We Will Continue To Stand, Fight For Justice, Buhari Says At AU

President Muhammadu Buhari Saturday in Addis Ababa, Ethiopia, said Nigeria will continue to pursue peace and progress in Africa, and other parts of the world, by consistently pushing for justice, fairness, and inclusiveness in global affairs. This was disclosed in a statement signed by his Special Adviser on Media and Publicity, Femi Adesina. President Buhari in a sideline meeting with the Prime Minister of Palestine, Mohammad Shtayyeh, at the ongoing African Union meetings said the country remains unwavering in supporting democracy, development, and good governance, particularly in ensuring the rights of individuals and institutions.   “As a country, we are doing our best, and we will continue doing our best to ensure justice and fairness,” he said. The President assured the Palestinian leader that Nigeria will be “consistent” in pushing for peace and progress, while upholding the tenets of justice. In his remarks, the Palestinian leader noted that the situation in the Middle East, particularly relations with Israel, had deteriorated over the years, adding that the world needs to know the facts. Shtayyeh thanked President Buhari for his leadership role in the continent. “Your Excellency, we thank you for your wisdom. We need it more now. Please continue to stay well and healthy, because we need your wisdom,” he said.

Soldiers insist they’re owed January salary — despite army’s denial

Several soldiers and officers of the Nigerian army say they are yet to get paid their January salaries. There have been reports of soldiers being owed salaries, but the Nigerian army dismissed the claims. Onyema Nwachukwu, army spokesperson, had said Faruk Yahaya, the army chief, ensures the prompt payment of salaries, allowances, and all statutory entitlements. “It is, therefore, instructive to state that for the month of January, all salaries and allowances have been paid,” he said. But some soldiers and officers across different divisions told TheCable on Saturday that they were yet to get their January pay. “Why is the authority not saying the truth? I am yet to receive my January salary, and that’s the truth,” a senior officer at the army’s division 2 in Ibadan told TheCable. “It’s a sad situation that I have had to borrow money to keep the family in the last weeks. You know how January could be sometimes.” Another soldier at the army‘s 1 division in Kaduna said, “nobody in the division has seen January salary”. “Maybe new soldiers from ‘21 NA are the ones that have been paid, but everyone one else is still hoping,” he said. The situation was the same with soldiers who spoke with TheCable from the army’s division 3 in Jos. “Army has not paid us a dime since this year began,” a soldier said. “Soldiers are tired. After working our heads off, there’s nothing to show for it. We’ve not been in high spirits here.” Some of the soldiers alleged that since the new army chief came on board, their salary payment has always been delayed. “Depending on the CoAS, sometimes we get paid on the 25th, sometimes on the 30th. We don’t have a specific payday, but with this current CoAS, payment comes the following month,” another soldier said. The soldiers said whenever they complain, the authorities blame the Integrated Personnel and Payroll System (IPPS) — a centralised payroll platform introduced by the federal government. When TheCable reached out to Nwachukwu for further clarification on the matter, he said the salary payment delay “may be attributable to the inability of their banks to expeditiously credit their accounts”. He said: “I’m assuring you that January salary has been disbursed and I do have personnel working with me who have confirmed to me that they have been paid their salary. “If any personnel is yet to receive it, then it may be attributable to the inability of their banks to expeditiously credit their accounts. “The current leadership of the Nigerian army is very mindful of the paramount importance of personnel’s welfare and ensures that their salaries and allowances are paid when due.”

PDP Warns Lawmakers Against Move To Impeach Zamfara Deputy Governor

The Peoples Democratic Party (PDP) has warned against the move by the Zamfara State House of Assembly to impeach the deputy governor of the state, Mahdi Gusau. In a statement on Saturday by its National Publicity Secretary, Debo Ologunagba, it described the move as illegal and undemocratic. The PDP also accused the state governor, Bello Matawalle, of manipulating the lawmakers into making such a move, thereby attempting to stoke and induce violence in the state. “This illegal process of impeachment, despite a subsisting order of the Federal High Court, Abuja in suit number FHC/ABJ/CS/ 650/2021 portends grave implication for peace and security not only in Zamfara State but the entire north-west region, as well as the continued sustenance of democracy in our country,” the statement said. “It is clear that this panic move by Governor Matawalle is induced by his realisation that the mandate of the PDP which he stole away into the APC is at the verge of being recovered through the legal processes of the court and restored to the deputy governor; he (Matawalle), having violated the provisions of the Constitution of the Federal Republic of Nigeria 1999 (as amended) in recklessly moving to the APC when there is no division in the PDP.”   Ego For Mandate? While there is no immediate reaction from Governor Matawalle to the claims by the main opposition party, the PDP believes the people of Zamfara are solidly behind Deputy Governor Gusau.   According to it, the deputy governor enjoys a large political following in the state as the custodian of the PDP mandate as a result of the governor’s defection to the All Progressives Congress (APC). “Any action against the deputy governor amounts to a direct assault on the will of the people which they will firmly resist,” the party warned. “Any attempt, therefore, to strip the deputy governor of the mandate of the people on the grounds of baseless and unfounded allegations is a recipe for a serious crisis that can result in the complete breakdown of law and order in the state. “The State House of Assembly is, therefore, cautioned not to allow itself to be pitched against the people and destroy the State because of the bloated ego of Governor Matawalle whose political career is at its twilight. “Governor Matawalle must know that the people of Zamfara State cannot allow his personal frustration and ego to be exchanged for their mandate which is now embodied in the deputy governor.” The PDP, in its call to the Inspector General of Police, alleged that the governor has constituted himself into a security threat in Zamfara and the north-west region. It also asked President Muhammadu Buhari and the APC to call Governor Matawalle to order, saying he should be held responsible for any breakdown of law and order in the state.

Okechukwu was released after the Human Rights Writers Association of Nigeria (HURIWA), called on the anti-graft agency to release Okechukwu or charge him to court. Court restrains Ebonyi govt, security agencies, Ebubeagu from arresting lawmaker

The Abuja Division of the Federal High Court has issued an interim restraining order against Ebonyi State government and security agencies in the country including the Ebubeagu security network from arresting a former House of Representatives member, Linus Okorie who was recently declared wanted by the state security council. This followed a motion ex-parte filed by Mr Okorie through his lawyer, Okoro Nkemakolam before the Hon Justice I E Ekwo. Okorie was declared wanted last week by the State Security Council for allegedly publishing statements on social media which was deemed to have contravened the state’s controversial Cybercrimes law. The state government further alleged that the posts he made on Facebook exacerbated an already charged atmosphere in Ikwo Local Government Area leading to the beheading of one member of Ebubeagu security outfit. But Mr. Linus in a reaction claimed the declaration was part of the attempts to stifle the opposition in the state. He, therefore, proceeded to the Court to file a suit against the state government seeking to enforce his fundamental human rights. The suit has the Inspector General of Police, the Commissioner of Police Ebonyi state, Department of State Security Services and Attorney General of the Federation as 1st, 2nd, 3rd and 4th respondents. Others joined in the suit are Ebonyi State Government, Barr Cletus Ofoke, Attorney General of Ebonyi State; Barr Uchenna Orji, Commissioner for Information and State Orientation Ebonyi State; Stanley Okoro Emegha, Ebonyi State Security Consultant; and Panchrist Ikechukwu Eze, SA to the Governor of Ebonyi State on Internal Security as the 5th , 6th ,7th ,8th and 9th Respondents. Okorie, according to the originating process, urged the court to declare that the decision of the security council to declare him wanted without giving chance to defend himself amounts to a flagrant breach or is likely to breach the fundamental rights of the Applicant to fair hearing. He also urged the court to declare the said action unconstitutional, unlawful, illegal, and wrongful and a flagrant abuse of his fundamental rights. Okorie further urged the court to declare that the attempt to arrest and detain him indefinitely by the security acting on the orders of the state government based on the said declaration by the Security Council of Ebonyi State, without a warrant of arrest, or any form of invitation amount to a breach or is likely to breach his fundamental rights and therefore unconstitutional, unlawful, illegal, wrongful and amount to flagrant abuse of his fundamental rights. He also prayed the court to set aside the said resolution of the security council on the 25th of January 2022 where the said decision to declare him wanted was taken. Linus further urged to issue “‘a declaration restraining the 1st -3rd Respondents, either by themselves, their agents, privies or whosoever, from further threatening to arrest, detain or from arresting and detaining the Applicant on the basis of the facts and circumstance of this case”. “An order restraining the 5th , 6th ,7th ,8th and 9th Respondents ether by themselves, their agents, privies or whosoever from taking any further steps whatsoever to incriminate, malign, and consequently dehumanize and inflict psychological torture and trauma on the Applicant, with respect to the facts and circumstances of this case. “An order restraining the 5th , 6th ,7th ,8th and 9th Respondents , either by themselves, their agents, privies or whosoever, and from using the Southeast Security Network, known as Ebubeagu, to arrest, threaten to arrest, detain, or threaten to detain, kill or threaten to kill the Applicant herein in respect of the facts and circumstances of this matter”. He also urged the court to order the 5th, 6th ,7th ,8th and 9th Respondents to jointly and severally pay him the sum of One Billion Naira (N1,000,000,000.00) for the unjustified, callous, reprehensible, and wanton breach and threats to breach the fundamental rights of the Applicant. He also sought another N10m from the same respondents as cost of action. Mr Okorie also urged the court to order the respondents to publish an unreserved apology in two national dailies. In the motion ex parte, Mr Okorie through his lawyer urged the court to grant an interim order restating the respondents whether by themselves, agents or employees from arresting and detaining him and from threatening to do so pending the determination of the motion on notice. He further sought the leave of the court to serve the respondents through substituted service. Justice Ekwo while granting the applications ordered that all parties in the interim should maintain the status quo. He said: “Order is hereby made directing parties to maintain status quo ante bellum pending further orders of this court” The Judge also granted the applicant leave to serve the 5th to 9th respondents originating processes and any subsequent processes of the matter through substituted means. He adjoined the matter to the 21st of February for hearing on the motion on notice. Ends.

150 Suspected Terrorists, Kidnappers, Robbers Arrested In Imo – CP

A total of 150 suspects have been arrested in connection with terrorism, kidnapping, and armed robbery in Imo State, the police have said. According to the Commissioner of Police in Imo, Rabiu Hussaini, the suspects were arrested within a period of one year, specifically between January 2021 and January 2022. He made the disclosure on Friday while briefing the state governor, Hope Uzodimma, who visited the Police Command Headquarters in Owerri, the state capital. Giving a breakdown of the figure, Hussaini explained that 105 of those apprehended were suspected kidnappers and the remaining 45 were suspected terrorists. He admitted that he met a series of security challenges on the ground on his assumption of office to take charge of the command in August last year. For the police commissioner, the Eastern Security Network (ESN) and proscribed Indigenous People of Biafra (IPOB), and others are to be blamed for the problems. He, however, thanked the governor for his support which he said led to the vigorous and aggressive attacks on the terror groups and the decimation of their camps. Hussaini revealed that the police were collaborating with traditional rulers, youth, and religious leaders, among other stakeholders on community policing. In this photo taken on February 4, 2022, the Commissioner of Police in Imo, Rabiu Hussaini, is seen with Governor Hope Uzodimma and others at the Police Command Headquarters in Owerri. Read the full text of his briefing below: AN ADDRESS PRESENTED BY THE COMMISSIONER OF POLICE, IMO STATE COMMAND, CP RABIU HUSSAINI PSC, ON THE WORKING VISIT OF HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF IMO STATE, DISTINGUISHED SENATOR HOPE UZODINMA TO IMO POLICE COMMAND. Your Excellency, the Executive Governor of Imo State, Distinguished Senator, Hope Uzodinma (ONWA IMO), Deputy Governor of Imo State, Senior Government Officials, Senior Police Officers, Gentlemen of the Press, Distinguished Ladies and Gentlemen. May I, on behalf of the officers and men of Imo State Police Command, welcome our amiable and indefatigable Governor of Imo State, His Excellency, the Executive Governor of Imo State, Distinguished Senator, Hope Uzodinma (ONWA IMO), and his entourage to the Command’s Anti-Kidnapping Unit, Owerri, Imo State on his working visit to the Command. I wish to use this opportunity to express my heartfelt appreciation to His Excellency, the Executive Governor of Imo State for finding time out of his stringent schedule to be here today. This visit marks a turning point in the history of the Command’s Anti-Kidnapping Unit and serves as a morale booster to all the officers and men of the Command. Your Excellency, I assumed duty as the Commissioner of Police, Imo Command on the 11th of August 2021. On my arrival, I met a command faced with a lot of security challenges which include amongst others, the activities of organised local terrorist groups christened “Eastern Security Network (ESN)”, its Militia Wing, the proscribed Indigenous People of Biafra (IPOB) and others. However, my sincere appreciation goes to Your Excellency for your wonderful advice and logistics support that assisted the command tremendously in launching vigorous and aggressive attacks on terror groups and the decimation of their Camps in the state, resulting in relative peace and tranquillity the state is enjoying today. I am delighted to inform you that the general security situation in the state has improved considerably and to sustain it, a lot of strategies have been emplaced by the command. Presently, we are collaborating with the traditional rulers, town union president generals, stakeholders, youth leaders, religious leaders, and hunters’ associations with an emphasis on community policing which has assisted greatly in combating violent crimes. In spite of the Command’s Anti kidnapping Unit’s constraints, due to the lack of modern equipment used in fighting crimes, like serviceable vehicles, modern tracking devices, drones, and other vital security apparatus, it has recorded laudable achievements. It will interest His Excellency to know that, between the Months of January 2021 and January 2022, the unit has arrested a total of One Hundred and Five kidnappers/Armed Robbers, Forty-Five Terrorists, and have recovered Twenty-Seven vehicles of different makes and assorted caliber of Arms and Ammunition. However, I attribute these achievements to His Excellency, the Executive Governor of Imo State, Distinguished Senator Hope Uzodinma (ONWA IMO) whose purposeful leadership qualities, concern for the welfare of the officers and men, vision, and exceptional support has contributed and aided the command immensely in policing the state. At this juncture, Your Excellency, may I respectfully request your assistance in the tarring of the only access road leading to the barracks and the Command’s Anti-Kidnapping Unit. As you might have observed, it is in a very deplorable condition and worse during the rainy season. Also, the command lacks modern barracks accommodation. The majority of the officers and men serving in the command live outside. More so, the existing barracks were built in the colonial era hence, they are dilapidated, while some are obsolete due to large threatening cracks. Finally, the barracks lacks consumable water. I also, wish to express my profound gratitude to Inspector-General of Police, IGP Usman Alkali Baba psc+, NPM, fdc for his constant directives and unrelenting logistic support that gave the officers and men the courage and zeal in the fight against terror in the State. Finally, I thank His Excellency for this laudable visit and wish to assure you of the commitments of the officers and men of the Command in ridding the state of crime and criminality. Thank you and God bless you, sir.
