Ansaru Terrorists Operate As Another Govt In Birnin Gwari, Collect Levies From Residents – Kaduna Councillor

  The Ansaru terrorist group has established another government within the Birnin Gwari Local Government Area of Kaduna State and now taxes helpless residents, a Senior Councillor of the Birnin Gwari Emirate, Zubair Abdurra’uf has said. “We have a government within the government,” Abdurra’uf lamented on Channels Television’s Sunrise Daily programme on Wednesday. “There are some areas within Birnin Gwari, particularly the eastern part, whereby the Ansaru (group) administer this territory because they give directives to the citizens who are there and they decide what to be done,” he said. Like Boko Haram… According to him, the splinter group of notorious Boko Haram terrorist group came into Birnin Gwari over 12 years ago under the guise of teaching the people Islamic knowledge but later turned to insurgents with abhorrence for western education. “Most of the schools in the area are deserted because they issued a decree that nobody should go to any school or have any form of formal education,” he said. Abdurra’uf said Birnin Gwari, which is vast with difficult terrain and mountainous places and adjoining forest to Zamfara and other states, has since been deserted by government institutions as the insurgents sack local chiefs and enthrone their rule. “At times, the locals have no option but to take some of their issues to these terrorists for adjudication because of the absence of some of the institutions of government that will normally take care of these issues,” the traditional councillor said. “The ideological conviction of Ansaru is not different from Boko Haram because the Ansaru are a splinter group of Boko Haram and whatever you see Ansaru do is in consonance with whatever Boko Haram are doing but only that the modus operandi of the two groups differ.” This is not the first time that officials would sound the alarm of terrorist dominance in Birnin-Gwari. In May, Kaduna State Governor, Nasir El-Rufai said Boko Haram and the Ansaru terrorists are taking over the Birnin-Gwari and Giwa local government areas in the state.     ‘Ansaru Now A Messiah’ The traditional councillor said the infiltration by terrorists in the area is not a question of the Almajiri system but lack of coordination to ensure people are not indoctrinated with the kind of “alien ideology” of the Ansaru people. Abdurra’uf said the locals now see the Ansaru terrorist sect as a “messiah” that protects them from marauders who rustle their cows and hijack their harvests. “They have their cattle confiscated, their farms, they have to pay all sorts of levies to the terrorists. They pay for the harvest. For every ten bags, they give two bags to all these bandits while they take eight away. “So, when the Ansaru offers help to these people, they take it because they don’t have the means to protect themselves. They have seen Ansaru as messiah that will eliminate these people (marauders) who capitalise on their inadequacy and lack of protection which is the primary responsibility of the government,” he said.   He further said the Ansaru group distributes food items to locals during festivities, adding that young people join Ansaru because of poverty and neglect of the government. Can 2023 Elections Hold In Birnin Gwari? Abdurra’uf said the Independent National Electoral Commission (INEC) can’t deploy its personnel to the terrorist den in Birnin Gwari, doubting the possibility of the 2023 elections being held in the area. On Monday, the presidential candidate of the All Progressives Congress (APC) Bola Tinubu visited the Emir of Birnin Gwari, Zubairu Maigwari, and promised to wipe out bandits and terrorists in Kaduna and other parts of the northern region if elected as in 2023. Also, an APC stalwart, Ahmed Sajo, who was a guest on Channels Television’s breakfast show on Wednesday alongside Abdurra’uf, said Tinubu will eliminate non-state actors in Birnin Gwari if elected. However, Abdurra’uf warned against the politicisation of the security challenges of the area and other parts of the north. “Bad governance increases the issue of insecurity,” he stated, noting that politicians should not capitalize on insecurity to get votes during elections but look away after they get elected. He said President Muhammadu Buhari doesn’t sympathise with residents of the area despite the many attacks by terrorists in the area. The official urged the government to rise up to its primary responsibility of protecting lives and property. Kaduna, one of the seven states in the North-West geopolitical zone, has recorded increasing bandit and terrorist attacks in the last two years including the infamous infiltration of the Nigerian Defence Academy on August 24, 2021, and the dastard attack on a moving train on March 28, 2022. The Kaduna State Government said 1,192 persons were killed by bandits and other violent groups in 2021 while over 3,000 residents, students, and travellers were kidnapped. So far, over 800 people have been killed by bandits, and more than 1,200 persons kidnapped in Kaduna between January and September 2022, according to official data.

UK opens door for Nigerian teachers

  Nigeria has been listed among African countries whose citizens can now apply for qualified teacher status through the Teaching Regulation Agency in the United Kingdom, from February 2023. Other foreign countries which the offer extends to include Ghana, Hong Kong, India, Jamaica, Singapore, South Africa, Ukraine and Zimbabwe. A publication early December on the UK government’s website, by its Department for Education, announced the application for interested non-UK nationals. The PUNCH reports that the applicants do not even necessarily require initial teaching qualifications as the country offers a training programme for the potential migrants. The notice read, “From February 1, 2023, teachers who qualified in the following nine countries (listed above) will also be able to apply to the QTR through the TRA. “This change is part of the launch of a new service. “Teachers from all eligible countries will have to show they meet a consistent set of criteria for the award of the QTS. Over time, this route will be opened to qualified teachers from every country outside the UK. “To apply for assessment – only QTS, you do not need a formal teacher training qualification. “However, you must have: a minimum of two years teaching experience, a first (bachelor’s) degree from a UK or non-UK university, an English language qualification which is the same standard as a grade four General Certificate of Secondary Education, a maths qualification which is the same standard as a grade four GCSE to teach children aged three to 11 in primary school, a physics, chemistry or biology (science) qualification which is the same standard as a grade four GCSE.”

2023: Stop trying to corrupt us, IGP urges Nigerians

  The Inspector General of Police, Usman Alkali-Baba has appealed to Nigerians to stop attempting to corrupt security agencies especially the police, even as we prepare for the 2023 general elections. Alkali-Baba said this during a Public Lecture and Integrity Award with the theme: “Promoting Integrity as a way of fighting corruption,” organized by the Centre For Awareness and Accountability (CAJA), in conjunction with The Penlight Center, in Kano, on Wednesday. The IGP who was represented by a Deputy Commissioner of Police, Abubakar Zubairu, said, the exemplary conduct of the CAJA Integrity Award recipient, ACP, Daniel Amah, who rejected a $200, 000 bribe from criminals, was a true reflection of what the Nigerian Police Force under his watch stands for. Alkali-Baba expressed gratitude to CAJA for its decision to recognize Officer Amah, saying“To many, we are corrupt, we don’t know what to do. “Today, we are glad one of us is being recognized. It is an open secret that we have a lot of ACP Daniel Itse Amahs among us, it is just that they are not being recognized. “Please, don’t try to corrupt security men; members of the public should refrain from trying to corrupt us.” He, however, admitted that the Police like every other human organization, has a few bad eggs but “when we identify such persons we show them out. “We don’t condone corruption. The Nigerian Police is one organisation that exposes officers and men found to be corrupt. “They are not only exposed, they are dismissed and prosecuted. “The IGP has zero tolerance for corruption. The government of the day is doing everything possible to provide what the police needs to function but we need public support.” Speaking in a similar vein, the Executive Chairman of the Economic and Financial Crimes Commission, Abdulrasheed Bass, who was represented by the Deputy Zonal Commander of the EFCC, Kano, Sunday Adiba, enjoined Nigerian youths to take a cue from the life of the awardee. He said, “This honour is not for Daniel alone, it is for the police and all security agencies. You cannot be a corrupt law enforcement officer and have a corrupt free soceity. “We are encouraging all of us to take this exemplary courage as a way of life. The EFCC chairman was not made chairman by coincidence. “Between January this year and today, the EFCC has secured 3,287 convictions. This is unprecedented in the history of law enforcement in Nigeria. “These convictions include: convictions from land fraud, public sector fraud, cyber crime, bank fraud and fraud in other sectors of our soceity. “ He explained that this was made possible through the support of Nigerians from all walks of life. Also, Ex- Minister of Youths and Sports, Barr. Solomon Dalung, who was a guest at the event said the event was proof that Nigerians irrespective of ethnicity, religion and political leanings, respect and cherish integrity. This, he said, should guide us as we go to the polls in 2023. The awardee, ACP Daniel Amah, expressed gratitude to the IGP of Police, officers and men of the force for their support and encouragement which made it possible for him to be so recognized. He described the award as a call to higher service which he is committed to rendering.

56 journalists imprisoned in Africa; Iran, China top jailers

  At least 56 journalists were jailed in Africa in 2022 as Egypt was the top jailer country, according to Committee to Protect Journalists (CPJ). CPJ, in an investigative report published on Wednesday, found that 363 newsmen were deprived of freedom as of December 1, 2022, which set a new global high that overtakes the 2021 record by 20 per cent. While it revealed that Egypt remains the top jailer country for journalists in Africa, Iran and China are recorded as notorious world top jailer nations for journalists. It disclosed that most of the jailed reporters have been in the custody of security agents without trial for 21 years. “Egypt remains the top jailer of journalists across Africa, despite some releases under international pressure. Eritrea is one of the most censored countries in the world. “The majority of the journalists imprisoned there have been detained without trial for 21 years, since the crackdown on the independent press in 2001,” the report read. “Cameroon has appeared on the census every year since 2014, with some currently jailed journalists held since 2016. Senegal has one journalist imprisoned for their work, Pape Alé Niang, marking the first time the country has been on the census since 2008. “Three of the 4 jailed journalists in Rwanda are YouTubers. Two of them – Aimable Karasira and Dieudonné Niyonsenga allege that they have been tortured and ill-treated while imprisoned. It said the governments hide under the guise of waging war against “fake news” to hound journalists and jail them. “Imprisoning journalists is just one measure of how authoritarian leaders try to strangle press freedom. Around the world, governments are also honing tactics like “fake news” laws, are using criminal defamation and vaguely worded legislation to criminalize journalism, are ignoring the rule of law and abusing the judicial system, and are exploiting technology to spy on reporters and their families,” CPJ said. “This year’s top five jailers of journalists are Iran, China, Myanmar, Turkey, and Belarus, respectively. A key driver behind authoritarian governments’ increasingly oppressive efforts to stifle the media: trying to keep the lid on broiling discontent in a world disrupted by COVID-19 and the economic fallout from Russia’s war on Ukraine,” it added.

Senate confirms Adamu, Ahmad as CBN Deputy Governors

  THE Senate on Wednesday confirmed the former Director Human Resources of the Central Bank of Nigeria, CBN, Edward Lametek Adamu for the position of Deputy Governor of the nation’s apex bank to complete another tenure in office. Also confirmed by the Senate is the CBN Deputy Governor, Mrs Aisha Ndanusa Ahmad for the second and last time in that position. The confirmation of Adamu and Ahmad by the Senate was sequel to the presentation and consideration of the report of the Committee on Banking, Insurance and other Financial Institutions presented by the Chairman, Senator Uba Sani, APC, Kaduna Central.

2023: Take positive steps to stop spread of fake new, FG tells Twitter, others

  SATISFIED with the efforts of Meta, owners of Facebook and WhatsApp, to check the spread of fake news on its platforms ahead of Nigeria’s 2023 elections, the Federal Government has urged other social networking sites to take similar steps to address disinformation and make political advertisements more transparent. The Minister of Information and Culture, Alhaji Lai Mohammed, made the call at the 12th edition of the ministerial scorecard presentation of the President Muhammadu Buhari Administration (2015-2023), in Abuja on Wednesday. At the briefing, which featured his counterpart in the Ministry of Niger-Delta Affairs, Chief Umana Umana, the Minister said, “During one of our sessions here, I spoke about the danger posed by fake news and disinformation to the 2023 elections. “In this regard, I want to acknowledge the announcement by Meta, the owners of Facebook, Instagram, and WhatsApp that it will take clearly outlined steps to protect the integrity of the forthcoming elections. Specifically, meta detail the actions it plans to take to combat disinformation or to make political advertising more transparent. “The company committed to this actions before, during and after the elections. This is commendable and it is in line with what we have always said, that the platform owners have a big role to play in checking the spread of fake news, disinformation and hate speech via the platforms Meta has demonstrated a great sense of responsibility and I hope the company will live up to its promise. “We also urge other platform owners like owners of YouTube, and others, owners of Tik Tok, Twitter and telegram group incorporated, owners of telegram messenger to emulate Meta by taking positive steps to check the spread of fake news, disinformation and hate speech via their platform during, and after the 2023 elections.”

Court vacates order sentencing I-G to 3-month imprisonment

  A Federal High Court, Abuja, on Wednesday, set aside its order committing the Inspector-General (I-G) of Police, Usman Baba to three-month imprisonment for contempt. Justice Bolaji Olajuwon, in a ruling, said that there was evidence before the court that the I-G had substantially complied with the court’s earlier order directing the reinstatement of Patrick Okoli, who was compulsorily retired as a police officer. Justice Olajuwon, therefore, agreed with the submission of counsel to the I-G, Simon Lough, SAN, praying the court to void the Nov 29 committal order. The judge consequently declared that in view of the development, the application by Mr Baba “is worthy of sympathetic consideration.” “In view of the substantial compliance with the order of the court and the assurance of ensuring full compliance, the order committing the applicant, Inspector-General of Police, Usman Alkali Baba, is hereby set aside,” she ruled. The News Agency of Nigeria (NAN) reports that Olajuwon had, on Nov 29, convicted Baba and sentenced him to a three-month jail term for failing to obey the Oct. 21, 2011 judgment of a sister court presided over by Justice Donatus Okorowo, reinstating Okoli. Okoli was compulsory retired in 1992 while serving in the Bauchi State Command as a Chief Superintendent of Police (CSP) by the Police Council (now Police Service Commission (PSC), which claimed to have acted under Decree 17 of 1984, a decision the court voided in the October 2011 judgment.(NAN).

Stop begging West for loan, Ghana president tells Buhari, other African leaders

  Ghana’s President Nana Akufo-Addo has urged his African counterparts to stop begging for loans from the West so that the continent can earn global respect. Akufo-Addo said the African countries will change the poor perceptions that the developed countries have about the continent if they stop begging, Africa News reports. Ghanaian president made this known during his opening remarks of the ongoing US-African Leaders Summit in Washington on Tuesday. He advocated that the resources in Africa should be spent on the continent to make it prosperous and get respect. “If we stop being beggars and spend African money inside the continent, Africa will not need to ask for respect from anyone, we will get the respect we deserve. If we make it prosperous as it should be, respect will follow,” said Akufo-Addo. Akufo-Addo’s admonition came on the day that the International Monetary Fund (IMF) agreed to give Ghana a $3bn (£2.4bn) loan to alleviate an unprecedented economic downturn in his country. Already burdened by high debt, Ghana faces historic inflation of more than 40% and a fall in the value of its currency – the cedi – economic difficulties worsened since the Russian invasion of Ukraine. Nearly 50 African leaders and delegates are in Washington DC for a key summit hosted by President Joe Biden. It is the centrepiece of a major effort to rearrange and improve US ties with African countries, whose relations with China and Russia have drawn scrutiny.

PSC promotes 745 officers, others

  The Police Service Commission has approved the promotion of 745 Senior Police Officers. The Commission also considered and approved the proper placement of five Commissioners of Police and one Deputy Commissioner. It also treated 14 appeals and petitions and nine Pending Disciplinary Matters from dismissed and serving Police Officers. This was contained in a statement by the commission’s Head, Press and Public Relations, Ikechukwu Ani, on Wednesday. According to the statement, the decisions were some of the high points of the 18th Plenary Meeting of the Commission which ended in Abuja on Tuesday, December 13th, 2022, and presided over by Commission’s acting Chairman, Justice Clara Ogunbiyi (rtd). The Commission promoted two Deputy Superintendents of Police, to Superintendents of Police, 696 Assistant Superintendents of Police to Deputy Superintendents of Police and 47 Inspectors of Police to unconfirmed Assistant Superintendents of Police (ASP11). The newly promoted Superintendents of Police are: Yusuf S. Bello and Titus Ogboku Obaji while some of the 696 promoted Deputy Superintendents of Police, include Ogbu Emmanuel Nwachukwu, Abia State Command, Haruna Hotoro, Ekiti State Command, Ogbe Anthonia, Plateau State Command; Sadisu Oyarekhua, FCID, annex Lagos and Bala Dambu, Kebbi State Command. Out of the 47 Inspectors promoted to unconfirmed Assistant Superintendents of Police, ASP11, 44 were from the Police Zone 9 Command Headquarters Umuahia. They include Daniel Maiwada, Paul Aguwa, Oruma James, Momoh Mohammed, Hosea John, Danjuma Likita, Omale Nathaniel, John Ononaku, Ogbonnaya Ugochukwu and Ikpo Kalu. Others are; Oju Ismaila, Ngozika Christopher, Obinna Anyanwu, Iheamachanma Nkechi, Ungbo Moses, Abuh James, Kyaaja Peter, Bakari Edward, Haruna Ayuba, Aliyu Mohammed and Auta Akila. The commission approved the proper placement and adjustment of promotion dates of CP Njoku Henry Eronini, CP Afolabi Babatola Adeniyi and CP Taiwo Olusola Jesubiyi in the CP staff list from 24/03/2022 to 09/03/2022 so as to maintain seniority in the Force. It also adjusted the promotion date of CP Ogundele Ayodeji to 03/06/2021 instead of 09/03/2022. The Commission also adjusted the confirmation date of DCP Nwonyi Polycap Emeka to read 07/12/2018 instead of 29/09/2020. The commission approved the reduction in rank of four Police Officers and gave 6 others punishment of severe reprimand. It reinstated six officers, retired two in public interest, promoted one, DCP Emmanuel Eze to CP and retired him. It reviewed the punishment of reduction in rank of Inspector Falade Kayode, exonerated him, and restored his rank of ASP 1.

FEC approves N9.24bn life insurance cover for public servants

NAN photo. By Johnbosco Agbakwuru, Abuja The Federal Executive Council, FEC, on Wednesday, approved N9.24 billion for the 2022/2023 Group Life Insurance Cover for Nigeria public servants. The Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed, disclosed this while briefing State House correspondents at the end of the Council meeting presided over by Vice President Yemi Osinbajo, at the Council Chamber, Presidential Villa, Abuja. Mrs. Ahmed, who spoke on the approval of the memorandum, which she said was presented to Council by the Head of the Civil Service of the Federation, Dr Folashade Yemi-Esan, explained that the insurance is meant to cover all government officials. According to her, “The Head of Service of the Federation presented a memo to Council on Group Life Insurance Cover for the period 2022 to 2023. This is an insurance cover that is covering all government officials in all government agencies, paramilitary and intelligence agencies. Council approved the total sum of N9.24 billion naira for the insurance cover for 2022 to 2023. “As you know, the insurance will take effect from the date of payment and in Nigeria, by our laws, the insurance cover is 30% of the annual emolument of any staff of government that is deceased and this cover is paid by the insurance company to the beneficiaries of the deceased staff”, she said.
