Hanifa: Aisha Buhari Visits Kano, Says Justice Must Prevail

Marwa Seeks Drug Tests For University Students, NDLEA Campus Outposts

  The Chairman/Chief Executive of the National Drug Law Enforcement Agency (NDLEA), Brig. Gen. Mohamed Buba Marwa (Retd.) has asked all tertiary institutions in Nigeria to make drug integrity test an institutional policy for both new and returning students as part of efforts to tackle the menace of drug abuse among Nigerian youths. Marwa made the call on Wednesday at the University of Abuja while launching the ‘drug-free university campaign’. He also called for a partnership between the NDLEA and the university system that will allow the agency to set up outposts on campuses to strengthen the fight against illicit drugs. Marwa said, “Part of the measures to reduce drug use in the university is the proposed introduction of the Drug Integrity Test for both new and returning students. The Drug Integrity Test is anticipated to metamorphose into an anti-drug policy for all higher institutions of learning in Nigeria. “It is expected that the University of Abuja, being the “University of National Unity”, will be the first public university in Nigeria to adopt the Drug Integrity Test for fresh and returning students of the institution. “The Drug Integrity Test is not a punitive measure; rather it is an early detection tool to ascertain an individual’s drug use status for appropriate intervention, and timely treatment and care. This will also entail that the university will develop a drug policy and make such available to each student. Equally important is the need to create an NDLEA outpost on the campus where we’ll deploy our men to assist the authorities, deter drug dealers and users within the university.” He also said that the truth on the ground indicates that society needs to do more, especially since the National Drug Use and Health Survey of 2018 showed that Nigeria has a peculiar drug use prevalence. He said that it is worrisome that drug use was common among those aged 25-39 years, while the age of initiation was 22 years for heroin and 19 years for cannabis. Also speaking at the event, UNIABUJA Vice-Chancellor, Prof. Abdul-Rasheed Na’allah, commended the NDLEA for its efforts and pledged the institution’s commitment to fighting drug abuse in the university and other possible areas. In a statement issued by Dr. Umar Jibrilu Gwandu, the Special Assistant on Media and Public Relations, Office of the Attorney General of the Federation and Minister of Justice, Malami said he noted with dismay the way his response to a question in a recent interview was construed to evoke “unintended and non-existing inferences” which some mischief makers projected as him blaming the judiciary. “It was an innocent statement aimed at showing and re-enacting the tripartite division of powers and responsibilities among the Executive, Legislature and Judiciary,” he said. Further defending his comments, Malami said the President Muhammadu Buhari-led Federal Government accords respect to the democratic provisions of the doctrine of separation of powers among the three independent and separate arms of government. According to him, the Federal Government maintained the sanctity of the provisions of Sections 4, 5 and 6 of the 1999 Constitution of the Federal Republic of Nigeria that delineate the roles and responsibilities of the executives, legislature and judiciary. He said it was on this note that the Federal Government supported the review of Section 121(3) of the Constitution of the Federal Republic of Nigeria to accommodate the provisions for financial autonomy of the state legislature and judiciary. In addition to the Constitutional provisions, the AGF explained that the Federal Government also came up with Executive Order 10 to enforce the provision of autonomy of State Legislature and Judiciary. Malami said it is on the record that the Buhari-led Federal Government has a record of non-interference with or meddling into the affairs of the legislature and judiciary. It was within the context of this quality and feature of non-interference by the Buhari-led Federal government and for the avoidance of sub-judice that the Minister responded that high-profile cases were presented by the Federal Government for prosecution and the government came out with initiatives in its efforts to support the speedy determination of justice. The AGF said: “The doctrine of separation of powers has three implications: a. that the same person should not be part of more than one of the arms or division of government; b. that one branch should not dominate or control another arm. This is particularly important in the relationship between (the) executive and the courts; c. that one branch should not attempt to exercise the function of the other…” The minister added that in view of the crucial role of the judiciary as an essential element of a democratic system, the Federal Government gives attention to the budgetary provisions of the Judiciary in addition to welfare packages meant to enhance their operations.

He described Ezeife as a stabilizer in the leadership of this country, adding, “You are a national leader that reminds us what the country should be and what we should also be. When you were the governor in Anambra, you tried to unite the country as a family, showing that you want us to be united as a country. “You are known to be a planner and you left a solid foundation of what Anambra State is today. You have been an example to the country in many ways. At a moment like this, we’ve come to you, you must feel the vacuum of losing a loved one but you must fill that vacuum with all the many children you have produced. “Your duty is to give us direction, the country needs unity and you have an answer to that. The answer to Nigeria’s centre of gravity is the centralization of Igbos in Nigeria, you have been a solid reference for all of us. You have seen a lot but yet you’ve soldiered on, but our duty is to relieve you of some of these heavy responsibilities by taking care of ourselves and being responsible”, he stated. He appealed to Nigerians to remember that the late madam Njideka Ezeife made a lot of sacrifices that most Nigerian women are enjoying, and prayed for God to preserve Dr. Ezeife’s life to see a new Nigeria.

Hisbah Board destroys 3.8 m bottles of beer in Kano

  The Kano State Hisbah Board has destroyed over 3.8 million bottles of assorted beer that were confiscated in the last few months. The Commander-General of the board, Dr Harun Ibn- Sina, stated this during the destruction of the seized beer at Tudun Kalebawa, Dawakin Tofa local government area on Wednesday. Ibn-Sina explained that the board is winning the fight against drug abuse, intoxicants and all other societal vices. He said the state government approved the destruction of the intoxicants, hence the conduct of the exercise. ” This paved way for the board to secure a court order from Chief Magistrates’ Court, Kano, to damage all the seized beer in its custody. – “The sale, consumption, and possession of alcoholic substances are prohibited in the state,” Ibn-Sina, added. He commended the state government for its dedication towards mitigating societal problems and ensuring that Kano competes with others globally. In the same vein, Gov. Abdullahi Ganduje has reiterated the state government’s commitment to the welfare of the board’s personnel. Ganduje was represented at the event by the member, representing Albasu Local Government in the State House of Assembly and the Chairman, House Committee on Religious Affairs, Hon. Sunusi Usman-Batayya. Ganduje said that Kano is one of the most peaceful states due to the tireless efforts of the state government and other relevant stakeholders. The governor urged the general public to support the government’s efforts by inculcating good moral values in their children to maintain a crime-free society. “Kano is the first state to establish a ministry for religious affairs in the country which has gone a long way in promoting peaceful coexistence. “Hisbah personnel should maintain the tempo as miscreants had devised new tactics of smuggling beer and hard drugs into the state”, Ganduje said. Anambra court sentences two to death for killing prostitute

  A High court sitting in Onitsha, Anambra State on Wednesday sentenced two youths, Valentine Umezinwa and Emeka Okolonji to death over the murder of a sex worker, Blessing Eze.   The Presiding Judge, Hon. Justice D.A Onyefulu, has earlier last week adjourned the matter to February 9th. 2022 in accordance with the new Anambra State Law. Delivering judgement, Justice Onyefulu said he listened to the cross examination by the state counsel, N. S. Emeka and the response from the prison officials who testified of the good conduct of the accused during their period in correctional facilities as well mother of Emeka Okolonji who wept bitterly in court, lamenting that her son had been nursing the ambition to study abroad had never been found with bad gang. In his ruling Justice Onyefulu said the Counsel to the suspects had the option of appeal or go through the committee of prerogative of mercy, stressing that the governor had the final say on the matter. The judge said, “The Counsel have not shown enough reason why justice should be tampered with mercy”. The Judge had earlier rejected the plea by their Counsel on the ground of youthful exuberance, arguing that if that should be allowed to stand youth would be acting anyhow and wasting people’s lives. Reacting on the judgement, the prosecuting counsel, N. S. Emeka, said justice had been done to the deceased, to the state and to the convicts, stressing that the convicts had the right to appeal. The defence Counsel, C. C. Okeke said they received the judgment with open heart, but would approach the committee for the prerogative of mercy, and would also appeal on the judgment. It will be recalled that the convicts were accused of murdering one Blessing Eze, a sex worker who they lured, murdered and dumped the corpse around DMGS axis in Onitsha.

‘N5.2bn fraud’: Ojerinde, ex-JAMB registrar, faces trial as plea bargain talks with ICPC fail

  The plea bargain talks between Adedibu Ojerinde, former registrar of the Joint Admissions and Matriculation Board (JAMB), and the Independent Corrupt Practices and other related offences Commission (ICPC) have fallen through. The ICPC arraigned Ojerinde on July 6, 2021, in a suit marked: FHC/ABJ/CR/97/2021, on an 18-count charge bordering on alleged misappropriation of funds to the tune of N5.2 billion. The commission alleged that the former registrar committed multiple frauds while heading JAMB and the National Examination Council (NECO). Ojerinde pleaded not guilty to the allegations and was granted bail in the sum of N200 million. On Tuesday, Ojerinde, through his counsel, Ibrahim Ishyaku, had prayed the court for an adjournment to enable him to finalise a plea bargain arrangement with the ICPC. However, at the resumed court session on Wednesday, Ebenezer Sogunle, ICPC’s lawyer, told the court that plea bargain talks failed. “My lord, I regret to inform the court that there has been no plea bargain agreement in this matter,” he said. “We have therefore resolved to proceed with the hearing. We have witnesses in court and ready to proceed.” Responding, Ishaku said: “That is the position, my lord, and we are ready for trial.” Shortly after, the ICPC called its first witness, Peter Oyewole, who said he acted as Ojerinde’s personal lawyer at a point, during which he aided him to incorporate companies and purchase properties. He listed the companies as Oke-Afin Boys and Girls Hostel Limited, Sapati International School, Doyin Ogbohi Petroleum Limited, Cheng Marbles Limited, Standout Institute Limited, Trillion Learning Centre Limited, Grace Petroleum Limited and Ifelodun Communications Limited. Certificates of Incorporation for the companies and title documents of three buildings allegedly purchased for the defendant in Abuja were tendered and admitted as exhibits. The witness said while Ojerinde was registered as director in two of the companies, he used the names of his associates as directors in the other companies. Oyewole added that he never met any of the associates at the time he registered their names at the Corporate Affairs Commission (CAC). Some of the names used to register the companies include Ojerinde Dayo, Ojerinde Olumide, Awodayo Habib, Adeyanju Gbenga, Ojerinde Olutoyin, Ojerinde Akanbi, Ojerinde Adedayo, Olayiwola Ayanwale, Ibrahim Danmusa, Ojerinde Dibu and Sanusi Alade Naj. Oyewole said the receipts obtained in the course of transactions for the defendant were received and acknowledged in writing by Olumide Ojerinde, the defendant’s son who is a serving member of the house of representatives. He also tendered 12 letters exchanged between him and the defendant as well as 17 photocopies of bank drafts issued for payment for the registration of the companies and the purchase of the three buildings. The witness further told the court that Ojerinde acquired millions of shares at Osanta Micro-Finance Limited, in addition to being a director with the bank at the time he was JAMB registrar.

Adulterated Fuel: ‘There Will Be A Major Investigation,’ Says Petroleum Minister

  The Minister of State for Petroleum, Timipre Sylva has announced that there will be a major investigation to unravel the cause of the unsafe quantity of methanol in petrol imported into the country. He disclosed this on Wednesday during a media briefing after the Federal Executive Council meeting in the State House. Although the Minister refused to disclose the identities of the companies involved, he said they will be made known after the investigations are concluded. “There will be a major investigation to unravel everything. We need to get to the bottom of it before we can come back to tell you what will happen to the culprits,” the Minister said.   When asked if companies found culpable will be blacklisted, Sylva responded that the government is not in a rush to mete out any measures until the actual cause has been decoded. Speaking concerning Nigerians whose cars were damaged after buying the fuel, the Minister said their situation will be put into consideration. “We know that some people’s vehicles must have been damaged, that is also going to the taken into consideration in dealing with the situation,” Sylvia said. The Federal Government on Tuesday announced that it has identified and subsequently dealt with what may have caused panic buying of petrol in some parts of Lagos and Abuja.
