Mobile Subscribers Affected As NIMC Portal Is ‘Temporarily Unavailable’

Mobile subscribers trying to complete SIM swaps across the country have been unable to do so due to the unavailability of the National Identity Management Commission’s NIN Verification Service (NVS). Responding to complaints from users, MTN Nigeria said the “NIMC application is currently unavailable. “Please bear with us as we are unable to process sim swap and upgrade requests at the moment. Feedback will be shared as soon as the issue is resolved. Apologies for the inconvenience this may cause you.” However, in a statement obtained by Channels Television on Monday, NIMC spokesperson Kayode Adegoke said “No one should be debarred of any service on the guise of NIN not being verified.” “Even though the NIN verification service (NVS) might be down due to maintenance by one of our service providers of its infrastructure, the alternative platform – TOKENISATION is up and running,” the spokesperson said. “There is the need to ask questions from the Telcos, NIS, Banks and others on the reason for turning down customers in the guise of NIN not being verified due to the temporary unavailability of the NVS, while the alternative platform- Tokenization is working!!! “NIMC NVS platform is not the only verification platform available for use, but Tokenisation which protects the identity of NIN holders is also up and running!!! “And for accurate information, it is not a NIMC problem, rather, a government service provider has embarked on maintenance of its infrastructure, which has affected most government agencies that rely on it for the provision of IT service. But for us in NIMC, the TOKENIZATION is available for the verification of the NIN before rendering services.” ‘Temporarily Unavailable’ In a statement on Saturday, the NIMC had confirmed the problem, which it attributed to ongoing maintenance. “The National Identity Management Commission (NIMC) wishes to inform the general public that its NIN verification Service (NVS) is temporarily unavailable due to the maintenance service being carried out by one of the Commission’s network service providers,” the statement said. “The NIMC wants to assure the public that verification and authentication services would be restored once the maintenance is concluded. “The Commission apologises for any inconvenience this might cause our esteemed customers, as all hands are on deck to ensure speedy restoration. “Meanwhile, the public can make use of the alternative Tokenisation verification platform.” ‘Loss of trust’ The affected NIMC portal allows third parties to confirm the identity of customers. Apart from telecoms firms, financial institutions and government agencies also rely on the service. “The biggest implication is the loss of trust,” said technology analyst Fred Agbata. “People who depend on things manually are told technology is a better option, but then downtimes can make their lives more miserable.” Agbata also noted that the NIMC downtime should lead to questions about how safe the system is in protecting the information of millions of Nigerians. Last month a hacker identified as Sam claimed he had found a bug on the NIMC server that could be used breach the system. The NIMC at the time debunked the hacker’s claims. “Over the years, through painstaking efforts, NIMC has built a robust and credible system for Nigeria’s identity database,” a spokesperson said. NIN-SIM linkage The linkage of NINs and SIMs was mandated by the Federal Government, through the Ministry of Communications and Digital Economy, as part of efforts to build a cohesive national database. Although the process was hampered by long queues and massive crowds amid COVID-19 restrictions, forcing the government to serially extend the deadline for the linkage, the NIMC has said it is committed to its mandate to establish, own, operate, maintain and manage the National Identity Database in Nigeria. All other forms of identity management, including the Bank Verification Number (BVN), are expected to be lined to the NIN.

Nigeria doesn’t need ‘leaders with walking stick’ – Abdulsalami

Nigeria’s ex-military head of State, General Abdulsalami Abubakar has stated that the nation doesn’t need “leaders with walking stick”, hence, younger generation should be allowed space and opportunity to govern the country. He spoke over the weekend at his hilltop country home, Minna, when a presidential hopeful, Prince Adewale Adebayo paid a consultation to him ahead of the 2023 general election. The ex-leader reasoned that governance has gone digital now compared to their time, noting that the younger ones who understands the times, would better the society than the elderly whose mindsets were not compatible with the current realities. According to him, it was a good development that youngsters were already interested in presidency, given the high number of those declaring their ambitions, adding that they would surely takeover from the elderly ones. Commending the presidential hopeful for telling him of his ambition, Abdulsalami said Nigeria with a population of over 200 million needed serious leadership to make it greater. “Like you rightly said the world is going digital and I believe the younger generation are more exposed internationally in ICT more than the older generation. “I am happy that you are thinking of moving the country forward and I believe with your ideologies and your youthful and vibrant ambition, I think Nigeria is on the right part and wish Nigeria will be great. “Thank you for finding me fit to come and visit me to tell me of your ambition. You can count on our support always trying to do the right thing. He thanked the former minister for sports Barrister Solomon Dalung for bringing his friend to visit him,” he said. Earlier, Prince Adebayo recalled how the ex-general midwived democracy in 1999 and expressed gratitude to him for relinquishing power to democratically elected leaders, adding that history will forever be fair to him. Prince Adebayo said: “You are one of our greatest leaders, you are to us what Abraham Lincoln is to the Americans. Because Lincoln founded America, it wasn’t George Washington, he reformed the character of the country after the civil war and you after many years of military wilderness showed to us that you are an officer and gentleman and you kept your words which was not easy to do and you did it. “But it wasn’t that day that you became who you are, you have always been a good citizen. You paid grievous sacrifices in the past when there were opportunities that you could be anything in the country to go abroad, or you stay here and become a medical Doctor, lawyer, you chose a profession where you had to give your life to the country. “At that time you never knew you could be head of State. You thought you could be eliminated in the war front but you have given your life to the country.” “If every youth lives their lives as you had lived that time, some will be head of State, some will not be but everyone would be a patriot and the country is built by patriots not by people in government and the calamity that we suffer in the country is not the misbehavior of people in Government, it is the effect of the disbelieve that it has created on the minds of the people and the generational inheritance of that doubt that things can be good.”

Immigration bows to court, releases ex-Gov Odili’s seized passport

After incurring a N2m fine over alleged disobedience to order of court, the Legal Adviser of the Nigerian Immigration Service (NIS), Jimoh Abdulkadir Adamu has finally bowed to court with the release of the passport of Dr. Peter Odili. The passport of the former Rivers State governor, unlawfully confiscated by Immigration on the alleged order of the Economic and Financial Crimes Commission (EFCC), was released to Odili in his Abuja residence. A motion by the Legal Adviser confirming the release of the document directly and personally to Odili has just been sighted by DAILY POST at the Federal High Court in Abuja. However, Adamu is to appear in court this morning to defend accusations of “professional misconduct” brought against him by the former governor. Justice Iyang Eden Ekwo of the Federal High Court, Abuja, summoned the senior lawyer to appear before him to defend his role in the refusal of his agency to comply with order of his court to release the passport. At the time of this report, the motion and affidavit of compliance, confirming the release of the passport has been served on Odili’s lawyer, Chief Ifedayo Adedipe, a Senior Advocate of Nigeria. DAILY POST, however, noted that contrary to the court order that the passport be deposited with the Registrar of the Federal High Court, the Immigration took the document directly to Odili and delivered it to him in person. A document signed by Odili personally acknowledging receipt of the passport was also sighted by our Correspondent.

Sunday Igboho to spend 6 more months in Benin prison

Chief Yomi Alliyu, SAN, counsel to Yoruba Nation agitator, Chief Sunday Adeyemo, fondly called Sunday Igboho, on Monday, disclosed that the Beninese Government has concluded plans to renew Igboho’s incarceration by another six months. Alliyu noted that though there are no criminal charges or extradition request against Igboho, the Beninese Government has, however, taken steps to keep Igboho in detention. He said: “Contrary to what was speculated in the news by a lawyer, the government of Benin Republic has renewed the incarceration of Chief Sunday Adeyemo for another six months even though there is no charge in there file in Cotonou and without extradition request from Nigeria.” Igboho was arrested on Monday, July 19, 2021, by the International Criminal Police Organisation at the Cadjèhoun Airport in Cotonou, the Republic of Benin on his way to Germany. He had apparently fled Nigeria after a bloody raid on his Soka residence in Ibadan, Oyo State by the Department of State Service (DSS) which accused him of stockpiling arms. The following Thursday, July 21, he was arraigned before the Cour D’Appel De Cotonou which adjourned the case till the following Monday when it further adjourned indefinitely on the grounds that it was investigating the case against the activist. The court ordered that he should be remanded in a facility in the country pending the conclusion of the investigation.

Nigeria’s Constitution Allows Muslim Women To Wear Hijab – FG

The Minister of Education, Adamu Adamu, says Nigeria’s constitution allows Muslim women to wear hijab in line with the teachings of their faith. He noted that all citizens are allowed to practise their religions as long as no harm or inconvenience is caused to other people. He spoke at the National Mosque, Abuja, yesterday at a public lecture organised by the Coalition of Nigerian Muslim Women as part of activities marking this year’s World Hijab Day. Adamu, represented by Hajiya Sidikat Shomope of the Social Mobilisation Department, Universal Basic Education Commission (UBEC), said it was unfortunate that the controversy over the wearing of hijab in the country had gone down to the school level and generated needless clashes. There was violence on Thursday at the Baptist High School, Ijagbo in Oyun Local Government of Kwara State, leading to the killing of Habeeb Idris, a Muslim student of the school, when a rally by the Muslim students was reportedly disrupted by hoodlums and security agents. The minister said: “The wearing of hijab by Muslim women is a Sunna as recommended in the Holy Qur’an (Q 33 V 59).” According to him, there is a lot the country can gain by dialoguing on matters of religious differences rather than resort to violence. “Our children will remain citizens of Nigeria irrespective of their faith. They will live and interact in the world outside school where no boundary exists between the religions. “We should understand that the constitution of the Federal Republic of Nigeria guarantees freedom of religion to all citizens. This, by implication, means that all citizens are allowed to practice their religions according to the teachings of their faith as long as no harm or inconvenience is caused to other people.” He appealed to all traditional, religions and community leaders to use their offices to douse tension so that Nigerians could all live in peace, harmony and tolerance. Adamu also called on parents and school teachers “to ensure that in both words and actions, they present the best model to our children to emulate.” Chairman, House of Representatives Committee on Electoral Matters, Aisha Duku; Hajiya Maryam Bukar Abba; Deputy Vice Chancellor, Administration, Nasarawa State University, Keffi, Prof. Saadatu Hassan Liman; Prof. Rafatu Abdulhamid of the University of Abuja and the FOMWAN National Ameerah, Hajiya Rafat Sanni, asked hijab-wearing Muslim women to ensure that while the hijab covers their physical appearance, the essence on their lives and behaviours are also prioritised. The wife of former Vice President Namadi Sambo, Hajiya Amina, said: “We are more determined to sensitize and promote this Islamic identity and culture without being intimidated.” Director, Muslim Rights Concern (MURIC), Prof. Ishaq Akintola, who spoke on ‘The Hijab as a Metaphor of Our National Aspiration’, noted that it is the responsibility of everyone, especially government at all levels, to ensure that the rights of all female Muslims are protected to adorn hijab in public.

Over 40 ‘Yahoo Boys’ Dressed In White Invade Abuja Estate

There was pandemonium in Mab Global Estate in the Gwarinpa area of the Federal Capital Territory as over 40 suspected internet fraudsters ‘Yahoo Boys’ attempted to breach the estate security on Friday night. This is coming less than 24 hours after two military officers were arrested for harassing civilian security men in the Estate. According to eyewitnesses, the suspected internet fraudsters, known in local parlance as Yahoo boys all dressed in white, attempted to gain entrance into the estate around 11:45 pm but were prevented by the combined team of security personnel at the gate. They could not provide the requisite information on the particular house number that was expecting them, hence the estate security turned them back. However, they returned strong in a convoy of 15 cars, carrying over 40 people in white around 2:30 am A security personnel said they became aggressive as they attempted to forcibly penetrate the estate. The suspected internet fraudsters and ritual killers most of who were hanging leather bags suspected to be holding dangerous weapons insisted that they were going to attend a birthday party at plot 312 Gold Street. Curiously, the particular residence is in the vicinity of the Embassy of the Democratic Arab Republic located within the estate. The security men were adamant in their resistance saying 312 was a private residence and not a commercial apartment building. But the suspected fraudsters insisted that the gate must be opened even as they started a struggle with the civilian security men, An agitated chief security officer of the estate, Mr Denis Omala, had to call in all his men numbering over 50 to prevent them from breaching the peace of the estate. One of the executive members of the estate had to rush to the gate late in the night to ensure that the young men were turned back as their intentions were not known. He urged the residents to be more vigilant because of the recurrent attempt to breach the security of the estate lately.

FG school feeding suffers setback, pupils wait in vain for vendors

The Federal Government’s school feeding programme is collapsing with food vendors no more turning up in schools, The PUNCH has learnt. Findings by our correspondents in Benue, Cross River, Akwa Ibom, Ogun, Enugu, Bauchi and Kano states showed that vendors because of non-payment of their funds had stopped providing food in the schools. In some states, teachers and pupils told The PUNCH that when the programme was in operation, it was epileptic with few of the schoolchildren getting food when the vendors turned up. Our correspondent, who visited some schools in Makurdi, the Benue State capital city, gathered that since the beginning of second term in January, the programme had not resumed. A primary four pupil of the LGEA Primary School at Idemekpe, Makurdi, Terry Orduen said that throughout 2021, the schoolchildren were fed for three days. “Since the inception of this second term we have yet to see the cooks in our school. In 2021, we were fed for three days,” he added. Corroborating the pupil, a teacher at the LGEA Primary School at Wuruku, who spoke on condition of anonmity, asked if the programme still existed. “Is the programme still on? For the past few months, I have not seen the cooks in this school. I cannot remember if our children were fed last term, “the teacher said. But some of the food vendors said that they had yet to be paid for second term. One of them who identified himself as Agbo attributed their inability to feed the pupils to the Federal Government’s default in the payment of their funds. She stated, “We have been following up on why we have not been paid and why the contractors supplying us the items failed to do so. “They have made us undergo revalidation and we have completed the process, and what we are waiting is the release of funds so that we can start feeding the children.” The state Focal Person, Dr Damsa Terries, however debunked the claim by food vendors that they being owed. He added, “Cooks do not use their money to cook. The Federal Government gives them money first so it is not possible for cooks to say they are being owed. “You don’t cook when money has not been given. It is when you get alert in your account that you know number of pupil’s you are going to feed.” In Enugu State, the programme stopped in November 2021, findings by one of our correspondents revealed. The correspondent, who visited some schools in the state capital, learnt that the children were fed only three months in the whole of 2021. Some of the schools visited within the state capital include Emene Practicing Schools 1, 2, 3 & 4 in the Enugu East local Government Area. Other schools visited are Construction Primary School, Asata in the Enugu North Local Government Area and Idaw River Primary Schools 1, 2, 3 & 4 in the Enugu South Local Government Area. A head teacher in one of the schools, Mrs Christiana Ogene, told our correspondent that since November 2021, middle of first team she had not seen the contractors. “When I called one of the food vendors, she told me that she had not been paid and unless she was paid, she could not cook.” One of the contractors, Mrs Ndidi Ikenta told The PUNCH that she was only paid for three months in 2021. She stated, “They (Government) usually pay us every month to cook for the children but in 2021 they only paid me for three months. The last time they paid me was in November 2021 and when, the money finished I stopped. “They pay me N100,400.00 to feed the children from one month and the money was not even enough considering the high rate of inflation in the country.” A staff member of the state Universal Basic Education Board, who spoke to The PUNCH on condition of anonymity, said although the programme was still ongoing, it was not being implemented effectively. He said that while some schools were getting the meal, which is supposed to be given to the pupils once daily, others schools hardly got the meal in time and the food did go round most of the time. “For example the cooks hardly bring enough food. The food is always inadequate to serve the number of pupils in the school. “The food is always inadequate and when you ask the cooks they will not give you satisfactory answer as to where the problem is,” he said. He said lack of proper supervision and monitoring was among the problems bedevilling implementation of the programme and called on both the state and the Federal Government to come up with effective mechanism with a view to checking the excesses of contractors and cooks. Effort to speak to some teachers by our reporter who visited, Dandutse and Giginyu primary schools in Kano metropolis proved abortive as they declined to comment on the programme for fear of being victimised for speaking to journalists. The school feeding programme in Cross River State has also suffered a setback due to lack of funds. A vendor, who confided in The PUNCH, said the programme was “very epileptic. They are not releasing funds. Even when they release the funds, they divide it into two. For instance, throughout this term, they have not made funds available. Last term it was only once. “The population of a school determines what is paid to vendors. Some receive N100,000, some N80,000, some N120,000.” He alleged that the money was usually slashed by half, adding that he received N60,000 instead of N120,000.”The programme is almost dying. At times they give us a crate of eggs and a chicken for a whole term,” he said. Another vendor in Obudu said he collected N40,000. He said he collected the amount twice last year. Reacting, the Coordinator of the programme in Cross River, Gabe Okulaja, said funds had not been released this term.”Abuja has not released funds

STRIKE: ASUU to take decision 14 Feb

University lecturers are heading for another strike over the re-negotiated 2009 agreement with the Federal Government, it was learnt at the weekend. There are indications that the National Executive Council of the Academic Staff Union of Universities (ASUU) will meet on February 14 to review the implementation of some components of the agreement and decide on industrial action. It was learnt that the re-negotiated agreement has five components, including funding for revitalisation, autonomy for universities and welfare. negotiated the agreement, was headed by Prof Munzali Jibril, Pro-Chancellor, Federal University Lafia, Nasarawa State and Chairman, Committee of Pro-Chancellors of Federal Universities. An ASUU leader, who preferred not to be named, said there had been a lack of progress in the agreement since it was re-negotiated last May. The source said the government team on the committee proposed certain figures which were adopted with an assurance that the government team had the authorisation to push through the agreement. He said: “The government side proposed something (new salary) and ASUU asked the government team if they had the mandate of their principal regarding what they proposed and of course, they answered yes, but said they will have to go back to consult. “After the re-negotiation had been concluded, they said they had to go back and discuss with their principal. That is where we are with negotiations on all five chapters. “The five chapters of the 2009 FG-ASUU are funding for revitalisation, the autonomy of universities, welfare of lecturers and four and five are related. These are things we bring up each time we go on strike. “Let them go and sign the re-negotiated 2009 agreement. It has always been like this with the government. “The antics of government regarding ASUU is always like this: We go on strike for government to come to the table for us to negotiate. After concluding the negotiation, we always have to go on strike for them to sign it and again go on strike for them to implement. “It has always been like this right from 1992. It is not new; it is the character of the government. “What is playing out now is what has been since 1992. Three stages: you will go on strike for them to negotiate, you will go on strike to get them to sign the agreement that they willingly negotiated then the final stage you go on strike to get them to implement. “This is not going to be the last strike. People should know that because after this, there will be another strike probably for them to implement that agreement.” ASUU President Prof Emmanuel Osodeke dismissed as mere promises the comments by President Muhammadu Buhari that the Federal Government was committed to meeting ASUU’s demands to prevent another round of strikes. Osodeke said the appeal for understanding by the president was a mere promise they have heard before. The ASUU President, in an interview with The Nation in Abuja, said most of the demands of the union have not been met by the Federal Government. He listed some of the demands to include: non-signing of the re-negotiated FGN-ASUU 2009 agreement, non-payment of the balance of Earned Academic Allowances, non-deployment of UTAS, non-payment of lecturers on sabbatical, and proliferation of universities by state governments. Buhari had, during a meeting with members of the Nigeria Inter-Religious Council, led by Sultan of Sokoto, Muhammad Abubakar III and the President of the Christian Association of Nigeria, Rev. Samson Ayokunle, said the Federal Government was committed to honouring promises made to ASUU to prevent strikes in universities. The President also appealed to the union to note the fiscal pressures that the government was currently facing. The ASUU President accused government officials of wasting resources on foreign trips. He said ASUU leadership would meet soon to take a decision. Osodeke said: “We have heard him so many times and nothing happened. Except when we start seeing something concrete being done the plea will just be like any other plea we have heard; mere promises.” He added: “If they are correct, no problem. But, are they correct? Is he correct that there is no fund? Are we not seeing things that are covering billions of naira? Bailing out banks, and others and having multiple travels by governors, principal officers of government – all consuming dollars? “If education is really the priority of this government, would we be saying there is no fund? How many countries in the world allocate five or six per cent of their budget to education? “Nigeria is the country that allocates the lowest budget to education. That is the problem because they don’t believe in it because their children are not in this country. ”If their children were here and probably in public universities today, they would not be treating education like this. In some countries, they give 25 to 30 per cent of their budget allocation to education, but Nigeria is six per cent. The budget is even worse than it was. This is the problem we are having. We speak and we don’t implement. “The allocation in the 2022 budget is less than what was given in the 2021 budget. This is why people don’t really believe in what the government is saying. “We are meeting soon and the NEC of the union will take a decision.” The ASUU president also chided the Federal Government for failing to implement the re-negotiated FG-ASUU 2009 agreement. Osodeke said 10 months after negotiations on the agreement were concluded, the Federal Government has failed to take action. ”The most important one is the issue of the 2009 FGN-ASUU Agreement. We agreed that we will negotiate the agreement up till now, nothing has happened. “Last year, ASUU and the government reached an agreement and a draft for signing and they reverted back to their principal. Up till now they have not come back to us on whether they agree or not, since May last year – that is almost 10 months now; nothing

Shock as Kidnapped student says “he is comfortable with bandits”

The remaining kidnapped Bethel Baptist High School student who was held in the kidnappers den, has allegedly refused to return to his family and expressed that he was now comfortable staying with the terrorists. However, the member of the Christian Association of Nigeria ( CAN) who took the ransom demanded by the terrorists was also kidnapped after he delivered the message. Chairman of the Christian Association of Nigeria ( CAN) in Kaduna State, Rev Joseph John Hayab, also Vice Chairman of CAN in the North and Abuja, had expressed worry that “the remaining pupil, the youngest of the abductees, rejected an offer of freedom from the terrorists.” Recall that 121 Bethel Baptist High School students were kidnapped on July 5, 2021, at the school premises along the Kaduna-Kachia highway, Damishi, in the Chikun Local Government Area of Kaduna state but 120 were released. “The remaining student preferred to remain with the bandits, it puzzled the entire members of the Baptist family and indeed, CAN. The bandits were said to be showering the boy with gifts each time they went out and come back from operations, thereby, making him reject the offer of freedom,” Hayab said. “Only one pupil of the Bethel Baptist High School is remaining with the terrorists. The reason is that this young boy – because we have to be clear with the story so that we don’t get misquoted – is the smallest among them.” “I think the kidnappers were smart. They worked and changed his mind that he even said he wants to stay with them. They gave him meat, good things. Anytime they go out and come back, they pick him among the rest and gave him so many things and then he starts acting funny.” “If they tell him to go home, he would say he was not going and gave some flimsy excuses that his parents used to beat him at home. But we also made findings and we don’t want to expose his parents to any noise but that is what he said. We are confused too.” “But I understand they are playing mind games with him by giving him gifts and convincing him to talk that way. But last week, they asked us to bring some money to come and take him. The person who took the money to them was kidnapped. The person is with them as I speak now.” “So, it’s a very complicated situation that we are praying and managing with care. The man who has been helping us to deliver the money all this while went to deliver the money to free this boy they were confusing and they kidnapped him. So, the whole thing is taking a different dimension and we need to be careful.” Hayab had repeatedly, called on the authorities to help free the student and other kidnapped victims on the state.
