Reps move to increase retirement age of military personnel

  A bill seeking to increase the retirement age of members of the armed forces has passed for second reading in the House of Representatives. The consolidated bill, sponsored by Jonathan Gaza (SDP, Nasarawa), and seven others, was debated on Thursday and passed for a second reading. The bill, among other things, seeks to amend Section 30 of the Armed Forces Act to increase the retirement age of the officers from 60 to 65 years and years in service from 35 to 40 years. The proposed legislation seeks to amend Section 30 by creating a new subsection four that proposes the new retirement. “Notwithstanding anything to the contrary in the Principal Act, the age of retirement for members of the Armed Forces shall be 40 years of Service or 65 years of age whichever comes first,” the proposed Section 30 subsection (4).   If the bill is passed, members of the armed forces would retire at 65 years old or 40 years in service. There is another section seeking amendment of section 18A of the principal Act. The section seeks to provide for the re-engagement of retired senior officers who are forced to retire due to the appointment of service chiefs. It is a tradition in the military that when a junior is appointed as a service chief, senior officers, ahead of him or her, would proceed on retirement. The understanding is that senior military officers are unlikely to take orders from their juniors. The bill proposes that those retired officers should be hired as consultants in training institutions owned by the military. “As from the commencement of this Bill, any Senior Serving Member of the Armed Forces of the Federation that is required to retire compulsorily by reason only that an officer of the same rank or a subordinate rank is appointed by the President of the Federal Republic, as the Chief of Defence Staff, or Chief of Army Staff, or Chief of the Naval Staff Chief of the Air Staff, shall be engaged by the Chief of Defense Staff as Senior technical consultants for the training of officers of the Armed Forces of the Federation in the Nigerian Defence College, Armed Forces, Staff College or any other like institution,” the proposed section 18(A). Members of House of Representatives at Plenary [PHOTO: X @HouseNGR] Members of House of Representatives at Plenary [PHOTO: X @HouseNGR] In his lead debate, Mr Gaza said the “purpose of this bill is to ensure that serving military officers learn from the wealth of knowledge and experiences of retired senior military officers compulsorily retired as a result of the appointment of their junior as Chief of Defence Staff or Service Chiefs.” The bill was passed for a second reading after it was put to vote by Deputy Speaker Ben Kalu, who presided over the session. It will be recalled that the federal government in January 2020 approved raising the retirement age and years of service for teachers in Nigeria from 60 years and 35 years to 65 years and 40 years, respectively. The then president, Muhammadu Buhari, sent the Bill to the National Assembly in June of that year. After it was passed, the president assented to it in April 2022.

Insecurity: Troops have discovered terrorists safe havens across Nigeria — DHQ

  The Military High Command on Thursday confirmed that the troops of the Armed Forces of Nigeria (AFN) and other security agencies in the renewed efforts to end insecurity in the country have identified several safe Havens of Terrorists, vowing never to allow such anywhere in the Nation’s Territory. Speaking at the bi-weekly Media briefing with Defence Correspondents on the activities of the Troops of the Armed Forces of Nigeria and other security agencies in the various theatres of operations across the six geo-political zones, the Director of Defence media operations, General Edward Buba disclosed that the armed forces “is constantly restrategizing and modifying its operations to overcome the changes in tactics of the extremist operating across the country.” He disclosed that it was clear that some of the safe havens from which these insurgents and terrorists operate often extend across the borders with other countries, thereby making it a regional issue. He added that nevertheless, the objective of ongoing operations is to ensure these safe havens are completely destroyed within the shores of the country. According to him, “among the central issues on the ground, in terms of setting security conditions and overcoming instability are the safe havens of some of these violent extremist groups that have existed for many years. “These safe havens in effect provided a support base for insurgent activities. “For instance, these safe havens provide the flow of funding, material, weapons, fighters, command and control that supports terrorism and insurgency confronting us. There are safe havens spread across various theatres ranging from the tumbuns in the Noth East to other locations such as national parks, game reserves and forests across the country.   “Recently, one of the safe havens in Aku Forest in Okigwe LGA of Imo State in the SE was invaded. Troops found unspeakable and unprintable activities going on in the camp. These extremist are cannibals feasting on fellow humans and slaughtering them for other devilish acts. “Accordingly, the ongoing counter terrorism and counter insurgency operations are designed to ensure that uncertainty is replaced with certainty”. General Buba explained that the operations of Troops in the last one week, resulted in 50 neutralized terrorists while 114 of them were arrested. He added that the gallant Troops also arrested 19 perpetrators of oil theft and rescued 49 kidnapped hostages in the South South region while the troops denied oil theft of the estimated sum of Nine Hundred and Sixty Eight Million One Hundred and Sixty Thousand Fifty Naira (N968,160,050.00) only. According to him, “furthermore, troops recovered 65 assorted weapons and 400 assorted ammunition. “The breakdown are as follows: 25 AK47 rifles, 4 locally fabricated rifles, 4 pistols, 6 pump action guns, 12 dane guns, 3 AK47 rifles loaded with 50 rounds of 7.62mm special ammo among others. ” Troops in the Niger Delta area discovered and destroyed 54 dugout pits, 66 boats, 138 storage tanks, 253 cooking ovens, 2 pumping machines, 8 speedboat, 17 hoses, 18 drums, 2 cylinders and 53 illegal refining sites. Troops recovered 983,350 litres of stolen crude oil, 144,980 litres of illegally refined AGO and 71,650 litres of DPK. He however assured the nation that the military would continue to fine tune its operations to ensure maximum protect of citizens and restore security across the country. According to him, “we are getting it right and continue to encourage citizens that know something to say something, so that we can do something about it. Together we win the fight”

UK deploys force to east Mediterranean to back Israel: PM office

  The British government will send two Royal Navy ships and surveillance aircraft to the eastern Mediterranean to support Israel, the prime minister’s office said Thursday. “Alongside our allies, the deployment of our world class military will support efforts to ensure regional stability and prevent further escalation,” Prime Minister Rishi Sunak said in a statement. The maritime patrol and surveillance aircraft will begin flying in the region from Friday, the statement said, to “track threats to regional stability such as the transfer of weapons to terrorist groups”. The military package includes P8 aircraft, two Royal Navy ships -– the RFA Lyme Bay and RFA Argus –- three merlin helicopters and a company of Royal Marines, the statement said. The military deployments will be on standby to deliver “practical support” to Israel and offer “deterrence and assurance,” the government said. “Our military and diplomatic teams across the region will also support international partners to re-establish security and ensure humanitarian aid reaches the thousands of innocent victims of this barbaric attack from Hamas terrorists,” said Sunak.

NUPRC grants first post-PIA petroleum exploration licence

  The Nigerian Upstream Petroleum Commission (NUPRC) says it has granted a petroleum exploration licence (PEL) to TGS-PetroData Offshore Services Limited (TGS-PD). The commission, in a statement on Thursday, said the approval is in compliance with the provisions of section 71 (1) to (10) of the Petroleum Industry Act (PIA) 2021. “The PEL is the first under the PIA 2021 and is under the licence agreement which the Commission and TGS-PD executed for a Geophysical Survey Project for the acquisition of about 56,000 square kilometres of 3D seismic and gravity data,” the statement reads. NUPRC said the development is another milestone in the implementation of the PIA for the attraction of investment in the oil and gas sector in Nigeria. “Without data, reserves cannot be auctioned for development and revenue attraction,” the commission said. “Data acquired under the PEL is not proprietary but speculative/multi-client survey data acquired in partnership with the NUPRC. “The licence therefore authorises TGS-PetroData Offshore to carry out non-exclusive Petroleum Exploration Operations on a multi-client basis within the licensed area and permits the use of the acquired 3D seismic and gravity data by exploration companies. “Due to the specialised nature of the Geophysical Survey Vessel to be used for the acquisition of the 3D seismic and gravity data, the Nigerian Content Development and Monitoring Board (NCDMB) granted no objection to TGS-PD to deploy the facility.” NUPRC said the acquisition of the 3D seismic and gravity data commenced on July 17, 2023, and the processed data will be available for use by mid-2024. The regulator said the scope of the geophysical survey project includes “phase 1 acquisition of about 11,900 sq. km of new 3D seismic and gravity data in water depth ranging from 30m to 4000m offshore Niger Delta”. “Acquiring seismic and gravity data at the same time will improve the correlation of identified structures and reservoirs,” the agency said. “Record length of 14 seconds. This is the first of its kind in Nigeria. This will image deeper reservoirs that have not been imaged offshore Niger Delta before now. “The acquired seismic and gravity data will be processed using the latest TGS proprietary technology. “The acquired data will be licensed to exploration companies.” ‘THE 3D SEISMIC AND GRAVITY DATA BELONGS TO NIGERIA’ The commission said it has the sole right and title over the acquired raw and interpreted data to be obtained by the licensee (TGS-PD) under a petroleum exploration licence. “Therefore, the 3D seismic and gravity data belongs to the Nigerian Government,” NUPRC said. “Based on section 71(7) of the PIA, the Commission and Federal Government of Nigeria shall benefit from the revenue that will be generated from the data use licence that will be granted to interested exploration companies by TGS-PD.” NUPRC added that the data would create opportunities for increasing oil and gas reserves and production, as well as Nigerian content development and employment of Nigerian professionals.

Catholic Priest Dies Under Controversial Circumstances In Benue

  The Parish Priest of St. Joseph Catholic Church, Jootar, in Ukum Local Government Area of Benue State, Reverend Father Faustinus Gundu, has allegedly been killed by lightning. Local sources yet to be verified by authorities reportedly narrated the incident in dual version. A version said the deceased priest whom they popularly referred to as “Albino” was struck by lightening during the rain earlier on Thursday, while another said he slumped and died. The witnesses, however, claimed that the deceased priest had rushed outside his house to pick a towel from the linen soon after the rain began but slipped and fell hitting his head on a hard surface. Our correspondent further learnt that the late Gundu was alone at the time of the incident and had no one to immediately help him so he remained on the spot where he fell down while the rain lasted. Locals said that he had died by the time people discovered him and tried to help out. Police Public Relations Officer (PPRO) for Benue Command, SP Catherine Anene, confirmed the incident to journalists in Makurdi. Anene was however not certain about whether he slumped and died or he died as a result of being struck by thunder. “I received the report but they alleged thunder. It is until we investigate before that would be concluded,” the PPRO said

South-East Will Appeal For Nnamdi Kanu’s Release, Says Ifeanyi Ubah

  A senator representing Anambra South Senatorial District, Ifeanyi Ubah, has revealed that the South East will plead with the Federal Government for the release of the leader of the proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu, from detention. When asked on Channels Television’s Politics Today if the IPOB leader would be released soon, Ubah responded: “Definitely”. “I am of the firm belief that if we can consult – with the consultation we have had, the government will start looking in that direction,” he said Thursday. “Even though it is something that the government cannot say – based on the issues in court, the government cannot say that they can take a unilateral position. But I believe by the time we join the forces coming into the centre spread, we will make an appeal.” He attributed Kanu’s continued detention as one of the reasons fueling insecurity in the South-East region But Ubah expressed optimism that efforts will be made to combat insecurity in the area. “We spoke on many issues, not only insecurity. We discussed insecurity; it was one of the focused infrastructures, but most importantly, even looking at the stability of the southeast and my state – our detained brother, Nnamdi Kanu. “A lot of things are on the table; let us see how, where we will get to,” he said. The senator, who earlier on Thursday switched from the Young Progressives Party (YPP) to the All Progressives Congress (APC), said the Southeast is raising these issues because it wants “tranquility and stability” to reign there. “Everybody that wants peace in the South-East should help join or help pray for me and see that my move will bring value to the South-East and bring tranquility and peace so that people will start going back to the southeast,” he added. “People are no more going: Mondays are being observed as sit-at-home, so many things are involved.” The Supreme Court has however fixed December 15 to deliver its judgement on the appeal that is seeking to compel the Federal Government to release the IPOB leader.

Tinubu approves over 260 emergency road repairs nationwide — Umahi

  President Bola Tinubu has approved more than 260 road repairs interventions across the 36 States of the Federation and the Federal Capital Territory (FCT) Abuja. The Minister of Works, Engr David Umahi, disclosed this on Thursday at the Presidential Villa, Abuja, while speaking with journalists after an audience with President Tinubu in his office. The Minister, who further disclosed that the emergency repairs on the 260 roads nationwide will gulp about N217 billion, added that President Tinubu had approved more road construction works, including project upgrades. According to the Minister, the President has also approved the resurfacing of the 3rd Mainland Bridge, construction of Lekki deep seaport road, re-construction of two collapsed bridges in Enugu and reconstruction of two locations on the Onitsha-Owerri Road. Other roads approved for construction include the upgrading of the ongoing Abuja-Keffi-Akwanga-Lafia road, dualization of the Lafia by-pass. I’ve always commended Mr President for his deep interest in reinstating most of our roads in the country. Everyday we get a lot of concerns from the public on the very deplorable situation of our roads, but there is no paper I brought in respect of that that Mr President has not approved. “Just yesterday he approved over 260 road interventions across the 36 states and the FCT. You’ll recall that last week he approved a lot of emergency roads and bridges repairs; we have three bridges that collapsed on the Southwest roads, he approved for reconstruction immediately. We have the Shendam- Lafia that collapsed, we also have the approval for its repairs. We have about 17 points along the East-West Road that have been destroyed by flood, Mr President has approved and released money for the immediate repairs. Of course the Third Mainland Bridge’s resurfacing and repairs of some noticeable deflections, which have to be done under the deck on top of the water with equipments, he has also approved that. “Two bridges that collapsed in Enugu, approved by Mr President; the two locations on the Onitsha-Owerri Road, Mr President approved the reconstruction; Lokoja-Abuja Road, Mr President approved the reconstruction. “I can name them, apart from the 260 emergency repairs all over the country that worth about N217 billion, so I’m quite glad. “This afternoon again, Mr President approved upgrading of the Abuja-Keffi-Akwanga-Lafia Road, of course it’s ongoing, but it’s a PPP the Chinese and we’re paying 15%. Also the construction of the Lafia Bypass Dualisation from Makurdi, through Oturkpo, through Oboloafor, down to 9th Mile, it’s a major one, but Mr President has approved it. This is also being financed by the China EXIMBank, Lafia-Keffi Road is also financed by Chinese EXIMBank. “Then the of 7th AXA Road, Lekki Deep Seaport (access), in Lagos. You know the Lagos State government is building the deep seaport, meaning that all the cargoes that cannot berth at the existing ports in Lagos can now come to that location and that’s where the Dangote Refinery is located. “I saw thousands and thousands of well-established companies that are already installing their equipments there. It’s to be a huge free trade zone. So Mr President has approved that I should go ahead and sign MoU and that it should be programmed for priority in our business with the Chinese”, he said. President Tinubu also approved the reconstitution of the Board of the Federal Roads Maintenance Agency (FERMA), with the aim of speeding up the road maintenance nationwide. “Let me also announced that Mr President approved the reconstitution of FERMA Board and this is very good for us, this is so that work can now get a bit more serious with FERMA in terms of very prompt maintenance of the roads” Uhahi disclosed. When asked how soon Nigerians should expect to see mobilisation to site, Umahi said “said there’s a process; we’re doing the designs and procurement and selecting contractors to this. We’re calling some contractors that have existing projects within these locations. “We’re getting selective renderings from the approval of BPP and these are the procedures. I’m sure with the onset of dry season from November, these works will get started and we’re going to put a lot of pressure on them for them to complete the works,” he said.

Tankers explode in Lagos

Two fuel-laden tankers have exploded at the Lagos quadrapont bridge by National Arts Theater in Lagos state. Margaret Adeyeye, director of Lagos State Fire and Rescue Service, said the service is currently trying to put out the inferno. “The Sari Iganmu and Ilupeju fire crews are combining efforts to tame the raging fire,” she said. In an update, the fire service said the incident involved three tankers (two with fuel contents and an empty one); a micro-mini bus, and a tricycle. “Casualty yet unknown if any as Firefighting continues with Ajegunle Fire Station joining the fray,” the fire service said. The Lagos State Traffic Management Authority (LASTMA) also said its officers are at the scene to handle the situation. Earlier, a tanker fell on the Otedola bridge. The tanker reportedly lost control while conveying diesel outward Lagos Capital Oil Filling Station along the Lagos-Ibadan expressway. The tanker spilled its content on the road while a 14-seater company bus, with three occupants, was trapped beneath it. The three persons were eventually rescued unhurt.   The Central Bank of Nigeria (CBN), on Thursday, announced the lifting of the ban on 43 items previously restricted from accessing foreign exchange (forex) from the investor’s and exporters’ (I&E) window. In 2015, the CBN initially restricted 41 items from accessing FX from the I&E window, the country’s official market. By implication, importers of the commodities were forced to source for FX at the black market often at higher rates. The apex bank later added two more items to the list in 2018 and 2020, respectively. In a statement on Thursday, the CBN said importers of the items are now allowed to purchase foreign exchange in the official market. Ifeanyi Uba Says Tinubu Fair To South-East

  Senator Ifeanyi Ubah believes President Bola Tinubu has been fair to the South-East, maintaining that the Nigerian leader has more “good things” in stock for the region. Ubah, who represents Anambra South in the upper lawmaking body had dumped the Young Progressives Party (YPP) for the ruling All Progressives Congress (APC), becoming the party’s first senator from the South-East State. Despite many arguing that the South-East is not APC’s stronghold with the party performing abysmally in the 2023 election in the area, the lawmaker said President Tinubu has been fair to the region. For someone winning election back to back, you know that you must be close to your people and you must always consult widely with your people. So for me to join the APC, I did my consultation and then I listened to the voice of my people,” he said on Thursday’s edition of Channels Television’s Politics Today. “If you look at the APC today, you will discover that the President [Bola Tinubu] has been super fair to the South-East irrespective of our votes during the elections. Giving us the minister of works [David Umahi] is something that would not have been possible in the past. [There are] other appointments that are coming and so many other good things he wants to do for our people.” He said the region has much to benefit from keying into the APC and does not want the South-East to be left behind. “So, it is very important for us now to join the centre party so that we would not be left behind,” he said, adding that “the entire South-East is joining where I am going”. “Just watch and see what is going to be in the next few weeks,” he noted, saying some of the people expected to join the APC include senators and other major stakeholders in the South-East.
