Off-season polls: INEC raises concern over shortfall of ad-hoc staff in Imo

  Chairman of the Independent National Electoral Commission (INEC), Professor Mahmood Yakubu, has expressed concern over poor response to the Commission’s request for ad-hoc staff for Imo state governorship elections. He made the disclosure on Monday in his speech at a two-day workshop for journalists covering the Commission held in Akwanga, Nasarawa State. The off-season elections are slated to hold next month in Bayelsa, Kogi and Imo States. Represented by INEC National Commissioner for Voters Education and Publicity, Sam Olumekun, the INEC Chairman who said Bayelsa and Kogi have full complement of their requirement for all categories of Ad-hoc staff, declared that Imo has a shortfall of 6,154. He said: “The summary of successful applicants shows that Bayelsa and Kogi have full complement of their requirements for all categories of Ad-hoc staff, while Imo has a shortfall of 6,154. The shortfall will be sourced from the neighbouring state.” The INEC Chairman advised candidates to refrain from incendiary remarks which could instigate violence. He also pleaded with the media to give equal visibility to all political parties.   “We urge political parties participating in the off-cycle governorship elections to critically study and pay attention to the provisions of the Constitution , the Electoral Act, the Police Act, and the Public Order Act for the proper and peaceful conduct of political campaigns, rallies, and processions. A political campaign or slogan shall not be tainted with abusive language directly or indirectly likely to injure religious, ethnic, tribal, or sectional feelings. Abusive, intemperate, slanderous, or base language or innuendoes designed or likely to provoke violent reactions or emotions shall not be employed or used in political campaigns. Let me also remind the media of their constitutional obligations. State apparatus including the media shall not be employed to the advantage or disadvantage of any political party or candidate at any election. In other words, equal coverage and visibility shall be allotted to all political parties by all public print and electronic media organisations. The same applies in equal measure to privately owned media organizations subject to payment of appropriate fees.” The INEC Chairman restated his Commission’s resolve to upload results of the elections from the Polling Units to the INEC Results Viewing Portal, ( IReV). “For the three governorship elections scheduled for 11th November, the Commission will deploy the Bimodal Voter Accreditation System (BVAS) to authenticate the Permanent Voter’s Card (PVC) and upload polling unit results to the INEC Result Viewing Portal (IREV) seamlessly on election day.”

FG projects N26trn for 2024 budget

  The Federal Government is projecting a sum of N26 trillion as the estimate for the 2024 appropriation budget, with the intention of submitting the proposal to the National Assembly before December 31, 2023. The Minister of Planning and Budget, Atiku Bagudu, disclosed this while briefing correspondents at the end of the Federal Executive Council (FEC) meeting presided over by President Bola Tinubu at the Presidential Villa in Abuja on Wednesday. Joined by his colleagues from the Ministry of Information, Mohammed Idris; Minister of Finance and Coordinating Minister of the Economy, Wale Edun; Works and Housing, Dave Umahi; Industry, Trade, and Investment, Doris Uzoka-Anite; and Labour and Employment, Simon Lalong, he said the council has approved the 2024–2026 medium-term expenditure framework (MTEF) and fiscal strategy papers (FSP). He affirmed that the executive is required by the Fiscal Responsibility Act to present to the National Assembly, ahead of a budget presentation, a document that will provide the medium-term economic outlook for the economy. According to him, the FEC made assumptions based on $73.96 per barrel of crude oil and an exchange rate of N700 to $1. He said, “Now, it was presented on the background of the commendable measures that have been taken since June in order to restore macroeconomic stability, particularly the deregulation of petroleum prices, where we maintained that subsidies are gone, and indeed, the regulation of the foreign exchange market.   “So, the council deliberated, as well as the implications of this and all measures promised in the renewed hope agenda—consumer credits, mortgages, reversed or dismissed institutions, as well as funding the newly aligned institutional changes, particularly ministries with specific functions that are able to generate growth—so that it would be better for our country. “The council members acknowledged the medium-term expenditure framework, and it was agreed that we can proceed to the next step of consultation and presentation to the National Assembly.” Details to come later…

EFCC arrests 46 suspected internet fraudsters in Calabar

  Operatives of the Uyo Zonal Command of the Economic and Financial Crimes Commission (EFCC) have arrested 46 suspected internet fraudsters at different locations within Calabar, Cross River State, and Eket Local Government Area of Akwa Ibom State. While the Calabar suspects were arrested on October 13, 2023, their Eket counterparts were nabbed on Sunday, October 15, 2023. Both arrests were intelligence-based. Twnety-two suspects were arrested in Calabar and they are David Boniface Akani, Johnson Umuke, James Michael, Akeke Favour, Enange Benard, Godson Ubi, Eddie Godson, Eyo Jesse Bassey, Joachim Omuyeh, Dickson Abang. Others are Ikora Sunny, Emmanuel Godwin, Dannis Lipeunim, Agwazia Sunny Henry, Abang Emmanuel, Godspower Eyan, Elena Samuel, Adie Godson, Chisom Stanley, Nonso Solomon, Eyam Daniel Okpa and Aka Richard. The remaining suspects, 24, arrested in Eket include Fonime John Etukudo, Nsisong Udoh, Saviour Daniel, Sampson Sunday, Joshua James Michael, Paul Edet Etiemana, Archibong Okomobong Bassey, Inemesit Akin Bassey, Edidiong Aniete Tom, Ebowusim Chifia Aslem, Nwanchukwu Ebenezer Chinonso. Others are: Archibong Alfred Archibong, Itauma Uforotobong Richard, Bassey David Nicholas, Chidozie Ikechukwu, Japhet Linus Akwaowo,Victor Evans, Fortune Udia, Benjamin Amos, Prince Augustine, David Daniel, Augustine Obinna, Udeme Unanaowo Unanaowo and Obinnaya Jide, Items recovered from them include sophisticated mobile phones, six exotic cars and laptops. The suspects will be charged to court as soon as investigations are concluded.

New NIPOST CEO Resumes Despite Protest By Aggrieved Workers

  Tola Odeyemi, the newly appointed Chief Executive Officer (CEO) of the Nigeria Postal Service (NIPOST), has assumed duty at the headquarters of the agency in Abuja. Daily Trust had reported how aggrieved workers of the service shut down the head office in Abuja, saying they were against her appointment. President Bola Tinubu had last week sacked Adeyemi Adepoju as CEO/Post Master General of the agency and appointed Odeyemi. The announcement made by Ajuri Ngelale, presidential spokesperson, was part of the leadership shuffle implemented for agencies and parastatals under the Ministry of Communications, Innovations and Digital Economy. Speaking during a protest at the NIPOST headquarters in Abuja, the President of the National Union of Postal and Telecommunication Employees, Mr Buba Nehemiah, said new appointment was against the interest of the workers. He said Adepoju introduced major reforms just under a year and should be encouraged to continue with his “good work”. “Sunday Adepoju should be allowed to continue the good work he has started. We are not against Mr President neither are we against the minister but our desire is that the good work of Adepoju should be allowed to continue. Removing him at this point would terminate these processes and take NIPOST back to square one which we are against. We have over 13,000 employees here, once it is crumbled, it will add to the issues of insecurity in the country.” “Allow us to work with the person that has understood this organization. Allow us to join hands with him to take this organization to the level that it would generate revenue for the nation. This is our cry and demand. The only condition that can make us go back to our offices and work is for the appointment that was made last week to be cancelled,” he had said. However, Odeyemi walked into the office around 1pm and went into a meeting with top Directors. She refused the chair that was offered to her and opted to sit elsewhere. Odeyemi is the first female to be appointed NIPOST CEO.

REPORT: Zamfara Security Crisis Worsens As Bandits Seize Mining Areas

  Bandits have taken control of mining areas in Anka Local Government Area (LGA) of Zamfara state. A resident, who disclosed this to Daily Trust, said they have been living in fear. The security situation in Zamfara has continued to deteriorate despite government efforts. We have even forgotten when last we spent a night in the safety of our own homes. The threat of attack is so palpable that we seek refuge in the bush, with some resorting to sleeping on trees or wherever they can find solace. “The sound of gunfire from these terrorists is a terrifying backdrop to their daily lives, forcing us to sleep with one eye open due to the pervasive fear. “Anka Local Government, once a peaceful community, is now marred by insecurity, with the possibility of an attack looming large, a haunting 100% at any time and anywhere. “The situation has reached such an alarming point that even self-help and community watch guard efforts have been rendered ineffective, as the bandits have grown increasingly powerful,” the source said. Abdulmutallib Ja’afar, a lecturer at Zamfara State University (ZSU), Talata Mafara, said 60 percent of the state’s security situation was unreported. “The state capital, Gusau, has become a perilous place where no one feels safe. The threat of being kidnapped, killed, injured, or having one’s belongings looted is a daily reality for the people,” Ja’afar said. Auwal Durumin-Iya, Security expert and analyst Detective, attributed the security situation in Zamfara to a lack of synergy in the fight against banditry between the state and federal governments. When contacted for an official reaction, Jafaru Kaura, Chief Press Secretary to the Zamfara state governor, directed our reporter to Amb Bala Mairiga, the state commissioner for security and home affairs. However, all efforts to reach Mairiga proved abortive as at the time of filing this report.

Publish monies collected from donors in 30 days or risk legal action –Nigerian female minister threatens UN

  Minister of Women Affairs, Uju Kennedy-Ohanenye, has asked the United Nations to publish monies collected from donors for the benefits of Nigerians in 30 days or risk a legal action by the ministry. The minister stated this in an interview with AIT on Monday. Kennedy-Ohanenye claimed that the United Nations had not been transparent in the manner in which they utilised funds they got from donations for Nigerians.   The minister gave the UN a one-month ultimatum, which runs from 16th of October to November 15. She announced that she was working on a pre-action notice to be served on the UN. Kennedy-Ohanenye said, “And I stand here as a minister of woman affairs to demand from UN, all the UN; that we want account of all the money they sourced from donors in the name of Nigeria. “We want to see the account of it and if you don’t give us this account, at least let Nigerians see what has been going on. Then you plead with them, apologise to them and change your ways. “From 16th of October to November 15th. If we don’t see these reports published for Nigerians to see, we are heading to court. From 16th of October to November 8, they get our pre-action letters. “That is to prepare them on the 15th, we are heading to court. And I am promising Nigerians that immediately it is that 15th, by the next day, you will hear the suit number and all of you; “ we will gather to that place for the case to come on, and call for them to call for them to defend the money, they are using you to collect from donor.”

Five persons caught with human skull in Niger jailed 60 years

  A Minna Chief Magistrate Court number two has sentenced five persons to sixty years jail for being in possession of a Human Skull. They were found guilty of three count charges which bordered on Criminal conspiracy, Trespass on Burial ground and unlawful possession of Human skull.   Police prosecutor, Inspector Mua’azu Abdullahi had dragged the offenders before the Court on the three count charges punishable under sections 97,213 and 219 of the penal code law respectively. The convicts are Ibrahim Jiya, Suleiman Usman, Abdullahi Usman, Idris Mohammed and Isah Mohammed all of Sakpe village in Edati Local government area of the State. The Police prosecutor had told the court that they were arrested by the police in Bida and that after preliminary investigations, the case was transferred to the State Criminal Investigation and Intelligence Department (SCIID) for discrete Investigation. The Prosecutor had further told the Court that the convicts were caught with Baco bag containing Human Skull and that during police Investigation, the convicts had confessed to have approached a Minna based herbalist to transform their lives by making them rich and that the herbalist had in turn directed them to bring a human skull to be used for the purpose. “The five convicts in return stormed the Muslim cemetery in Nasarafu village, dug a grave in the cemetery and brought out the human skull of one Late Yan Ndako Daniya who died three years ago,” the Prosecutor revealed at the Court. When the three count charges were read to them by the presiding Chief Magistrate Hajiya Fati Umar Hassan, they all pleaded guilty to all the charges. At this point, the prosecutor Inspector Mua’azu Abdullahi prayed the Court to invoke the provision of section 157 of the Criminal procedure code on them through summary trial and convict them accordingly. The Chief Magistrate, Hajiya Fati Umar Hassan in her Judgment then sentenced each of them to 12 years each on the the three count charges with hard labour without an option of fine.

REPORT: Three pensioners collapse waiting for audit team in Osun

  Three pensioners on Monday collapsed in Osogbo, Osun state capital while participating in the ongoing forensic audit of active and passive workers of the state government. The senior citizens had arrived at the Centre for Black Culture and International Understanding, the venue of the exercise waiting for the take-off before the incident. Vanguard observed that the exercise was yet to commence when the unfortunate incident happened at about 12:45 p.m. Three of the pensioners collapsed while waiting for the arrival of the team to commence the exercise and it took the intervention of the health workers of the State Ambulance Service to revive and stabilise the victims. Meanwhile, others who could not withstand the rigours of standing for long were seen lying down on the bare floor while others sat under trees located outside the complex. When contacted, the Secretary of the Nigeria Union of Pensioners, NUP, in the state, Dele Aina, said he had been briefed on the incident and his on the way to assess the situation to ensure that everyone is adequately taken care of. Meanwhile, the NUP had previously appealed to the State Government on the need to decentralise the exercise to make it easier for its members to access. The staff audit was earlier suspended for weeks by the state House of Assembly over the inhuman treatment meted out to the civil servants by the consultant, but the suspension was lifted after she promised to adjust the observed lapses.

‘Fake’ lawyer wins all 26 of his cases

  A ‘fake’ lawyer, who reportedly won all 26 of his cases despite having no legal training, has been arrested in Kenya. On Thursday, legal officials in Kenya urged police to arrest a man practicing under the name “Brian Mwenda”. They said the man was a “masquerader” who had stolen the identity of a real lawyer, named Brian Mwenda Ntwiga.   Local media reported that a “fake lawyer” had won dozens of lawsuits despite not being trained. The case has captivated the East African country over the past few days, eliciting reactions from outrage to amusement. Despite condemnation by the Law Society of Kenya (LSK) and the country’s Director of Public Prosecutions, the alleged imposter has garnered several supporters. He has been praised by Kenya’s Central Organisation of Trade Unions (COTU) as a “brilliant young mind” who has succeeded “without traditional qualifications”. He has also been backed by Mike Sonko, the controversial former governor of Kenya’s capital, Nairobi. Mr Sonko posted a video on social media, in which he said the man standing next to him is the accused “fake lawyer”. The man in the video, who appeared to be Mr Mwenda, the Kenya ‘lawyer’, said: “I would like to convey my gratitude to the people that are supporting me and praying for me… in the fullness of time I will be able to clear this misunderstanding. “I will be also be able to provide my innocence and provide the actual context.” He said he would go to a police station and provide officers with a statement “hopefully” on Monday or Tuesday. Mr Sonko, a divisive politician who has faced allegations of drug trafficking and money laundering, said those attacking the “fake lawyer” are “nincompoops”. “He’s never killed anyone, he’s not a terrorist,” Mr Sonko said. Despite this backing, Kenya’s director of public prosecutions said “Mr Mwenda” faces prosecution. In a statement on Saturday, Renson Mulele Ingonga wrote: “I have directed the Inspector General of the National Police Service to undertake expedited comprehensive investigations.” Mr Ingonga said this case is not unique – he has noticed “increased cases of unqualified persons… pretending to be Advocates of the High Court of Kenya”. Tinubu’s Administration Moves FEC Meeting From Wednesday To Monday

  President Bola Tinubu’s administration has moved the Federal Executive Council (FEC) meeting from Wednesday to Monday. The Minister of Information, Mohammed Idris, disclosed this while briefing State House correspondents shortly after the FEC meeting held at the Presidential Villa, Abuja. President Tinubu has only held two FEC meetings since inaugurating his cabinet in August. The second FEC meeting held on Monday also witnessed the swearing in of three additional ministers who were recently screened by the National Assembly. The Minister of Information noted that FEC meeting may not hold regularly especially if there is nothing very pressing to be discussed. Under the administration of his predecessor, President Muhammadu Buhari, FEC meetings were held on Wednesdays.
