NCC not planning to shut down telecom services in Katsina -Govt

The National Communications Commission has refuted a social media story claiming that the commission had ordered telecom service providers to shut down their services in Katsina State. Alhaji Abdu Labaran, the Director-General on Media to Governor Aminu Masari disclosed this in a statement issued to newsmen on Monday, in Katsina. The DG added that the Executive Vice Chairman/CEO of the NCC, Prof. Umar Danbatta, who spoke to the state government, dismissed the story as false. “He added that the purported letter trending on social media was a cloned version of the one sent to Zamfara State,” he said. The News Agency of Nigeria recalls that the NCC had in a recent letter ordered a total shutdown of telecom sites in Zamfara State, in reaction to the lingering security challenges. According to Labaran, Danbatta had advised that the trending news suggesting a similar action would be effected in Katsina State should be disregarded, as it did not emanate from the commission. No plans to attack Nigeria- Cameroun separatist group

A Cameroon separatist group, the Interim Government of Southern Cameroon Ambazonia, has said it has no plans to attack Nigerians. It accused the Cameroonian government, through her military, of plots to put the group on a collision course with the Nigerian government by disguising as ‘Ambazonians’ to attack Nigerian security personnel.” In a statement b leader of Southern Cameroons Ambazonia, Dr. Samuel Ikome Sako, the group said: “The intelligence reaching us from within the Cameroon military discloses a well thought out plot to carry out assassinations on the Nigerian security agents serving along the border with Southern Cameroons. “Our military informant states that the plot is particularly targeted to assassinate Nigerian coastguards and border officers. The plot is right now at its execution phase. The intelligence says.” Details of the plan, it said, include sending Cameroonian military men in plain (civilian) clothes to attack several Nigerian security men, women, and civilians including women and children in border villages and towns, especially on local market days or ceremonial days, to ensure maximum casualties. The group alleged the atrocious act by Cameroon military would be followed by video-recordings showing some pseudo fighters or French Cameroon BIR forces, dressed as Ambazonian civilians, wielding the Southern Cameroonian/Ambazonian flag, singing the Ambazonian anthem, repeating rehearsed phrases in pidgin English, usurping Ambazonia Restoration Forces (ARF) and claiming responsibility for the attacks and killings. The group said a recent military collaboration pact signed between the Nigerian government and the French Cameroon officials might have been done by the Nigerian government in good faith but the hidden agenda by the French Cameroon government is to hurry the Nigerian government into believing that Ambazonia’s quest for the restoration of its independence constitute an immediate danger to Nigeria’s security. The group called on the Nigerian government, local authorities, and Nigerians as a whole to be on the alert.

Sit-At-Home: IPOB Set Spare Parts-Laden Truck Ablaze In Enugu

A trailer conveying motorcycle spare parts was, on Monday, set ablaze by unknown persons apparently enforcing the suspended sit-at-home order of the Indigenous People of Biafra (IPOB) in Enugu state on Monday. Daily Trust gathered that the incident occurred at Eluagu Obukpa in Nsukka Local Government Area of Enugu State at about 7am. The Enugu State Police Command confirmed the incident and said that investigation has commenced. The hoodlums said to be driving a Sienna vehicle double-crossed the trailer forcing it to stop before setting it on fire. When asked if the arsonists were members of IPOB, an eyewitness, who identified himself simply as Mr. Onuh, said he didn’t know because they didn’t wear any Biafra insignia. He said: “I don’t know if they’re because they were not wearing anything depicting them as members of the group but they were shouting, ‘no movement today, you must sit-at-home’. “I don’t know how but the driver escaped and nobody was killed.” Fire fighters from the Enugu Fire Service were said to have rushed to the scene but before they got there goods worth millions of naira had been burnt. The Monday sit-at-home, which had hitherto been suspended, has continued in the South East.

Stop giving preferential scores to Northern students, el-Rufai tells JAMB

Kaduna State Governor, Nasir el-Rufai, has urged the Joint Admissions and Matriculation Board to stop giving “preferential scores” to students in Northern Nigeria who sit for the Unified Tertiary Matriculation Examination. He stated this on Monday as a guest on Channels Television’s ‘Sunrise Daily’ breakfast programme monitored by The PUNCH. According to the governor, students in the North should not be given lower cut-off marks but the same cut-off marks as their counterparts from other parts of the country for them to be competitive nationally and internationally. Established in 1978, JAMB is the government agency saddled with the responsibility “to conduct matriculation examinations for entry into all universities polytechnics and colleges of education in the country and to place suitably qualified candidates in the available places in these institutions”. Before now, JAMB set cut-off marks across the country but the Board recently cancelled general cut-off marks for admission into tertiary institutions for the 2021/2022 academic session and gave institutions the freedom to set their individual minimum benchmark for admission.

Nnamdi Kanu’s lawyer sues DSS over ‘rights violation’, demands N50m as damages

Maxwell Opara, a member of the legal team representing Nnamdi Kanu, leader of the proscribed Indigenous People of Biafra (IPOB), has sued the Department of State Services (DSS) over alleged violation of his rights. According to the suit marked FHC/ABJ/CS/1018/2021, which was filed on Monday, Opara alleged that his fundamental human rights were violated during a visit to Kanu in DSS custody on August 30. Kanu has been in DSS custody since his arrest and extradition to Nigeria. He is on trial for treasonable felony. Opara alleged that DSS operatives “forced him” to remove his outfit, including his “medicated eye-glasses, and his wedding ring”, while he was being searched. He prayed the court for “a declaration that the Respondents, whilst in the execution of their duties, must respect the fundamental rights of citizens and accordingly abide by the provisions of Chapter 4 of the 1999 Constitution of the Federal Republic of Nigeria as amended and the provisions of the Africa Charter on Human and Peoples Rights (Ratification and Enforcement) Act”. Opara is also seeking an order from the court declaring “that the actions of the men, operatives and officers under the command commission of the Respondents on the 30th of August, 2021 during the Applicant’s visit to see his client in their detention facility, wherefore they commandeered the Applicant to a particular room within their facility; for purposes of alleged bodily search, wherein they forced him to remove his medicated eye-glasses, wedding ring, belt, jacket and shoes and accordingly left him shabbily dressed, harassed, intimidated and humiliated, amounts to a gross violation of the Applicant’s right to dignity of human person as guaranteed under Sections 34 of the Constitution of the Federal Republic of Nigeria 1999 (as amended) and Article 5 of the African Charter on Human and People Rights (Ratification and enforcement) Act Cap A9 Vol. 1 LFN”.

God will give us a president like Buhari in 2023, says Ebonyi gov

The governor of Ebonyi State, Dave Umahi, has expressed the hope that someone with a “good heart” like President Muhammadu Buhari will emerge as his replacement in 2023. This is even as he noted that it is too early to engage in the politics of 2023 as he observed that it is a distraction in the president and state governors. The governor, who fielded questions from correspondents after a visit to President Buhari at the presidential villa, Abuja on Monday, also noted that members of different political parties from the South-East are working within their parties to ensure that they concede their presidential tickets to the region. ‌ Asked whether South-East leaders were working to get the main political parties to zone the presidency to the region, he said: “Well, for me, I’m very much entrenched in completing my projects. And I will look into politics when my tenure is remaining one year, which is from May 29 2022. And I think it is the same thing with other governors of South-East and by extension, governors of APC. “My position about what you ask is that our people that are in those political parties are making efforts in selling the need for South-East to produce the next president. “But I think both the governors and Mr President should not be distracted. When the elections are done and won, it should be governance. But in this country, the moment the election is completed, the next one that starts is that the masses are being cheated. “So, those whose job is politics and who are not into elected position, or appointed position have all the time and the opportunity to do this canvassing. And I think that they are doing it and doing it very well. “But I continue to say that power rests in the hands of God. And God will also give us the next president who has good heart like President Buhari for the good of this country. “We need God’s own anointing for our own anointed president, for the interests and unity of this country.” The governor also regretted the effects of the sit-at-home order imposed by the Indigenous People of Biafra (IPOB) on the economy of the South-East, saying, however, that fear is the major reason people stay away from their work and businesses. According to him, people do not stay away because of IPOB but uncertainty over their security. Asked what measures are in place to counter the IPOB order, he stated: “Well, I think is not more or less complying to the directive of IPOB or no IPOB, suspended or not suspended. It is a question of fear. “You know, the easiest thing to do is to carry a weapon and kill somebody, and that’s what happened in the past. And that’s why, you know, some people in the South-West are afraid of coming out. “Even if you go now to the street and say that… or you hold AK 47. You see everybody will desert the streets. So, it’s not a question of compliance. It’s a question of fear. “The security agencies can have enough personnel in the South-East. You’ll find out that no South-West man wants to miss a day of work. They like to work, they are into trade, commerce, and they want to earn their daily living. “So, this is something that the nation Nigeria must know. And it’s something that security agencies must know. Security agencies must know that they owe South-East people the duty to protect their lives. “And this is the reason why it appears that in some states there is a compliance of sit-at-home, even though like you said, IPOB has said, it’s suspended. “But it’s the worst thing to happen to South-East because it will destroy the economy of South-East. And so I’ve been singing and I have been shouting that South-East people should take into knowledge not to allow such thing to happen because it will cripple the economy of South-East” The Ebonyi governor said he met with President Buhari to thank him for the “mega projects” his administration is implementing in the South-East, saying that the people of the region are grateful to him. He explained: “I came to see, Mr President. One is to thank him very highly for a number of mega projects that he is doing in the South-East. The second Niger bridge is fast and fast becoming a reality. Each time we visit that bridge, location is always like a dream. “So, we the people of South-East are very grateful to Mr President for this. We also thank him for the award of this Eastern corridor of the railway line. This is a project that is going to fast track the commercial activities of our people. “I recall that when I was in school, I used to join train from my state, Ebonyi and then get up to Maiduguri where my brothers were staying for my holidays. Mr President is about restoring that hope. We are deeply very grateful. “But I also reminded Mr President that one of his cardinal objectives is to integrate into the South-East or the state capitals, but in putting together the project through South-East that the capital of Ebonyi State, which is Abakaliki and capital of Anambra State, which is Awka, were omitted. And I reminded Mr President that the South-East governors had requested that I write which I did, but not yet approved to the Honourable Minister of Transport, which Mr President said he will find out why they were omitted in the first place. “I am very, very hopeful that Mr President is going to give approval to those two locations. And also the limestone granules to fast track the fertiliser presidential initiative, which has helped the country Nigeria so much in food sufficiency. “Let me point out that without the effort of Mr President, through this fertiliser initiative and other programmes in the agricultural sector, it would have been a very

Four Killed In Fresh Plateau Attack

Four persons have been killed in a fresh attack in Plateau State. The victims, who are all male, were killed by suspected herdsmen on Monday at Renwienku village of Miango District in Bassa Local Government Area of the North-Central State. President of Irigwe Development Association Mr Robert Ashi Dodo said the assailants invaded the village in the early hours of the day and inflicted injuries on the victims – who were mainly middle-aged – which led to their death The incident, according to the Irigwe leader, was compounded when the mourners were attacked on their way to bury the dead. He, however, said they buried the victims following the intervention of security agencies. But the Fulani community has denied any involvement in the incident, and accused their Irigwe neighbours of killing a herder – who was pasturing – during the weekend. The Miyetti Allah leader in the state, Nura Mohammad described the incident as unfortunate in spite of the ongoing peace efforts in the state. The police in a statement from the command Public Relations Officer Gabriel Ubah confirmed the unfortunate incidents at Kpachudu and Reweinku villages in Miango district that led to the death of four persons. He said more personnel have been deployed to the areas to restore peace. According to him, investigations have commenced to fish out perpetrators of the dastardly act. Plateau is the twelfth-largest state in Nigeria. The recent incidents are the latest in renewed clashes in Plateau State. Last month, there was tension in the state after some travellers were killed, a development which prompted the Plateau government to impose a curfew on the state. But critics say Governor Simon Lalong is not doing enough to tackle insecurity in the state. “When I say enough has not been done, I mean, how many people, how many assailants – whether herdsman or gunmen, whether marauders or miscreants; how many have the state government arrested in the last six years? “How many assailants have the state government prosecuted and even if they have not prosecuted, how many have they made public to say that we arrested A, B, C, D in X, Y, Z places; how many?” a former member of the House of Representatives, Bitrus Kaze said. In the wake of the conflict, various states started evacuating their indigenes from the University of Jos (UNIJOS) over fears the situation could worsen.

I’ll make an example of you— CJN ‘queries’ three judges over conflicting court orders

Ibrahim Muhammad, chief justice of Nigeria (CJN), has asked three judges to appear before the National Judicial Council (NJC) to show cause why disciplinary action should not be taken against them for granting the conflicting ex parte orders. In recent weeks, the judges had issued conflicting orders on issues bordering on the leadership crisis affecting the Peoples Democratic Party (PDP), and matters relating to candidates for the Anambra governorship election scheduled for November. The CJN had issued a summons on August 30, requesting that the judges explain their recent court orders. Those summoned by the CJN are the chief judges of Rivers, Kebbi, Cross River, Anambra, Jigawa, FCT and Imo states. According to a statement by Soji Oye, NJC director of information, the meeting, which commenced at 11am on Monday, and lasted till 5:30pm, began with a one-on-one interaction with the chief judges. “Each of the CJs was separately quizzed personally by the CJN for over an hour, before later reading a riot act in a joint session with all of them,” Oye said. Oye said the CJN, who was visibly angry, stated that “damage to one jurisdiction is a damage to all. We must therefore put an end to indiscriminate granting of ex parte orders, conflicting judgements or rulings occasioned by forum-shopping.” “Your job as heads of court is a sacred one, and it, therefore, includes you vicariously taking the sins of others. There must be an end to this nonsense. You shall henceforth take absolute charge in assigning cases or matters, especially political personally. We shall make example with these three Judges and never shall we condone such act,” the CJN was quoted to have said. However, the names of the three judges referred to were not mentioned. The CJN further warned the judges to avoid “unnecessary assumption of jurisdiction in matters with similar subject and parties already before another court, protect the court from lawyers that are out for forum shopping, and work in tandem with all their Judges to salvage the image of the judiciary”. “Justice Muhammad also warned the CJs [against] making newly appointed judicial officers vacation judges and assigning complex cases to inexperienced judges,” the statement reads. “He revealed that all heads of courts will be invited to a meeting to reemphasise the need for the judiciary to be circumspect on the issue of granting ex parte orders and will also meet with the NBA leadership on the issue. “The CJN advised all heads of court to be current on the development in the polity and the judgments delivered by courts of various jurisdictions and to urgently issue practice direction to guide Judges in their various courts to avoid giving conflicting decisions. “He concluded that the judiciary will no longer condone indiscipline or allow any Judge to tarnish the image of the judiciary.”

Military action not best solution to herdsmen crisis, Gumi insists

Disturbed by the crisis in parts of the North, renowned Muslim cleric, Sheikh Ahmad Abubakar Gumi, has alleged that Military actions in the past have worsen the situation stimulating herdsmen resistance. He insisted that the conflict can be resolved by active engagement of the government with the agitators. Gumi,in a statement on Monday titled ‘Zamfara:The Flaring of Crisis’,proffered solutions to the raging crisis, especially in the Northwest region, and maintained that military action could not be the best solution. According to him,”Zamfara state is unique in many aspects. In early 2000, the state ignited a wildfire of states constitutional amendments that accommodated the application of sharia law beyond personal law (i.e. marriages, divorce, and inheritance) to include the Islamic criminal law. It was well received by the local populace with eleven other northern states adopting it. “However, it goes without saying, that the international community ruled by leaders that are promoting sodomy and lesbianism in the garment of secularism were at the forefront of fighting it. In a short time, it became political and fizzled away.” “If such shariah implementation move had concentrated in literacy and economic empowerment the kind of which we see in Saudi Arabia, with its rich resources, Zamfara would have become a shining example of the blend of a religiously modern state proud of its development and modesty. Unfortunately, it turned out to became the den of criminality and instability in the region.” “From the blues, in 2009 cattle rustling became rampant. Most of the cattle rustled were headed to the south in trailers where they are sold and slaughtered. This massive movement of rustled cattle greatly reduced their population. Most of the rustling first affected the rural herdsmen and it became more elaborate in the north-western region.” “Herdsmen were left with only one of three options. To join the rustlers or pay tribute to rustlers for protection or lose their cattle. In 2014, the military ‘intervention’ in the Birnin-Gwari Forest to fight cattle rustling changed the headsmen into a resistance movement as many innocent Fulani Ruga settlements were murdered, men, women, and children in hundreds.” “By 2015, banditry has replaced cattle raring that is becoming nearly impossible. Drugs were introduced into the herdsmen that are known to be illiterates or semi-illiterates. The reaction of the town local vigilantes (a natural reaction to any communal aggression in self-defence) pitched the herdsman against the local rural helmets, villages, and adjacent towns to the forests as they are lynched and maimed when whenever they enter markets. Therefore, everybody became an enemy and a target. Fulanis and other tribes, Muslims and non-Muslims were equally kidnapped for a ransom most of which goes to buying weapons.” “Profiling of Fulani herdsmen became another motivative factor of more resistance and more kidnappings which has now led to their metamorphosis into the monster the nation is facing today.” “We should also know that because of their educational status and lack of an effective unified leadership they have faced untold hardship in the hands of authorities where they were extorted and stereotyped. It has been imprinted in the psyche of nomadic pastoralists that the authorities and their town dwellers are ‘evil people’ that should be resisted because they have no place to secure justice for their cases no matter how innocent they may be.” “With their acquisition of weapons, they realized how easy it became to be masters of their abode the forest, where no authority can venture into. This has emboldened them to further attack people for more ransoms to sustain their newfound reality.” “Now with the prodding of the government to take more military actions of an already ugly situation whereby they were left to amass weapons, a huge military budget that is almost draining the economy to a standstill in the purchase of fighter aircrafts and conducting military operations in the region has become to the authorities in their calculations a necessity.” “Unfortunately, this is no solution or wisdom. When you don’t have the monopoly of the instruments of violence, then dialogue has the monopoly of resolving the conflict. This is what the UN is all about. i.e., Roundtable resolution of conflicts. What we are seeing is more than just criminals and criminality, yes it may have started as such but like any conflict, it is dynamic.” “The danger we face now is ideological demagogues changing the narrative. They are trying hard to infiltrate the herdsmen. And we know their objectives. They want to destroy all modern governments by fighting the military and now in the recent cajoling of local populations, they have tormented before to join them in the struggle.” “Let us face the reality, these herdsmen are going nowhere, and they are already in battle gear, and we know our Military very well, so before things get messy, we need cold brains to handle this delicate situation. It’s commonsense that if you allow your neighbors to be your enemy you are already conquered. Because they can easily be used against you by other forces as we see now the herdsmen are ultimately used to destabilize the region, pauperize and even depopulate it.” “Military actions in the past have worsen the situation stimulating herdsmen resistance. Any more action will push them closer to religious fanaticism. It gives them protection from discrediting them as thieves and also reinforce their mobilization of gullible young unemployed youth as we saw with Boko Haram.” “I have met many of the bandit leaders to see a way out of this gridlock. I have talked to the political class and security agents. Except for an exception, most state governors want a peaceful resolution of the conflict. The Police and other security outfits have also realized the enormity of the problem. But, unfortunately, the presidency for what appears to be political gullibility and the military for budgetary reasons as they are the most beneficiary of conflicts of this nature doesn’t seem to be on the same page.” “This conflict can be resolved by active engagement of
