Interrogating President Tinubu’s UNGA speech

  By Jideofor Adibe ON September 18, 2023, President Bola Tinubu gave a speech from what could be called the grandest stage of them all – the United Nations General Assembly in New York. It was his maiden speech on such a stage. For a first speech at the UN, I feel Tinubu performed above expectation. Overall, I would score him a ‘B’. There is however still a big room for improvement. The speech highlighted five themes- (a) the need for global institution and other nations to see Africa as a priority; (b) an affirmation of democratic governance as the “best guarantor of sovereign will”; (c) the challenges posed by violent extremism; (d) Problems of illicit mining and pilfering by extra-African powers and companies; and (e) the threats posed by climate change. On a grand platform like the UNGA, speeches by Presidents tend to simultaneously target at least two publics – the world leaders gathered for the UNGA and the audience back home. Tinubu’s speech seemed to give about 55 per cent weight to its African audience, 35 per cent to its Nigerian audience and 10 per cent to the world leaders (in terms of proposals for meaningful engagement other than grandstanding). Since Tinubu is neither the Chairman of the African Union nor has one appointed Nigeria the leader of the continent (despite our tendency to proclaim the country ‘the giant of Africa), using most part of his speech to soldier for Africa, is, in my opinion, inappropriate. In fact, it could sit on the wrong side of other African leaders who often resent the tendency for Nigerians to see the leadership of the continent as their entitlement.   The speech should also have been more sensitive to two charges often levelled against African leaders whenever they appear with their non-African counterparts in multilateral organisations, especially with those from the global north – ‘begging bowl syndrome’ (where they invariably come to ask for financial assistance) and ‘victim complex’ (where they moan of how they are disadvantaged by the global system, including the sins of slavery). Given these expectations from non-African leaders, smart speech writers find ways of not making their speeches self-fulfilling prophecies to their non-African critics while still subtly infusing a little measure of the feel-good theories and phrases that excite the audience at home. One way some try to do this is for the speech to be politely assertive while emphasizing that what they want is partnership, not financial handouts. Excessive grandstanding and playing to the emotions of the audience at home cannot cut deals with the world leaders who today hold both the knife and the yam. President Tinubu’s speech tried to ingratiate the African and Nigerian publics occasionally to the point of unnecessary arrogance. Instances include: “We welcome partnerships with those who do not mind seeing Nigeria and Africa assume larger roles in the global community.” “The question is not whether Nigeria is open for business. The question is how much of the world is truly open to doing business with Nigeria and Africa in an equal, mutually beneficial manner.” “African nations will fight climate change but must do so on our own terms.” “Africa is nothing less than the key to the world’s future.” The above bold (or arrogant) assertions were, however, contradicted in the same breath by a plea for a version of the Marshall Plan for Africa – among other begging bowl syndromes. The Marshall Plan, named after the US Secretary of State George Marshall (who in 1947 proposed that the United States should provide massive economic assistance to aid the reconstruction of post-war Europe), resulted in the US Congress appropriating $13.3 billion in 1948 (a staggering sum in those days) for European recovery over the next four years. Essentially you cannot be arrogantly declaring that you are the key to “the world’s future”, and at the same time be pleading for massive financial assistance along the lines of the Marshall Plan. Feel good grandstanding can hardly get African leaders the sort of partnership they should be looking for on a grand stage like the UNGA. At best it will result in pledges of more financial assistance and grants which will paradoxically only reinforce the perceptions of the ‘begging bowl syndrome’ and ‘victim complex’. Part of the preamble to President Tinubu’s speech read: “Many proclamations have been made, yet our troubles remain close at hand. Failures in good governance have hindered Africa. But broken promises, unfair treatment and outright exploitation from abroad have also exacted a heavy toll on our ability to progress.” I believe this preamble speaks well to the different publics- admitting issues with domestic governance will be sweet music to the ears of the world leaders expecting the ‘usual’ victim complex and begging bowl syndrome. The bit about “broken promises, unfair treatment and outright exploitation from abroad” will also play well with African and Nigerian publics. If only the soldiering for Africa had stopped there! But it went on and on throughout the five themes to the point of grandstanding and then undermined it all by resorting to the begging bowl syndrome of asking for a Marshall Plan. Apart from a casual mention of his removal of fuel subsidy and flotation of the Naira, world leaders are not made aware of any new emerging opportunities in Nigeria or other African countries that may excite their interest. While I regard the fourth limb of the speech – on the pilfering of the continent’s resources with the active connivance of some countries and entities from the global North – as very bold and spot on, there are some sentences in that section that are either ambiguous or seem disconnected from the discourse. For instance: “Foreign entities abetted by local criminals who aspire to be petty warlords have drafted thousands of people into servitude to illegally mine gold and other resources.” What exactly does this statement mean? And how exactly does illegal mining draft “thousands of people into servitude”? Many will actually

Two children electrocuted, Lagos mother hospitalised

  A yet-to-be-identified mother in the Mushin area of Lagos State is currently battling for her life after losing two of her children to electrocution on Thursday. According to sources in the area, the children, a girl aged 10 and a boy aged seven, were electrocuted when they attempted to turn on the television after returning from school. PUNCH Metro gathered from the sources in the area that the parents, who were speculated to have been away or inside the room when the incident occurred, on learning the fate of their children, were thrown into despair with the mother fainting and currently battling for her life at the hospital. Speaking with PUNCH Metro, a resident of the area named Toyosi described the incident as a work of the devil. She added, “I heard that it was after school on Thursday, the girl was trying to turn on the TV from the socket when she got electrocuted. Without even knowing what had happened to his older sister, the younger boy went to touch her, he too got electrocuted. “They stayed at that spot until the light was taken and then they fell. I heard the woman is still at the hospital. She has yet to recover from the shock. We heard that when people went to visit her, she couldn’t talk, she couldn’t cry, she just sat at a spot, looking.” Another resident of the area, who didn’t give her name, disclosed that the mother of the children had a third child she was breastfeeding when the two older ones passed on.

Tinubu has not reintroduced fuel subsidy — APC

  The ruling All Progressives Congress APC has dismissed concerns that the President Bola Tinubu administration may have reintroduced fuel subsidy through the back door, saying the government only intervened to ensure some measure of price stability and predictability.   There had been reports that the Administration spent N169.4 in August to keep the fuel pump price at N620. While the opposition latched onto the discovery to castigate the Tinubu administration, the APC on Monday night said such humongous payments do not amount to a reintroduction of subsidy. The ruling party equally chastized Phrank Shaibu, Media Aide to the Presidential Candidate of the Peoples Democratic Party PDP, Alhaji Atiku Abubakar for purveying “fake news” and engaging in “other inanities” just to discredit President Bola Tinubu’s administration. “Shaibu’s claim that fuel subsidy is back is not correct. Government’s intervention to ensure some measure of price stability and predictability does not amount to return of the ruinous fuel subsidy of recent past”, APC stated. APC spokesman, Felix Morka in a statement on Monday night said Shaibu “in an unfledged statement…outed himself in his warped and misleading suggestion that the APC-led Administration was hoodwinking Nigerians by propaganda”. Morka said on Shaibu’s “pathological and cynical flippancy”, he delved into matters he clearly does not understand or lacks the constitutive capacity to understand as a result of post-electoral traumatic stress disorder (PeTSD) arising from his boss’ serial electoral failure. “Unsurprisingly, Shaibu’s only ‘evidence’ for such an arrant conclusion is that President Bola Ahmed Tinubu has appointed more media aides than economic and security advisers, conveniently glossing over the fact that Mr. President was swift in rejigging the security architecture and repositioning the Armed Forces for optimal performance in defence of lives and property. “Certainly, he does not understand the issues and the interplay of statecraft and economic management initiatives by President Tinubu to remove age-old distortions and contradictions, accelerate and solidify all round recovery and prosperity for our country. “That Shaibu described as ‘lies’, the administration’s courageous decisions to remove fuel subsidy, harmonize the foreign exchange regimes and sign into law the Students’ Loan Act, only buttresses his poor understanding of economic development and governance. That the fine details of these visionary and people-centred policies are still being worked out and have yet to run their due course cannot and do not negate their valid objectives and potential transformative impact. The President has dutifully appointed experienced and highly skilled professionals to key institutions of the economy, including the Ministry of Finance, Central Bank of Nigeria CBN, and Federal Inland Revenue Service FIRS and created the Ministry of Marine and Blue Economy in a patriotic zeal to reposition and grow the economy. “Lifting the Visa ban on Nigerians by the United Arab Emirates UAE authorities should ordinarily make any well-meaning Nigerian happy. Diplomatic rapprochement between Nigeria and UAE authorities is ongoing and details of outcomes will soon be made public. “The matter of the proposed meeting with United States of America President Joe Biden does not even require elaboration. Having met with President Tinubu on the sidelines of the G-20 Nations summit in India, another meeting with President Biden during the United Nation’s General Assembly UNGA had become unnecessary and was not even on President Tinubu’s schedule, contrary to preliminary indications on the matter”, said the APC spokesman.

BREAKING: FG declares Wednesday September 27 public holiday

  The Federal Government has declared Wednesday September 27 as public holiday in commemoration of Eil-ul- Maulid celebration, the birth of the Holy Prophet Muhammad (Peace be upon him.) The Minister of Interior Dr Olubunmi Tunji-Ojo made the declaration on Monday night in Abuja on behalf of the government. The Minister, in a statement by the Permanent Secretary of the Ministry, Dr Oluwatoyin Akinlade, congratulated Muslim faithful at home and in the diaspora for witnessing this year’s occasion. He admonished Nigerians to imbibe the spirit of love, patience, tolerance and perseverance which are deep spiritual virtues that the Holy Prophet Muhammad (peace be upon him ) exemplified. The Minister urged youths to embrace hard work and peaceful dispositions to fellow citizens irrespective of faith, ideology, social class and ethnicity. He called on them to join hands with President Bola Tinubu to build a progressive country.

Naira appreciates to N993/$ at parallel market as demand moderates

  The naira, on Monday, appreciated at the parallel market to trade at N993 per dollar. The figure signifies an appreciation of N2 or 0.20 percent from the N995 it traded last Friday. Bureaux De Change operators (BDCs) told TheCable that demand for the greenback had declined in the street market. The traders put the buying price of the dollar at N985 and the selling price at N993, leaving a profit margin of N8. “I noticed that demand has reduced a bit and this helped the price,” said a BDC operator in the Ikeja area of Lagos. At the official market, the local currency rose by 3.02 percent to close at N747.76/$ on Friday, according to details on FMDQ OTC Securities Exchange – a platform that oversees official foreign exchange (FX) trading in Nigeria. On June 14, 2023, the Central Bank of Nigeria (CBN) unified all segments of the country’s FX windows, allowing market forces to determine the exchange rate. Since the development, the FX market has witnessed high levels of volatility as Nigeria continues to battle the protracted liquidity crisis. In its report, titled, “10 Points Agenda for the CBN Governor”, the Centre for the Promotion of Private Enterprise (CPPE) has urged Yemi Cardoso, the governor of the apex bank, to create an autonomous window in the banking system. This, CPPE said, is one of the many actions that will end the confidence crisis in the foreign exchange (FX) market and curb the habit of forex flow into the parallel market.

Strike: FG ‘ll soon conclude wage award to workers — Lalong

  The Minister of Labour and Employment, Simon Lalong has assured Nigerian workers that the government will soon conclude the issue of wage award. The Minister also appealed to the Nigeria Labour Congress, NLC, not to embark on its planned strike, and allow government work to resolve all pending issues. This is as the National Union of Road Transport Workers, NURTW, has thanked the Minister for securing the release of some of its members, who were arrested two weeks ago by government agents. Speaking when he received Alhaji Ibikunle Baruwa, who led a team of four members of the NURTW on a thank-you visit to his office, Lalong appreciated the visit and sued for peace between the two factions of the NURTW. A statement issued in Abuja yesterday by Olajide Oshundun, Director, Press and Public Relations Unit, Ministry of Labour and Employment, stated that, “He (Lalong) maintained that industrial harmony remains key to the socio-economic development of any nation, and urged the Union to work in synergy with the Federal Government in moving the country forward. “Lalong noted that securing the release of the detained NURTW members was one of the demands of NLC at last week’s meeting between the Congress and the Ministers of Labour and Employment. “He assured them that the processes leading to the fulfilment of the other requests of the NLC, especially wage award, were on course, and would be concluded soon. “The Minister therefore called on the NLC not to embark on their planned strike, and allow government work to resolve all pending issues.” The statement further added: “In the same vein, Minister of State, Labour and Employment, Nkeiruka Onyejeocha, appealed to the NURTW factions to maintain peace, as the Ministry wades into their dispute for amicable resolution.” Earlier, the NURTW delegation appreciated the efforts of both the Minister and Minister of State, Labour and Employment, in facilitating the release on bail of the affected members.

Impeachment: My Life Is Under Threat, Ondo Speaker Cries Out

  The Speaker of the Ondo State House of Assembly, Rt. Hon. Olamide Oladiji, has raised an alarm over threats to his life since the commencement of the deputy governor Lucky Aiyedatiwa’s impeachment process. Oladiji who disclosed this while addressing newsmen on Monday in Akure, stated that his attention was called to a ritual sacrifice placed In front of the official Speaker’s Lodge. “I have not been using the place except sometimes for parliamentary meetings. At least, we have been there for more than two times for a meeting but I don’t sleep there because the place requires overhauling with the present state,” he said. “Early this morning, we discovered that a sacrifice was placed in the lodge. Aside from that, I have been receiving strange calls from strange people threatening my life and other members. There has been a lot of pressure on me. “l am using this medium to tell the whole world that my life is under threat. I call on the security operatives to checkmate these people who have been threatening my life and other members. This threat started since the day we began the impeachment notice. I have already reported to NSCDC among other security agencies.” The Speaker also revealed that the House will serve Aiyedatiwa a letter on the alleged gross misconduct levelled against him, having secured a court affidavit that gives the House the legitimate right to do so. The Speaker informed that all the 26 members of the House have appended their signatures on the petition. Oladiji debunked the rumours that the lawmakers collected N5m each to initiate the impeachment process He said: “I want to tell the whole world that we did not receive any gratification from anybody or anywhere. We are doing our work as lawmakers. We appropriate and at the same time, monitor what we appropriate. Let me tell you, 26 lawmakers have now signed the letter which we will serve him today.”

PDP Says Supreme Court Fire Incident Suspicious, Demands Probe

  The Peoples Democratic Party (PDP) has said it is alarmed by the fire incident at the Supreme Court, describing it as suspicious. The party in a statement signed by its National Publicity Secretary, Debo Ologunagba, on Monday demanded for an immediate full-scale investigation into the fire outbreak with the view to unraveling the circumstances or possible sabotage in the incident. The PDP is worried over the fire outbreak especially given heightened public apprehension of possible arsonist attack with the intent to cripple and frustrate the Supreme Court from effectively discharging its constitutional duties especially with regard to high profile electoral cases including the Presidential Election Appeals pending before it,” the statement read in part. The PDP insists that the outcome of the investigation should be made public unlike those of previous fire incidents in various government Ministries, Departments and Agencies which it claimed were characteristically swept under the carpet by the All Progressives Congress (APC) administrations. While calling on the Federal Government to beef up security around the Supreme Court, the PDP also demanded that Nigerians must be assured of the safety of sensitive documents and equipment at the Court especially at this critical time. Channels Television reported that a section of the Supreme Court was on fire on Monday morning. Reports say the incident began around 6 am, originating from Chamber 5 on the fourth floor of the Supreme Court building, specifically within the Justices’ Chambers. The Chambers are situated behind the courtrooms of the highest court in the land with Chamber 5 occupied by Justice Mohammed Saulawa. According to undisclosed sources, the fire also affected two adjacent offices.   The Supreme Court Fire Service promptly responded and successfully extinguished the flames. The Director of Information for the Court, Mr Festus Akande, speaking to Channels Television via telephone, attributed the fire to an electrical spark.

I’ve not been served notice of misconduct — Ondo deputy gov

  The Deputy Governor of Ondo State, Lucky Aiyedatiwa, has said that he had not been served with the alleged notice of gross misconduct by the Ondo State House of Assembly. He stated this in a statement he issued and signed on Monday. The statement read, “My attention has been drawn to claims made by the Ondo State House of Assembly, through its member and Chairman of the House Committee on Information, Honourable Olatunji Oshati, on national television to the extent that I have been served with notice of acts of gross misconduct. “On Thursday, September 21, 2023, Hon Olatunji Oshati was a guest on Channels Television Programme “Politics Today”, where he stated that I have been served with notice of allegations of gross misconduct by the House of Assembly of Ondo State. His statement and television interview came after various news reports that the House of Assembly had, on Wednesday, September 20, 2023, decided to send a “letter of allegations of gross misconduct” to me, following a purported petition by some members of the House. “Hon. Oshati also claimed that I have been given seven days to respond to the said allegations. It is pertinent to put on record that as of today, Monday, September 25, 2023, I have not received any official communication or any “letter of allegations of gross misconduct” from the Ondo State House of Assembly. find it especially worrying that the spokesman of the House of Assembly would go on national television to speak on such a matter without any evidence to show that such letter has been delivered to me. More disturbing is the fact that even when he was asked if the letter had been delivered, he gave no coherent answer. “A sensitive constitutional matter of this nature; the impeachment process should not be conducted on the pages of newspapers and television screens. In effect, I reiterate that if such a “letter of allegations of gross misconduct” against me exists, I have not seen it and I have not been served. I therefore urge Mr. Speaker, The Honourable Chief Judge of Ondo State and members of the public to take note.”
