as standard bearer. ‌ However, a Court of Appeal, Awka division presided by Justice Chioma Nwosu-Ikpeme had, on August 3, dismissed an application challenging the judgment of an Awka High Court of Anambra State, which declared the former governor of the Central Bank of Nigeria, as candidate of the APGA, in the November 6 gubernatorial election in the state. In a similar vein, three Justices of the Court of Appeals, Kano Division in a unanimous judgment, on August 9, affirmed Soludo as the authentic candidate of APGA. INEC in a statement signed by Festus Okoye, national commissioner and chairman, Information and Voter Education Committee, said the commission was served with the judgment of the Court of Appeal (Kano Division) which set aside the judgment of the High Court of Jigawa State on the leadership of APGA and the nomination of its candidates for the Anambra governorship election. The commission however hinted that “the final list of candidates will be published on October 7, 2021 as provided in the Timetable and Schedule of Activities for the election.” After INEC recognition of Soludo as APGA governorship candidate in the forthcoming election, an Imo State High Court again declared Umeoji as the party’s legitimate candidate for the Anambra governorship election. The judgment also favoured Chief Jude Okeke as the chairman of the party, as earlier recognised by INEC. The court presided over by Justice B.C. Iheaka, in a ruling, struck out a fresh court action brought by Victor Oye to stop Umeoji and reaffirmed her earlier judgment, declaring the Owerri convention that produced Jude Okeke as APGA chairman was valid.

32 Die In Cameroon Violence As Thousands Flee

Clashes between fishermen and herders in Cameroon’s Far North region over the past week have killed 32 people and forced thousands to flee to neighbouring Chad, the UN said Thursday. “A total of 19 villages were burned,” in the violence in the Logone-Birni district near the border, according to the UN Refugee Agency, which said the fighting “caused the death of 32 people and injured 74”. “In Cameroon, local authorities in the Far North are working to restore calm and are providing assistance to victims,” the UN said. The clashes between Choa Arab herders and Mousgoum fishermen were caused by tensions overfishing and agricultural resources. Machetes, knives, and arrows were used in the violence, according to a local authority in Logone-Birni contacted by AFP. The clashes forced 11,000 people from both communities to seek refuge across the border in Chad. “These displaced persons are 85 percent women and children,” Iris Blom, UNHCR’s deputy chief in Chad, told AFP. Around 7,300 people are displaced within Cameroon. “In Chad, the new arrivals are in urgent need of shelter, especially during the rainy season. Many are sleeping under trees and some have taken refuge in schools or host families,” according to the UN, which said “food and water needs remain pressing”. The governor of the Far North region, Midjiyawa Bakari, said the initial spark for the deadly clashes was a “trivial” incident between two individuals. Bloody clashes between communities are relatively rare in Cameroon, but frequent in nearby Chad. At least 22 people were killed on August 7 in a conflict in Chad between sedentary farmers and nomadic herders. -AFP

Anambra Election: INEC Affirms Date For Final List Of Candidates

The Independent National Electoral Commission (INEC) has reaffirmed the date for the release of the final list of candidates who will partake in the Anambra governorship election holding on November 6, 2021. At a meeting on Thursday, the Commission agreed to publish the final list on October 7. According to a communique by INEC’s National Commissioner and Chairman, Information and Voter Education Committee, Mr Festus Okoye, the date is the same one contained in the timetable and schedule of activities for the election, which was released earlier. Mr Okoye said the timetable and schedule of activities approved by the Commission on January 18, 2021, provides for the withdrawal/substitution of candidates in line with Sec. 35 of the Electoral Act 2010 (as amended). Accordingly, by the deadline of July 30 fixed by the Commission, seven governorship and 11 deputy governorship candidates were substituted by 11 out of 18 political parties. In addition to this, the Commission was served with the judgement of the Court of Appeal (Kano Division) which set aside the judgement of the High Court of Jigawa State on the leadership of All Progressives Grand Alliance and the nomination of its candidates for the Anambra Governorship election. As a result of the substitutions and court judgements, the Commission has published an updated list of candidates on its website and will publish the final list on October 7. Meanwhile, INEC Chairman Professor Mahmood Yakubu has said that the electoral umpire will continue to deepen the use of technology in conducting elections across the country. Professor Yakubu made the comment while speaking at the opening ceremony of a two-day retreat for officers of the commission in Keffi, Nasarawa State. According to him, INEC does not need new laws to deploy certain technologies. Based on that, he said the Commission will be deploying “new and innovative” technology for the Anambra poll. “We may have different tools, but they all work towards achieving one and the same goal,” he said. “There are some activities, some aspects of technology that we have deployed that the laws are already adequate for us to continue to deploy these tools. “We don’t need any specific provisions of law, for instance, to deploy the EMSC (Election Monitoring and Support Centre).” His comment comes weeks after the National Assembly passed the Electoral Act amendment bill amid sharp divisions over whether the electronic transmission of election results should be sacrosanct.

Lady killed during Lagos ‘Yoruba Nation’ rally buried amid tears

The 25-year-old sales lady, Jumoke Oyeleke, killed by stray bullets during ‘Yoruba nation’ rally on July 3 at the Gani Fawehinmi Freedom Park, has been buried. Oyeleke was laid to rest in Atan Cemetery amid tears in Yaba area of Lagos around 12am on Friday. The Nation reports she was found dead in a pool of blood after police officers began firing shots and tear gas canisters into the air to disperse the protesters. But the police denied responsibility for her death, saying its officers did not fire a single live bullet at the rally. The family and sympathisers in July held a candlelight procession in her honour. Lagos Governor, Babajide Sanwo-Olu, had also ordered investigation into her death. At the sitting of the coronary inquest held at a Magistrate Court in Ogba, Ifeoluwa Oyeleke, the deceased’s mother and boss, appeared as witnesses. Jumoke’s mother told the chief magistrate, M.K.O Fadeyi that she learnt of her daughter’s death while going home in a bus. “While rushing back after the call, that same day, I was coming from Ikeja, I overheard passengers saying an innocent lady in her shop was gunned down by the police. I never knew it was my daughter,” she said. The sitting was adjourned to September 6. An uncle to the deceased, Afolabi Wasiu, told journalists that her mother could not come to the Cemetery because “She is not feeling happy right now. We cannot bring her here in that state. “But we want justice regarding her death. We want to know who shot the bullet “September would have been her birthday celebration and she had a lot of plans for her sibling,” he said.

Court declines request to stop DCP Abba Kyari’s extradition

A federal high court in Abuja has rejected an ex-parte application seeking an order to stop the Nigeria Police Force and Abubakar Malami, attorney-general of the federation, from arresting and extraditing Abba Kyari, a deputy commissioner of police (DCP). The suspended commander of the police intelligence response team (IRT), had come under fire after Ramon Abbas, the self-confessed international fraudster better known as Hushpuppi, who is being tried in the US, alleged that he bribed Kyari to arrest one Vincent Chibuzo. Hushpuppi had alleged that he bribed Kyari to arrest and jail “one of his rivals in Nigeria after a dispute over a $1.1 million scam on Qatari business people”. But Kyari denied any wrongdoing, saying he never collected money from Hushpuppi. TheCable had reported that the US Federal Bureau of Investigation (FBI) secured a court order for Kyari’s arrest following his indictment in the confessional statements made by Hushpuppi, but no judicial pronouncement has been made on Nigeria handing over the suspended DCP to the US. Kyari is currently being probed by a panel set up by the Police Service Commission (PSC). Ahmed Mohammed, a judge, in a ruling delivered on Thursday evening, declined the motion which was filed by a group under the aegis of the Incorporated Trustees of Northern Peace Foundation. Rather, the court ordered the applicants, through their lawyer, Olukayode Ajulo, to convert the ex-parte application to a motion on notice and serve all the relevant processes on the police and the attorney-general of the federation. The judge subsequently adjourned the matter till September 9 for mention. The group, in its ex-parte application dated August 9, and supported with a 21-paragraphed affidavit, specifically prayed the court for a temporary order of injunction against the two defendants, pending the hearing and determination of their substantive suit marked FHC/ABJ/CS/854/2021.

21-year-old woman detained for ‘being friends with IPOB member’ — IGP orders probe

Usman Baba, inspector-general of police, has ordered an investigation into the alleged detention of Glory Okolie, a 21-year-old woman by officers of the Intelligence Response Team (IRT) in Imo state. Okolie was said to have been arrested on June 17 by IRT officers in order to use her as bait to arrest her boyfriend who is suspected to be a member of the Indigenous People of Biafra (IPOB). The family of the young lady had been searching for her. Harrison Gwamnishu, an activist and director-general of Behind Bars Human Rights Foundation, in a Facebook post, said it was later discovered that Okolie was in the custody of IRT in Imo allegedly cooking and washing for the officers. Gwamnishu accused the police of extorting the family when they went to ask for her bail. He said Okolie was later transferred to Abuja. “21-year-old Miss Glory Okolie who enrolled for 2021 JAMB exam has been in police detention since 17th June, 2021 till date. She left the house and never returned,” the activist wrote on Facebook. “Since 17th June, her families had searched for her in hospitals and mortuaries but couldn’t find her. “Ending of June, 2021, a young man who was freed from IRT office Tiger Base Owerri told the Okolie family that he saw Glory in the custody of IRT officers cooking and washing clothes for them. “The family immediately went to IRT office and requested to see Glory and bail her out and till date it’s been one story or the other. The IRT officers allegedly continued to extort the family and denied them access to see Glory.” Speaking with the Punch, the activist said his team met with Olatunji Disu, the newly-appointed IRT boss, on Thursday, but the police could not link the lady with any offence aside being the girlfriend of a suspected member of IPOB. “The office is cooperating with us. The current head of the unit said he just resumed and that the IG commissioned a committee to look into people arrested for IPOB issues after the Glory story went viral. The committee is already profiling the suspects,” Gwamnishu said. “They are many; they are more than 100 and they are interviewing them. We learnt the committee will give a report tomorrow morning and we were told to come and pick the girl by 11am.” Recently, Amnesty International said it documented 52 incidents of unlawful killing and 62 cases of arbitrary arrest and torture carried out by security operatives from January, 2021 in the south-east.
